<strong>Centreville</strong> <strong>Wharf</strong><br />

General <strong>Rules</strong> <strong>and</strong> <strong>Regulations</strong><br />

1. These rules <strong>and</strong> regulations cover the <strong>Town</strong> owned waterfront properties including the South<br />

Pocket Park (103 Front Street), North Pocket Park (115 Front Street), <strong>and</strong> the <strong>Centreville</strong><br />

<strong>Wharf</strong> Property (Watson Road).<br />

2. No vessel, other than the one owned <strong>and</strong> registered by the slip renter, may dock in a <strong>Town</strong><br />

slip. <strong>Slip</strong>s are <strong>of</strong>fered annually for lease, <strong>and</strong> no transient dockage is permitted in the leased<br />

slips, with the exception <strong>of</strong> emergencies.<br />

3. All motor vehicles shall park in designated parking areas only <strong>and</strong> only annual slip renters<br />

shall be permitted to park overnight. Renter decals must be displayed for overnight parking,<br />

or the vehicle owner will be ticketed. There shall be no parking <strong>of</strong> trailers at the <strong>Wharf</strong> at<br />

any time.<br />

4. Transient public boat docking at the <strong>Centreville</strong> <strong>Wharf</strong> <strong>and</strong> <strong>Wharf</strong> Pocket Parks is<br />

encouraged along the bulkhead. Transient public boat docking at the <strong>Centreville</strong> <strong>Wharf</strong> is<br />

free from dawn until 9:00 p.m. Transient boats parked after 9:00 p.m. must pay an overnight<br />

fee as determined by resolution <strong>of</strong> the <strong>Town</strong> Council.<br />

5. The <strong>Centreville</strong> <strong>Wharf</strong> <strong>and</strong> <strong>Wharf</strong> Pocket Parks are trash free facilities. No littering is<br />

permitted. All rubbish, trash, <strong>and</strong> other refuse shall be removed from these facilities <strong>and</strong> the<br />

dock area.<br />

6. Any personal belongings, equipment, etc. left on or around the <strong>Wharf</strong> <strong>and</strong>/or parking area for<br />

a period longer than 48 hours shall be disposed <strong>of</strong> by the <strong>Town</strong>.<br />

7. Transient boats docked at the <strong>Town</strong> owned waterfront properties for more than seventy-two<br />

(72) hours without written permission, may be removed at the vessel owner’s expense as<br />

outlined under the provisions <strong>of</strong> Natural Resources Article 8-721.1.<br />

8. Parking <strong>and</strong> the use <strong>of</strong> the <strong>Centreville</strong> <strong>Wharf</strong> <strong>and</strong> <strong>Wharf</strong> Pocket Parks, including the transient<br />

slips: The owner <strong>and</strong>/or user <strong>of</strong> a boat, <strong>and</strong> all members accompanying that individual, agrees<br />

to indemnify <strong>and</strong> hold harmless the <strong>Town</strong> in all claims, lawsuits, <strong>and</strong> other legal proceedings<br />

relating to use <strong>of</strong> or condition <strong>of</strong> the <strong>Town</strong>’s facilities.<br />

9. Violations <strong>of</strong> these <strong>Regulations</strong> are municipal infractions <strong>and</strong> the following fines shall be in<br />

addition to the costs <strong>of</strong> removal <strong>and</strong> storage <strong>of</strong> the violator’s vessel. Fines shall be as<br />

follows: First Offense: $50.00; Second Offense: $75.00; Third Offense: $100.00. Each<br />

subsequent <strong>of</strong>fense will entail a fine <strong>of</strong> not more than $100.00 each. Where the <strong>of</strong>fense is <strong>of</strong><br />

a continuing nature, each day’s violation shall be deemed a separate <strong>of</strong>fense.<br />

10. The registered owner <strong>of</strong> any boat in violation <strong>of</strong> this ordinance shall be considered the<br />

violator.<br />

11. Citations for these violations shall be issued, <strong>and</strong> regulations enforced, by any sworn police<br />

<strong>of</strong>ficer, the <strong>Town</strong> Manager, or their designees.<br />

<strong>Centreville</strong> <strong>Wharf</strong><br />

<strong>Boat</strong> <strong>Slip</strong> <strong>Rules</strong> <strong>and</strong> <strong>Regulations</strong>:<br />

1. No vessel shall dock in the finger piers at the <strong>Centreville</strong> <strong>Wharf</strong> without the completion <strong>of</strong> a<br />

rental agreement, payment <strong>of</strong> all required fees, <strong>and</strong> compliance with the rules <strong>and</strong><br />

regulations.<br />

2. The slip lease will run from April 1 st through March 31 st <strong>of</strong> the following year. Submittal <strong>of</strong><br />

an application must be received by <strong>Centreville</strong> <strong>Town</strong> Hall beginning January 1 st with a cut <strong>of</strong><br />

<strong>of</strong>f for the lottery <strong>of</strong> January 31 st . Applications can be obtained at the <strong>Centreville</strong> <strong>Town</strong> Hall<br />

or the website.<br />

3. <strong>Boat</strong> slip rentals are to be determined annually by lottery by March 1 st <strong>of</strong> each year. If March<br />

1 st falls on a weekend, the following Monday, that is not a holiday, will serve as the<br />

determination date. Preference to slip rentals is first given to: <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong> Residents,<br />

then <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong> Property Owners (non-residents), then to Queen Anne’s County<br />

residents, then to State <strong>of</strong> Maryl<strong>and</strong> Residents, then others. Residency shall be determined<br />

by any <strong>of</strong> the following: 1) voter registration; 2) valid driver’s license; 3) State <strong>of</strong> Maryl<strong>and</strong><br />

ID.<br />

4. Payment in full must be received by March 15 th <strong>of</strong> each year, or within 15 days <strong>of</strong><br />

notification <strong>of</strong> Lottery selection. Failure to pay slip rent in full by this date <strong>of</strong> the applicable<br />

year will result in termination <strong>of</strong> slip rental rights <strong>and</strong> slip will be <strong>of</strong>fered for lease pursuant<br />

to the <strong>Rules</strong> & <strong>Regulations</strong> for the <strong>Centreville</strong> <strong>Wharf</strong>.<br />

5. A slip holder must keep a vessel a) registered in the slip holders’ name <strong>and</strong> b) in the slip<br />

during the boating season <strong>of</strong> April through October. Violation <strong>of</strong> this regulation would<br />

prohibit rental eligibility for the following year.<br />

6. A slip may be passed from spouse to spouse during the annual lease period, provided the new<br />

renter is otherwise <strong>and</strong> owns a vessel suitable for the slip.<br />

7. During the period <strong>of</strong> November through March, a vacant slip may be used by another vessel<br />

with the slip holder’s knowledge <strong>and</strong> permission <strong>and</strong> after written notification to <strong>and</strong><br />

approval by the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong>.<br />

8. A slip holder must relinquish the slip if they are no longer eligible when they no longer own<br />

a suitable boat, if their boat is not insured, or if their fees have not been paid in full.<br />

9. A slip holder shall maintain their vessel in a reasonable safe, environmentally responsible<br />

<strong>and</strong> orderly manner, <strong>and</strong> must have valid liability insurance.<br />

10. To be eligible for the annual lottery, interested parties must send a letter to <strong>Centreville</strong> <strong>Town</strong><br />

Hall, 101 Lawyer’s Row, <strong>Centreville</strong>, MD, indicating their interest in obtaining a spot in the<br />

annual lottery <strong>and</strong> providing satisfactory evidence <strong>of</strong> residency <strong>and</strong> boat registration. This<br />

letter must include the name <strong>and</strong> address <strong>of</strong> the individual <strong>and</strong> indicate if a <strong>Town</strong> <strong>of</strong><br />

<strong>Centreville</strong> resident. If interested party is not a <strong>Town</strong> Resident, but a <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong><br />

Property owner, address <strong>and</strong> <strong>Town</strong> Property address must be included in letter. If neither a<br />

<strong>Town</strong> Resident nor Non-resident property owner, residence address in Maryl<strong>and</strong> must be<br />

included. A working telephone number must also be included. It is the responsibility <strong>of</strong> the<br />

interested party to be sure information is current <strong>and</strong> letter is received by the <strong>Town</strong> <strong>of</strong>fice.<br />

Once a letter has been sent to <strong>and</strong> received by the town, interested party will remain on the<br />

annual lottery list for that year until they receive a spot <strong>and</strong> turn it down, they are no longer<br />

eligible, or violate any <strong>of</strong> the <strong>Rules</strong> & <strong>Regulations</strong> or Lease agreement. If selected for a<br />

lease, interested party must provide satisfactory evidence <strong>of</strong> residency, insurance, <strong>and</strong> boat<br />

registration prior to lease signing.<br />

11. <strong>Slip</strong> numbers shall be assigned by the <strong>Town</strong> <strong>of</strong> <strong>Centreville</strong>. No slip movement or trading is<br />

permitted. Violation <strong>of</strong> this regulation will result in forfeiture <strong>of</strong> slip.<br />

12. The slip rent shall be determined by the <strong>Centreville</strong> <strong>Town</strong> Council.<br />
