USING E-PROCUREMENT<br />

Recommendation 17<br />

Local authorities should increase their use <strong>of</strong> simple forms <strong>of</strong> e-procurement such<br />

as purchasing cards and BACS payments. They should adopt a modular approach<br />

to the implementation <strong>of</strong> e-procurement solutions.<br />

We have already encouraged councils to make progress in this area. Electronic<br />

procurement has a particularly important role to play in relation to low value/low risk (but<br />

high volume) requirements.<br />

The critical role <strong>of</strong> e-procurement should be identified in corporate procurement strategies,<br />

supported by a more detailed e-procurement strategy and implementation plan.<br />

DTLR provided financial support to three e-procurement pathfinders (Huntingdonshire,<br />

Leeds and Newham) as part <strong>of</strong> the Local Government Online pathfinder programme. The<br />

Department’s consultation paper on a national strategy for local e-government, e-gov@local,<br />

confirms that e-procurement is a priority and that further work will be supported. The aim<br />

is that all councils have access, at the earliest possible date, to the considerable financial<br />

benefits that simple and effective e-procurement solutions and supply chain management<br />

can bring.<br />

The IDeA has developed IDeA Marketplace as a commercial service to provide a one-stop<br />

electronic shopping mall and e-procurement service specifically to meet the needs <strong>of</strong> local<br />

authorities.<br />

FUNDING IMPROVEMENT<br />

Recommendation 18<br />

Government should consolidate its funding for improvements in local government’s<br />

capacity into a single fund, designed to provide both revenue and capital support<br />

on a pump-priming basis for key priorities. Such a fund could usefully absorb the<br />

resources currently made available in support <strong>of</strong> PFI projects so as to allow a wider<br />

range <strong>of</strong> partnership options related to outcomes to be pursued.<br />

Recommendation 19<br />

Government funding for e-solutions (such as Local Government Online) should be<br />

used to support the development <strong>of</strong> a variety <strong>of</strong> different e-procurement models in<br />

local government. Projects should be designed to encourage joint working between<br />

local authorities.<br />
