We have now come to the 30th anniversary of the Swiss Chamber of Commerce in Hong Kong – according to the<br />
human growth cycle, we are entering adulthood. There have been many successes and challenges and with the<br />
experience gained, we are able to stride forward with confidence for the next 30 years! The recent 15 years, with<br />
Hong Kong as a Special Administration Region of China, have been smooth and successful as a whole for both the<br />
region and for the Swiss community. Hong Kong has firmly maintained and improved its identity and its way of life.<br />

How has the Chamber changed in the past 30 years? When we first started in 1982, the registered address<br />
was at the offices of Ciba-Geigy Hong Kong Ltd. in Central. A few years later, one part time staff was hired with<br />
a desk at the offices of <strong>Credit</strong> Suisse to handle the daily operation for less than 50 members. At that time we<br />
were known as the Swiss Business Council. Today, in contrast, we have grown our membership to over 200<br />
members and have established a thriving Swiss Young Professionals section. Furthermore, we have ten subcommittees<br />
devoted to furthering the interests of the Swiss community in areas such as company visits, networking<br />
opportunities, co-operation with our Chambers in China, University alumni activities and representing<br />
the interest of the SMEs, the latter being the backbone of Hong Kong’s and Switzerland’s economy. Our strong<br />
association with our Consulate is essential and much appreciated in helping us to gain a voice and influence in<br />
the Governments both here and back home.<br />
More than 250 guests joined Mrs. Rita Haemmerli-Weschke, Consul General of Switzerland in Hong Kong on<br />
October 15th 2012 to celebrate not only the opening of the 19th Swiss Business Hub, but also the 30th anniversary<br />
of our Chamber in Hong Kong. Guests at the event received a magazine telling the story of the Chamber and the<br />
journey of some of our members. With this booklet, we hope to continue to record the ‘Swissness’ in Hong Kong<br />
and how the past experiences and success stories can help to shape an even more successful future.<br />

The year ahead could be a time of significant change for<br />
everything from banks, retailers, infrastructure projects to pork<br />
prices, soccer, and “compulsory” vacation time.<br />

1. Banks underperform<br />
Mainland banks have undergone a remarkable financial recovery<br />
over the past decade, thanks to the sector’s initial recapitalization<br />
and China’s rapid economic growth. As the economy slows,<br />
however, two issues are of immediate concern: the scale of<br />
nonperforming loans left behind after the 2009 economic stimulus<br />
and the volume of wealth-management products recently snapped<br />
up by retail investors in search of decent returns. The latter may<br />
come back to haunt Chinese banks in the same way that structured<br />
products plagued Western ones in the early stages of the global<br />
financial crisis.<br />
This year could mark the start of a more fundamental<br />
transformation that will last several years. Most banks, after<br />
all, realize they need to find a different economic and business<br />
model, given growth rates that comfortably exceed returns on<br />
equity and unsustainable rates of capital consumption. In view of<br />
current trends, banks must find 1.3 trillion renminbi ($2 billion) in<br />
additional capital over the coming five years.<br />
The challenge, which many banks are ill-equipped to manage,<br />
will be to shift from customer-acquisition and “growth at all costs”<br />
strategies to more differentiated ones focused on profits. The<br />
winners will be institutions that serve the customer well and<br />
improve their operational capabilities—among other things, by<br />
taking a more robust approach to risk. Complying with decisions<br />
of the China Banking Regulatory Commission, for example, must<br />
become a much more strategic exercise in future.<br />
2. Pork or chicken prices rise 100 percent<br />
China’s domestic food supply has been strained for<br />
years. The country consumes 50 percent of all pork<br />
globally, and rising demand for protein, especially<br />
pork, is pushing the system beyond its limits. In July<br />
2011, pork prices surged 57 percent for a number of<br />
reasons, including the steady exit of swine farmers<br />
from the market beginning in 2010 and an outbreak of<br />
disease among pigs in late 2010 and early 2011. That could easily<br />
happen again, and on a much larger scale, because of failures<br />
in farms or in the extremely rudimentary cold supply chain.<br />
Imports could not increase on a scale sufficient to fill the gap. The<br />
psychological scars from recent food-safety scandals could lead to<br />
panic hoarding of substitute products and drive up their prices, too.<br />
Although a better food chain will develop over time, this may take<br />
several years.<br />
3. Local protests intensify — and succeed more<br />
often<br />
In June 2007, local protesters successfully forced the authorities<br />
to withdraw plans to build a chemical plant in Xiamen. Since then,<br />
a growing number of planned incineration and chemical projects<br />
have been withdrawn, postponed, or modified following protests,<br />
whose number doubled in the second half of 2012. A “not in my<br />
backyard” mentality is becoming common. Since there is no formal<br />
process for legitimizing proposed investments in a community,<br />
people are willing to protest noisily for an extended<br />
period, harnessing the power of social media.<br />
They realize that the government has little<br />
option but to intervene with force or to<br />
compromise or back down.<br />

Chinese cities still depend on land sales for revenue—in many<br />

find that land values are on the slide. The financing vehicles<br />
these cities have been using to build projects will no longer work.<br />
Recent cases of trust companies bailing out troubled local realestate<br />
concerns represent warning signals that municipalities<br />
are in difficulty. Without a bailout from the central government,<br />
they will no longer be able to meet their<br />
bills. Continuing to roll over loans to<br />
state-owned enterprises just pushes the<br />
problem a short way into the future.<br />
10. National holiday weeks are<br />
abolished (please)<br />
Perhaps this is more a hope than an<br />
expectation. Fifteen years ago, when the<br />
current structure of mandated vacation<br />
weeks was put in place, China’s economy<br />
was very different. There was a real belief<br />
that, without mandated vacations, most<br />
workers would never get a holiday or<br />
have an opportunity to spend the income<br />
they were saving. Yes, many hundreds<br />
of millions did travel during the Chinese<br />
New Year period, but far fewer people<br />
had migrated from their home towns to new urban environments<br />
than have done so today, and far fewer could afford to travel. In<br />
this respect, China was not that different from those European<br />
countries that mandated vacation weeks in the 1970s.<br />
Today, these compulsory holiday weeks merely serve to<br />
saturate and overload the country’s infrastructure—if anything,<br />
reducing the amount of money that people spend on travel and<br />
related services as more and more choose to stay at home. The<br />
growing middle classes can much more readily schedule their<br />
own vacations when they want to than they could in the past.<br />
Formerly, large numbers of state-owned and private-sector<br />
enterprises did not meet the legal requirements for vacations. But<br />
in the age of social media, even factory workers can now name<br />
and shame offending employers.<br />

starting in first-tier cities—or, better still,<br />
they will be formally abolished as an idea<br />

view of rising stock prices. For the famous contrarian<br />
and investment guru Marc Faber, alias “Dr. Doom”,<br />
this is a warning signal. He predicts markets to peak<br />
out later on this year.<br />

One certainly doesn’t meet up with Marc Faber, the relentlessly<br />
bearish investment guru and Editor and Publisher of<br />
“The Gloom, Boom & Doom Report”, with the expectation of too<br />
much good news. Faber (67), a global celebrity of his industry,<br />
is a contrarian whose fame is based on the correct prediction of<br />
numerous stock market crashes. For instance, he advised to cash<br />
out before Black Monday at Wall Street in 1987, and he foresaw<br />
the Asian crisis in 1997. When talking to him in 2007, when stock<br />
markets were all rosy (and long before the term “sub-prime”<br />
became part of the ordinary man’s vocabulary) he warned of an<br />
“asset bubble" in the US that could trigger a global economic crisis.<br />
Faber, a ski racer in his youth, got his PhD in Economics from<br />
University of Zurich at the age of 24 (magna cum laude).<br />
How about the standards of living?<br />
In many developed countries – relatively speaking - the standard<br />
of living of the average working and middle class family has, in my<br />
view, rather gone down. The costs have gone up more than salaries.<br />
to price increases of commodities. I just can’t see them assemble<br />
semi-conductors or cars efficiently. But it’s the most beautiful<br />
continent… and people like to party.<br />
Last time we met, the focus was on a global financial crisis<br />
triggered by the private sector in the US. Today we are looking at a<br />
debt crisis in the public sector.<br />
We had a global financial crisis that arose from excessive credit<br />
growth and excessive leverage. The global economy contracted<br />
sharply in 2008/9. What followed were massive interventions in<br />
fiscal and monetary policy. Governments run deficits, sovereign<br />
debts go up, and central banks are printing money. Central banks<br />
are expanding their balance sheets by buying mostly governments<br />
bills. This stabilized asset prices. And pushed them up.<br />
The trouble is, governments are not creating wealth. Take a<br />
look at these extremes: Both a centrally planned economy as well<br />
as an economy without any rules and regulation, which would be<br />
a tribal society, are failures. It’s all about finding the right mixture<br />
somewhere in between. I am of the opinion, that small governments<br />
are more efficient and better for the creation of economic growth. A<br />
government spending of under 20% of GDP is probably best.<br />

It is a different story in emerging markets…<br />
…I was going to address that. 80% of the population lives in emerging<br />
economies. By and large, their lives have improved. When I came to<br />
Asia in 1973, the region was very poor, with the exception of Japan.<br />
In China then, you wore either a blue or a green dress. Today, as a<br />
result of the breakdown of communism and socialism, three billion<br />
people in Asia have opportunities and enjoy freedom. Maybe they<br />
cannot vote, but they enjoy many kinds of freedom. Access to<br />
education has also become a lot easier.<br />
tomorrow, what would be the impacts on asset markets around<br />
the globe? The question is, can central banks ever stop printing<br />
money?<br />
Let’s imagine a plane flying over Chiang Mai dropping a billion<br />
dollars. For some time, and if it were to fall evenly, it would boost<br />
consumption and things would look good for a while. But if money<br />
falls more to some than others, this will have a negative impact creating<br />
distortions and increasing wealth inequality, eventually leading to<br />
social tensions. And even if the bills were to fall evenly - is it fair that<br />
both the rich and the poor guy get the same amount of money?<br />
But there is also a lighter side to the incredibly well argued<br />
and blunt spoken Swiss. In defiance of petite bourgeoise and<br />
conformism in the finance industry, the flamboyant, pony-tailed<br />
bon vivant is equally well known for his appreciation of the various<br />
pleasures (particularly Asian) nightlife has on offer. His book, The<br />
Great Money Illusion, was dedicated "to many beautiful and kind<br />
women whose names are better kept confidential".<br />
The percentage of people living on a dollar or less a day has<br />
decreased sharply. Global poverty reduction is a success, with<br />
China at the forefront.<br />
True. But if you lived on a dollar a day in 1980, you would need 4<br />
dollars today. You understand? Poverty remains a big problem. Not<br />
so much in Asia, though. Like my gardener (just passing by)… he is<br />
poor in terms of money, but he lives relatively well.<br />
Are you personally a beneficiary of money printing?<br />
Very much so (decisive)! But I still believe it is utterly wrong.<br />
Does all that injected money trickle down to the real economy?<br />
No. That’s exactly my point. When central banks buy assets, it’s<br />
like opening the water tap. Those who benefit are the ones closest<br />
to the source. So that money goes to Wall Street and is flowing<br />
into commodities, real estate, art and equities. But it doesn’t lead<br />
to job creation or new factories, as this depends on other factors<br />
like the regulatory environment or workers’ attitude. Since the<br />
crisis began, income and wealth of the top 1% earners has gone<br />
up by more than everybody else combined. This cannot be good.<br />
If this continues, we will end up in a situation just like before the<br />
French Revolution.<br />
His “office”, beautifully situated alongside a peaceful Chiang Mai<br />
river, is a traditional Thai house of cathedral-like dimensions.<br />
He seems to be slightly distressed by the daylight upon opening<br />
the enormous wooden door to welcome The Bridge. Inside his<br />
mansion, with almost no daylight, it is naturally cool. The room<br />
is dominated by (parts of) his exquisite library and a huge table<br />
long enough to comfortably seat 40 guests for dinner. Mao Zedong<br />
statues are everywhere you look. Faber probably has the largest<br />
collection of Mao memorabilia, including over 300,000 Mao<br />
badges, some of which opulently decorate his office. The stage for<br />
the interview is set.<br />
Europe is moving in a completely different direction…<br />
Totally. In Europe and the US, government accounts for roughly<br />
50% or even more of the total economy. Fiscal deficits encourage<br />
larger governments, and this has a negative effect on economic<br />
growth and people’s freedom. This is important to understand! On<br />
that note, I don’t agree with everything Milton Friedman said, but<br />
he wrote an excellent book that everybody should read. It’s called<br />
“Capitalism and Freedom”.<br />
What keeps you busy?<br />
I spend about half the time writing my reports - collecting and filing<br />
information not included. Finding hot topics has become more<br />
difficult, with information being so easily available. Twenty years<br />
ago, I could write about whatever I wanted and most people didn’t<br />
know about it. Today, essentially, investors are very well informed.<br />
The difference remains in the interpretation of the data.<br />
Is Africa the new Asia?<br />
That, I very much doubt. I have just returned from Ethiopia and<br />
Egypt - both are fascinating ancient civilizations. I just don’t see<br />
how these societies can emerge from poverty. People are destitute<br />
and without hope. Most of the boom we see in Africa is related<br />
You heavily criticized Alan Greenspan and Ben Bernanke for<br />
their quantitative easing, lowering interest rates from 6.5% to<br />
below 1%.<br />
Money is too important to leave the decision of increasing or<br />
decreasing its quantity to a bunch of technocrats! Instead, it should<br />
be increased by a fixed annual percentage. To do this, you don’t<br />
even need central banks. Look at economic growth in the 19th<br />
century, when central banks didn’t exist. In America, and I suppose<br />
also in Europe, real per capita incomes increased much more than<br />
in the 20th century. And the price levels were much less volatile in<br />
the 19th century. If you want to bankrupt a system, let academics<br />
run it. They will run it into the ground for sure (laughing)!<br />
What are the long-term implications of money printing?<br />
According to the textbooks, there should be inflation. But there isn’t.<br />
What is inflation? It is an increase in prices. But one should not just<br />
look at consumer prices, where we indeed see little inflation, but also<br />
at the increasing prices of real estate and equities…<br />
Communicating via email with you almost feels like a live chat.<br />
You are, by far, the fastest email respondent I know, and your<br />
emails hardly exceed five words.<br />
Marc Faber: The trouble is, if I write lengthy emails, and I write<br />
maybe 50-70 emails a day, when do I actually get to work? If I am<br />
airborne for 12 hours, I have about 200 emails to browse through.<br />
…You are referring to the so called “asset price inflation”.<br />
Precisely. Asset prices going up, is a clear symptom of inflation that<br />
is widely neglected. Health care and education cost, insurance<br />
premium, taxes… everything goes up. Listen, I live in airplanes and<br />
my ticket fares have more than doubled in the past ten years. To say<br />
there has been no inflation is simply bullshit. Asset price inflation<br />
has increased the wealth of rich people dramatically. Because of<br />
the trade and current account deficit in the US, money flows into<br />
asset markets around the globe. Central banks don’t know nor can<br />
they control where the money goes. So, American money printing<br />
can potentially create a lot of inflation in China, India or Vietnam.<br />
Marc, you have been watching global trends and markets for<br />
over 40 years. Has the world been changing for the better?<br />
The differences amongst countries have increased. So have the<br />
inequality of the distribution of wealth and income. I am not saying<br />
this is good or bad, I am just observing. The difference between the<br />
richest and the working class is very wide today.<br />
What is the trouble with money printing?<br />
The belief of creating growth through money printing is bullshit!<br />
There is no empirical evidence for that at all. I can tell you one<br />
thing: if money printing were to make countries rich, Zimbabwe<br />
would be the richest country. If all money printing stopped<br />

Some indices are at or near their all time high. Will they continue<br />
to soar?<br />
A correction of maybe 20% is likely to happen this year. If it doesn’t,<br />
we will move towards a similar situation like 1987, where the market<br />
performed 40% in the first half of the year, before losing 40% in<br />
two months. It is a possibility. I noticed a change in sentiment. We<br />
are at the 4th anniversary of the bull market in the US. In 2009,<br />
investors were unbelievably bearish. Now, investors seem to have<br />
unanimously endorsed the view of rising stock prices. This is a<br />
warning signal.<br />
I buy early and sell early. Believe me, it is easier to sell when the<br />
market is going up than when it is collapsing. As shares rise, I keep<br />
selling bit by bit, in order to keep my overall stocks exposure at a<br />
constant rate of my total fortune. Looking at the past 100 years,<br />
there has been a general tendency for stocks to go up. Although,<br />
inflation adjusted real returns are much lower.<br />

How about your personal wealth allocation?<br />
I currently hold 25% in gold, 25% in equities, 25% in corporate bonds<br />
and 25% in cash.<br />
You are very conservative on stocks.<br />
Well, some of the bonds and real estate have an equity character,<br />
too. So, it adds up to around 50% of equity-like investments. I think<br />
everything will go down anyway but I can live with it (laughing).<br />

Travelling, soaking up street life, is part of your research and can<br />
be more insightful than reading fancy reports, as you say.<br />
Travelling is important to me, but not necessary to make money. I<br />
know very rich people who have never even stepped out of New<br />
York. Aside from money, I am interested in other aspects of life<br />
such as history, culture and general knowledge. Of course, it’s nice<br />
to make a lot of money - but with more possessions come more<br />
responsibilities and headaches. And you can’t take them along.<br />
Everything except gold?<br />
I don’t believe in gold in the long run, but it is safe for now. I think it<br />
will still go up, though. Gold has been weak for the past two years.<br />
Maybe this is telling us that the asset inflation is coming to an end.<br />
Why are you negative in the long term?<br />
Governments can declare the possession of gold illegal. They<br />
can collect it, compensate owners, and then revalue it at a<br />
much higher price, which would solve a lot of problems. This<br />
has happened many times, like in the US in 1933. The Federal<br />
Reserve, especially under a clown like Barack Obama, can do<br />
it again. For this reason, you need to store your gold in different<br />
jurisdictions. There is a real possibility that the stupid Swiss<br />
could do the same.<br />
What keeps you going, Marc?<br />
I don’t know (laughing). What else shall I do? I am not suitable for<br />
gardening. Nor can I fix my bikes. Maybe I could learn to do so.<br />
Are you blaming Ben Bernanke for the up rise in Egypt?<br />
or, more recently, housing in America. Such money flows also<br />
nurtured the commodities bubble in 2008, although demand was<br />
already declining. Lately, since 2009, we have huge asset inflation<br />
in high-end properties across the world. Money printing will lead<br />
to some bubbles again. And I love it, because it means there will be<br />
another crash. This time, I suspect it will be in stocks.<br />
I am not. But prices of food and energy have gone up a lot, which<br />
particularly hurts the poor. They spend a much higher percentage<br />
of their salary on food than an investment banker at Goldman<br />
Sachs, unless he is a heavy cocaine user.<br />
You are a night owl, right?<br />
I work at night. My bedtime is usually around 4am. I start working<br />
around noon, seven days a week. If I stop working for one day, I will<br />
suffer with having to catch up the next day. Before the invention of<br />
internet, I actually had somewhat regular office hours.<br />
Are you serious? Explain!<br />
Because the Swiss government has no backbone, and agrees to<br />
everything that is imposed upon us. <strong>Should</strong> America do it, they<br />
will pressure others to follow. The Chinese will tell them “fuck<br />
you”. But the Swiss will give in. Do you remember when America<br />
blackmailed Switzerland because of its role as a financial<br />
centre during the time of the Nazi regime? They threatened to<br />
close down US operations of Swiss banks. As we know today,<br />
this would have been the best thing that could have happened<br />
(laughing).<br />
Wouldn’t the problem be even bigger without capital injections?<br />
I don’t think so. The damage outside the financial sector is<br />
massively overrated. Thousands of traders would have lost<br />
their jobs. So what? Does the global economy benefit from their<br />
transactions in any way? Bailing out banks was a mistake. The<br />
financial sector is still far too big and needs to shrink.<br />
Can you put a timeframe to that?<br />
We will peak out this year.<br />
How much of a party animal are you, still? Your website’s<br />
lifestyle section hasn’t been updated for years.<br />
Well, I slowed down a bit. But I still go out. I have to work harder<br />
compared to when I was 20. I used to party till 5am, and then<br />
give speeches the next day. I just can’t do this anymore. Period<br />
(laughing)! I never go out when I am in the US. Living in Thailand,<br />
I have probably the best nightlife at my doorstep. Zurich is great,<br />
too, although the formerly colourful area of Langstrasse has<br />
lost lots of its charm due to police controls and regulations. But<br />
I still manage to have a good time. Drugs, prostitution, gambling<br />
should all be legalized, anyway. That way, you have less criminal<br />
organizations and more control. Singapore and Hong Kong are<br />
great to party, too.<br />
You truly live up to your reputation as “Dr. Doom”. There has to<br />
be some positive news.<br />
Well, life improved for many, as mentioned. And many local<br />
economies, like here in Chiang Mai, have nothing to do with the<br />
global financial market. Besides, Thai banks are very safe. I would<br />
rather have a deposit with Thai Farmers Bank than with UBS. I am<br />
lucky to have bought Asian stocks in the Philippines, Thailand,<br />
Indonesia and Malaysia at the low point in 2009. Thailand four<br />
folded since, and the same goes for Russia. Swiss equities are still<br />
below the peak in 1998. The index hasn’t done well, but some<br />
stocks did.<br />
Are you also in favour of letting entire countries go bust?<br />
Yes. Bailouts give a green signal to leverage up and encourage<br />
imprudent behaviour.<br />
The Shanghai Composite Index has been falling since 2007<br />
despite a growing economy. Why?<br />
Shanghai shares became very expensive in 2007. Thereafter, the<br />
economy cooled down and most shares are massively below their<br />
peak. Valuations have come down from maybe 40 to 10 times<br />
earnings. The question is, is 10 times earnings cheap, and what are<br />
the earnings? I prefer to play China through other vehicles than<br />
Chinese shares.<br />
Are we entering into “bubble stage” again?<br />
When you print money, the prices of assets (land, stocks, gold,<br />
paintings) do not go up evenly. Depending on the market’s mood,<br />
money flows into one sector - like NASDAQ from 1997-2000<br />

By the way, the Euro could remain for accounting and trade<br />

Yes. Well, I built this house, realized my ideas and supervised the<br />
construction. That I enjoyed. Maybe I will build another house… a<br />
modern one. Then again, I quite frankly have enough property. You<br />
know, every additional activity is a headache. Some people enjoy<br />

What risks do you see in China?<br />
I see one big problem coming: a colossal credit crisis, triggered<br />
by highly indebted provinces and underground credit. This is<br />
why I feel more comfortable in increasing positions in Vietnam,<br />
where stocks are really cheap. In China, we see wealth inequality<br />
and corruption on a massive scale. Some things just don’t add up.<br />
Can it last for another ten years? Yes, easily. A younger generation<br />
starts questioning the opulence in which some children of their<br />
princelings live.<br />

It is the wrong thing to do. It creates distortions. And I think the<br />
Swiss Franc would have weakened again, anyway. Switzerland is<br />
not hurt by a strong currency. The public has been brainwashed<br />
into believing so. Companies can lower their cost and prices.<br />
The product quality, labour productivity and labour unit cost<br />
are decisive factors to be successful. The matter of the fact is, the<br />
world’s strongest exporters all had or have strong currencies.<br />
Lousy exporters have weak currencies.<br />

Yes, I think so. We don’t know what the damage will be. But we do<br />
know that a lot of companies are invested in real estate. Detecting<br />
bubbles is relatively easy. But you never know when they are going<br />

After slightly depressed IPO markets in Shanghai and Shenzhen<br />
last year, a rebounding IPO activity can be expected in 2013.<br />
Industrial products, information technology, financial services<br />
and retail & consumer will be the major players, according to<br />
PricewaterhouseCoopers (PwC).<br />

Affected by global economic uncertainties, market fluctuations<br />
and many other factors, the Shanghai and Shenzhen stock<br />
exchanges listed only 155 Initial Public Offerings (IPOs) in total in<br />
2012, with total funds raised RMB108.3 billion, showing the 2012 IPO<br />
market to be less encouraging than in previous years. In 2011, the<br />
Shanghai and Shenzhen stock exchanges listed 282 IPOs, raising a<br />
total of RMB 286.1 billion in combined IPO funds, showing a decrease<br />
of 45% and 62% respectively in 2012.<br />
More specifically, the Shanghai A-share market attracted 26 IPOs<br />
in total in 2012, raising RMB 38.3 billion in funds, down 33% and<br />
64% respectively compared to the year before. The Shenzhen<br />
SME Board listed 55 IPOs, down 52% on last year, with funds raised<br />
reaching RMB 34.9 billion, a decrease of 66%. ChiNext listed 74 IPOs,<br />
down 42% on last year, with fund raised reaching RMB 35.1 billion, a<br />
decrease of 56%.<br />
Industrial products dominate<br />
In terms of the industries that attracted IPOs in 2012, within the<br />
three markets, industrial products continued to dominate, ranking<br />
first, with retail and consumer goods & services ranking second<br />
in the Shanghai A share and Shenzhen SME Board. Information<br />
technology & telecommunications had a good year, surpassing<br />
financial and energy & mining industries to third place on the<br />
Shanghai A share, and second in ChiNext, while remaining third in<br />
the Shenzhen SME Board.<br />
“Business performance has been affected by the continuous<br />
uncertainties of the global economy. As a result, investor interest for<br />
IPOs slightly cooled. This made the performance of the IPO market<br />
in 2012 less encouraging than that in previous years,” said Frank Lyn,<br />
PwC China and Hong Kong Managing Partner.<br />
He added “There are over 830 enterprises now waiting for a listing<br />
in the Shanghai and Shenzhen stock markets. These enterprises<br />
have accumulated a certain amount of energy indicating an active<br />
IPO market in 2013, but their fund raising plan will be affected by<br />
the impact of future economic and political trends and market<br />
confidence, etc. GDP growth in 2013 is likely to be higher than in<br />
2012 due to government stimulus measures, and IPO markets will be<br />
slightly up. PwC is expecting 200 IPOs with funds of between RMB<br />
130 billion and 150 billion to be raised on the Shanghai and Shenzhen<br />
stock markets in 2013.”<br />
Long waiting time<br />
The domestic IPO market has been slow since last October.<br />
Enterprises applying for IPOs have encountered difficult situations<br />
due to long waiting time and tightening regulations. Some have seen<br />
a decline in performance, some have considered withdrawing their<br />

such as the “new third board”, H shares. PwC China Assurance<br />
Partner, Jean Sun pointed out: “No matter where a company wants to<br />
list, the priority should be to improve management, achieve business<br />
performance goals and adhere to regulations in order to strengthen<br />
investor confidence.”<br />
“Furthermore, an IPO should not be seen as an endpoint, in fact<br />
it is a new beginning. Enterprises should take the opportunity to<br />
develop long-term strategies once they have achieved an IPO to<br />
bring rewards to their investors. In the meantime, while companies<br />
wait for listing approval, we suggest they use this time as a period<br />
of reflection, focusing on business development and corporate<br />
management, perfecting their listing plans, so that when the time<br />
comes they are fully prepared.”<br />
Globally, 2012 was an outstanding year for the United States<br />
considering the general decline of IPO markets across most nations.<br />
Funds in the U.S. saw an increase of approximately 13% compared<br />
to 2011, with funds raised on the Nasdaq and NYSE reaching about<br />
RMB 253.7 billion. Hong Kong is ranked 4th globally in terms of<br />
funds raised. In Hong Kong, the total funds raised through IPOs was<br />
HK$89.8 billion (equivalent to about RMB 72.2 billion), down 65%<br />
on 2011 (HK$272.3 billion). The number of newly listed companies<br />
totalled 64, down 40% compared to the year before. Among the<br />
64 listed companies, 52 were on the Main Board (2011:89). Twelve<br />
turned to the GEM Board to raise funds in 2012 (2011:13).<br />
Expected market trend 2013<br />
• GDP growth in 2013 is likely to be higher than in<br />
2012 due to government stimulus measures<br />
• Economic growth will be driven by domestic<br />
consumption and remain stable<br />
• State's policies will facilitate private sectors'<br />
continuing development<br />

and consumer products sectors<br />
Hong Kong: Well regulated and transparent<br />
PwC is expecting 80 new IPOs to list in Hong Kong this year,<br />
including 65 on the Main Board and 15 on the GEM Board. The total<br />
funds raised in 2013 are expected to be in the range of HK $120-150<br />
billion, a significant growth compared to 2012.<br />
“The 18th National Congress of the CPC has clearly stated that<br />
China will accelerate its economic development. And the world is<br />
bullish on the development of China in the medium and long term.<br />
We expect that more mainland-based small and medium-sized<br />
enterprises will be listed in Hong Kong following the relaxation<br />
of listing requirements for H shares and the beginning of the<br />
conversion of B shares into H shares. More foreign enterprises will<br />
be encouraged to list in Hong Kong under the anticipated changes<br />
of secondary listing requirements”, says Edmond Chan, PwC Capital<br />
Market Services Group Partner.<br />
“The Hong Kong IPO market is an ideal destination for enterprises<br />
to raise funds and global investors to seek opportunities as the<br />
market is highly-transparent, supported by a good track record, and<br />
are well regulated. We expect to see a more active IPO market in<br />
the second half of 2013 and major applicants will likely come from<br />
financial institutions, energy & mining related companies and retail<br />
& consumer products,” concludes Chan.<br />

The Talent Crunch in China:<br />
“HR Cost-Rise Will<br />
Boost Productivity”<br />

“Rising cost of people” and the continuing “war for talent” are currently<br />
the two biggest concerns of the Swiss business community in China, as<br />
a recent study conducted by SwissCham China brought to light. What<br />
are the impact areas? How can companies respond? And, will this trend<br />
continue? The Bridge talked to HR professional and head hunter Ivo<br />
A. Hahn, Stanton Chase’s CEO for Greater China, who has been at the<br />
forefront of top talent sourcing in Asia for more than 30 years, to address<br />
the community’s concerns.<br />
According to SwissCham China’s annual business sentiment<br />
survey, the Swiss business community’s two biggest concerns<br />
are both HR related – namely “increasing wages and rising cost of<br />
people”, followed by “finding and retaining talent”. Surprised?<br />
Ivo A. Hahn: The rising cost of people in China will not surprise<br />
decision makers who live and work in China. In fact, the writing has<br />
been on the wall ever since China introduced its new labour law.<br />
The Chinese Government aims to narrow the gap between white<br />
and blue collar workers, people in coastal and inland areas, rich and<br />
poor - as well as shift the social welfare costs, previously absorbed<br />
by the Government, to Western employers. Yet, concerns regarding<br />
the rapidly rising labour costs are both understandable and justified.<br />
It is meanwhile obvious, however, that China can no longer be<br />
considered as a cheap manufacturing location. Foreign investors<br />
are unlikely to shift their productions in China completely to other<br />
locations as these other countries often lack the positive attitude of<br />
the Chinese workforce, China’s good infrastructure, particularly along<br />
the coastal areas, and the relative political and economic stability,<br />
which China offers. Also, Western companies no longer view China<br />
merely as a manufacturing location, but also increasingly focus on<br />
China’s domestic consumption. Thus, cheaper manufacturing costs<br />
elsewhere are not the sole consideration of foreign investors.<br />
You have been at the frontline of China’s “war for talent” for<br />
more than 30 years. What are the developments and trends in your<br />
industry?<br />
Localization of talent and senior executives continues, albeit<br />
sometimes based on the wrong perceptions or for wrong reasons.<br />
Many Western companies believe that local candidates are cheaper<br />
than Western candidates. In fact, the best paid talent in China today<br />
is local talent, typically with overseas education and in-depth<br />
practical working experience gained at multinationals in China.<br />
In the past, mainly Western headquartered companies with<br />
operations in China were competing for local top talent. But<br />
nowadays, also state-owned and formerly state–owned enterprises<br />
compete for the same talent pool. This means, local top talent in<br />
China continues to be spoiled for choices, which continues to drive<br />
up salaries and remuneration packages. Western talent, therefore, is<br />
often less expensive than local top talent.<br />
This is also attributed to the fact that many Western candidates<br />
who have worked in Asia for several years, have been localized,<br />
meaning expatriate terms have often been eliminated. Lastly, the<br />
economic crisis in Europe is driving ambitious Western talent to<br />
look East - particularly to China - for their career advancements, new<br />
opportunities and to make money. If you go 15 years back in time,<br />
most Western companies in China were led by Western managers.<br />
Today, Western experts more often report to Chinese decision<br />
makers…and this trend continues…<br />
How can companies respond to the cost increase? Can you give<br />
some practical advice?<br />
Companies which pay salaries below market level will sooner<br />
or later lose their talent; it’s merely a question of time. Yet, loyalty<br />
is not only measured in terms of money. Chinese talent, like any<br />
other, appreciates to be recognized for its achievements. Investing<br />
in people by means of training and coaching is a good way to<br />
connect. Moreover, longer resignation periods, deferred stock<br />
options and bonus schemes appear to deter talent from leaving<br />
their employers, and from being hired by competitors. However,<br />
there are no statistics to prove the effectiveness of such measures.<br />
Do productivity gains keep up with the increasing HR cost? What<br />
are your observations?<br />
Productivity can compensate for some of the increased HR cost,<br />
but not completely. Companies may also want to increase their total<br />
business by putting more focus on the domestic China market itself,<br />
thereby increasing volume and revenues.<br />
What can China do the address these issues?<br />
Irrespective of China’s huge market size, China is still a planned<br />

not only in the regional but also global strategy, and has become –<br />
or should be - a corporate strategic priority. Even products in which<br />
Hong Kong’s market share is substantial, and where Hong Kong<br />
records healthy growth rates (e.g. premium brands in fashion, luxury<br />
and lifestyle and Swiss watches), this business in Hong Kong is now<br />
fuelled by Mainland Chinese consumers. Consequently, many<br />
MNC’s have meanwhile shifted their operations and relocated their<br />
key operational decision-makers for Greater China - or even Asia<br />
in general - to China itself. This trend will continue unabated. This<br />
is substantiated by the fact that the previous income gap between<br />
Hong Kong and China has not only narrowed, but key talent in<br />
China today often command higher remuneration packages than<br />
their counterparts in Hong Kong.<br />

other developing country in the world comparable to China’s size<br />
from which China could simply “copy & paste” experiences. China<br />
looks at other countries and tries to learn from them. But as it is the<br />
case most often, learning by doing is more important.<br />
Do you see a slowed down hiring activity due to higher cost?<br />
No doubt, hiring activities are directly linked with and impact cost.<br />
Hence, companies monitor labour cost very carefully. However, we<br />
have not seen a reduction in the engagement of top talent - neither<br />
last year, nor in the first quarter of 2013. On the contrary, the global<br />
executive search business in 2012 returned to the same high precrisis<br />
level of 2008.<br />
Will wages continue to soar and talent concerns continue to rank<br />
top, or do you see any light at the end of the tunnel?<br />
In Hong Kong, salaries are likely to be adjusted by around 4 to 6%<br />
in 2013. Taking inflation into account, the real increase is therefore<br />
minimal, whereas salaries in Mainland China continue to be driven<br />
by the talent shortage. Top people still command a 20–30% increase<br />
when approached by a new employer…and mostly get it.<br />

“Whereas a few years ago, we<br />

structure in China - today,<br />
we are building up a centre<br />
for the Asian region”, says the<br />
company’s CEO Bo Risberg.<br />

The global economy is shifting eastward. What are the<br />
implications for Hilti?<br />
Bo Risberg: We see the shift to the East mainly as a growth<br />
opportunity allowing us to compensate for Europe. There is<br />
a weakening in Europe, especially in southern Europe, but a<br />
strengthening in North and Latin America, the Middle East and<br />
in Asia. We still have about half of our business in Europe, where<br />
the construction industry saw a negative growth last year. So it is<br />
important to have the opportunity to grow in other parts of the world.<br />
Is the downturn situation in large parts of Europe accelerating<br />
the overall shift towards the East?<br />
Absolutely. Our sales in Europe were down 2% last year, compared<br />
to an overall global growth of 5%. That growth came largely from<br />
Asia, Latin America and North America. With sales increasingly<br />
coming from different continents, the group’s need for change and<br />
development in these regions grew rapidly.<br />
How important is Asia for Hilti today?<br />
It’s about 14% of our business, and rapidly growing. We currently<br />
have double-digit growth in most parts of the world.<br />
Where do these 14% come from?<br />
In terms of market size, Japan is our biggest market in Asia, followed<br />
by Australia, China and India. Although Japan is still big, it is<br />
stagnating and the economic environment is difficult. However,<br />
there are some dynamics in Japan right now, for example, in<br />
our seismic products. Other strongholds include Singapore and<br />
Hong Kong. Indonesia, with its fast growing economy and heavy<br />
investment in infrastructure, power, and construction, will be a<br />
market for the future.<br />

How much of your global turnover comes out of China?<br />
Below 5%.<br />
China is a big part of the global construction industry. As an<br />
example, every second high-rise building built in the world is in<br />
China. This is also reflected in the China turnover of companies<br />
like Schindler (escalators and elevators) or Holcim (cement), who<br />
both generate around 50% of their global revenue in China. Hilti is<br />
still nowhere near that. Why?<br />
Our business of “safety relevant” applications in China is much less<br />
part of the overall construction industry than in, let’s say, Europe or<br />
North America. And power tools, which equals around 50% of our<br />
global business, is only a small part of our business in China.<br />
Has Hilti been benefitting from the consecutive and tremendous<br />
stimulus packages in Japan over the past two decades?<br />
Yes, we were beneficiaries of stimuli packages in the construction<br />
industry – in Japan as well as in China.<br />
In what segments is Hilti present in China?<br />
In many segments, but we focus on “safety relevant” areas, like<br />
anchoring applications, and generally on fields where productivity is<br />
important. We are suppliers to the elevator, façade or transportation<br />
industry, and we provide fire stopping applications, just to name a<br />
few. Those are segments where we can really make a difference.<br />
How strong are your Chinese competitors, and what is the trend?<br />
There is an increasing number of local competitors, usually<br />
operating in the low to mid-end market. And they are steadily<br />
improving, so we watch them closely. However, a quality gap often<br />
remains compared to multinational players, as they usually operate<br />
in the high-end segment.<br />
Hilti, throughout its product range, produces top-notch products for<br />
the construction industry. Is this really what clients want in China?<br />
It depends whether we are talking about high safety relevant<br />
applications, or not. When it comes to safety, you cannot make any<br />
compromises. Often, components need to hold their performance<br />
values and last for decades.<br />
Does Hilti have any mid-tier product line for China?<br />
Not specifically. I would say, about 80% of our products are global<br />
products. But we are more and more also getting a localized product<br />
range to meet specific local needs.<br />
For example?<br />
This can be a demolition tool with less electronics and features,<br />
but still with a robust lifetime. Bear in mind, the intensity of use of<br />
power tools in China is much higher than in most other parts, and<br />

often around the clock. So the tool’s robustness and lifetime can’t be<br />
compromised.<br />
What are the main global challenges Hilti is facing?<br />
It’s been the economy in recent years - especially the uncertainties<br />
in Europe - that were difficult to deal with. For example, we had to cut<br />
down our presence in Spain significantly. Today, we see a moderate<br />
stabilization. Another challenge is influencing the construction<br />
industry in a positive way, and to ensure we have a level playing field<br />
as the building industry is raising its standards.<br />
And what is keeping you busy in China?<br />
Extending our market reach into second-tier cities. Building the<br />
respective capacities, as well as finding and retaining the best people.<br />
Do you encounter any disadvantages as a foreign player?<br />
No. We are a small player fighting in a niche market that is highly<br />
technically oriented. We are not exposed to any disadvantages.<br />
Money is cheap in Europe and the US - which is good for the<br />
construction industry, right?<br />
In general, yes. But this does not apply to southern Europe at the<br />
moment, with all the recent overbuilding. Stocks can be seen as risky,<br />
and bonds as either a risky or low interest rate investment, hence,<br />
people tend to invest in real estate. This is what we currently see in<br />
Germany, Austria and Switzerland.<br />
Investing in real estate is also very popular in China. What is<br />
your take on a possibly looming construction bubble in China?<br />

Hilti<br />
Hilti is a technology provider to the global<br />
construction industry. The headquarters of the<br />
family–owned company are in Schaan in the<br />
Principality of Liechtenstein. Global sales amount<br />
to 4.2 billion Swiss Francs in 2012. In China since<br />
the early 80s, Hilti counts two manufacturing<br />
plants in Guangdong (anchors and direct<br />
fastening nails) and Shanghai (power tools).<br />
Hilti employs 1,200 people in China and 21,000<br />
staff worldwide. In the past ten years, the business<br />
has been extended from building reinforcement<br />
to many other fields, including projects in rail,<br />
metro, nuclear power, oil and gas, manufacturing<br />
and airports. In China, the company has been<br />
involved in a number of prestigious projects like<br />
the Beijing-Shanghai high-speed railway, metro<br />
lines in over 20 cities, 13 nuclear power plants,<br />
the Bird’s Nest, Water Cube, CCTV building, World<br />
Financial Center or the Guangzhou Tower.<br />
According to SwissCham’s annual business sentiment survey,<br />
rising wages and cost of people are the biggest concern of the Swiss<br />
business community in China. Does the same go for you?<br />
There are two HR related issues to deal with. The cost on one side, and<br />
the talent shortage on the other side. Both can lead to fluctuations<br />
in your business. The increasing labour and transportation cost in<br />
China are also impacting our production structure. Whereas a few<br />
years ago, we were looking at establishing a global production and<br />
supply structure in China - today, we are building up a centre for the<br />
Asian region. Due to rising cost levels in China, we are currently going<br />
to Mexico and the US, establishing other regional production and<br />
supply centres. Of course, having a natural hedge on the currency is<br />
an added and welcome secondary effect of that strategic move.<br />
Does the rising cost of labour boost the demand for more<br />
productive construction tools?<br />
Clearly yes. On top of that, environment, energy and safety consciousness<br />
are increasing in China as well. That all plays into our hands.<br />
The construction industry is often growing faster than the overall<br />
economy. So this is not necessarily something worrisome. In China,<br />
I think there could be some short-term setbacks and adjustments on<br />
the residential side, which is where such speculative bubbles usually<br />
occur. However, I see a positive trend in the long run, as we expect<br />
urbanization in China to continue.<br />
The year 2011 was a successful year for Hilti – on an operational<br />
level. But your profits were hit by the appreciating Swiss Franc. What<br />
has been done since to better manage the currency exposure?<br />
We have been hit by close to CHF 300 million (RMB 2000 million)<br />
on our profit in the past five years, so the strong Swiss Franc<br />
has been a massive impact. To address this issue, we have been<br />
globalizing production and sourcing in recent years and cut our<br />
cost (the Swiss currency is also used in Liechtenstein, where Hilti is<br />
based). For example, we slashed down the cost at our headquarters<br />
by 10%.<br />
Your recipe for survival concerning the strong Swiss Franc<br />
sounds like an exit strategy to me.<br />
Clearly not. We still have a significant 8% of our staff in Liechtenstein.<br />
It is also an important R&D location. We are currently investing<br />
in a new innovation centre to keep those core competences in<br />
Liechtenstein, amongst other locations. Look, at the end of the day,<br />
it is a simple equation. Our sales in Swiss Francs amount to 200<br />
million, so we do not want to have costs that go too far above that.<br />
Otherwise, we would be out of balance.<br />
On a scale from 0-10, ten being the most positive, how would you<br />
rank your overall confidence of doing business this year globally?<br />
(Thinking…) Seven to eight. It’s not euphoria, but a moderate<br />
optimism. A lot of things are going for us in the construction<br />
industry, both on a macro level as well as specific industry trends.<br />
I am thinking of trends like urbanization, population growth,<br />
energy conservation, fuelling the need for further investments in<br />
infrastructure, power and construction.<br />
What is less known, is that Hilti is also involved in earth science<br />
and disaster prevention.<br />
We work together with several institutes around the world in doing<br />
seismic research in order to make sure we develop and have the<br />
right earthquake-proof products, mainly anchors, but also other<br />
fastening products.<br />
Do you feel an increasing demand for your “seismic” products<br />
since the earthquake in Sichuan in 2008?<br />
Absolutely. Seismic reinforcement of existing buildings is an<br />
important field where we provide not just products, but also<br />
engineering advice.<br />

The economic objectives and policies outlined at the National<br />
People’s Congress are in line with our expectations and<br />
suggest no radical policy changes in 2013. We think the 7.5% GDP<br />
growth target is easily achievable, with the help of a larger budget<br />
deficit and still supportive monetary and credit policies. Relative<br />
to the intended neutral policy stance, the current credit condition<br />
seems too loose and face some tightening down the road, in our<br />
view. Even so, we see growth momentum to be sustained at a fast<br />
pace or even pick up further in the next couple of quarters and<br />
see more of an upside risk to our 8% GDP growth forecast. As we<br />
had expected, the government plans to increase social spending,<br />
continue with energy and utility price reforms, and expand the<br />
business-for-VAT tax pilot program.<br />
The key economic targets<br />
Former Premier Wen’s government report outlined key economic<br />
targets for 2013 (Table 1). These are broadly in line with those<br />
discussed at the Economic Work Conference last December and<br />
hence, market expectation. We are somewhat surprised by the<br />
deficit target of 2%, which is higher than the target and outturn of<br />
the 2012 budget.<br />
By continuing to set a growth target higher than in the 5 year plan<br />
(7%), it is clear that the government still wants to achieve relatively<br />
rapid growth, even though it does not want things to get too hot,<br />
especially in the property sector. In the face of recent debates about<br />
demographic and environmental constraints, the government<br />
seems to be quite convinced that China’s potential growth is still<br />
pretty high.<br />
We think the 7.5% growth target is easily achievable with the planned<br />
increase in budget deficit and still supportive monetary and credit<br />
policies. Importantly, the strong credit impulse since mid-2012<br />
should help to support economic activities in the coming months,<br />
property construction should still see recovery relative to 2012, even<br />
with the latest tightening measures, and destocking in the industrial<br />
sector has faded. We expect quarter-to-quarter GDP growth to stay at<br />
the rapid pace achieved in the fourth quarter of 2012 or even pick up<br />
further in the first half of 2013.<br />
We believe that the growth target will be overshot again in 2013<br />
and see more upside risk to our 8% growth forecast. In this light, it is<br />
interesting to note that the government has set higher fixed asset<br />
investment (FAI) and retail sales targets for 2013 than last year (18% vs<br />
16%, and 14.5% vs 14%, respectively). Either the government expects<br />
a much worse external environment or it is implicitly aiming for<br />
higher growth this year.<br />

forecast for this year. As we had expected, the government intends<br />
to adjust the prices of energy and utilities (petroleum, natural gas,<br />
water, electricity, transport), and has left room in the CPI target for<br />
such price adjustments. Base effect is also expected to add 1% to this<br />
year’s CPI.<br />
Macro policies: Some tightening may be<br />
warranted<br />
The government has proposed a broadly unchanged policy stance<br />
for 2013 relative to 2012, and former Premier Wen’s report does not<br />
signal obvious concerns on overheating or inflation. We think the<br />
government’s emphasis on economic growth, on China’s “ability and<br />
demand for investment”, and the highlighting of “uncertain” global<br />
economic environment means that it is unlikely to tighten macro<br />
policies wholesale anytime soon.<br />
Of course, the government does worry about a property bubble<br />
and wants to keep property prices from rising too rapidly. Property<br />
price is also an important social issue for the government, which<br />
has its credibility on the line. That is why recently, on the back of<br />
rapid increase in sales and prices in some cities, the State Council<br />
announced additional tightening measures to cool down the market.<br />
If prices continued to rise rapidly in the coming months, we expect<br />
the government to take additional targeted measures. Even so, we<br />
still expect property construction to grow somewhat faster than in<br />
2012, as the government is also encouraging more supply in lowerend<br />
housing as well as housing supply in small and medium sized<br />
cities, partly through the urbanization drive.<br />
The 3.5% consumer price inflation (CPI) target is in line with our<br />

tighter monetary policy? Not necessarily. As we have written earlier,<br />
as disintermediation from banks’ balance sheet occurs rapidly, M2<br />
has become increasingly inaccurate in reflecting the true monetary<br />
and credit conditions. M2 growth was hardly any faster at end 2012<br />
than end 2011, but total social financing rose more rapidly and credit<br />
condition was much easier than in 2011.<br />
The 2013 budget indeed allows for the following:<br />
- More social spending: the top three fastest growing expenditure<br />
items in 2013 will be social protection and employment (14%),<br />
health care (13%), and energy saving and environmental<br />
protection (12%);<br />
- Further tax reductions: the expansion of business-for-VAT tax<br />
reform, tax cuts for small businesses and the cancellation of some<br />
administrative fees will mean some revenue loss;<br />
- Increased fiscal funding: the central government plans to<br />
increase transfers to local government, raise its share of funding in<br />
things like social housing and health care, and increase treasury<br />
bond issuance on behalf of the local government (from 250 billion<br />
to 350 billion).<br />

That said, we do expect some reining in of credit later in the year,<br />
possibly as early as April. This is because, relative to the intended<br />
monetary and credit policy stance, we think the current credit<br />
conditions are too loose. We believe the government intends to<br />
pursue a broadly neutral policy to support ongoing recovery but<br />
not too loose so as to lead to overheating. However, recent credit<br />
expansion has been overly rapid and such a momentum cannot<br />
continue. So although the macro policy stance is broadly neutral in<br />
2013, from where we stand already, monetary and credit expansion<br />
can only slow. The slowdown in credit expansion will likely be<br />
brought by tighter prudential regulations, including on shadow<br />
banking and local government financing vehicles, and not by<br />
interest rate or reserve requirement adjustments.<br />

The bottom line<br />
The objectives and policy plans announced at the NPC are broadly<br />
in line with expectation. We think the government wants policies<br />
to support the ongoing recovery but avoid a property bubble or<br />
overheating. That is why we believe that, on the back of the already<br />
very rapid credit expansion, particularly as such expansion has<br />
mainly occurred in shadow banking activities, the government will<br />
likely rein in credit growth somewhat in the next quarter or two.<br />
Nevertheless, the strong credit impulse since the third quarter 2012<br />
should help to push growth up further in the first and second quarter<br />
of 2013. On balance, we think our 8% GDP growth target has greater<br />
upside risk than downside risk.<br />

Tax cuts, social spending, and funding support<br />
The higher budget deficit target for 2013 (2% vs 1.5% in 2012) was<br />
somewhat surprising to us, especially since the economy is<br />
recovering. We see this as a move toward more fiscal transparency<br />
rather than a general fiscal easing, which is a move in the right<br />
direction, in our view. When the government stated its policy mix is<br />
a “proactive fiscal policy” and a “prudent monetary policy”, in reality<br />
it often pursued a neutral or even tight explicit fiscal policy (such is<br />
the case in 2012), with much of the “quasi” fiscal spending shouldered<br />
by credit expansion. Allowing for a bigger explicit budget deficit<br />
can help finance the government’s increased spending needs and<br />
reduce the financing gap at the local level.<br />

A large percentage of the Swiss companies and universities active in<br />
China are taking advantage of the innovation capabilities that are being<br />
developed at a very rapid pace. swissnex China is working on programs<br />
and services to help Swiss stakeholders engage with their Chinese<br />
counterparts in building strong innovation-driven partnerships.<br />
As there is lot to learn on both sides, we are busy<br />
collecting and sharing information on the topic. We have<br />
interviewed several entrepreneurial leaders on China’s<br />
tech scene, which you can view on our web site. There is clearly<br />
a whole high tech ecosystem that is emerging, but not everyone<br />
agrees on which kind of innovation is being developed in China<br />
and how to profit from it. What is clear, however, is that Swiss<br />
stakeholders are engaging in various types of collaborations.<br />
For example, ETH every year brings a team of students into China to<br />
work with their Chinese peers on redesigning a prototype to prepare<br />
it for production. China has a lot to offer in innovative manufacturing.<br />
This year, the ETH team at Tongji worked on a zeppelin for video<br />
capture called “Skye”.<br />
Constant knowledge creation<br />
A few Swiss global companies have, for years, been active in R&D and<br />
innovation-oriented activities in Shanghai. This year, we partnered with<br />
Swiss Re to gather experts on regenerative medicine. This is part of our<br />
efforts to help Swiss companies connect to universities and institutes in<br />
key fields such as biomedical, nanomaterial and energy research.<br />
Smaller companies are increasingly innovating in China as well.<br />
Be it out of necessity, thanks to their adaptation to local practices<br />
or to develop China-specific products, SMEs (small and medium<br />
enterprises) are constantly creating new knowledge. To better<br />
understand this phenomenon and its impact within companies, we<br />
will host a graduate student from the Business School of Fribourg<br />
for a study on Swiss innovation development within SMEs in China<br />
for six months.<br />
Finally, we are convinced that there are a lot of opportunities for<br />
Swiss startups in China. More and more early stage entrepreneurs<br />
need to integrate China early on into their business plan and we are<br />
keen on helping them understand how the growing innovationdriven<br />
economy can add value to their efforts.<br />

Not complacent about their success to date, Styles describes a new<br />
