These ex-ET sailors normally do not possess the full suite of combat system knowledge to proficiently under take DWEEO duties. However, they may apply for recognition of prior learning for elements of the WEAC. They may also seek exemptions from sections of the AWEEO Study Guide, but all must sit and pass the oral board to achieve their Certificate of Competence in order to pursue a career in the WEE Charge Program. WOE officers without an Advanced Diploma will have their career options limited, as they are not permitted to be posted to an EO char ge position. Competitive WOE officers may be offered the opportunity of completing an Advanced Diploma on a full-time basis . . . Ex-AT CC qualified sailors may not be required to complete all components of the Air Engineering Officer Application Course (AEOAC) prior to undertaking the duties of Deputy AEO, but they will be required to obtain the AEOCC. WA R RANT OFFICER ENTRY S CH E M E The general provisions of the WOE Scheme are detailed in ABR 10 Chapter 9, however, further discussion with particular reference to technical WOs is included here for clarity. WOE officers are commissioned as A full career option requires the completion of an AD(T) or degree and subsequent career requirements identical to EOS – Post CC. Competitive WOE officers may be offered the opportunity of completing an Advanced Diploma on a full-time basis to meet the full requirements of a Charge Engineer position. Alternatively, individual WOE officers may complete an AD(T) in their own time utilising existing RAN Educational Support Schemes. RPL may be available from the tertiary institution on an individual basis. They may, however, be liable for service as Deputy Engineering Officers (or equivalent) to meet operational requirements, providing they possess an Engineer Officer’s Certificate of Competence. (In most cases for WOE officers, the MTCC, ETCC and AMCC may be directly articulated to the MEOCC, WEECC and AEOCC respectively. Some personnel may require a short spell at sea as a bridging opportunity, and some may need to complete a Harbour Watchkeeping Certificate.) 2 8 N A VY E N G I N E E R I N G B UL LE T IN F E B R U A RY 2 00 2 THE ADVA NCED DIPLO M A There are currently a wide variety of Advanced Diplomas being offered by a range of educational service providers. Due to the different career paths resulting from the transition from SAILSTRUC to CBTA, and the differing entry requirements of individual training providers it has not yet been possible to provide definitive guidelines for Advanced Diploma eligibility. The future intention is to compile a register of suitable courses in the vicinity of major fleet bases and facilities. In the interim, candidates must approach an institution of their choice and then seek DNPR(E&L) approval for the proposed course of study. RANK AND SENIORITY ON APPOINTMENT FOR SA I LO R S CO M P L E T I NG ADVA NC E D D I P LOMA AND DEGREE ST U D I E S Rank and seniority on appointment are determined on the basis of the sailor’s rank and post secondary qualifications held on the day immediately preceding appointment. Although provisional rank is recognised, due to the methodology of civil accreditation of naval training, post secondary qualifications are based on those applicable to substantive sailor rank held. Personnel undertaking degree studies do not accrue seniority in the rank on appointment. Once they successfully complete the degree they will be promoted as per the schedule in Table 1. Personnel who initially under take Advanced Diploma studies remain in their rank until the Advanced Diploma has been awarded, however, they do accrue seniority as a sailor. They are promoted to the rank of Lieutenant on award of the Diploma. Should these people subsequently proceed to degree studies, their seniority as a Lieutenant will be adjusted on completion of degree studies to align with that of the degree streamed CC qualified sailor entering the EOS from the same sailor rank. Recent policy development has identified the need to recognise the previous technical experience of CC qualified senior sailors who opt for degree studies in an engineering discipline other than that which they were originally trained; for example an ex MT CC qualified sailor under taking an Aerospace Engineering degree. Recognition will take the form of additional seniority as indicated in Table 1. S U M M A RY The policies outlined in this article provide a unified framework for in-service candidate entry to the officer corp as Engineer Of ficers. Figure 1 shows the career paths available to all successful OC applicants in the EO stream and Table 1 details rank and seniority on appointment for EOS.
