Section 4 Economic Development<br />
POLICY E3: Strategic Employment Sites<br />
Local Development Documents should identify readily-serviceable strategic employment sites of the quality and<br />
quantity required to meet the needs of business identified through the employment land reviews referred to in Policy<br />
E2. Sites should be provided particularly, but not exclusively, at the following regionally strategic locations:<br />
• Bedford, Harlow, Stevenage, Hemel Hempstead and the Luton conurbation – to assist regeneration and ensure<br />
growth in key sectors and clusters;<br />
• Thames Gateway, linked to the strategies for the key centres at Basildon, Southend-on-Sea and Thurrock<br />
Urban Area;<br />
• Cambridge Sub-Region, to secure its full potential as a centre for world-class research and development;<br />
• Peterborough, to achieve regeneration, attract business activities and key sectors and clusters including<br />
environmental services;<br />
• Norwich, to support regeneration and its role in bio-technology;<br />
• Haven Gateway, to support growth and regeneration at Colchester and Ipswich, including the latter’s role in ICT,<br />
and development associated with port expansion at Harwich and Felixstowe;<br />
• Great Yarmouth and Lowestoft, to support development associated with port expansion, regeneration and<br />
economic diversification;<br />
• Hertfordshire, at locations (other than those noted above) where this would support strong, continued growth of<br />
mature and emerging clusters and sectors, or support regeneration of the Lee Valley; and<br />
• other key centres of development and change, including Chelmsford, to meet needs identified in Local<br />
Development Documents.<br />
4.13 Strategic employment sites are needed for the reasons in Policy E3. In some areas appropriate land has already been<br />
allocated and the need is to safeguard and promote its use or redevelopment. In other areas additional sites will need to<br />
be allocated in locations which satisfy the criteria in Policy E2.
