Question 2: How can we structure the discussions so that we get maximum<br />

participation without being burdensome to participants’ calendars?<br />

Consider the appropriate setting for your LPHSA. Which will <strong>of</strong>fer the most<br />

participation, keep enthusiasm high, <strong>and</strong> allow for an efficient <strong>and</strong> timely process?<br />

• Option 1: Hold a “retreat” where the assessment is done in one<br />

sitting – This can be done in one to one <strong>and</strong> a half days, <strong>and</strong> allows for a shorter<br />

timeframe to maintain momentum. However, it requires a commitment <strong>of</strong> time<br />

on behalf <strong>of</strong> all participants that may seem overwhelming.<br />

• Option 2: Use small groups to address pieces <strong>of</strong> the instrument – Small<br />

groups can be tasked with specific sections <strong>of</strong> the instrument (e.g., a group to<br />

address Essential Services 1, 2, <strong>and</strong> 3). This tactic allows for the inclusion <strong>of</strong><br />

expertise, as needed, <strong>and</strong> can be less overwhelming. However, it can decrease<br />

cross-learning, which is a benefit <strong>of</strong> this assessment. It can also result in less<br />

consistency in developing responses. If this approach is used, a kick-<strong>of</strong>f meeting<br />

can help to ensure that all groups approach the process in a similar way. A<br />

follow-up debriefing meeting can provide the opportunity for all participants to<br />

hear the major points from each group.<br />

• Option 3: Series <strong>of</strong> meetings – A series <strong>of</strong> meetings can be held, addressing<br />

several Essential Public Health Services at a time. Through this process, a core<br />

group can be involved to ensure a consistent process <strong>and</strong> cross-learning. In<br />

addition, individuals with specific expertise can be invited to specific meetings as<br />

needed. This is <strong>of</strong>ten seen as a manageable process since it gets the work done<br />

in small chunks; however, this process may seem tedious to some participants.<br />
