A History of <strong>the</strong> Pedernales <strong>Falls</strong> Area, 1850–1970<br />
While <strong>the</strong> Wheatleys were determined to make <strong>the</strong>ir ranch a working<br />
enterprise (C.A. “always wanted to be a cowboy,” according to his nephew 80 ), <strong>the</strong>y<br />
were at least equally interested in turning <strong>the</strong>ir property into a wildlife refuge.<br />
Almost twenty years before <strong>the</strong>y bought <strong>the</strong> Pedernales property, C.A. <strong>and</strong><br />
Harriet devoted much of <strong>the</strong>ir time to camping, fishing <strong>and</strong> hunting in some of<br />
<strong>the</strong> wildest areas <strong>the</strong> United States <strong>and</strong> Canada, <strong>and</strong> <strong>the</strong>y shared an appreciation<br />
for nature. Though not environmentalists in <strong>the</strong> modern sense of <strong>the</strong> term—<strong>the</strong>y<br />
very much enjoyed hunting moose <strong>and</strong> o<strong>the</strong>r big game, for example—<strong>the</strong><br />
Wheatleys strongly believed that natural resources should be preserved <strong>and</strong><br />
protected for <strong>the</strong> enjoyment of future generations.<br />
C.A. was one of <strong>the</strong> first members of <strong>the</strong> Izaak Walton League of America,<br />
helped to organize <strong>the</strong> National <strong>Wildlife</strong> Management Institute, was one of <strong>the</strong><br />
founders of <strong>the</strong> <strong>Texas</strong> Game <strong>and</strong> Fish Commission, <strong>and</strong> eventually became a<br />
trustee of <strong>the</strong> American <strong>Wildlife</strong> Foundation. He was also a friend of Pat Neff,<br />
<strong>the</strong> <strong>Texas</strong> governor responsible for <strong>the</strong> creation of <strong>the</strong> <strong>Texas</strong> state park system,<br />
<strong>and</strong> of William J. Tucker, who for many years directed <strong>the</strong> <strong>Texas</strong> Game, Fish <strong>and</strong><br />
Oyster Commission. 81 Harriet was also known in conservation circles. She was<br />
credited with helping to convince Congress to incorporate <strong>the</strong> Teton Mountains<br />
into Yellowstone National Park, <strong>and</strong> for years she was active in <strong>the</strong> San Antonio<br />
Conservation Society, <strong>the</strong> Bexar County Girl Scouts <strong>and</strong> <strong>the</strong> Blue Bird Auxiliary.<br />
Both C.A. <strong>and</strong> Harriet were known to be expert fly fishers. In 1952, when Harriet<br />
published her book, Lady Angler: Fishing Hunting, <strong>and</strong> Camping in <strong>the</strong> Wilderness<br />
Areas of America, William J. Tucker wrote an effusive introduction for <strong>the</strong> work. 82<br />
