Phase 3:<br />

LOCAL PUBLIC HEALTH SYSTEM ASSESSMENT<br />

Question 3: How do we structure discussions so that we go through the<br />

assessment instrument in a timely <strong>and</strong> efficient manner, but also allow for<br />

open discussion?<br />

Regardless <strong>of</strong> how the meetings are scheduled, participants will need to agree on a<br />

process for discussing the assessment instrument <strong>and</strong> identifying consensus responses.<br />

• Option 1: Walk through the instrument <strong>and</strong> questions one by one –<br />

This will allow for a very methodical process. However, it can seem tedious<br />

to participants.<br />

• Option 2: Discuss the model st<strong>and</strong>ards with facilitator/recorder<br />

judgement on responses – Provide participants with only the 32 model<br />

st<strong>and</strong>ards. Participants can discuss each model st<strong>and</strong>ard for a set period <strong>of</strong><br />

time (e.g., 10 minutes) during which the facilitator ensures that the discussion<br />

hits all <strong>of</strong> the key points addressed in the model st<strong>and</strong>ard. <strong>The</strong> facilitator <strong>and</strong><br />

recorders make judgements on the responses to the questions (asking followup<br />

questions as needed) based on the discussion. This keeps the interest <strong>of</strong><br />

participants’ high, since the discussion is focused more on content than the<br />

process <strong>of</strong> identifying a response.<br />

• Option 3: Discuss the model st<strong>and</strong>ards with follow-up voting – Provide<br />

participants with the full instruments. Participants discuss each model st<strong>and</strong>ard<br />

for a set period <strong>of</strong> time (e.g., 10 minutes) similar to what is described above.<br />

After the model st<strong>and</strong>ard has been fully discussed, participants vote using colorcoded<br />

cards or raised h<strong>and</strong>s on the response to each question. Further<br />

discussion can occur where there is disparity in responses.<br />
