Ask <strong>the</strong> <strong>City</strong>!<br />

The <strong>City</strong>’s contact centre receives thous<strong>and</strong>s <strong>of</strong> phone<br />

calls from <strong>Stirling</strong> residents each week. Staff from <strong>the</strong><br />

<strong>City</strong>’s customer service team provides answers to some<br />

<strong>of</strong> <strong>the</strong> most frequently asked questions.<br />

WHEN ARE MY RATE PAYMENTS DUE?<br />

Rates notices were issued at <strong>the</strong> end <strong>of</strong> July <strong>and</strong> you should<br />

now have received your rates charges <strong>and</strong> payment options. If<br />

you are paying your rates in full, payment was required by 31<br />

August 2012. If you have chosen to pay by installments, <strong>the</strong><br />

payment dates are as follows:<br />

Two Instalments<br />

• 1st Instalment due by 31 August 2012<br />

• 2nd Instalment due by 30 November 2012<br />

Four Instalments<br />

• 1st Instalment due by 31 August 2012<br />

• 2nd Instalment due by 2 November 2012<br />

• 3rd Instalment due by 4 January 2013<br />

• 4th Instalment due by 8 March 2013<br />

Payments can be made using our 24-hour secure telephone<br />

payment service on 1300 661 144 or by visiting our website at<br />

www.stirling.wa.gov.au/rates <strong>and</strong> selecting <strong>the</strong> ‘Online Payment<br />

<strong>Facility</strong>’ option.<br />

Please have your 10-digit payment number (located at <strong>the</strong><br />

bottom <strong>of</strong> your rates notice), <strong>the</strong> required payment amount <strong>and</strong><br />

your bank account details ready before making payment.<br />

HOW DO I BOOK THE USE OF A PARK OR RESERVE FOR<br />

A SOCIAL GATHERING OR EVENT?<br />

Prior written permission is required to hold events at <strong>City</strong> <strong>of</strong><br />

<strong>Stirling</strong> parks or reserves. Booking a reserve ensures that<br />

events do not clash <strong>and</strong> appropriate permissions are obtained.<br />

Visit www.stirling.wa.gov.au to access booking forms online<br />

<strong>and</strong> go to <strong>the</strong> Recreation <strong>and</strong> Events section, <strong>the</strong>n choose<br />

Parks <strong>and</strong> Reserves <strong>and</strong> select <strong>the</strong> ‘Holding Events at a Park<br />

or Reserve’ link. Email reserves@stirling.wa.gov.au to lodge<br />

completed booking forms or to submit an enquiry.<br />

Alternatively, please contact our Customer Service team on<br />

9205 8555 to request a booking form via <strong>the</strong> post. Please note<br />

that completed booking forms need to be lodged with <strong>the</strong> <strong>City</strong><br />

three weeks prior to <strong>the</strong> event.<br />

The Healthy Lifestyle Program at <strong>the</strong> Herb Graham Recreation Centre<br />

in Mirrabooka aims to improve <strong>the</strong> quality <strong>of</strong> life for Aboriginal people by<br />

helping prevent <strong>and</strong> manage chronic disease.<br />

Held each Wednesday, <strong>the</strong> program started earlier this year with Elders<br />

heading out on a gro<strong>up</strong> walk for some exercise <strong>and</strong> later finding out more<br />

about healthy food choices. Aboriginal people taking part have embraced <strong>the</strong><br />

program <strong>and</strong> since renamed it “Ngulluk”, which translates to “us mob” because<br />

gro<strong>up</strong> members regard <strong>the</strong> sessions as “me” or “our” time.<br />

The program <strong>of</strong>fers Aboriginal adults an opportunity to have a yarn over a<br />

healthy lunch <strong>and</strong> join in traditional Aboriginal games between 10.30am <strong>and</strong><br />

12.30pm each Wednesday. S<strong>up</strong>ported by <strong>the</strong> <strong>City</strong> <strong>of</strong> <strong>Stirling</strong>, <strong>the</strong> Healthy<br />

Lifestyle Program is run by <strong>the</strong> North Metropolitan Public Health Unit in<br />

conjunction with <strong>the</strong> Nyoongar Sports Association <strong>and</strong> Derbal Yerrigan Health<br />

Street Tree<br />

Trees are an important part <strong>of</strong> community<br />

health <strong>and</strong> wellbeing in urban environments.<br />

Trees improve air quality, reduce noise<br />

pollution <strong>and</strong> reduce <strong>the</strong> temperature<br />

by shading hard surfaces like roads <strong>and</strong><br />

pavements.<br />

With growing infill development, street trees<br />

form a vital part <strong>of</strong> our community by helping<br />

to <strong>of</strong>fset <strong>the</strong> loss <strong>of</strong> trees on private l<strong>and</strong>.<br />

The <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> currently has more than<br />

63,000 street trees <strong>and</strong> is looking to greatly<br />

improve on this number.<br />

We have recently finished planting all<br />

available street tree stock, but would like to<br />

encourage those interested in a street tree<br />

to make a request now so that <strong>the</strong> <strong>City</strong> can<br />

deliver <strong>the</strong>m next winter.<br />

Photographic Award<br />

<strong>and</strong> Exhibition 2012<br />

The <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> will present<br />

<strong>the</strong> sixth Photographic Award<br />

Exhibition at Karriny<strong>up</strong> Shopping<br />

Centre from Thursday 4 October to<br />

Saturday 13 October 2012.<br />

This free, community-based event encourages amateur <strong>and</strong><br />

pr<strong>of</strong>essional photographers to submit <strong>the</strong>ir original works <strong>and</strong><br />

provides an outlet to exhibit <strong>the</strong>ir creativity to <strong>the</strong> public.<br />

Entries close on Wednesday 12 September 2012, so get your<br />

photos in quickly, or head to Karriny<strong>up</strong> Shopping Centre to<br />

check out all <strong>the</strong> great local talent during <strong>the</strong> exhibition.<br />

Doggie Do Event<br />

Do you own a dog? Come along to our Doggie Do!<br />

The <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> will host <strong>the</strong> popular Doggie Do for dogs<br />

<strong>and</strong> dog lovers on Sunday 21 October from 9.30am to<br />

12.30pm at Lake Gwel<strong>up</strong> Reserve (on <strong>the</strong> corner <strong>of</strong> Huntriss<br />

Road <strong>and</strong> Seagrave Street) in Karriny<strong>up</strong>. The Doggie Do is<br />

a free community event that provides a fun-filled morning for<br />

dogs <strong>and</strong> <strong>the</strong>ir family <strong>and</strong> friends.<br />

Aimed at promoting responsible dog ownership across <strong>the</strong><br />

<strong>City</strong>, <strong>the</strong> event will feature competitions with great prizes to<br />

win, plenty <strong>of</strong> dog-related activities <strong>and</strong> family entertainment<br />

like a bouncy castle <strong>and</strong> face painting. Pet industry s<strong>up</strong>pliers<br />

will be on h<strong>and</strong> to exhibit <strong>the</strong>ir goods <strong>and</strong> services, with some<br />

businesses <strong>of</strong>fering discounts <strong>and</strong> free samples. Dog owners<br />

will also have <strong>the</strong> opportunity to get <strong>the</strong>ir dog registered, microchipped<br />

<strong>and</strong> ba<strong>the</strong>d on <strong>the</strong> day. We hope to see all you <strong>the</strong>re!<br />

Ingredients<br />

600g French trimmed lamb cutlets<br />

2 c<strong>up</strong>s breadcrumbs<br />

1 c<strong>up</strong> plain flour<br />

2 eggs & a splash <strong>of</strong> milk, whisked<br />

400g royal blue potatoes, peeled<br />

<strong>and</strong> quartered<br />

2 sprigs <strong>of</strong> rosemary, leaves only<br />

Sea salt & Cracked black pepper<br />

2 sprigs <strong>of</strong> oregano, finely<br />

chopped<br />

Juice ½ lemon<br />

40ml extra virgin olive oil<br />

160g green beans, tops &<br />

bottoms removed later<br />

functions such as volunteers’ dinners.<br />

Here <strong>the</strong> <strong>City</strong>’s Sous Chef Andrew Baines shows<br />

you how to create ano<strong>the</strong>r simple <strong>and</strong> tasty dish.<br />

Crumbed lamb cutlet, rosemary<br />

& sea salt potatoes, green beans SERVES 4<br />

Method<br />

Preheat <strong>the</strong> oven to 180° Celsius. Put <strong>the</strong> potatoes into a bowl, sprinkle over a few pinches<br />

<strong>of</strong> sea salt, a pinch <strong>of</strong> cracked pepper, <strong>the</strong> rosemary leaves <strong>and</strong> a drizzle <strong>of</strong> olive oil.<br />

Place <strong>the</strong> potatoes in a roasting tray <strong>and</strong> cook in <strong>the</strong> oven for around 15 minutes or until<br />

tender. Fill a saucepan with water <strong>and</strong> bring to <strong>the</strong> boil, ready for <strong>the</strong> beans.<br />

Put <strong>the</strong> plain flour into a tray, egg mixture into a bowl <strong>and</strong> <strong>the</strong> breadcrumbs in ano<strong>the</strong>r<br />

bowl. Coat each cutlet in plain flour <strong>and</strong> shake <strong>of</strong>f <strong>the</strong> excess, <strong>the</strong>n put <strong>the</strong>m through <strong>the</strong><br />

egg mixture, <strong>the</strong>n into <strong>the</strong> breadcrumb mixture, packing <strong>the</strong> crumbs onto <strong>the</strong> cutlets so<br />

<strong>the</strong>y are all well coated.<br />

While <strong>the</strong> potatoes are cooking <strong>and</strong> <strong>the</strong> lamb is ready to be cooked, make <strong>the</strong> oregano<br />

dressing. Put <strong>the</strong> lemon juice, oregano <strong>and</strong> a pinch <strong>of</strong> sea salt <strong>and</strong> pepper into a bowl,<br />

<strong>the</strong>n whisk in <strong>the</strong> olive oil.<br />

Place a non-stick fry pan onto medium-to-high heat, add a tablespoon <strong>of</strong> olive oil <strong>and</strong><br />

cook <strong>the</strong> lamb cutlets for 2 minutes <strong>the</strong>n turn <strong>and</strong> cook for ano<strong>the</strong>r 2 minutes, adjusting<br />

<strong>the</strong> heat if <strong>the</strong>y are browning too fast. Once cooked, sprinkle some sea salt onto <strong>the</strong> cutlets<br />

<strong>and</strong> rest on a plate while you cook <strong>the</strong> beans <strong>and</strong> <strong>the</strong> potatoes <strong>and</strong> you’re almost ready.<br />

The beans will take around 4 minutes to cook. Once everything is cooked, assemble <strong>the</strong><br />

beans <strong>and</strong> potatoes onto a plate, place <strong>the</strong> lamb on top <strong>and</strong> drizzle with <strong>the</strong> oregano<br />

dressing. Enjoy!
