WELCOME TO THE PUBLIC DOVE AND SMALL GAME HUNTING AREAS 

SUPPLEMENT TO THE PUBLIC HUNTING LANDS MAP BOOKLET 

A program from Texas Parks and Wildlife Department 

In 1994, Texas Parks and Wildlife Department (TPWD) began a pilot program to benefit both hunters and agricultural 

producers in Texas. This program, known as the Short Term Public Hunting Lease Program, sought to lease private lands during the dove 

season for use by purchasers of the TPWD Annual Public Hunting (APH) permit. Since that first year, the program has found ready acceptance 

from both hunters and participating landowners. The program has grown to from 10 units to 143 units, from land in 6 counties to 

48 counties, and from 4,375 acres to 59,027 acres. The program has expanded to include other small game species and youth hunts have been 

added to the program. 

Site-specific regulations, as shown on the unit maps, as well as regulations listed in the Outdoor Annual, 

Public Hunting Lands Map Booklet, and this booklet’s Prohibited Acts section on page ii, will apply on these hunting areas. 

POINTS TO REMEMBER 

Please inspect this booklet carefully. Many public dove and small game 

leases change from year to year. Remember, you are guests of the 

landowners who have provided these areas for your hunting enjoyment. 

Do not litter. Pick up all trash, especially shotgun hulls and boxes. 

NEW THIS YEAR: Some units require on-site registration (OSR) for entry 

or participation in certain activities. OSR forms are generally available at 

the registration station and in the back of this booklet to comply with onsite 

registration requirements. Photocopies are acceptable if additional 

forms are needed. See page 5 of the Public Hunting Lands Map Booklet 

for more information. 

STAMP REQUIREMENTS HAVE CHANGED: Effective Sept. 1, 2005, 

any person who hunts migratory game birds (ducks, geese, teal, whitewinged 

doves, white-tipped doves, mourning doves, sandhill cranes, 

woodcock, snipe, rails, and gallinules) on public or private property must 

possess a Migratory Game Bird Stamp Endorsement. In addition, any person 

who hunts turkey, quail, pheasant, lesser prairie chicken, or chachalaca 

on public or private property must possess an Upland Game Bird 

Stamp Endorsement. Funds from these stamps will be utilized for habitat 

acquisition, lease fees, research, and the development of programs for 

habitat management to improve game bird hunting opportunities in Texas. 

These stamp endorsements are included in various Super Combo license 

packages. 

LEGAL SHOOTING HOURS: Shooting hours for all migratory game birds 

are from one half hour before sunrise to sunset. Shooting hours for all 

game animals and non-migratory game birds are from one half hour 

before sunrise to one half hour after sunset, unless otherwise designated 

on the unit map. 

Units noted with the symbol offer more convenient access for 

disabled persons. 

YOUTH HUNT RESTRICTIONS: Hunts designated as “Youth/ Adult” 

means that each hunting party must contain at least one youth under 17 

years of age to be eligible to participate (both youth and supervising adults 

may hunt). Some waterfowl hunts are designated as “Youth Only” which 

means that only youth under 16 years of age may hunt (supervising adults 

may not hunt). 

Carefully park your vehicle so that others may use designated parking 

areas and designated roads. Avoid creating a traffic hazard. Do not block 

roads or gates with parked vehicles. Leave all gates as found ... open if 

open and closed if closed. 

Avoid damage to interior unit roads. Do not drive on designated dirt roads 

at times when they are wet or when your vehicle would be likely to leave 

ruts in the mud. 

Some units allow the use of hunting dogs and some do not. Check the 

individual unit map closely to determine if the use of hunting dogs is permitted. 

If you bring a hunting dog onto a unit, it is your responsibility to 

maintain control of the dog at all times to assure that it does not interfere 

with other hunters or harass the landowner’s livestock. Vaccination of 

hunting dogs against rabies is required by State Health Department regulations 

and owners must be able to show documentation of current vaccinations 

whenever the animal is transported. 

Permittees are not authorized to be on the units during the nighttime from 

one hour after official sunset through one hour before official sunrise. 

If you are hunting species other than dove, waterfowl, or sandhill cranes, 

you are required to wear hunter orange. (See Prohibited Acts.) Also 

refer to the Map Booklet for complete rules and information about hunting 

on public lands. 

Preseason scouting is not allowed on all units.

PROHIBITED ACTS 

In addition to other applicable statutes or regulations found in the Public Hunting Lands Map 

Booklet, a person on Public Hunting Lands commits an offense if that person: 

FAILS TO POSSESS the required permit, stamp, or license; 

fails to comply with the requirements for HUNTER 

EDUCATION CERTIFICATION (see the Public Hunting 

Lands Map Booklet for details); 

fails to possess HIP CERTIFICATION (obtained free when 

purchasing a hunting license) while hunting migratory birds; 

possesses a firearm while on the unit during PRESEASON 

SCOUTING. Preseason scouting is permitted on most units 

during the 7 days immediately preceding the opening of the 

hunting season for that unit. See unit map for any specific 

details; 

fails to visibly wear at least 400 square inches of HUNTER 

ORANGE material with orange headwear and at least 

144 square inches appearing on both chest and back during 

daylight hours at times when hunting with firearms for any 

species is permitted. Exempt from these requirements are: 

(1) authorized department personnel and landowner 

employees, (2) persons hunting only migratory birds, (3) 

persons within the enclosed passenger compartment of a 

motor vehicle, and (4) persons within a designated vehicle 

parking area or designated campground; 

is under the influence of ALCOHOL or consumes alcoholic 

beverages while engaged in hunting activities. This includes 

any public consumption or display of alcohol while on public 

hunting lands; 

fails to deposit trash in a designated trash container or 

 

remove it from the unit; 

LEAVES FEATHERS OR BIRD PARTS within designated 

parking areas or near livestock watering facilities; 

uses a MOTOR VEHICLE other than on designated roads and 

parking areas; 

operates an ALL TERRAIN VEHICLE (ATV) or OFF ROAD 

VEHICLE (ORV) on public hunting lands and is not (1) a 

disabled person or directly assisting a disabled person, (2) 

otherwise authorized by the department to do so; 

enters an area identified by boundary signs as a LIMITED 

USE ZONE or a RESTRICTED ZONE and fails to obey the 

restrictions on public use posted at the unit or contained 

within this Supplement or the Public Hunting Lands Map 

Booklet; 

TRESPASSES ONTO ADJACENT PROPERTY (even to 

retrieve downed game). Public access is authorized only 

within the area identified by boundary signs as a public 

hunting area; 

uses a means other than a SHOTGUN WITH BIRDSHOT; 

RIFLES, HANDGUNS and ARCHERY equipment are 

prohibited except for the designated Feral Hog season on 

Unit 2325 (Milam County); 

uses or possesses shotshells or loose shot other than NON- 

TOXIC SHOT while hunting waterfowl. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

possesses a LOADED FIREARM within or on a motor vehicle 

or within a designated parking area, except as provided for 

disabled persons (see the Public Hunting Lands Map Booklet 

for details); 

DISCHARGES A FIREARM from, onto, along, or across a 

designated road; 

takes any species, sex, or type of wildlife resource not 

designated as legal game as shown in the LEGAL GAME 

LEGEND of the unit map within this Supplement; 

takes or attempts to take game animals or game birds other 

than during LEGAL SHOOTING HOURS of the open seasons 

and by the means and methods established by the Statewide 

Hunting and Fishing Proclamation and the Migratory Game 

Bird Proclamation, or as otherwise provided for a specific 

unit in this Supplement; 

participates in a hunt having YOUTH HUNT RESTRICTIONS 

(“youth only” or “youth/adult”) and fails to meet qualifying 

criteria; 

takes or attempts to take a RABBIT OR HARE other than 

daylight hours of the open seasons and by the means and 

methods provided for a specific unit in this Supplement; 

BAITS WILDLIFE (see Definitions in the Public Hunting 

Lands Map Booklet) on public lands, except as otherwise 

authorized by the department for a specific unit, activity, or 

time period; 

uses DEADFALLS OR LETHAL CHEMICALS for taking 

wildlife resources; 

uses RECORDED OR ELECTRONIC CALLING DEVICES to 

take wildlife resources except as may be authorized during 

the Special Conservation Light Goose season; 

engages in: TARGET SHOOTING, FISHING, OVERNIGHT 

CAMPING AND THE BUILDING OF FIRES, OR THE 

GATHERING OF FIREWOOD or its removal from the 

premises; 

constructs or places a HUNTING BLIND, STAND, OR 

PLATFORM within 50 yards of any designated road or 

department marked boundary. It is an offense to construct a 

permanent blind, stand, tower, or platform or to nail such 

structures to the timber. 

leaves a TEMPORARY BLIND, STAND, TOWER, OR 

PLATFORM in place for more than 72 hours; 

uses a HORSE or any type of riding stock or pack animal on 

public hunting lands in this Supplement; 

WRITES ON, SCRATCHES, OR OTHERWISE DEFACES 

natural features, signs, buildings, or other structures; 

DISTURBS OR REMOVES plants, rocks, soil, artifacts, or 

other objects from public hunting lands without proper 

authorization. 

FAILS TO OBEY REGULATIONS posted at the unit and listed 

in this Supplement or the Public Hunting Lands Map Booklet, 

or fails to follow directives given by departmental personnel 

in the discharge of official duties.

HUNTER EDUCATION 

Every hunter (including out-of-state hunters) born on or after Sept. 2, 1971, 

must successfully complete a Hunter Education Training Course. Minimum 

age of certification is 12 years and cost is $10. 

If you were born on or after Sept. 2, 1971, and you are: 

under 12 years of age, you must be accompanied*. 

age 12 through 16, you must successfully complete a hunter education 

course, or you must be accompanied*. 

age 17 and over, you must successfully complete a hunter education 

course; or purchase a “Hunter Education Deferral,” and you must be 

accompanied*. 

NEW: Hunter Education Deferral (cost: $10) Allows a person 17 years of 

age or older who has not completed a hunter education program to defer 

completion for up to one year. A deferral may only be obtained once and is 

only valid until the end of the current license year. A person who has been 

convicted or has received deferred adjudication for violation of the 

mandatory hunter education requirement is prohibited from applying for a 

deferral. Take the course by August 31 of the current license year and receive 

a $5 discount off the $10 course cost. 

* Accompanied means: By a person who is at least 17, who is licensed to 

hunt in Texas, who has passed hunter education or is exempt (born before 

Sept. 2, 1971), and you must be within normal voice control. Proof of 

certification or deferral is required to be on your person while hunting.

FEDERAL AID IN WILDLIFE RESTORATION 

Hunters, the First Conservationists, Supporting Wildlife Restoration 

A 1995 survey of Texas hunters found that few hunters knew how wildlife resource 

management and increased hunting opportunities are supported in Texas even though 

they are the ones who pay the bills! Hunters financially support most of the wildlife 

conservation programs of Texas Parks and Wildlife through hunting license fees, stamp 

fees, and through a federal excise tax on hunting equipment. Manufacturers of 

firearms, ammunition and archery equipment collect a 10-11 percent excise tax which 

is paid by hunters and shooting sports enthusiasts to support wildlife restoration 

through slightly higher retail prices. The distribution of these funds to the 50 states and 

territories is through the Wildlife Restoration program, also known as the Pittman- 

Robertson or P-R Act. In 2005, the Wildlife Restoration program will provide Texas with 

approximately $10.8 million to fund up to 75 percent of the costs for a number of 

wildlife projects. These projects include the operation of 51 wildlife management 

areas, wildlife population surveys, technical guidance for private landowners, habitat 

restoration, hunter education, and wildlife research. 

This user pay/user benefit program will mark its 68th anniversary in 2005 by continuing 

its successful role in wildlife resource stewardship. The program has funded much of 

the work responsible for returning wildlife to its present abundance in Texas and for 

educating hunters in the safe, ethical practices of their sport. As envisioned in 1937, 

this vital 68-year-old success story continues its preeminent role of benefitting hunters 

and non-hunters alike who enjoy rich wildlife diversity and quality outdoor 

experiences. So, next time you’re asked who pays for managing wildlife resources in 

Texas, remember it is the hunters and shooting sports enthusiasts. Projects funded 

through Federal Aid in Wildlife Restoration acknowledge the sportsmen and women 

with the symbol shown below.
