The Forest of Clunie Scheme in Outline Area of the Scheme The Scheme area includes all those parts of farms and estates within the Forest of Clunie SSSI. Areas of suitable moorland habitat on these farms and estates outwith, but adjacent to, the SSSI are also included. Eligibility Anyone who has a legal right to manage land within the Scheme area and expects to have that right for at least five years can apply. Agreement Agreements will be for five years from the date relevant parties agree to start implementing the Moorland Management Plan. This must be within one year of completing the Plan. The Moorland Schemes booklet gives an outline of the agreement conditions. Detailed conditions are in the example agreement. You can get copies of the Moorland Schemes booklet and the example agreement from Emily Grant, the Forest of Clunie Project Officer. Prescriptions and rates The available management prescriptions are listed and described, with payment rates, in the following pages. They are arranged in four levels. All applicants would need to participate in Levels One and Two. Level One comprises the production of a moorland management plan for the farm or estate (whichever is the smaller) for which SNH will make an area based payment subject to a ceiling of £1,250 per plan. SNH will provide information on habitats, birds and archaeological interests and make available aerial photographs (on loan only). An example management plan layout with guidance is also available. Level Two comprises moorland management (burning or cutting) in accordance with The Muirburn Code for which SNH will make an area based annual payment subject to a ceiling of £5,000 per annum per farm or estate.
Levels Three and Four comprise prescriptions for which SNH will make fixed-rate and individually negotiated payments, respectively. Limitations on Scheme payments In addition to the limits of £1,250 for management plan production and £5,000 per annum for muirburn etc., there is an overall ceiling of £50,000 over the 5 year term of Agreement for each farm or estate. Payments For regular and ongoing management we will pay you in June each year. These payments will depend on us receiving your Annual Record of Management by the end of May each year. For other management, we will pay you when you have completed it and we have received an invoice or other form of evidence of it having been completed. Annual Record of Management You will need to record the management you carry out each year under the Scheme. This annual record of management will form an important part of monitoring the Scheme’s impact and will help us decide whether or not this and other Schemes should be extended, adjusted or withdrawn. Details of what you will need to record for each prescription are given in the example agreement, but generally you will need to include, as appropriate, a map showing the area in which each prescription was carried out and a summary of the work done. Process of Application The Forest of Clunie Moorland Management Scheme is open for applications from 13 August 2001 until 31 May 2004. You must first obtain an application form from SNH. The Forest of Clunie Scheme is being managed from the SNH Tayside & Clackmannanshire Area office at Battleby, Redgorton, Perth PH1 3EW. Other local office addresses are given in the Moorland Schemes booklet. Everyone with a legal right to manage the moorland should complete the form and send it back to Emily Grant, the Forest of Clunie Project Officer, at Battleby. Once SNH confirms in writing that you are eligible to enter the Scheme, you can arrange for a Moorland Management Plan to be prepared. Following completion of the Plan, discussion and agreement between all parties, an Agreement would have to be signed by the relevant parties and the agreed work could then commence.
