Fund as a High priority. Creation of the <strong>Water</strong> Resource Master Plan is the necessary first step in reducing the Zoo's nitrogen input<br />

to Hillsborough River and <strong>Tampa</strong> <strong>Bay</strong> and effectively conserving water for reuse.<br />

Description<br />

This project is in response to a FY2013 cooperative funding request to fund a Lowry Park Zoo <strong>Water</strong> Resource Master Plan. The<br />

project's main focus is to address the 55 million gallons per year of combined stormwater and wastewater treated by the Lowry<br />

Park Zoo that ultimately discharges to Hamilton Creek, a tributary to the Hillsborough River. The project will create and seek to<br />

implement a comprehensive water resource management plan concentrating on the separation of combined wastewater and<br />

stormwater treatment trains where wastewater would be isolated, treated in a new onsite facility, and stored for future reuse.<br />

Stormwater improvements would be identified for various locations within the Zoo property as well as at the adjacent City of <strong>Tampa</strong><br />

Park. In addition biological treatment systems and alternative technologies such as air diffusion or chemical treatment will be<br />

investigated for feasibility. The master plan will address water loss reduction and prevention, facilities records management,<br />

capital improvement for replacing infrastructure, and the utility of reuse options from a future wastewater treatment facility.<br />

Benefits<br />

<strong>Tampa</strong>'s Lowry Park Zoo is a partner of the <strong>Tampa</strong> <strong>Bay</strong> Estuary Program's Nitrogen Consortium and has an allocation through the<br />

<strong>Tampa</strong> <strong>Bay</strong> Reasonable Assurance Plan to discharge 1,000 lbs. of nitrogen per year to <strong>Tampa</strong> <strong>Bay</strong>. Creation of the Lowry Park Zoo<br />

<strong>Water</strong> Resource Master Plan will allow the Zoo to plan, design, and implement projects that will seek to reduce their entire Total<br />

Nitrogen loadings of approximately 1,000 lbs./year and reduce water consumption.<br />

Costs<br />

The proposed FY2013 cooperative funding for this project is $150,000 for plan developement. The <strong>District</strong> would contribute half<br />

($75,000) with the Lowry Park Zoo contributing half ($75,000). No future funding is currently shown but is anticipated for the<br />

implementation of projects in the plan. <strong>District</strong> funds shown in the table include staff salaries.<br />

Additional Information<br />

In addition to being a leader in conservation of endangered animal species, <strong>Tampa</strong>’s Lowry Park Zoo is focused on having a<br />

holistic and progressive approach to water and energy conservation. <strong>Tampa</strong>'s Lowry Park Zoo is not involved in developing,<br />

implementing or enforcing water conservation and flood protection ordinances.<br />
