Engineering Quality Standards Manukau City Council <strong>Road</strong> Construction<br />
• Upon <strong>construction</strong> completion,<br />
independent safety audits are conducted<br />
by the Manukau City Council Network<br />
Manager for arterial roads in accordance<br />
with Land <strong>Transport</strong> New Zealand<br />
(LTNZ) TFM9 – <strong>Road</strong> Safety Audit<br />
Procedures for Projects. The safety<br />
audits are conducted to ensure the road<br />
zone is safe prior to public use of the<br />
Council asset.<br />

MEANS OF COMPLIANCE<br />
Design Standards<br />
Unless otherwise demonstrated and approved<br />
under resource consent, the legal road width,<br />
carriageway width and grades shall be in<br />
accordance with the District Plan.<br />
Geometrical Design<br />
Gradients of all roads shall comply with those<br />
shown in the District Plan. In particular cases,<br />
steeper gradients may be permitted over short<br />
lengths, but Council reserves the right to<br />
impose special conditions of <strong>construction</strong>.<br />

Grades shall be as long as possible with vertical<br />
curves provided to comply with Transit New<br />
Zealand Standards.<br />
Normal crossfall shall be 3% for urban roads,<br />
and 4% for rural roads in both directions from<br />
the crown. However, when widening an<br />
existing carriageway or in steep terrain<br />
crossfalls may vary from 2% to 4% in urban<br />
roads, and 5% in rural roads from the crown,<br />
coupled with a lateral shift in crown position of<br />
up to one quarter of the effective road width.<br />
Single crossfall carriageways shall be permitted<br />
on service roads.<br />
Superelevation shall be applied to curves on all<br />
roads as shown on Table A and shall be<br />
calculated from Transit New Zealand<br />
Standards.<br />
The minimum longitudinal grade of kerb and<br />
channel shall be 1 in 200 and be parallel on<br />
