NIB disputes gov’s $10m claim
On the Web
The National Insurance Board says $10
million that the governor wants to force
the board to give to government should be
saved for possible future shortfalls in pension
funds.
In a Jan. 30 statement, the NIB said current
law does not allow it to pay money to
government without verifiable documentation,
and the board disputes the amount
the governor intends to take with passage
of special new legislation.
Since 1992 NIB was supposed to be paying
actual documented medical costs for
death, dismemberment, disability and
worker injuries, but the former elected
government never requested payments.
Regardless, the NIB says it paid $50,000 to
government every year from 1992 to 2009
for those claims.
As a result, the fund for those claims has
accumulated a $20 million surplus.
When government submitted its first
documented request in 2009 for $837,000,
the NIB says government agreed that payment
would satisfy NIB’s total indebted-
ness to government dating back to 1992.
His Excellency the Gov. Ric Todd says
that claim is a “gross underestimate” of
what NIB should have paid for past actual
costs. An actuary estimated that the
amount owed could be as much as $10
million, which is the amount the governor
says he intends to transfer.
The two-year-old National Insurance
Program that provides most health care
to residents is operating in the red, so the
governor wants to use $10 million from
NIB to offset what the cash-strapped government
has to pay to cover NHIP’s shortfall.
The board said it had offered to discuss
with government other ways NIB
could help financially, and it even of-
Civil Recovery wins $9.3m
On the Web
Read the judge’s ruling with this
story at fptci.com and in our Public
Documents section.
The Civil Recovery Team has won a $9.3
million judgment for the Turks and Caicos
Islands against the buyer and seller of Emerald
Cay for underpaid stamp duty on the
transaction.
Justice G.W. Martin had awarded the
government a $1.25 million judgment in
June against American billionaire Timothy
Blixseth’s company, Emerald Cay Ltd., and
Gary di Silvestri’s company, Worldwide
Commercial Properties Ltd., for underpaid
stamp duty on the 2006 transaction
of $28 million for the 30,000-square-foot
mansion on the south side of Providenciales.
Martin called the sale “a carefully crafted
scheme of tax evasion,” saying it could
not have happened without lawyers drafting
and backdating documents. The judge
invited the Attorney General to investigate
the actions of lawyers in the case.
On Jan. 30, Chief Justice Edwin Goldsbrough
upheld Martin’s ruling but said
Emerald Cay and Worldwide must also
pay a $7 million penalty for underpaying
stamp duty. The judge tacked on interest
of $571,118 from Nov. 30, for a total of
$9,291,758, but subsequent interest of 6
percent per annum must also be paid.
“We are delighted to have obtained this
judgment, which underlines the commitment
the government has to ensuring
stamp duty is paid, and to pursue those
who do avoid stamp duty,” said Attorney
General Huw Shepheard, whose chambers
along with the Civil Recovery Team
brought the action. “It is another very good
result for the Civil Recovery Team and very
tangible evidence of the progress being
made by them.”
Blixseth’s U.S. lawyer, Michael Flynn of
Boston, could not be reached for comment
at press time, but he has told the fp that
Blixseth was an innocent foreign purchaser
who relied on di Silvestri and his lawyers
to determine how much stamp duty to pay.
Blixseth is suing di Silvestri, Angelica
Morrone, Southaven Ltd. and ITAL Swiss
Investments Ltd., for nearly $10 million
in U.S. District Court in Miami over the
transaction.
Flynn has said that Blixseth is willing
to pay his share of the lawful amount of
stamp duty but that he would fight “to the
highest court in London” paying any other
damages.
Medical milestone opens
door for medical tourism
Macdonald Stubbs took several steps
down the hallway of the Cheshire Hall
Medical Center on Jan. 26 — a small
achievement for the South Caicos native,
but a big step towards sustainable medical
tourism for the country.
Dr. James Bresch and colleagues performed
six surgeries at the Cockburn
Town Medical Centre on Grand Turk
and another three total knee replacements
at the Cheshire Hall Medical Center
on Providenciales last week.
While each surgery lasted only about
an hour, they mark a major milestone
The Civil Service Association and the
Turks and Caicos Islands interim government
have agreed to conduct a comprehensive
review of the civil service system
beginning in April.
In a joint statement Jan. 26, government
CEO Patrick Boyle and CSA President
Dr. Rufus Ewing said they met Jan.
19 to discuss issues affecting civil servants
who have struck several times at the
end of last year in protest of ongoing civil
service reform and other national issues.
“After much negotiation, both parties
were in agreement that a comprehensive
review of the compensation, grading,
performance and reward system should
be undertaken,” the joint statement said.
“Included in this review, will be issues associated
with long service award/gratuity.”
Both sides will work together to develop
the terms of reference for the review
and find experts to help them in the process,
which is expected to begin April 1.
“The results of this review, which is estimated
to conclude in six months, will be
submitted to the CSA and (government),”
having made orthopedic surgery available
to local patients for the first time ever
in the Turks and Caicos Islands.
Stubbs was one of nine local residents
who received total knee replacements
during a five-day visit by surgeons and
staff visiting from Chicago. While it was
a long awaited relief for the patients, some
of whom had waited a decade for the procedure,
it was a happy sign for the islands’
economies.
InterHealth Canada, operator of the
CSA, government agree to
review civil service system
the joint statement said. “The Consultative
Forum and Advisory Council will
also be consulted, after which recommendations
will be made to the governor.”
The CSA has been complaining since
last year when the government began a
review of the civil service aimed at reducing
staff costs and improving efficiency.
While the CSA agreed in principal, it has
long complained that government has
not fully engaged the CSA in the reform
process.
The first action by civil servants came
March 24, when a government worker
“sick out” included some firefighters and
forced the Providenciales International
Airport to close for a day.
The CSA, whose members include
about one-third of all 2,100 government
employees, denied any involvement in
that action, but it called for another successful
strike on Nov. 22 and on Nov. 28-
29.
Another weekly strike was avoided
Dec. 6 after the CSA and the interim government
met and agreed to negotiate.
Labour wants staffing
plans from businesses
The Labour Department is asking
businesses with 10 or more employees
to submit up-to-date staffing
plans by Feb. 29 as required.
The staffing plans should outline
details on key positions and
those held by ex-pat staff, including
where possible succession
plans for suitably qualified Turks
and Caicos Islanders (Belongers)
to fill ex-pat positions within the
tenure of work permits.
“The Labour Department is
playing an integral role in keeping
abreast with employers’ strategic
and human resource planning
process,” the department said in a
Jan. 31 statement.
two hospital facilities, contracted
the surgeon through Global Med-
Choices, a U.S.-based firm that
offers global health care technology
and health services. Bresch,
who performed the nine surgeries,
said they went tremendously
well, and he was pleased with the
experience.
The visit was part of a larger
plan to bring patients from outside
the country to utilize the
state-of-the-art hospital facilities
for orthopedic surgeries. This is
particularly important for the
Grand Turk facility, which is currently
not used to its maximum
potential. Renting the facilities to
outside firms would create a potential
new revenue stream for the
cash strapped government.
“The project has been in planning
for some considerable time
and has involved not just Inter-
Health and surgeons, Global
MedChoices, but also the (National
Health Insurance Program)
team and (government)
representatives,” said Roger
Cheesman, InterHealth Canada
“Please note that this is important
in our decision making process
when considering applications
for labour clearances. Your
ability to forecast your (human
resource) needs and provide succession
plans will go a long way in
developing a process that is mutually
beneficial to both parties.”
A document to help businesses
prepare their plans is available at
www.labour.tc. For further assistance
and information, businesses
should contact Keisha Williams,
have contributed to this programme.”
“The ministry congratulates
the management of InterHealth
Canada and will continue to build
on this with the aim of making
the TCI a major medical treatment
centre for overseas clients
and to develop its revenue potential
in health tourism,” said Judith
Campbell, permanent secretary
of Health and Human Services.
GlobalMed Choices CEO Collin
Childress told the fp with its
close proximity to the U.S., the
TCI makes a great location for
such medical tourism.
With the growing cost of health
care in the United States, GlobalMed
Choices specializes in
providing patients and insurance
companies a global network with
improved standard of care at a
significantly reduced costs compared
to U.S. costs.
According to medicaltourism.
surgery in the United States can
cost up to $50,000. While the representatives
did not reveal how
much the procedure cost in the
SIPT hearing postponed
A sufficiency hearing set for Feb. 3 for former
Turks and Caicos Islands government ministers,
developers, lawyers and others facing corruption
charges has been postponed until March 9.
Chief Justice Edwin Goldsbrough has informed
prosecutors and defendants that a hearing
will be held Feb. 3, but it’s to handle administrative
matters only.
A sufficiency hearing will be held for government
prosecutors to convince a judge that there
is enough evidence to proceed with trials.
Former Deputy Premier Floyd Hall and his
wife, Lisa, are charged with conspiracy to defraud
the government for accepting bribes from
developers. Richard Padgett is charged with
bribery involving the aborted Third Turtle development,
and Jak Civre is charged with bribery
involving the Seven Stars resort.
Floyd Hall’s brother, former government Minister
Jeffrey Hall, and former Ministers Lillian
outside the U.S. can save patients
anywhere from 30-70 percent.
That equates to potential savings
of up to $35,000 for the patient,
while driving new sources of revenue
into the local economy.
“We anticipate bringing down
our own patients (to the TCI) …
helping to generate revenue for
the government,” Childress explained.
The medical tourism
industry worldwide is estimated
to generate $15 billion in revenue,
not including travel and accommodation
costs.
The GlobalMed Choices team
visited the TCI several times over
the past months in order to determine
if the procedures could
be done effectively here. The TCI
is the first Caribbean country
where GlobalMed is looking to
add to their network, and based
on the positive experience, it appears
this will be a fruitful relationship.
With nine successful surgeries
under their belt, Bresch said,
“We proved and validated it can
be done.”
Bresch said the brand new, state
of the art hospital facilities make
the TCI a great spot for the network.
“Also the infrastructure is
a big draw,” explained Dr. Bresch.
“We love it here.”
“The staff was amazing,”
Bresch said of the nurses who assisted
with the procedures. Resident
nurses were required to learn
additional skills in order to offer
proper support to the visiting surgeon.
“The nurses studied hard, and
we were impressed with their enthusiasm
and motivation,” Bresch
fp
Boyce and Samuel Been are charged with conspiring
with others to defraud the government
by distributing Crown land for profit.
Quentin Hall, who is Floyd and Jeffrey Hall’s
brother, and Earlson Robinson, who is Lillian
Boyce’s brother, are charged with accepting
proceeds from the transactions. Attorney Melbourne
Wilson is charged with money laundering
in those transactions.
Attorney Chal Misick, brother of former Premier
Michael Misick, is charged with laundering
bribes allegedly paid by developers of Dellis Cay
and Joe Grant’s Cay.
Many of the details of the allegations came to
light during a Commission of Inquiry in 2009
that led the U.K. to suspend elected government
in this overseas territory, take control under a
British governor and launch investigations into
allegations of widespread corruption of elected
ministers and others.
said.
Beyond the knee surgeries,
Bresch expects total hip replacements
and spinal surgery to be
other potential options the company
could offer to patients.
As for Stubbs and the other
eight patients who received new
knees, they are all recovering
from their surgeries as well as
being a part of groundbreaking
advances in the country’s medical
industry.
Medical tourism at a glance
In 2011 more than a half a million Americans
traveled outside the U.S. for medical
treatment, a number that is expected to
grow at a 25- 35 percent annual rate.
A medical traveler is defined as anyone
who travels across national borders for
the purpose of receiving medical care, not
including expatriates, tourists in need of
emergency medical care, companions accompanying
medical travelers, or multiple
NIB disputes gov’s $10m claim
NIB from page 1
fered to submit to binding arbitration
to settle the amount
owed from 1992, but the governor
declined both offers.
However, the governor has
said that he has tried to negotiate
with NIB but has been
unable to reach an agreement.
The governor has taken issue
with NIB statements that
he will be taking money from
pensions, even though the
money won’t come from funds
that pay pensions.
NIB conceded in its Jan. 30
statement that pension funds
wouldn’t be affected, but it
pointed out that 99 percent
of its $20 million surplus is
for death, dismemberment
and disability. Only about
$205,000 is set aside for worker
injury claims, according to
NIB.
“There is certainly not $10
million available from the
(worker injury fund) to cover
the costs of this transfer, so the
monies will need to come from
the Death, Disability and Dismemberment
Reserve Fund,”
NIB’s statement said.
Also this year, the governor
announced an amnesty
plan for those in arrears in
NIB contributions, including
millions of dollars the former
appointments that occur over the course of
one trip.
It is estimated that the market size worldwide
is close to $15 billion, not including
patient travel or accommodations.
The top procedures for medical tourists
from the U.S. include cosmetic surgery,
dentistry, orthopedics, reproductive, weight
loss surgery and health screenings.
elected government has not
paid for its employees. Those
who pay up by Feb. 29 will not
have to pay huge late penalties,
which was estimated at $11.8
million from government and
up to $4 million for the private
sector.
While the NIB’s $20 million
surplus is earmarked for medical
expenses, it can be transferred
to cover shortages in the
pension fund. NIB says that
$20 million should be kept to
cover the anticipated loss of
money caused by the amnesty
program or any other shortages
in NIB funds.
DFID minister says 2012 elections are uncertain
The U.K. minister of state
for International Development
Alan Duncan has told the Parliament
that it’s still uncertain
that elections will be held in
2012 in the Turks and Caicos
Islands, but he still hopes it can
happen.
Duncan said in a joint statement
Jan. 30 with Foreign
Minister Henry Bellingham
that setbacks have occurred in
achieving a budget surplus by
2012-13, which is one of eight
milestones set by DFID and the
Foreign and Commonwealth
Office for elections.
“Our view remains that the
UK Government will only be
able to set a date for the elections
when the milestones have
been reached,” Duncan said.
“We still hope that they will be
met in time for elections to take
place during 2012.”
Duncan’s statement
Further to the written statement
of the Parliamentary
Under-Secretary of State for
Foreign and Commonwealth
Affairs, Mr Henry Bellingham
of 9 December 2010, [Official
Report, columns 40-41WS,]
setting out milestones that
Ministers judged would have
to be met before elections could
take place in the Turks and Caicos
Islands (TCI), Mr. Bellingham
and I wish to update the
House.
The Department for International
Development and the
Foreign and Commonwealth
Office current jointly assess
progress towards achieving the
milestones to be the following:
Implementation of a new
Turks and Caicos Islands Constitution
Order, in support of
recommendations of the Commission
of Inquiry, which underpins
good governance and sound
public financial management.
A new Constitution Order
was laid before Parliament in
July 2011. In due course it will
be brought into force by the
Governor, after which elections
must take place within 30 days.
Introduction of a number of
new ordinances, including those
making provision for: (i) the
electoral process and regulation
of political parties; (ii) integrity
and accountability in public life;
(iii) public financial management.
A legislative drafting team
is working on numerous Ordinances
(locally enacted laws)
relating to TCI Government
business, including public accountability
and financial
management. Ordinances relating
to elections, conduct of
political parties and the Integrity
Commission are also
all currently being drafted. It
is expected that drafting of a
number of these should be completed
by the end of March.
Establishment of robust and
transparent public financial
management processes to provide
a stable economic environment
and a strengthening of the
Turks and Caicos Islands Government’s
capacity to manage
their public finances.
Expenditure control has been
largely re-established. Consolidated
government financial
statements have been produced
and submitted for audit
for three of the past four years.
Public reports on the state of
the public finances are being issued
quarterly. Rolling 13-week
cashflow forecasts are being
produced. The Finance Ministry
is being restructured to be
more effective in managing the
finances and newly appointed
permanent secretaries will be
firmly held to account for the
sound management of finances
in their ministries.
Implementation of budget
measures to put the Turks and
Caicos Islands Government on
track to achieve a fiscal surplus
in the financial year ending
March 2013
New taxes and fee increases
are expected to boost revenue
by 20% compared to 2010/11,
reaching US$164m in 2011/12.
But expenditure is expected to
be higher than originally forecast
leading to a budget deficit
of US$26.8m, which is considerably
higher than the budgeted
deficit of US$3m. Additional
revenue measures, a reduction
in the size of the public service
and revisions to the National
Health Insurance Plan have
been put in place designed to
bring the budget into surplus in
2012/13.
Implementation of a transparent
and fair process for acquisition
of belongership.
In November the TCI Consultative
Forum launched a territory-wide
consultation on the
options for a new pathway to
Turks and Caicos Islander status.
The consultation process
will finish in February. Initial
reaction has been favourable.
In the meantime, the backlog
of permanent residence applications
has been cleared.
Significant progress with the
civil and criminal processes recommended
by the Commission
of Inquiry, and implementation
of measures to enable these to
continue unimpeded.
To date, over 900 acres of
Crown Land worth approximately
US$150m and US$2m in
cash has been recovered by the
civil recovery team. In December
2011, eleven people, including
four former ministers, appeared
in court to face criminal
charges. They are due to appear
before the Supreme Court in
TCI in early February.
Implementation of a new
Crown land policy.
Key decisions have been taken
on this sensitive issue. A new
policy to manage Crown Land
better in the future was announced
in 2011 after discussion
in the Consultative Forum
and Advisory Council. The
Crown Land Ordinance will be
ready soon.
Substantial progress in the reform
of the public service.
Plans have been drawn up to
reduce the number of ministries
from nine to five by the end of
March. Five new permanent
secretaries have been recruited
by rigorous open competition
and have been appointed on
fixed-term, performance-monitored
contracts. Technical support
to ensure the effectiveness
of the new ministries is under
consideration. A voluntary
severance scheme, which will
reduce numbers in the public
sector by 300-400, is due to be
completed in February.
Summary
Much work has been done by
the TCI Government and by
the TCI public service, with the
support of the United Kingdom
Government. Assistance has
also been provided by the European
Union and Canada. Good
progress is being made thanks
to the commitment and hard
work of the Interim TCI Government
and the people of TCI.
However there is much still to
be done.
Finally, setbacks last year
have adversely affected progress
towards achieving a budget
surplus. Our view remains that
the UK Government will only
be able to set a date for the elections
when the milestones have
been reached. It is not yet certain
when we will be able to say
that all of the milestones have
been met, but the Interim Government,
with UK-financed
technical assistance, is working
hard to achieve them. We still
hope that they will be met in
time for elections to take place
during 2012.
Citizenship meeting disrupted, cancelled
A consultation meeting Jan. 26 on the method for obtaining
status that was organized by Filipino residents was disrupted by
a handful of Turks and Caicos Islanders and was canceled before
it could get started.
“It was unfair to the Filipinos who duly heeded the (Consultative)
Forum’s admonition to register for this meeting and paid
out of their pockets to organize it — just as groups of Turks and
Caicos Islanders have done without any fuss or controversy,”
forum Chairwoman Lillian Misick said in a statement. “And it
was disrespectful to the forum members who signed on to lead
tonight’s discussions — just as other members have done without
any fuss or controversy.”
“For my part, I can only beg our people to consider the source
of their information before acting on it,” she said. “Because,
instead of being proud of what happened tonight, all sensible
Turks and Caicos Islanders should feel nothing but shame. I
know the vast majority of us do.”
Devon Williams, an islander who spoke out at the meeting,
criticized Misick for her statement, saying she was out of touch
with islanders.
“It is quite sad and discouraging that Mrs. Misick is so busy
trying to insult locals that she is unable to find time to come up
with a comprehensive solution to empower Belongers and protect
the indigenous population of these islands for government
debt shackling,” Williams said.
Williams said the group Misick called a “belligerent mob”
included a former speaker of the Legislative Council, a former
deputy chief minister and minister of education, teachers, accountants,
business owners and a major contractor.
On the same night, another consultation meeting was held at
the Gustarvus Lightbourne Center for Turks and Caicos Islanders
that occurred without incident.
The Consultative Forum launched a three-month public consultation
in November to help develop a new policy for obtaining
resident status in the TCI, which is one of the requirements
set by the U.K. for return to elected government.
Requests for meetings with forum members, comments and
other correspondence during the consultation should be e-
mailed to citizenship@gov.tc . The deadline for comments is
Feb. 17.
Have your say
Comments on the resident status process will be accepted
until Feb. 17 by e-mail to citizenship@gov.tc. Explanatory documents
and questionnaires about the process can be found
online at www.gov.tc.
Provo youth hockey team
gets tips from NHL star
A team of young Providenciales hockey
players enjoyed the treat of a lifetime
recently when they were given a training
session by one of Canada’s finest.
The Gansevoort Gators, who play in
the Provo Hockey League (PHL), met
National Hockey League superstar Matt
Bradley as he put the youngsters through
their paces at the Graceway Sports Centre,
just before a game with Grace Bay
Car Rental Owls and Sail Rock Lobsters.
Bradley, a Florida Panthers winger,
was vacationing in the Turks and Caicos
Islands with his family, was invited
to watch the games by Gators co-coach,
Donny Scholar. But Bradley decided to
do more than just sit and view the action.
“Donny is old friend of mine. and
when he said the Gators were playing, I
was delighted to get involved,” Bradley
said. “I had a fantastic afternoon with
the lads, and there is certainly some real
hockey talent here in the TCI.
“For a small country, there is a big
hockey scene here, and what the organizers
of the PHL and sponsors such as
the Gansevoort Hotel have done here is
very impressive. And what really pleased
me was seeing how multi-cultural it is
with youngsters from the TCI, Canada,
America, England, Bahamas and many
other countries all playing together, side
by side and having a great time.
“As a professional hockey player, I am
always glad to help out and do what i can
for the youngsters. I am very lucky to
play hockey for a living, but I remember
well when I was a kid in Canada playing
in junior leagues such as the PHL and
how much fun I used to have. And that
is always my message to children — have
fun. There is so much money and big
business in sport these days and often
the true meaning gets lost.
“My advice to all young players is to
enjoy their sport and have lots of fun. I
wish the Gators and everyone involved
in the PHL success and I look forward to
coming back and seeing their progress
in the future.”
Bradley, whose previous teams include
San Jose Sharks and Washington
Capitals, made a big impression on the
Gators’ starlets.
“Meeting Matt was awesome,” said
six-year-old Zachary Scholar. “He
taught us lots of new tricks, and we had
a great time working with him.”
Bradley’s influence was there for all to
see with the Gators recording a 7-6 victory
over the Lobsters before drawing
6-6 with the Owls.
the VIP All Pass plan from Digicel.
“This is an amazing plan, and we
are happy our customers love it,” said
Digicel TCI CEO E. Jay Saunders.
Louissiant, a security officer with
the Security Center on Providenciales,
was overwhelmed with the news and
expressed a sincere thank you to the
management and staff of Digicel for
such an opportunity while highlighting
that all customers have a chance to
Gov. Todd visits South Caicos
His Excellency the Gov. Ric Todd
made his second official visit to South
Caicos on Jan. 27 with his wife as
guests of District Commissioner Emily
Malcolm.
He met with Malcolm to discuss
important issues on South, as well as
members of the community and its
schools.
The governor attended a public
meeting where he spoke about the
prospects for the Turks and Caicos
Islands in 2012, the milestones for return
to elected government, and his
and government’s priorities.
“I much appreciated the open, lively
and constructive discussion at the
‘town hall meeting’ and the opportunity
to hear citizens views and concerns,”
he said.
At Marjorie Basden High School,
the governor toured the school’s facilities,
made a speech and answered
questions from the students on a range
of issues including the milestones,
schools, taxes and independence.
At Calvary Christian School, children
performed a series of songs for
the governor, and at Iris Stubbs Primary
School he spoke with children
and answered questions.
“I would like to thank the local
school children for greeting me at
the airport, for entertaining me with
their songs and for engaging on issues
of mutual interest,” the governor said.
“When speaking to the school children,
I highlighted that empowerment
is something you can only do for yourself,
for example by study and hard
work. I encouraged the children to
work hard to deliver a positive future
both for themselves and for the TCI.”
The governor also visited the Department
of Environment and Coastal
Resources, the Medical Centre and a
High Point/Caicos Beach development.
“I am committed to maintaining a
close connection with the island, its
community and the individual issues
they face,” said Todd, who has committed
to visit each of the family islands
on a quarterly basis.

Family Day
Everyone knows you don’t need a
designated day to spend with your family
but Feb. 20 is TCI’s designated Family
Day across the islands.
Make an extra effort on this day to spend time with
your loved ones and to show them how special and important
they are.
Enjoy this family day with some of the following quality
time activities and try to incorporate them into your
life on a regular basis:
▶▶Dining in - Get the entire family involved in cooking
the family dinner together. Create the menu together
and set aside a cooking task for each member of the
family. Not only will everyone feel accomplished but
the meal will taste even more delicious!
▶▶Exercise Together - Take a walk on the beach when it’s
warm, play indoor hopscotch when it’s not. One of the
healthiest things to do as a family is to exercise every
day, regardless of the weather. You don’t have to sign
up for a family boot camp. Just find simple ways to keep
your family active indoors or out. Everyone gets moving
and the time together helps your family bond.
▶▶Play together - This is a great way for families to unwind
from their daily routines and stresses. Whether
you are gather the family together to play your favorite
board game, makes unique crafts or to shoot some
hoops. Make time in your day to enjoy each others company.
▶▶Laugh together - The dog just made himself a bed in
the piles of baby laundry you need to fold. Dinner is supposed
to be on the table in 10 minutes but the meat’s
still frozen. Your youngest just reminded you the school
needs 48 cupcakes first thing in the morning. The only
thing separating your chaotic life from a sitcom is the
laugh track. Bust that stress when you laugh with your
family every day. Tell a knock-knock joke. Start a tickle
fight. Laugh for no reason. Research shows laughter really
is the best medicine. Besides, who doesn’t want to
hear those tiny shrieks of laughter from their favorite
people in the world?
to your everyday life. Remember
are brushing your teeth and turn
off the lights when you leave the
room. Not only will you get into an
eco-friendly routine, those green
habits will save you money on your
water and electric bills.
Falls are preventable: Don’t let them get you down
Independence is something we all
value, especially as we grow older and
health concerns may begin to limit our
activities.
One simple way you can help protect
your independence is by reducing your
risk of slips and falls.
Falling can result in serious consequences,
especially for those who are
age 65 year and older. Injuries such as
hip, wrist and pelvic fractures are common
in this age group and can have a
lasting impact on quality of life.
There are easy things you can do to
help prevent falls. Most falls happen in
the home, so that is the first place to
start taking precautions.
Your physical health is also important.
Talk to a health professional,
such as a chiropractor, about evaluating
your health risks. A few steps of
prevention can help you stay safely on
your feet.
Take this quiz to evaluate your risk
of falling. Answer yes or no.
Your physical health
▶▶
Are you over age 65?
▶▶
Do you take prescription medications?
▶▶
Do you take pills to help you sleep?
▶▶
Have you slipped, tripped or fallen in
the past year?
▶▶
Has it been more than a year since you
had your eyes checked?
▶▶
Has it been more than a year since you
had your hearing checked?
▶▶
Do you ever feel dizzy, lightheaded or
weak?
▶▶
Do you have stiff joints, foot problems
or weak muscles?
▶▶
Do you lose your balance or feel unsteady
when reaching or getting out of a
chair?
▶▶
Are you afraid of falling?
Your activities
▶▶
Do you wear slippers with leather or
cloth soles in the house?
▶▶
Do you reach or climb for things that
are not easily at hand?
▶▶
Do you have a pet such as a cat or dog?
▶▶
Do you rush to get things done?
Your household
▶▶
Does your home have loose rugs, scatter
mats or exposed extension cords?
▶▶
Do you have to walk around furniture
on the way to the bathroom from your bedroom?
▶▶
Are there rooms or hallways in your
home that are not well lit?
▶▶
Are there staircases that are steep or
don’t have handrails?
▶▶
Is the house cluttered?
▶▶
Do you have difficulty getting in or out
of the bathtub or shower?
▶▶
Do you have difficulty getting on or off
the toilet?
If you answered YES to any of these
questions, you have an increased risk
of falling. The more you answered YES,
the greater your risk of falling.
A sweet, homemade and colorful Valentine gift
Make this Valentine’s Day extra special with a
fun, recycled and easy to make cards. Not only will
you be giving your old, broken crayons a new lease
on life but also giving a fun and usable gift to that
someone special.
What you’ll need
• Crayon pieces
• Heart-shaped metal cookie or muffin tin
• (our hearts are about 1 1/2 inches across)
• Scrap paper
• Double-sided foam mounting tape
• Scissors
• Colored card stock
• Marker
How to do it
1. Heat the oven to 250°.
2. Fill each mold with crayon pieces and bake until
the crayons melt, about 10 to 15 minutes. Tip: Place a
sheet pan under the crayons to catch any drips.
3. Once they’re cool, remove the hearts from the
molds and smooth any rough edges by rubbing
them on a piece of scrap paper.
4. Use small pieces of foam tape to stick each heart
to a 3-inch circle cut from card stock or use our template,
then add your message.
Ideas for messages
• You color my world
• Valentine, you make my heart melt
• Have a happy Valentine’s Day, for “crayon” out
loud!
Visit www.familyfun.go.com for more fun craft
ideas.
occasion.
Sudoku
Fill in the grid so that every row, column and 3x3 box contains the
numbers 1 through 9
Horoscopes
Aries (March 21—April 19)
Spend some time with close friends, even if you have
to go out of your way. You are going to need their support
in the near future. Bite your tongue if you disagree
with anyone.
Taurus (April 20—May 20)
If you have been struggling at your job, expect
things to improve. Folks are going to start seeing
things your way very soon. Don’t gloat, though. Just be
glad they changed their minds.
Gemini (May 21—June 20)
You might feel the need to reveal everything to
someone close to you, but it is wisest if you don’t. No
one needs to know everything, and it could come back
to haunt you in the future.
Cancer (June 21—July 22)
You might decide to try something new at work or at
home. Don’t be afraid. Your ideas are good, and they
will be easy to implement.
Leo (July 23—Aug. 22)
Make sure you are communicating clearly right now.
Someone might be getting mixed signals from you,
and it’s only because you have not made yourself clear.
Slow down, and say things in a different way.
Crossword puzzle
Virgo (Aug. 23—Sept. 22)
Do your spring cleaning early. Get rid of clutter
around your home and workspace, and tie up any
loose ends. You will feel refreshed, and it will give you
the energy you are going to need.
Libra (Sept. 23—Oct. 22)
If you have been spending money rashly, it is now
time to stop and get a handle on your finances. There
is no time better than the present to seek out a trusted
friend who knows about finances.
Scorpio (Oct. 23—Nov. 21)
Don’t be stingy with your feelings. Someone needs
to know how you really feel. This person is not going to
hurt you, so it is OK to let your guard down. In fact, you
will soon be happy you did.
Sagittarius (Nov. 22—Dec. 21)
You need to pay attention to the undercurrents that
are surrounding an important relationship. Trust your
instincts. Do not reveal everything, and be very careful
who you trust right now.
Capricorn (Dec. 22—Jan. 19)
You might be up for a fight, but if you reconsider you
will see it really is not worth it. This person who is annoying
you is stuck in their way of thinking and is not
going to change. Don’t waste your time.
Aquarius (Jan. 20.—Feb. 18)
Listen to the ideas of people you are getting close
to again. There is a certain person who honestly only
has your best interests at heart. You need to trust this
person’s ideas.
Pisces (Feb. 19—March 20)
It is important that you keep trusting your instincts.
They have not proved you wrong, and they are not going
to start doing so. Listen to your heart.

products and services to the community, for both residents and visitors,
with insight that only a truly LOCAL company can delivery.
If there is any question about the more useful product, our
telephone listings alone are almost fifty percent more than
any other directory, and that is just to begin with. Our online
the delivery of information to a whole new level of innovation
and usefulness, with information for residents that
include…
• Business license information and application
cut off times, post office box numbers,
Customs information, and much much
more…
• A comprehensive list of restaurants, categorized by food type
and location.
• A summary of the closest restaurants and activities to each
resort (including the approximate distance and cost to take a
taxi to that business).
• Advanced map and satellite directions that show the exact
location of businesses.
• Tourist activities (listings by location and picture)
• Shopping guides (listings by location and picture)
• Video guides introducing the TCI
• An “Island–Hopping Guide” for each of the Islands, for tourists
who wish to visit more than one Island.
