Temel araştırma ile uygulamalı araştırma<br />

yaklaşımla, tüm toplumsal düzeylerde<br />
(bireysel, kurumsal, bölgesel, ulusal ve<br />
uluslararası) sürdürülebilir kalkınmanın<br />

The Research <strong>Institute</strong> <strong>for</strong> <strong>Managing</strong><br />
Sustainability (RIMAS) at the Vienna<br />
University of Economics and Business is an<br />
independent university institute specializing<br />
on research <strong>for</strong> Sustainable Development<br />
and Corporate Sustainability.<br />
We contribute to the achievement of<br />
<strong>sustainable</strong> <strong>development</strong> at all societal<br />
levels (i.e. the individual, corporate,<br />
municipal, regional, national and<br />
international levels) by developing and<br />
applying scientific insights.<br />
Our strength lies in our orientation on<br />
practice, sound scholarship, a long track<br />
record in interfaces between science, policy,<br />
management and economics, and expertise<br />
in organisational and policy learning as well<br />
as mediation between various scientific<br />
disciplines.<br />

uzmanlardan oluşan gayri resmi bir ağdır. Son<br />
yıllarda çoğu Avrupa ülkesi ulusal sürdürülebilir<br />
kalkınma stratejilerini uygulamaya başlamıştır.<br />
Uygulama sorumluları arasında deneyim alışverişini<br />
sağlamak için 2002 yılından bu yana uluslararası<br />
yıllık konferanslar düzenlenmektedir. Bunun<br />
yanısıra 2006 yılı başında, Avrupa ülkeleri<br />
arasındaki bağları güçlendirmek için European<br />
Sustainable Development Network (ESDN)<br />
kurulmuştur.<br />
Yönetimsel Sürdürülebilirlik Araştırma Enstitüsü, bu<br />
ağa bilimsel alanda destek olma görevini<br />
üstlenmiştir. Bir dizi atölye çalışması, merkezi<br />
internet plat<strong>for</strong>mu, kilit konuların ve çeşitli vaka<br />
analizlerinin hazırlanması yoluyla deneyim<br />
alışverişinin sürekliliği güçlendirilmekte ve Avrupa<br />

The European Sustainable Development Network<br />
(ESDN) is an in<strong>for</strong>mal network of public<br />
administrators and other experts dealing with<br />
<strong>sustainable</strong> <strong>development</strong> strategies in Europe.<br />
In recent years most of the European countries<br />
started with the implementation of National<br />
Sustainable Development Strategies. In order to<br />
exchange experiences amongst the people in<br />
charge of <strong>strategy</strong> implementation in the various<br />
countries, yearly conferences take place since<br />
2002. Based on such exchange meetings, the<br />
ESDN originated in 2006 with the aim of<br />
fostering the exchange among European<br />
countries.<br />
The Research <strong>Institute</strong> <strong>for</strong> <strong>Managing</strong><br />
Sustainability was awarded with the scientific<br />
support and facilitation of the network as the<br />
ESDN Office. Through a series of conferences<br />
and workshops, creation of a central internet<br />
plat<strong>for</strong>m, preparation of key topics and case<br />
studies, the continuous exchange of experiences<br />
is strengthened and policy learning amongst the<br />
European countries is supported.<br />

Son yıllarda bütün Avrupa ülkeleri, ulusal<br />
sürdürülebilir kalkınma stratejileri geliştirmiş ve<br />
yasallaştırmıştır. Bölgeler, şehirler ve belediyeler<br />
(yerel yönetimler) bu stratejiler tarafından sıkça<br />
etkilenmekte (örneğin arazi paylaşımı, altyapı, yol<br />
yapımı konularında), ancak uygulamaya katılımları<br />
farklı şekillerde meydana gelmektedir.<br />
Avrupa çapında yürütülen bir karşılaştırmalı<br />
araştırma çerçevesinde, ulusal sürdürülebilir<br />
kalkınma stratejilerinin uygulanmasında yerel veya<br />
bölgesel düzeydeki katılım araçları ve bu alandaki<br />
deneyimler toplanmış ve karşılaştırılmıştır. Vaka<br />
analizlerinin seçiminde, çeşitli siyasi-idari modeller,<br />
yetki dağılımları ve yönetim kültürleri dikkate<br />
alınmıştır.<br />
All European countries have developed and<br />
enacted National Sustainable Development<br />
Strategies over recent years. Regions, cities<br />
and villages are often affected by these<br />
strategies (e.g. regarding land consumption,<br />
infrastructure, traffic routes), but their inclusion<br />
into <strong>strategy</strong> <strong>development</strong> comes in<br />
different ways.<br />
Hence, this Europe-wide comparative study<br />
brings up and compares the instruments of and<br />
experiences in including the local or regional<br />
level in the implementation of corresponding<br />
National Sustainable Development Strategies.<br />
The project consists of the analysis of the<br />
<strong>strategy</strong> and implementation documents of all<br />
European countries and eleven specific case<br />
studies which are gathered via qualitative<br />
telephone interviews and experts’ discussions.<br />
The selection of the case studies takes into<br />
consideration the variety of politicaladministrative<br />
systems, distribution of<br />
competences and political cultures in Europe.

Most European states adopted National<br />
Sustainable Development Strategies in<br />
preparation to the Johannesburg World Summit<br />
2002. For their implementation and renewal a<br />
wide variety of means of participation and<br />
respective consultation was undertaken (e.g.<br />
advisory boards, round tables, workshops,<br />
internet plat<strong>for</strong>ms and events).<br />
Bu uluslararası karşılaştırmanın amacı, Alman<br />
sürdürülebilirlik stratejisinin geliştirilmesine ivme<br />
kazandırmak amacıyla danışma araçlarının<br />
kullanımına dair veri toplamaktı. Proje bu<br />
doğrultuda, söz konusu araştırmanın ve<br />
Almanya’nın mevcut durum ve analizini, Avrupa<br />
ülkelerine genel bir bakışı, katılımcı modeller<br />
üzerine 8-10 vaka analizi ile iki atölye çalışmasını<br />
içerdi. Potansiyeli en yüksek üç katılımcılık modeli<br />
Almanya'daki duruma uyarlanabilirliği konusunda<br />
incelendi ve değerlendirildi. Proje, Ekoloji Enstitüsü<br />
(Berlin) işbirliğinde gerçekleştirildi.<br />
The purpose of this international comparative<br />
study was to understand various approaches to<br />
the deployment of these instruments and gain<br />
impulses <strong>for</strong> the further <strong>development</strong> of the<br />
German National Sustainable Development<br />
Strategy. The project, there<strong>for</strong>e, provided an<br />
analysis and comprehension of both the current<br />
state of research on the topic and the German<br />
situation, a Europe-wide country overview,<br />
8-10 case studies about participation,<br />
and two workshops. The three participation<br />
models with the highest potential were assessed<br />
regarding <strong>for</strong> their transferability and<br />
adaptability to the German situation. The project<br />
was carried out in collaboration with the Ecologic<br />
<strong>Institute</strong> (Berlin).

uygulanmasında kullanılan araçlar ve deneyimler<br />
toplandı. Her iki çalışmanın da odak noktası<br />

For several years now, National Sustainable<br />
Development Strategies, the main instruments<br />
of the realisation of <strong>sustainable</strong> <strong>development</strong> in<br />
Europe, have been vital political topics. Two<br />
comparative studies are examining instruments<br />
as well as experiences in the realisation of<br />
<strong>sustainable</strong> <strong>development</strong> strategies in Europe.<br />
Policy learning is at the core of both studies.<br />
İlk araştırma sürdürülebilir kalkınmanın<br />
gözlemlenmesinde kullanılan gösterge sistemleri ile<br />
ilgiliydi. İkinci çalışma çevresel konuların diğer<br />
politika alanlarına entegrasyonu ("yatay<br />
entegrasyon politikası") için kullanılan araçları<br />
araştırdı. Burada özellikle yenilikçi yönetişim<br />
yapılarına (örneğin sivil toplum konseyleri, yeşil<br />
kabineler) ve Sürdürülebilirlik Etki<br />
Değerlendirmesi’ne önem verildi.<br />
The first study deals with indicator systems <strong>for</strong><br />
monitoring <strong>sustainable</strong> <strong>development</strong> in European<br />
countries, the second one examines instruments<br />
<strong>for</strong> the integration of environmental issues into<br />
other policy areas (“horizontal policy<br />
integration”). Special attention was paid to<br />
innovative governance structures (e.g. civil<br />
society councils, green cabinets) and the<br />
Sustainability Impact Assessment.<br />

The results of both studies on the <strong>strategy</strong><br />
implementation were used thus <strong>for</strong> the<br />
<strong>development</strong> of the Turkish Sustainable<br />
Development Strategy.
Review of the Serbian Sustainable<br />
Development Strategy<br />

Yönetimsel Sürdürülebilirlik Araştırma Enstitüsü,<br />

Due to its huge experience and scientific<br />
background the experts of the Research<br />
<strong>Institute</strong> <strong>for</strong> <strong>Managing</strong> Sustainability were<br />
invited to review the <strong>development</strong> of the Serbian<br />
National Sustainable Development Strategy. The<br />
project was commissioned by UNDP Serbia and<br />
Montenegro.<br />

The review process included the evaluation of<br />
the <strong>sustainable</strong> <strong>development</strong> <strong>strategy</strong> and<br />
background material as well as interviews with<br />
policy-makers, experts and NGO representatives<br />
in Belgrade. The review report was submitted to<br />
UNDP and the office of the Serbian Deputy<br />
Prime Minister.<br />

The world-wide financial and economic crises<br />
lead to a discussion of national and global<br />
framework conditions and control mechanisms.<br />
The currently available economic knowledge and<br />
the instruments <strong>for</strong> economic policy are neither<br />
prepared <strong>for</strong> effective prevention nor <strong>for</strong><br />
successfully tackling a crisis of this dimension.<br />
There<strong>for</strong>e, research work is necessary to<br />
minimise or avoid future crises.<br />

In this project we analyzed the state-of-the-art<br />
economic theories and approaches <strong>for</strong> a crisisresistant<br />
market economy and <strong>for</strong>mulated open<br />
research questions. The focus was set on longterm<br />
<strong>development</strong> of framework conditions <strong>for</strong> a<br />
<strong>sustainable</strong> economy rather that the details of<br />
the short-term economic stimulus packes. The<br />
research questions that were developed in a<br />
workshop and in interviews with international<br />
experts are particularly orientated towards<br />
practical and political importance.

The <strong>Austrian</strong> Sustainability Strategy was<br />
elaborated in preparation of the World Summit in<br />
Johannesburg in 2002. It contains 20 guiding<br />
principles and outlines the key elements of its<br />
implementation (e.g. policy integration,<br />
indicators, implementation documents,<br />
reviewing mechanisms).<br />

Between 2001 and 2008 the team of the<br />
Research <strong>Institute</strong> <strong>for</strong> <strong>Managing</strong> Sustainability<br />
was responsible <strong>for</strong> editorial work of the <strong>strategy</strong><br />
document, its implementation plans and progress<br />
reports. In addition, we worked as moderators,<br />
carried out process reviews and gave advice to<br />
the process management. At the same time, we<br />
undertook a survey with international experts on<br />
the necessary quality criteria <strong>for</strong> national<br />
<strong>sustainable</strong> <strong>development</strong> strategies which were<br />
then used as the basis <strong>for</strong> the <strong>development</strong> of<br />
criteria, instruments and methods <strong>for</strong> the<br />
evaluation of sustainability strategies.<br />

The experiences in creating and implementing the<br />

EASY-ECO is a series of European conferences<br />
and trainings <strong>for</strong> evaluation of sustainability,<br />
providing the basis <strong>for</strong> ex-post reviews as well<br />
as ex-ante decision making.<br />

In the course of the EASY-ECO project 7<br />
conferences with more than 1.000 participants<br />
and 10 training events with more than 400<br />
trainees take place between 2001 and 2010.<br />
Moreover, since 2007 a comprehensive e-<br />
learning plat<strong>for</strong>m offers distance learning<br />
courses on basic and advanced topics and case<br />
studies in <strong>sustainable</strong> <strong>development</strong> evaluation.<br />
EASY-ECO was funded by the 5th and 6th EU<br />
Framework Programme and implemented in<br />
cooperation with top European universities and<br />
research institutes from Germany, Belgium,<br />
Sweden, United Kingdom, Spain, Italy,<br />
Hungary, Rumania and Estonia. A selection of<br />
conference presentations is being published in<br />
the book series Evaluating Sustainable<br />
Development, edited by Peter Hardi and André<br />

Monitoring of the EU Sustainable<br />
Development Strategy<br />

Sürdürülebilir Kalkınma Stratejisi, Avrupa'nın<br />
sürdürülebilir kalkınması için net hedefler belirledi.<br />
Eurostat, bu hedefler doğrultusunda ilerlemeyi<br />
ölçmek için, son 15-20 yıldır tüm AB üye<br />
devletlerinde mevcut bir dizi sürdürülebilirlik<br />
göstergesi topladı. Bunların arasında iklim koruma,<br />
ekonomik büyüme, sağlık sistemlerinin finansmanı<br />
ve biyolojik çeşitlilik alanlarındaki göstergeler<br />

The Sustainable Development Strategy of the<br />
European Union, renewed in 2006, has placed<br />
<strong>sustainable</strong> <strong>development</strong> among the most<br />
important long-term political objectives of the<br />
European Union. In order to measure its progress,<br />
Eurostat has put together a set of Europe-wide<br />
indicators of <strong>sustainable</strong> <strong>development</strong> covering a<br />
time span of the last 15-20 years. Coverage of<br />
these indicators ranges from climate protection to<br />
economic growth, from financing of healthcare<br />
systems to biological diversity.<br />

In the course of this project two monitoring<br />
reports and ten short publications (‘Statistics in<br />
Focus’) are be published between 2009 and 2011.<br />
These reports offer comprehensive analyses of<br />
Sustainable Development in all 27 EU Member<br />
States based on an analysis of Eurostat’s SD<br />
Indicators. Through data analysis and<br />
interpretation <strong>sustainable</strong> and un<strong>sustainable</strong><br />
trends are identified and communicated to the<br />
media and the civil society.<br />

In theory-based evaluations programme theories<br />
are used to illustrate and analyse short, medium<br />
and long term impacts of the programmes.<br />

In two basic research projects (2010-2011<br />
and 2005-2007) systemic constellations, usually<br />
used in systemic consultation practice, were<br />
adapted to use them in the context of theorybased<br />
evaluations <strong>for</strong> the first time.<br />
System constellations were used as a heuristic<br />
tool to analyse <strong>for</strong>mal and in<strong>for</strong>mal relationships<br />
between different actors. The insights gained<br />
serve as a basis <strong>for</strong> more actor-centred theories<br />
and programme evaluations.<br />

The <strong>Austrian</strong> Eco-Label is applied by around 80<br />
production companies (producing a total of<br />
about 400 products) and 275 tourism<br />
enterprises. In a theory-based evaluation we<br />
analysed expectations, experiences, appraisals,<br />
activities and future perspectives from the<br />
viewpoint of the companies using the <strong>Austrian</strong><br />
Eco-Label.<br />

Firstly, we set up a logic model of the <strong>Austrian</strong><br />
Eco-Label in collaboration with policy makers,<br />
programme managers and experts. Based on<br />
this framework questions <strong>for</strong> evaluation were<br />
identified and empirically validated. Secondly,<br />
we carried out a series of telephone interviews<br />
with both, companies using the <strong>Austrian</strong> Eco-<br />
Label and a control group of companies that<br />
decided not to use it. The results were discussed<br />
and validated during the workshops with<br />
experts, multipliers and key actors.

Conventional evaluations often focus on<br />
measurement and assessment of impacts and<br />
do not take into account why the observed<br />
effects took place or how they could be<br />
optimized. ‘Theory-based evaluation’ aims to<br />
overcome this widespread deficit. Developing<br />
‘logic models’ helps identify and empirically<br />
validate the causal relationships of activities<br />
and their short, medium and long-term<br />
impacts.<br />

In the course of this project generally<br />

For years most of the <strong>Austrian</strong> provinces<br />
have been implementing regional<br />
programmes <strong>for</strong> consulting on corporate<br />
sustainability issues. These programmes<br />
should raise awareness, support the<br />
dissemination of new technologies and<br />
there<strong>for</strong>e lead to better environmental<br />
protection and better take-up of corporate<br />
social responsibility.<br />
In order to assess their environmental and<br />
economic impacts, strengths and weaknesses<br />
and the multiplier effects of public funding we<br />
carried out a comparative evaluation of<br />
consulting programmes in seven <strong>Austrian</strong><br />
provinces. This evaluation was based on an<br />
internet database containing detailed data of<br />
corporate sustainability measures of more<br />
than 1.000 companies (in total more than<br />
10.000 measures). In addition, more than<br />
100 telephone interviews were carried out<br />
during the course of one year. Through a<br />
series of workshops the project facilitated an<br />
exchange of knowledge and experience<br />
among programme managers and delivered<br />
results of the evaluation.
IMPACT - Impact Measurement and<br />
Per<strong>for</strong>mance Analysis of CSR<br />

Avrupa çapında yürütülen bu projenin amacı,<br />

kapsamında geliştirilen çeşitli ölçüm yöntemleri ve<br />

The main aim of this Pan-European project is to<br />
survey and measure impacts of CSR on the<br />
environment, on competitiveness, on the quality<br />
of jobs and on business success. Within this<br />
project various measurement methods and<br />
instruments are developed and tested on<br />
different levels: the analyses cover the Pan-<br />
European, regional, network and sectoral levels<br />
and comprise case studies of individual<br />
companies. Within the IMPACT project<br />
econometric methods, case studies, delphisurveys<br />
and network-analyses will be applied.<br />

The <strong>Austrian</strong> CSR Mission Statement was<br />
compiled within the scope of a wide-ranged<br />
stakeholder dialogue in 2003, which was<br />
supported by the team of the Research <strong>Institute</strong><br />
<strong>for</strong> <strong>Managing</strong> Sustainability as moderators and<br />
editors. Since then, various initiatives had been<br />
taken to raise awareness of CSR within the<br />
private sector and the broader public, to offer<br />
incentives <strong>for</strong> companies to take up CSR and to<br />
provide the institutional capacities to deal with<br />
the topic.<br />

During Spring-Summer 2009 another<br />

workshops with companies, NGOs and advocacy<br />
groups were organized resulting in a one-day<br />
Stakeholder Dialogue in June 2009.<br />

many companies concentrate on their success<br />
factors and their strategic competitive position.<br />
At the same time, new requirements <strong>for</strong> a new<br />
culture of responsible enterprise are being<br />
<strong>for</strong>mulated, which, thus <strong>for</strong>ce a new dynamic <strong>for</strong><br />
Corporate Social Responsibility (CRS). Do these<br />
two tendencies clash or complement each other?<br />

These questions are addressed within the course<br />
of this project, funded by the<br />
<strong>Austrian</strong> National Bank.<br />

While several existing studies have already<br />
explored the link between CSR and<br />
competitiveness in individual companies or<br />
analysed respective stock indices, this research<br />
project focuses on selected sectors and puts the<br />
emphasis on the future. During this project<br />
experts from all over Europe are asked to<br />
elaborate on the challenges and opportunities of<br />
CSR through multiple rounds of surveys. The<br />
“Delphi-Method” used in this project allows <strong>for</strong><br />
analysis of future trends and supports the<br />
dialogue between the research and the private<br />
sectors.

Within the scope of this project, commissioned<br />
by the DG Enterprise and Industry, three<br />
selected transnational sectoral initiatives within<br />
the textile, chemical and construction sector are<br />
being scientifically accompanied and sectorspecific<br />
success factors of CSR are explored.<br />
Hereby, a series of telephone interviews with<br />
numerous Pan-European experts are conducted.<br />
Empirical work is complemented by personal<br />
visits to the operators of sectoral initiatives.
Public CSR Policies in Europe<br />

was conducted. Through case study research the<br />
following topics have been examined: awareness<br />
raising <strong>for</strong> CSR, CSR and public procurement<br />

The aim of this project is to set up and run a<br />
monitoring system dealing with the potential<br />
contribution of the 7th EU Framework<br />
Programme (FP7) to <strong>sustainable</strong> <strong>development</strong>.<br />
There<strong>for</strong>e, the FP7 topics are systematically<br />
analysed from the viewpoint of their potential<br />
contribution to the objectives of the EU<br />
Sustainable Development Strategy.<br />
In order to address these challenges, we have<br />
developed a methodology <strong>for</strong> the monitoring<br />
system that comprises three elements:<br />
(i) scientific evidence-based screening,<br />
(ii) expert review and validation process, as well<br />
as (iii) a set of customised analyses and reports.<br />

RESPONDER aims to develop, implement and<br />
evaluate a knowledge brokerage system on<br />
managing the contradictions of <strong>sustainable</strong><br />
consumption and economic growth. There<strong>for</strong>e<br />
the project will not just bridge the gap between<br />
science and policy, but will also improve the<br />
mutual understanding between what could be<br />
called the “pro-growth community” (oriented<br />
towards the EU Lisbon Strategy) and the<br />
“beyond-growth community” (i.e. oriented<br />
towards the limits to growth and <strong>sustainable</strong><br />
<strong>development</strong>). In a series of EU dialogues a<br />
system map of <strong>sustainable</strong> consumption and<br />
economic growth will be developed together by<br />
researchers and policy makers in order to<br />
understand paradigmatic contradictions,<br />
conflicts of interest and trade-offs. In a series of<br />
multinational knowledge brokerage events, the<br />
generic map will be applied to five policy areas<br />
(housing, energy, financial, transport and<br />
agricultural policies and their implications <strong>for</strong><br />
<strong>sustainable</strong> consumption). An internet-based<br />
knowledge plat<strong>for</strong>m will support a continuous<br />
dialogue by “trading” in<strong>for</strong>mation on facts,<br />
trends, views, policies and experiences also<br />
based on the system map.

yerleşim, beslenme ve hareketliliktir. Her bir alanda<br />
sürdürülen atölye çalışmaları, durum analizleri,<br />
uluslararası deneyimlerin yaygınlaştırılmasını ve<br />
yeni senaryolar geliştirmeyi amaçlamaktadır.<br />
Doğrudan kişisel temasla, sürdürülebilir tüketim<br />
konusuyla ilgilenen araştırmacıları ve politika<br />
alanında yetkilileri bir araya getiren bir topluluk<br />
oluşturulmaktadır. Bu topluluk arasındaki yüksek<br />
kaliteli bilgi ve iletişim ağı bir internet plat<strong>for</strong>mu<br />
tarafından desteklenmektedir. Projenin zor kısmı,<br />
siyasi yetkililerin aktif katılımını sağlamak ve<br />

CORPUS aims to develop novel approaches to<br />
knowledge brokering between policy-making and<br />
research. It will foster evidence-based policymaking<br />
at the example of <strong>sustainable</strong> consumption<br />
by applying and testing a combination of online and<br />
offline knowledge brokerage methods. It will<br />
stimulate community-building among the involved<br />
researchers and policy-makers to arrive at a selfsustaining<br />
process of knowledge management in<br />
<strong>sustainable</strong> consumption policies. The planned<br />
CORPUS Web Plat<strong>for</strong>m is to become a central<br />
reference point <strong>for</strong> high quality in<strong>for</strong>mation and<br />
networking among European professionals working<br />
with <strong>sustainable</strong> consumption. The planned<br />
Interaction Exercises in three priority areas of<br />
<strong>sustainable</strong> consumption (food, mobility, housing)<br />
will explore novel modalities of knowledge<br />
brokerage and provide specifically tailored arenas<br />
<strong>for</strong> personal exchange and offline communitybuilding.<br />

renowned research institutions as the <strong>Institute</strong> <strong>for</strong><br />
Ecological Economy Research (DE), the <strong>Institute</strong> <strong>for</strong><br />
European Studies (BE), the Copenhagen Business<br />

policies – New Consumption and<br />
Production Patterns<br />
DG SANCO Politikalarının Sürdürülebilirliği -<br />
Yeni Tüketim ve Üretim Modelleri<br />
DG Sanco (AB Sağlık ve Tüketici İşleri Genel<br />
Müdürlüğü) tüketici hakları, halk sağlığı, gıda<br />
güvenliği, hayvan ve bitki koruma konularından<br />
sorumludur. Bu politikalar Avrupa sürdürülebilirlik<br />
stratejisi ile yakından bağlantılı olmakla birlikte, bu<br />
projeye kadar AB Sürdürülebilir Kalkınma Stratejisi<br />
ve DG SANCO politikaları arasında ilişki<br />
kurulmamıştır.<br />
DG SANCO policy areas (consumer affairs,<br />
public health, food safety, animal and plant<br />
health and animal welfare) strongly relate to<br />
<strong>sustainable</strong> <strong>development</strong> and the European<br />
Sustainable Development Strategy (SDS).<br />
However, there has not yet been any intranor<br />
cross-DG reflection on what the value<br />
added of the SDS framework could be <strong>for</strong> DG<br />
SANCO policy <strong>development</strong>.<br />

The main objective of this project is to<br />
conduct a process of policy reflection through<br />
a professionally facilitated series of three<br />
workshops, including a fundamental pre- and<br />
after-workshop phase. In doing so the<br />
proposed project aims at supporting DG<br />
SANCO in the process of integrating<br />
Sustainable Development into its policies<br />
through workshops on "Climate Change<br />
Consequences <strong>for</strong> SANCO Policies", "The<br />
Dilemma of the Sustainable Consumer" and<br />
"Food: From Sustainable Production to<br />
Sustainable Consumption".<br />

It offers a brief overview of the<br />
main Sustainable Development institutions and<br />
activities in Austria. It provides weekly news,<br />
in<strong>for</strong>mation on projects and events and<br />
in<strong>for</strong>ms about the implementation and<br />
<strong>development</strong> of the <strong>Austrian</strong> National Strategy<br />
on Sustainable Development. All <strong>Austrian</strong> local<br />
Agenda 21 networks and projects are<br />
represented on the website. Once a month a<br />
comprehensive scientific research on a topical<br />
sustainability issue is published which has<br />
always attracted media attention.<br />
