Foreword Technical education plays a vital role in the human resource development of any country by creating skilled manpower, enhancing industrial productivity and improving the quality of life. India’s transition to a knowledgebased economy requires a new generation of educated and skilled people. Its competitive edge will be determined by its people’s ability to create, share, and use the knowledge effectively. A knowledge economy requires India to develop workers - knowledge workers and knowledge-technologists: who are flexible and analytical and who can be the driving force for innovation and growth. Two important concerns of the employers today are finding good workers and training them. The difference between the skills needed on the job and those possessed by the applicants, sometimes called the skills-gap, is of real concern to the human resource managers and business owners looking to hire competent employees. While employers would prefer to hire people who are trained and ready to go to work, they are usually willing to provide the specialized, jobspecific training necessary for those lacking such skills. India has a large population base of 1.14 billion with demographic shift in favor of the working age group (15- 59 years), where in the overall population is projected to grow at 1.6% over the next five years, the working age is expected to grow at 2.15%. For this majority group, access to Secondary education and VET is crucial and for most of them, Secondary education and VET will be the last stage of their formal schooling. An effective school to work transition for these young people which is made possible by higher quality secondary and tertiary education and VET, will improve their employment prospects and lifetime earnings. Integrating Vocational Education with Academic / General Education provides learners with the necessary transferable, employability skills that employers need. It also provides a mechanism for engaging those who have not been engaged by the academic learning and offers learners an early opportunity to sample whether the future career options are practical or will be of interest to them without preventing them from also pursuing the academic pathways. Open Schooling with its objective to reach the unreached through flexibility, distributed and multi-mode learning has its own distinct issues and challenges. In fulfilling its role of adding value and relevance to its learners through Integrating Vocational Education with the Academic /General education, we had organized this International Conference from 17 th to 19 th Feb 2012 at the Institute of Defence Studies and Analysis (IDSA), New Delhi in Collaboration with the UNESCO, India and Common Wealth of learning (COL), Canada. This collaborative venture provided opportunities to the delegates from the UNESCO, Commonwealth of Learning (COL) U.K., Germany, Australia, New Zealand, Bangladesh, Zambia, Botswana, Bangladesh, Tanzania, Namibia, Malawi, and India to deliberate upon the issues such as: ❑ ❑ ❑ ❑ ❑ Vocational Skills and Training to empower citizens – Policy Perspective Designing the Curriculum and Quality Framework to strengthen the impact of Vocational Education at school level Use of Technology in providing education Developing framework for the Recognition of Prior Learning Development of the Assessment and Certification Framework. As a result of presentations, deliberations, etc., the conference brought out some significant recommendations and spelt out action points that are to be taken up at different levels for making Vocational Education more meaningful. I am grateful to the Governments of Germany, Australia, New Zealand, Bangladesh, Zambia, Botswana, Bangladesh, Tanzania, Namibia, Malawi, and India for deputing delegates to attend the Conference. My sincere thanks to the Dr. (Smt.) D. Purandeswari Devi, Minister of State for Human Resource Development, Govt. of India, Smt. Anshu Vaish, Secretary, Department of School Education and Literacy(SE&L), MHRD, Shri Jagmohan Singh Raju, JS & DG, NLMA, MHRD, Govt. of India and Shri Apurva Chandra, Joint Secretary (SE&L), MHRD, Govt. of India and other officials from the MHRD for their active participation in the deliberations in the conference. I hope that this report will be useful to the educational planners and administrators for making perspective plans for the Integration of Academic and Vocational Education and their implementation.
