SUPPLEMENT TO THE PUBLIC HUNTING LANDS MAP BOOKLET<br />

A program from Texas Parks <strong>and</strong> Wildlife Department<br />

In 1994, Texas Parks <strong>and</strong> Wildlife Department (TPWD) began a pilot program to benefit both hunters <strong>and</strong> agricultural<br />

producers in Texas. This program, known as the Short Term <strong>Public</strong> <strong>Hunting</strong> Lease Program, sought to lease private l<strong>and</strong>s during the dove<br />

season for use by purchasers of the TPWD Annual <strong>Public</strong> <strong>Hunting</strong> (APH) permit. Since that first year, the program has found ready acceptance<br />

from both hunters <strong>and</strong> participating l<strong>and</strong>owners. The program has grown to from 10 units to 143 units, from l<strong>and</strong> in 6 counties to<br />

48 counties, <strong>and</strong> from 4,375 acres to 59,027 acres. The program has exp<strong>and</strong>ed to include other small game species <strong>and</strong> youth hunts have been<br />

added to the program.<br />

Site-specific regulations, as shown on the unit maps, as well as regulations listed in the Outdoor Annual,<br />

<strong>Public</strong> <strong>Hunting</strong> L<strong>and</strong>s Map Booklet, <strong>and</strong> this booklet’s Prohibited Acts section on page ii, will apply on these hunting areas.<br />

POINTS TO REMEMBER<br />

Please inspect this booklet carefully. Many public dove <strong>and</strong> small game<br />

leases change from year to year. Remember, you are guests of the<br />

l<strong>and</strong>owners who have provided these areas for your hunting enjoyment.<br />

Do not litter. Pick up all trash, especially shotgun hulls <strong>and</strong> boxes.<br />

NEW THIS YEAR: Some units require on-site registration (OSR) for entry<br />

or participation in certain activities. OSR forms are generally available at<br />

the registration station <strong>and</strong> in the back of this booklet to comply with onsite<br />

registration requirements. Photocopies are acceptable if additional<br />

forms are needed. See page 5 of the <strong>Public</strong> <strong>Hunting</strong> L<strong>and</strong>s Map Booklet<br />

for more information.<br />

STAMP REQUIREMENTS HAVE CHANGED: Effective Sept. 1, 2005,<br />

any person who hunts migratory game birds (ducks, geese, teal, whitewinged<br />

doves, white-tipped doves, mourning doves, s<strong>and</strong>hill cranes,<br />

woodcock, snipe, rails, <strong>and</strong> gallinules) on public or private property must<br />

possess a Migratory <strong>Game</strong> Bird Stamp Endorsement. In addition, any person<br />

who hunts turkey, quail, pheasant, lesser prairie chicken, or chachalaca<br />

on public or private property must possess an Upl<strong>and</strong> <strong>Game</strong> Bird<br />

Stamp Endorsement. Funds from these stamps will be utilized for habitat<br />

acquisition, lease fees, research, <strong>and</strong> the development of programs for<br />

habitat management to improve game bird hunting opportunities in Texas.<br />

These stamp endorsements are included in various Super Combo license<br />

packages.<br />

LEGAL SHOOTING HOURS: Shooting hours for all migratory game birds<br />

are from one half hour before sunrise to sunset. Shooting hours for all<br />

game animals <strong>and</strong> non-migratory game birds are from one half hour<br />

before sunrise to one half hour after sunset, unless otherwise designated<br />

on the unit map.<br />

Units noted with the symbol offer more convenient access for<br />

disabled persons.<br />

YOUTH HUNT RESTRICTIONS: Hunts designated as “Youth/ Adult”<br />

means that each hunting party must contain at least one youth under 17<br />

years of age to be eligible to participate (both youth <strong>and</strong> supervising adults<br />

may hunt). Some waterfowl hunts are designated as “Youth Only” which<br />

means that only youth under 16 years of age may hunt (supervising adults<br />

may not hunt).<br />

Carefully park your vehicle so that others may use designated parking<br />

areas <strong>and</strong> designated roads. Avoid creating a traffic hazard. Do not block<br />

roads or gates with parked vehicles. Leave all gates as found ... open if<br />

open <strong>and</strong> closed if closed.<br />

Avoid damage to interior unit roads. Do not drive on designated dirt roads<br />

at times when they are wet or when your vehicle would be likely to leave<br />

ruts in the mud.<br />

Some units allow the use of hunting dogs <strong>and</strong> some do not. Check the<br />

individual unit map closely to determine if the use of hunting dogs is permitted.<br />

If you bring a hunting dog onto a unit, it is your responsibility to<br />

maintain control of the dog at all times to assure that it does not interfere<br />

with other hunters or harass the l<strong>and</strong>owner’s livestock. Vaccination of<br />

hunting dogs against rabies is required by State Health Department regulations<br />

<strong>and</strong> owners must be able to show documentation of current vaccinations<br />

whenever the animal is transported.<br />

Permittees are not authorized to be on the units during the nighttime from<br />

one hour after official sunset through one hour before official sunrise.<br />

If you are hunting species other than dove, waterfowl, or s<strong>and</strong>hill cranes,<br />

you are required to wear hunter orange. (See Prohibited Acts.) Also<br />

refer to the Map Booklet for complete rules <strong>and</strong> information about hunting<br />

on public l<strong>and</strong>s.<br />

Preseason scouting is not allowed on all units.<br />

PROHIBITED ACTS<br />

In addition to other applicable statutes or regulations found in the <strong>Public</strong> <strong>Hunting</strong> L<strong>and</strong>s Map<br />

Booklet, a person on <strong>Public</strong> <strong>Hunting</strong> L<strong>and</strong>s commits an offense if that person:<br />

FAILS TO POSSESS the required permit, stamp, or license;<br />

fails to comply with the requirements for HUNTER<br />

EDUCATION CERTIFICATION (see the <strong>Public</strong> <strong>Hunting</strong><br />

L<strong>and</strong>s Map Booklet for details);<br />

fails to possess HIP CERTIFICATION (obtained free when<br />

purchasing a hunting license) while hunting migratory birds;<br />

possesses a firearm while on the unit during PRESEASON<br />

SCOUTING. Preseason scouting is permitted on most units<br />

during the 7 days immediately preceding the opening of the<br />

hunting season for that unit. See unit map for any specific<br />

details;<br />

fails to visibly wear at least 400 square inches of HUNTER<br />

ORANGE material with orange headwear <strong>and</strong> at least<br />

144 square inches appearing on both chest <strong>and</strong> back during<br />

daylight hours at times when hunting with firearms for any<br />

species is permitted. Exempt from these requirements are:<br />

(1) authorized department personnel <strong>and</strong> l<strong>and</strong>owner<br />

employees, (2) persons hunting only migratory birds, (3)<br />

persons within the enclosed passenger compartment of a<br />

motor vehicle, <strong>and</strong> (4) persons within a designated vehicle<br />

parking area or designated campground;<br />

is under the influence of ALCOHOL or consumes alcoholic<br />

beverages while engaged in hunting activities. This includes<br />

any public consumption or display of alcohol while on public<br />

hunting l<strong>and</strong>s;<br />

fails to deposit trash in a designated trash container or<br />

<br />

remove it from the unit;<br />

LEAVES FEATHERS OR BIRD PARTS within designated<br />

parking areas or near livestock watering facilities;<br />

uses a MOTOR VEHICLE other than on designated roads <strong>and</strong><br />

parking areas;<br />

operates an ALL TERRAIN VEHICLE (ATV) or OFF ROAD<br />

VEHICLE (ORV) on public hunting l<strong>and</strong>s <strong>and</strong> is not (1) a<br />

disabled person or directly assisting a disabled person, (2)<br />

otherwise authorized by the department to do so;<br />

enters an area identified by boundary signs as a LIMITED<br />

USE ZONE or a RESTRICTED ZONE <strong>and</strong> fails to obey the<br />

restrictions on public use posted at the unit or contained<br />

within this Supplement or the <strong>Public</strong> <strong>Hunting</strong> L<strong>and</strong>s Map<br />

Booklet;<br />

TRESPASSES ONTO ADJACENT PROPERTY (even to<br />

retrieve downed game). <strong>Public</strong> access is authorized only<br />

within the area identified by boundary signs as a public<br />

hunting area;<br />

uses a means other than a SHOTGUN WITH BIRDSHOT;<br />

RIFLES, HANDGUNS <strong>and</strong> ARCHERY equipment are<br />

prohibited except for the designated Feral Hog season on<br />

Unit 2325 (Milam County);<br />

uses or possesses shotshells or loose shot other than NON-<br />

TOXIC SHOT while hunting waterfowl.<br />

<br />

possesses a LOADED FIREARM within or on a motor vehicle<br />

or within a designated parking area, except as provided for<br />

for details);<br />

DISCHARGES A FIREARM from, onto, along, or across a<br />

designated road;<br />

takes any species, sex, or type of wildlife resource not<br />

designated as legal game as shown in the LEGAL GAME<br />

LEGEND of the unit map within this Supplement;<br />

takes or attempts to take game animals or game birds other<br />

than during LEGAL SHOOTING HOURS of the open seasons<br />

<strong>and</strong> by the means <strong>and</strong> methods established by the Statewide<br />

<strong>Hunting</strong> <strong>and</strong> Fishing Proclamation <strong>and</strong> the Migratory <strong>Game</strong><br />

Bird Proclamation, or as otherwise provided for a specific<br />

unit in this Supplement;<br />

participates in a hunt having YOUTH HUNT RESTRICTIONS<br />

(“youth only” or “youth/adult”) <strong>and</strong> fails to meet qualifying<br />

criteria;<br />

takes or attempts to take a RABBIT OR HARE other than<br />

daylight hours of the open seasons <strong>and</strong> by the means <strong>and</strong><br />

methods provided for a specific unit in this Supplement;<br />

BAITS WILDLIFE (see Definitions in the <strong>Public</strong> <strong>Hunting</strong><br />

L<strong>and</strong>s Map Booklet) on public l<strong>and</strong>s, except as otherwise<br />

authorized by the department for a specific unit, activity, or<br />

time period;<br />

uses DEADFALLS OR LETHAL CHEMICALS for taking<br />

wildlife resources;<br />

uses RECORDED OR ELECTRONIC CALLING DEVICES to<br />

take wildlife resources except as may be authorized during<br />

the Special Conservation Light Goose season;<br />

engages in: TARGET SHOOTING, FISHING, OVERNIGHT<br />

CAMPING AND THE BUILDING OF FIRES, OR THE<br />

GATHERING OF FIREWOOD or its removal from the<br />

premises;<br />

constructs or places a HUNTING BLIND, STAND, OR<br />

PLATFORM within 50 yards of any designated road or<br />

department marked boundary. It is an offense to construct a<br />

permanent blind, st<strong>and</strong>, tower, or platform or to nail such<br />

structures to the timber.<br />

leaves a TEMPORARY BLIND, STAND, TOWER, OR<br />

PLATFORM in place for more than 72 hours;<br />

uses a HORSE or any type of riding stock or pack animal on<br />

public hunting l<strong>and</strong>s in this Supplement;<br />

WRITES ON, SCRATCHES, OR OTHERWISE DEFACES<br />

natural features, signs, buildings, or other structures;<br />

DISTURBS OR REMOVES plants, rocks, soil, artifacts, or<br />

other objects from public hunting l<strong>and</strong>s without proper<br />

authorization.<br />

FAILS TO OBEY REGULATIONS posted at the unit <strong>and</strong> listed<br />

in this Supplement or the <strong>Public</strong> <strong>Hunting</strong> L<strong>and</strong>s Map Booklet,<br />

or fails to follow directives given by departmental personnel<br />

in the discharge of official duties.

HUNTER EDUCATION<br />

Every hunter (including out-of-state hunters) born on or after Sept. 2, 1971,<br />

must successfully complete a Hunter Education Training Course. Minimum<br />

age of certification is 12 years <strong>and</strong> cost is $10.<br />

If you were born on or after Sept. 2, 1971, <strong>and</strong> you are:<br />

under 12 years of age, you must be accompanied*.<br />

age 12 through 16, you must successfully complete a hunter education<br />

course, or you must be accompanied*.<br />

age 17 <strong>and</strong> over, you must successfully complete a hunter education<br />

course; or purchase a “Hunter Education Deferral,” <strong>and</strong> you must be<br />

accompanied*.<br />

NEW: Hunter Education Deferral (cost: $10) Allows a person 17 years of<br />

age or older who has not completed a hunter education program to defer<br />

completion for up to one year. A deferral may only be obtained once <strong>and</strong> is<br />

only valid until the end of the current license year. A person who has been<br />

convicted or has received deferred adjudication for violation of the<br />

m<strong>and</strong>atory hunter education requirement is prohibited from applying for a<br />

deferral. Take the course by August 31 of the current license year <strong>and</strong> receive<br />

a $5 discount off the $10 course cost.<br />

* Accompanied means: By a person who is at least 17, who is licensed to<br />

hunt in Texas, who has passed hunter education or is exempt (born before<br />

Sept. 2, 1971), <strong>and</strong> you must be within normal voice control. Proof of<br />

certification or deferral is required to be on your person while hunting.<br />

Note: Certification is not required to purchase a hunting license.<br />

FEDERAL AID IN WILDLIFE RESTORATION<br />

Hunters, the First Conservationists, Supporting Wildlife Restoration<br />

A 1995 survey of Texas hunters found that few hunters knew how wildlife resource<br />

management <strong>and</strong> increased hunting opportunities are supported in Texas even though<br />

they are the ones who pay the bills! Hunters financially support most of the wildlife<br />

conservation programs of Texas Parks <strong>and</strong> Wildlife through hunting license fees, stamp<br />

fees, <strong>and</strong> through a federal excise tax on hunting equipment. Manufacturers of<br />

firearms, ammunition <strong>and</strong> archery equipment collect a 10-11 percent excise tax which<br />

is paid by hunters <strong>and</strong> shooting sports enthusiasts to support wildlife restoration<br />

through slightly higher retail prices. The distribution of these funds to the 50 states <strong>and</strong><br />

territories is through the Wildlife Restoration program, also known as the Pittman-<br />

Robertson or P-R Act. In 2005, the Wildlife Restoration program will provide Texas with<br />

approximately $10.8 million to fund up to 75 percent of the costs for a number of<br />

wildlife projects. These projects include the operation of 51 wildlife management<br />

areas, wildlife population surveys, technical guidance for private l<strong>and</strong>owners, habitat<br />

restoration, hunter education, <strong>and</strong> wildlife research.<br />

This user pay/user benefit program will mark its 68th anniversary in 2005 by continuing<br />

its successful role in wildlife resource stewardship. The program has funded much of<br />

the work responsible for returning wildlife to its present abundance in Texas <strong>and</strong> for<br />

educating hunters in the safe, ethical practices of their sport. As envisioned in 1937,<br />

this vital 68-year-old success story continues its preeminent role of benefitting hunters<br />

<strong>and</strong> non-hunters alike who enjoy rich wildlife diversity <strong>and</strong> quality outdoor<br />

experiences. So, next time you’re asked who pays for managing wildlife resources in<br />

Texas, remember it is the hunters <strong>and</strong> shooting sports enthusiasts. Projects funded<br />

through Federal Aid in Wildlife Restoration acknowledge the sportsmen <strong>and</strong> women<br />

with the symbol shown below.<br />
