Both A and B category candidates should submit the Application Form-A along with<br />

following documents:<br />

i. A Bank Draft of Rs.1000/-(Rs.500/ for SC/ST candidates/Physically Handicapped candidates)<br />

drawn in favour of Registrar, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar, Payable at Amritsar be tagged on<br />

the front of Application Form-A. In case of computer downloaded form, the bank draft should<br />

be of Rs.1600/- (Rs.1100/- for SC/ST & Physically Handicapped).<br />

ii. Computer Form along with unattested photograph pasted at appropriate place in loose form.<br />

iii. Admit Card duly filled with attested photograph pasted at appropriate place<br />

iv The Attested Copies of the following documents with Form-A<br />

i. Matriculation Certificate;<br />

ii. 10+2 Detailed Marks Certificate.;<br />

submit Application Form-A with relevant late fee (only Bank Draft) at the MBA/MCA Entrance Test<br />

Cell, Department of Computer Sc. & Engg., <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar. Such candidates shall<br />

1. GENERAL INFORMATION<br />

As authorized by Punjab Government, G u r u N a n a k D e v <strong>University</strong>, A m r i t s a r will hold the Management<br />

Entrance Test hereafter referred to as MET-2010 and Punjab Admission to MCA Common Aptitude Test hereafter<br />

referred to as PAM-CAT-2010 on 4 th July 2010 (Sunday) for admission to MBA and MCA courses<br />

respectively in the Departments, Institutes and Colleges affiliated to <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>,<br />

Amritsar; Punjabi <strong>University</strong>, Patiala and Punjab Technical <strong>University</strong>, Jalandhar.<br />

The list of participating institutions along with the number of seats is available in Punjab Government<br />

Notifications, which are reproduced on page no. 14 (Annexure 1) and page no. 23 (Annexure 2).<br />

2. ELIGIBILITY FOR ENTRANCE TEST<br />

2.1. For Admission to the MBA/MCA courses through MET-2010, and PAM-CAT 2010, 85% seats will be reserved<br />

for the residents of Punjab State and 15% seats will be open to candidates outside the State.<br />

2.2. The residence condition of Punjab Candidates as given in 2.1 above will be determined in terms of<br />

instructions issued by the Government of Punjab, Department of Personnel and Administrative Reforms<br />

(Personnel Policies Branch) in their circular Letter No. 1/3/95-3PP-II/9619 dated 6.6.96 and 1/3/95-3PPII/81<br />

dated 1.1.1999 (Annexure 3).<br />

2.3. Candidates who have appeared for the qualifying examinations, whose result has not been declared,<br />

may be allowed to appear provisionally in the Entrance Test at their own risk and responsibility.<br />

Their candidature for admission to MBA/MCA course shall be considered only if they submit a duly<br />

attested copy of the detailed marks card/requisite certificate in original (stating the marks obtained) of the<br />

qualifying examination at the time of counseling.<br />

2.4. The candidature of all candidates to the Entrance Test shall be purely provisional. If on<br />

verification at a later stage, it is found that a candidate does not fulfill the eligibility conditions, his/her<br />

candidature will be cancelled and he/she will have no claim, whatsoever, against the <strong>University</strong>/College. The<br />

candidates are, therefore advised in their own interest to go through the eligibility conditions carefully<br />

and make sure of their eligibility before appearing in the examination.<br />

3. EDUCATIONAL QUALIFICATIONS FOR ADMISSION<br />

As per the latest guidelines of the All India Council for Technical Education<br />

(AICTE), the basic educational qualifications for admission to these courses shall be as under:<br />

For MBA Course<br />

All those candidates who have any recognized Bachelor Degree with minimum three years duration in any<br />

discipline.<br />

For MCA Course<br />

All those candidates who have any recognized Bachelor Degree with minimum three years duration in<br />

any discipline, with Mathematics at 10+2 school level or have passed BCA of minimum three years duration<br />

from any recognized <strong>University</strong>.<br />

However, the eligibility criteria for admission including educational qualifications as specified by Punjab<br />

Technical <strong>University</strong>, Jalandhar; Punjabi <strong>University</strong>, Patiala; and <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar will<br />

be applicable for admission to the institutions/colleges affiliated to respective Universities.<br />

3.1 SPECIFIC ELIGIBILITY CONDITIONS FOR ADMISSION LAID DOWN BY THE RESPECTIVE<br />

UNIVERSITIES<br />

Educational qualifications for admission to the Departments, Institutes and Colleges affiliated to three<br />

Universities, namely, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar; Punjabi <strong>University</strong>, Patiala and Punjab Technical<br />

<strong>University</strong>, Jalandhar shall be as prescribed by the respective Universities. The same, as supplied by the<br />

concerned Universities, are reproduced below:<br />

a. GURU NANAK DEV UNIVERSITY, AMRITSAR<br />

For MBA<br />

A recognized Bachelor’s degree under 10+2+3 system or Postgraduate Degree or any other equivalent Degree<br />

with at least 50% marks in aggregate.<br />

For MCA<br />

BBA/B.Com./B.Com (Professional) /B.Sc. (Hons.) Economics or Graduate in any stream with Mathematics<br />

/Statistics /Computer Sciences /Computer Applications /IT / Computer Maintenance/Quantitative<br />

Techniques as one of the elective subjects with 50% marks in aggregate or any equivalent degree thereto.<br />

OR<br />

Bachelor’s degree in any stream with 50% marks in aggregate with Mathematics as an elective subject at +2<br />

level.<br />

b. PUNJABI UNIVERSITY, PATIALA<br />

For MBA<br />

Candidates should have secured a minimum of 50% marks in the Bachelors/ Masters Degree<br />

examination (45% marks for SC/ST and physically handicapped with at least 40% disability).<br />

For MCA<br />

Candidate who have passed the Bachelor’s degree (10+2+3)/BCA in any discipline of the statutory<br />

<strong>University</strong> with 50% marks in aggregate (45% marks for SC/ST and physically handicapped with at least<br />

40% disability). The candidates must have passed the senior secondary (10+2) or equivalent<br />

examination or higher degree examination with Mathematics/Statistics/ Business Mathematics/Business<br />

Statistics/ Quantitative Techniques or equivalent as compulsory/optional/additional subject or paper.<br />

c. PUNJAB TECHNICAL UNIVERSITY, JALANDHAR<br />

For MBA<br />

Candidates should have passed any Bachelor’s Degree recognized by Association of Indian Universities.<br />

For MCA<br />

All those candidates who have passed any recognized Bachelor’s degree of minimum three years<br />

duration with Mathematics/ Statistics /Business Mathematics / Business Statistics / Quantitative Techniques as<br />

Compulsory/ Optional/ Additional Paper as one of the subjects either at 10+2 at graduation level.<br />

4. SUBMISSION OF APPLICATION FORM<br />

4.1 A) Punjab State and Chandigarh Candidates (for instant allotment of Roll nos.): The Application Form-A<br />

duly filled in the candidate’s handwriting in capital letters should be submitted at any of the following<br />

designated City Centre where candidate wishes to take MET-2010/PAM-CAT-2010 Entrance Test.These<br />

City Centres have been specified and established by <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar to mitigate<br />

hardships of the candidates. The staff of the <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong> posted at these centres shall<br />

receive the Application Form A and issue Admit Card/Roll no. on the spot. These City centres shall<br />

function from 10.06.2010 to 17.06.2010 between 9.00 a.m. to 5.00 p.m. including Sundays and other<br />

public holidays. In no case the form will be received, processed at the City Centre other than the one<br />

where a candidate intends to appear. No application form will be received by Post/Courier etc. Bring<br />

Computer Form and Admit Card duly filled in loose form. Do not tag, stitch or fold the same.<br />

application in transit.<br />

4.2 Attested Copies of the following documents must be attached with Application Form-A<br />

i. Matriculation Certificate.<br />

ii. 10+2 Detailed Marks Card.<br />

iii. Qualifying Examination Certificate.<br />

iv. Reserve Category Certificate if any.<br />

v. Residence Certificate.<br />

vi. Two attested passport size photographs be pasted with gum respectively in the designated space on the<br />

Application Form-A, Admit Card.<br />

4.3 One unattested photograph be pasted on the Computer Form at the designated space<br />

4.4 Two self addressed envelopes (9”x5”) with postage stamps of Rs. 10/- each.<br />

A candidate is permitted to appear in both MBA and MCA Entrance Test simultaneously with the same<br />

examination fee.<br />

4.5 Important Notes<br />

i. For Late Fee Candidates: Admit Card and Roll No. along with centre will be issued on the spot to<br />

candidates who submit Application Form-A with relevant late fee (complete in all respects) at the<br />

MBA/MCA Entrance Test Cell, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar. Such candidates shall apply<br />

personally.<br />

ii. Mode of payment of fee including late fee shall be by Bank Draft drawn in favor of Registrar, <strong>Guru</strong><br />

<strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar, and Payable at Amritsar. Cash/Cheque shall not be accepted.<br />

iii. Bank Draft to be tagged in front of Application Form-A.<br />

iv. The SC/ST/Physically Handicapped candidates, must attach the attested copy of certificate from the<br />

competent authority to get the benefit of reservation as well as the fees.<br />

v. If a candidate does not submit his/her application on the prescribed Application Form-A in ORIGINAL<br />

(not a copy or photocopy or typed copy), his/her application for appearing in the Entrance Test shall be<br />

summarily rejected. He/ she shall not be allowed to take the test under any circumstances whatsoever.<br />

Every candidate must indicate in his/her application the reserved category and sub- reserved category (if<br />

applicable) for which he/she wants to apply. Candidate seeking admission under a reserved category is not<br />

entitled to apply for more than one reserved category besides the general category. If no category is<br />

mentioned in his/her application, the candidate shall be considered for the general category only. No candidate<br />

shall be considered for admission against a reserved category for which he/she has not applied. Regarding<br />

reserved categories, rules/instructions of Government of Punjab, as amended from time to time, shall be followed.<br />

No change in category, once claimed, will be permitted under any circumstances. The Certificate in<br />

support of the claim against the reserve category must have been issued before the start of counseling.<br />

6. CENTRES FOR MBA /MCA ENTRANCE TEST<br />

6.1 The Entrance Test (MET-2010/PAM-CAT-2010) will be held on July 04, 2010 (Sunday) at the<br />

following centres.<br />

6.2 Allotment of Examination Centre and Admit Card-cum Roll no<br />

Punjab State and Chandigarh Candidates will be allotted instant Roll nos. and Centre of Examination as<br />

per 4.1(A) whereas candidates belonging to outside Punjab will be sent Roll nos. and Centre of<br />

Examination by post.<br />

(i.) Each candidate shall give only one choice of Examination Centre. While every effort will be made to<br />

allot the centre of his/her choice exercised by him/her, the Coordinator reserves the right to allot a<br />

different centre to a candidate, if the circumstances so warrant.<br />

(ii.) The exact venue of Examination Centre shall be indicated on the Admit Card. The candidate must retain the<br />

Admit Card for its subsequent use at the time of counseling.<br />

(iii.) Examination centre once allotted will not be changed in any circumstances.<br />

In case of non receipt of Admit Card-cum Roll no. slip by 24.06.2010, it can be downloaded from GND<br />

<strong>University</strong> website (www.gndu.ac.in). Paste your photograph on it and get it attested from appropriate authority<br />

before going to the allotted examination centre. If there is any problem in downloading the Roll no. slip from the<br />

internet, candidate should come personally to the Entrance Test Cell at GND <strong>University</strong>, Amritsar with an<br />

attested Photograph and collect the Duplicate Admit Card-cum-Roll no. Slip from 01.07.2010-02.07.2010<br />

between 09.00 AM and 05.00 PM .<br />

7. CONDUCT OF EXAMINATION<br />

There shall be three sessions for the test. The first session will be common both for MBA and MCA courses for<br />

all the candidates. The second session will be for those candidates who are desirous of seeking admission<br />

to MBA course only, and the third session for those candidates who are desirous of seeking admission to MCA<br />

course only.<br />

There will be 150 multiple choice (four alternatives) objective type questions common for both MBA<br />

and MCA courses and one additional paper containing 50 multiple choice (four alternatives) objective type<br />

questions for MBA and MCA candidates separately. Each question shall be of one mark. The candidate is to<br />

select one correct answer and mark it on OMR Sheet with only BLACK GEL PEN<br />

7.1 Common for MBA and MCA Candidates<br />

8. EVALUATION OF OMR SHEET<br />

(i.) There shall be no negative marking.<br />

(ii.) The candidates are advised not to fold, cut or overwrite on their OMR sheets. Cutting or overwriting<br />

in any box provided for answering question will be deemed to be an incorrect answer.<br />

(iii.) There will be no rechecking/re-evaluation of OMR sheets. However, the candidate may personally see<br />

his/her OMR sheet by depositing a fee of Rs. 2,000/- and that of the other candidate/s by depositing a fee<br />

of Rs. 5,000/- per candidate within 24 hours of the declaration of the result.<br />

9. QUALIFYING CONDITIONS<br />

There shall be no cut-off marks in the MET-2010/PAM-CAT-2010, but only the candidates who appear in<br />

the MET-2010/PAM-CAT-2010, and who have not been otherwise disqualified shall be eligible to appear in<br />

the counseling in order of merit/ranking, of course, subject to their having passed the respective basic qualifying<br />

examination. Applying for, but not appearing at the MET-2010/PAM-CAT-2010 shall not be sufficient to<br />

attain this eligibility.<br />

10. MERIT LIST<br />

There will be no group discussion/interview for any course. Admission will be purely based upon marks obtained<br />

in the written test, subject to fulfillment of eligibility and reservation conditions.<br />

(i) The merit list of candidates for the MBA/MCA course shall be based on the aggregate marks obtained in<br />

all the four papers (Out of total 200 marks.)<br />

(ii) There will be separate merit list for MBA and MCA courses.<br />

(iii) The merit list for reserve categories will also be separate from that of general category.<br />

(iv) The rank of the candidates in the merit list securing equal marks will be determined in accordance with<br />

the following criteria:<br />

a) The candidate securing higher aggregate percentage marks in the qualifying examination shall rank higher<br />

in order of merit.<br />

b) In the case of tie in (a) above, the candidate senior in age shall rank higher in order of merit.<br />

c) In the case of tie in (a) as well as (b), the candidate securing higher marks in the paper of ‘Business<br />

Aptitude’ (in case of MBA) and ‘Mathematics/Computer Science (in case of MCA), as may be applicable,<br />

shall rank higher in order of merit.<br />

Note: The inclusion of the name of a candidate in the merit list of MET-2010/ PAM-CAT-2010 shall not,<br />

ipso facto, entitles him/her to secure admission.<br />

11. GENERAL INSTRUCTIONS<br />

11.1 All particulars in the Application Form-A must be filled in carefully and legibly by the candidate<br />

himself/herself.<br />

11.2 For appearing in the test, the responsibility of being eligible will be entirely of the candidates themselves.<br />

11.3 The candidates will be issued Admit Cards provisionally, subject to the final confirmation of their<br />

eligibility, payment of test fee, etc. It is further clarified that the candidates shall be taking the Test at<br />

their own risk and responsibility as far as their eligibility is concerned and the <strong>University</strong> shall, in no way,<br />

be responsible if they are found ineligible later, leading to cancellation of their result or any other<br />

circumstance(s) emanating from the same.<br />

11.4 The candidates shall be allowed to appear in the examination only on the production of the Admit Card<br />

at the Allotted Test Center. No candidate shall be allowed to take the test without the Admit Card<br />

under any circumstances.<br />

11.5 Any candidate who creates disturbance of any kind during examination or otherwise misbehaves in or<br />

around the examination hall or refuses to obey the Centre Supdt./Deputy Supdt./Asst. Supdt./any other<br />

official on the examination duty or changes his/her seat with any other candidate or occupies any<br />

seat other than the one allotted to him/her shall be expelled from the examination hall.<br />

(“Expulsion” for this purpose would mean cancellation of his/her candidature)<br />

11.6 Any candidate having in his/her possession or accessible to him/her papers/books or notes which<br />

may possibly be of any assistance to him/her or is found giving or receiving assistance or copying<br />

from any other candidate or copy from his/her answer book or found writing on any other paper,<br />

question set in question paper, during examination using or attempting to use any other unfair<br />

means or indulging in any kind of misconduct shall be expelled from the examination hall.<br />

(“Expulsion” for this purpose would mean cancellation of his/her candidature)<br />

11.7 The Center Supdt./Observer/any other authorized <strong>University</strong> Officer shall be competent to expel the<br />

candidate from the examination center under instruction Nos. 11.5 and 11.6 above.<br />

11.8 If answer-book of the candidate shows or it is otherwise established that he/she has received or<br />

attempted to receive help from any source in any manner or has given help or attempted to give any<br />

help to any other candidate in any manner, the relevant answer-book shall be cancelled. The decision of<br />

the Coordinator of this test in this regard shall be final.<br />

11.9 Any person who impersonates a candidate shall be disqualified for appearing in any <strong>University</strong> examination<br />

for a period of five years including this examination, if that person is a student on the rolls<br />

of a recognized School or College or <strong>University</strong>. But if the person is not on the rolls of a recognized<br />

School or College or <strong>University</strong>, he/she shall be declared as a person not fit and proper to be admitted to<br />

any examination of all the three Universities for a period of five years and the case, if necessary, shall also<br />

be reported to the police for further action in the matter. The candidate who is being impersonated shall<br />

also be disqualified for a period of five years from appearing in any examination of all the Universities.<br />

11.10 If it is found that the candidate has knowingly or willfully concealed or suppressed any information,<br />

which renders him/her ineligible to take the Entrance Test, his/her result of the Test as also admission to<br />

an Institute will be cancelled. He/She shall have no claim, whatsoever against the<br />

<strong>University</strong>/Institute concerned and the case, if necessary, shall be reported to the police.<br />

11.11 The candidates are not permitted to carry calculator or any telecommunication equipments such as pager,<br />

cellular phone, wireless set, etc in the examination hall.<br />

11.12 If a dispute of any kind arises before, during or after the conduct of Entrance Test or relating to<br />

the decision of the Coordinator of Entrance Test, the decision of the Vice-Chancellor, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong><br />

<strong>University</strong>, Amritsar shall be final.<br />

11.13 DUPLICATE ROLL NUMBERS: In case a candidate’s Admit Card is lost, he/she should contact<br />

the MBA/MCA Entrance Test Cell, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar, personally along with the<br />

application on a plain paper, two attested photographs and a fee of Rs. 200/-. This fee shall either be in<br />

the form of Bank draft or receipt from the <strong>University</strong> Cashier. Cash/Cheque shall not be accepted in any<br />

case.<br />

11.14 Candidates will not be allowed to enter the Examination Hall, 15 minutes after the start of the<br />

Examination.<br />

11.15 The result of the Entrance Test shall, ipso facto, not entitle a candidate to get admission in MBA/MCA<br />

course. It will be the sole responsibility of the candidate to make sure about his/her eligibility and fulfillment<br />

of such other conditions as may be prescribed for admission in the Rules and Regulations of<br />

<strong>University</strong>/College concerned, before applying for the Entrance Test.<br />

11.16 The Entrance Test fee/counseling fee once paid will not be refunded under any circumstances..<br />

11.17 Candidates should not submit original certificates unless specifically asked for by the <strong>University</strong> concerned.<br />

11.18 Candidates who have appeared in the qualifying examination can also sit for the test at their own risk and<br />

responsibility. However, they shall have to submit the proof of their eligibility (Result) at the time of<br />

counseling.<br />

11.19 Once the Application form is submitted, the candidate shall not be allowed to make any changes in the<br />

Application form by way of any addition/ deletion/ alteration/ amendment/ change of any particular etc.<br />

under any circumstances whatsoever.<br />

12. RESERVATION POLICY<br />

Candidate applying for the reserve category shall carefully indicate his/her claim for only one category in the<br />

Application Form-A. No change of category will be entertained or permitted at the later stage. However, a<br />

candidate claiming a seat in the reserved category will have the right to be considered in General Category<br />

also.<br />

12.1 DIVISION OF SEATS<br />

a) In Punjab, 85% seats will be reserved for the candidates from within the State and 15% will be open to<br />

candidates of other States/UTs on All India basis. The eligibility criteria for 85% seats will be that<br />

the candidate must be a resident of Punjab State in terms of Punjab Government, Department of<br />

Personnel and Administrative Reforms (PP 1 Br) letter no. 1/3/95-3PP.II/9619, dated the 6 th June, 1996<br />

and letter no. 1/3/95-3PP.II/80 dated 1 st Jan, 1999 and should have passed qualifying examination from<br />

any recognized Board/<strong>University</strong>. In case the residence certificate is found at any stage to be false or<br />

incorrect, the admission against Punjab Quota shall be liable to be cancelled, without prejudice to<br />

any criminal proceedings that may be initiated. Furthermore, the fees or any other amount paid, including<br />

advance or security, shall automatically be treated as forfeited.<br />

) Admissions to MBA/MCA Course, both for 85% Seats for Punjab resident and 15% Seats for outsiders,<br />

shall be made strictly on the basis of MET-2010/PAM-CAT- 2010. In case seats are not being filled<br />

under respective category vice-versa eligibility may be considered.<br />

c) The above clause No. 12.1(a) for resident of Punjab State shall not be applicable to the following<br />

categories of candidates:-<br />

i. Children, wards and dependants of Punjab Government employees and employees of<br />

Boards/Corporations/Statutory Bodies/Companies/ Cooperative Societies set up or owned or<br />

controlled by the Punjab Government including those established by or under an Act of the State<br />

of Punjab or a Central Act, by the Punjab Government, posted within or outside the State of<br />

Punjab.<br />

ii. Children, wards/dependants of members of All India Service borne on Punjab Cadre, irrespective of<br />

where the officer is posted. This shall also include children, wards and dependants of members of All<br />

India Service borne on cadres other than that of Punjab provided the said officer is on deputation with<br />

Punjab Government or any of its Boards, Corporations, Statutory Bodies, Companies and Co-operative<br />

Societies irrespective of his place of posting.<br />

iii. Children, wards and dependants of the Central Government employees who have served for at least<br />

two years in connection with the affairs of the Punjab Government or any of its Boards,<br />

Corporations, Statutory Bodies, Companies, Co-operative Societies out of 5 years preceding the year of<br />

entrance examination.<br />

iv. Children, wards and dependants of Punjab Government pensioners settled outside Punjab.<br />

v. Children, wards and dependants of Military/para-military forces personnel belonging to the<br />

state of Punjab as per record at the time of their entry in service (A certificate on prescribed Performa<br />

by the Commanding Officer of the Unit is to be furnished).<br />

vi. Children, wards and dependants of the ex-employees of Military/para-military forces personnel<br />

belonging to the State of Punjab as per record at the time of their entry into service.<br />

d) The guidelines issued for the grant of residence certificate/bonafide resident of Punjab by the<br />

Department of Personnel and Administrative Reforms (PP-2 Branch) vide No. 1/3/95-3PP-2/9619 dated<br />

6 th June, 1996, I.D. No. 1/2/96-3PP-2/897dated 7 th July, 1998 and No. 1/3/95-3PP-2/80, dated 1 st<br />

January, 1999 and further instructions, issued by the Department, if any, will be adhered to in letter and<br />

spirit while making admission.<br />

e) The admission of NRI seats shall be as per direction of the Hon’ble Supreme Court.<br />

the rank of Tehsildar as per U.O. No. 10/2/96-2SWI/11-12-13-14 dated, Chd. 8.1.99.<br />

d) The candidate applying for Admission under category 03 i.e. against the seats reserved for Backward<br />

Classes category shall be considered provided he/she produces income certificate of parents along with<br />

Backward Class certificate signed by the S.D.O. (Civil)/ Executive Magistrate/ Tehsildar/ Naib-<br />

Tehsildar/ Block <strong>Dev</strong>elopment Officer/ District Revenue Officer as per latest instructions of the Punjab<br />

Government. Only the recent certificate will be considered.<br />

e) A candidate shall be eligible for admission under category 04 only if he/she is from a town/village<br />

within 10 miles from the International Border or his/her town/village falls within the Bet/Backward<br />

area limits . A certificate to this affect should be obtained from the S.D.M. /G.A. to D.C. /D.C.<br />

f) A candidate claiming admission under category 06 will produce a sports gradation certificate issued<br />

by the Director of Sports from respective States.<br />

g) A candidate seeking admission under category 07 will produce a certificate from the respective Deputy<br />

Commissioner or competent authority.<br />

h) A Candidate claiming admission under category 08, 09 and 10 must at least be 40 percent handicapped duly<br />

certified by the C.M.O.<br />

i) A candidate claiming admission under the categories 11-12 will produce a certificate from the<br />

Commanding Officer/Commandant/SSP.<br />

j) In order to decide the eligibility of riot-affected (category 13), the candidate must produce a certificate<br />

from the respective Deputy Commissioner to the effect that he/she is a November 1984 riot affected/<br />

displaced person. As regard a terrorist affected person/dependant of terrorist affected families in Punjab, a<br />

certificate from the respective Deputy Commissioner to this effect is required. Dependants of terrorist<br />

affected family will mean a family, which has lost its bread-earner in some terrorist action in Punjab.<br />

k) In case of Category 14, the candidates must produce certificates from the competent authority.<br />

l) A candidate applying in the reserved categories shall carefully indicate his/her claim for only one<br />

category in the Admission Form-A. In case, the candidate wrongly indicates claim for more than one<br />

reserved categories, the one claimed in the first instance shall be considered. No change of category<br />

will be entertained/permitted in the application form or otherwise at the later stage.<br />

12.3 IMPORTANT NOTES:<br />

a) The rules for reservation against various categories can be revised and the rules existing at the time of the<br />

counseling will be applicable.<br />

b) If a seat against reserved category comes out to be less than 0.5, then no seat will be reserved under the<br />

category.<br />

c) The certificates in support of the claim against any reserve category must have been issued before<br />

the start of counseling.<br />

13. MANAGEMENT QUOTA<br />

The management quota will be as per Punjab Govt., Department of Technical Education & Industrial Training Memo<br />

No. 13/129/2003-ITE2/1247 dated 25th April 2010.<br />

14. GENERAL CONDITIONS<br />

a) The merit of each candidate shall be determined on the basis of marks secured by him or her in the Entrance<br />

Examination.<br />

b) If any new institute is approved or seats are increased/altered in the existing institutions by the Punjab<br />

Government, such approvals will be taken into consideration, if the affiliation is<br />

granted b y the affiliating <strong>University</strong> and permission for admission is granted before the start of counseling.<br />

c) Personal appearance of the candidates when called for counseling is essential. However, under special<br />

circumstances (supported by document), a representative of the candidate duly authorized by him/her may be<br />

allowed to appear on behalf of the candidate (proxy counseling) and the choice of department/institute/college<br />

made by the representative will be binding for the candidate.<br />

15. FEE STRUCTURE<br />

The students shall be liable to pay the fee/development fee and other charges, as per the rates of fee/development<br />

fee and other charges as fixed by the Government of Punjab/AICTE/Concerned <strong>University</strong>, from time to time.<br />

16. DECLARATION OF RESULT<br />

The result of the Entrance Test will be declared on or before 15.07.2010. It shall be available on <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong><br />

<strong>University</strong> Website: www.gndu.ac.in<br />

17. COUNSELING AND ADMISSION<br />

a) The Counseling for admission to MBA/MCA Courses in Departments/Institutes/ Colleges affiliated to G.N.D.<br />

<strong>University</strong>, Amritsar; Punjabi <strong>University</strong>, Patiala and Punjab Technical <strong>University</strong>, Jalandhar and situated in the<br />

State of Punjab will be held at <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong> Campus, Amritsar.<br />

b) Non refundable counseling fee of Rs. 2500/- (Rupees Two Thousand & Five Hundred Only) will be collected<br />

by the <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong> as counseling fee from each student one time only. The counseling fee can<br />

be deposited at any branch of State Bank of Patiala by downloading the transaction slip available at <strong>Guru</strong> <strong>Nanak</strong><br />

<strong>Dev</strong> <strong>University</strong> website.<br />

c) Candidates, who have appeared in MET-2010/PAM-CAT-2010 and found to be eligible are required to appear in<br />

counseling at their own expense and according to their MET-2010/PAM-CAT-2010 rank in the merit list as<br />

per the counseling schedule to be notified later on through the <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar<br />

website and in the newspapers. No separate counseling letters will be issued. The schedule of Second<br />

Counseling shall be notified after First Counseling.<br />

d) Each candidate, at the time of each counseling, shall have to fill the Counseling Form in their own<br />

handwriting along with the attested copies of all relevant certificates to the Official of MBA/MCA<br />

counseling. The Counseling Form will be provided to them on date and time of the counseling.<br />

e) Counseling for 85% seats for Punjab residents shall be taken up first followed by counselling for 15% seats<br />

for outside Punjab candidates. Counselling for 85% General Category will be held first followed by<br />

counselling for reserved category. The same procedure will be followed for second counseling.<br />

Counseling for 15% seats for general category will be held first followed by counselling for reserve category.<br />

Seats remaining vacant in 85% quota will be transferred to 15% quota in the respective category, as<br />

applicable. Seats still remaining unfilled under respective reserve categories and general category even after<br />

the end of counselling shall be transferred to management quota seats under the respective reserve<br />

categories and general category.<br />

The College/<strong>University</strong> will make a public notice to this effect indicating clearly the number of seats<br />

vacant in each reserve category and general category and fill the seats in that very particular<br />

category only. After exhausting the above said procedure, if still the seats remain vacant in reserve<br />

category the college/<strong>University</strong> can fill it from candidates belonging to general category. Admission to such<br />

unfilled/vacant seats as well as management quota shall be furnished and finalized within 15 days of the last<br />

date of admission. No extension shall be permissible under any circumstances<br />

f) The candidate will be required to produce the following original certificates at the time of counseling:<br />

i. Affidavit of the Parents/Guardian (Specimen given inAnnexure-2, p.37)<br />

ii. Residence Certificate<br />

iii. Matriculation Certificate containing date of birth<br />

iv Detailed Marks Cards of the 10+2 and qualifying examination.<br />

v. Character Certificate from the Principal of Institution last attended.<br />

vi. Reserve Category/sub-category certificate from the competent authority, if applicable.<br />

vii. MET-2010/PAM-CAT-2010 Admit Card.<br />

The original certificates shall be returned to the candidate after allotting the seat for further use.<br />

g) After taking admission through counseling the candidate shall be required to deposit the First Semester<br />

fees and funds within three working days in the allotted institute from the date of counseling, failing which<br />

the concerned institute may declare the seat to be vacant.<br />

h) In case a student changes his/her College/<strong>University</strong> through centralized counseling conducted by <strong>Guru</strong> <strong>Nanak</strong><br />

<strong>Dev</strong> <strong>University</strong>, Amritsar, his/her fee shall be refunded by the previous Institution after deduction of Rs. 1000/-<br />

only and the original documents will be returned immediately.<br />

i) In case a student surrendering his/her seat within 7 days of the end of the counseling, he/she must submit<br />

application to the college and <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar. <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar shall<br />

only forward such cases to the concerned colleges/Universities and colleges must refund his/her full fee after<br />

deduction of Rs. 1000/- only. The surrender of seat thereafter shall be governed by notification regarding refund of<br />

fee issued by AICTE vide letter no. AICTE/Legal/04(01)2007 shall be followed strictly.<br />

The Governor of Punjab is also pleased to further issue the following criteria for holding the Entrance<br />

making admissions thereafter: -<br />

D. Eligibility Criteria (Educational Qualifications and Resident Status) for Management Entrance Test<br />

Test and<br />

For admission to the MBA Course through the Management Entrance Test (MET), 85% seats will be reserved for the<br />

internal candidates from within the State and 15% will be open to candidates from outside the State.<br />

As per the latest guidelines of the All India council for Technical Education (AICTE), the basic educational<br />

qualification for the various Management Courses shall be as under: -<br />

All those candidates who have passed any recognized Bachelor’s Degree of minimum 3 years duration in any<br />

discipline.<br />

The eligibility criteria for admission including educational qualification as specified by Punjab Technical <strong>University</strong>,<br />

Jalandhar, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar and <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar will be applicable for<br />

admission to the Institutions/colleges affiliated to respective universities.<br />

MODE OF TEST:<br />

<strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar, would decide the conditions and modalities for the conduct of Management<br />

Entrance Test, together with the centers for the conduct of examination.<br />

3. GENERAL ELIGIBILITY FOR ADMISSION TO MBA COURSE:<br />

i. Apart from the basic educational qualifications prescribed above, the general eligibility criteria shall be as<br />

contained in Punjab Government, Department of Technical Education & Industrial Training, Punjab, Memo<br />

No. 35/44/95-1T(2)/978 dated 21 st March, 2003, which is annexed to this notification. This communication<br />

shall be treated as a part and parcel of this notification, for all purposes, and all the provisions of this<br />

notification shall be read along with the contents of the said communication.<br />

ii. There shall be no cut-off marks in the MET but only the candidates who appear in the MET-2010, and who<br />

have not been otherwise disqualified and whose rank has been declared by the <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>,<br />

Amritsar shall be eligible to appear in the counselling in the order of MET merit/ranking, subject, of course, to<br />

their having passed the basic qualifying examination mentioned in part A, hereinbefore. Applying for, but not<br />

appearing at the MET shall not be sufficient to attain this eligibility.<br />

G. Reservation:<br />

i. The reservation of seats shall be as per Punjab Govt., Department of Technical Education & Industrial<br />

Training Memo No: 13/2/05-1TE2/409 dated 20 th Feb., 2006 which is annexed to this notification. This<br />

communication shall be treated as a part and parcel of this notification, for all purposes, and all the provisions<br />

of this notification shall be read along with the contents of the said communication.<br />

ii. The attention of the applicants desirous of claiming reservation under any category whatsoever is<br />

especially drawn to the condition and stipulation that only the certificates that have been produced on<br />

the date of Counselling shall be considered. The candidates are accordingly advised, in their own<br />

interest, to get the requisite certificates issued well before the date of Counselling, otherwise, claim for<br />

reservation shall be summarily rejected. Candidates are required to claim reservation in the application<br />

form. If no reservation is claimed the candidates shall be treated and considered as a “General Candidate”.<br />

iii. The <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar shall make a provision in the MET application form for a candidate<br />

to indicate the category, if any under which they are seeking reservation. There shall also be a provision to<br />

indicate the sub-category of the category, if any, under which reservation is being sought, so that inter se<br />

gradation can be facilitated. These sub-categories have been elucidated in the Punjab Government,<br />

Department of Technical Education & Industrial Training Memo No: 13/2/05-1TE2/409 dated 20 th Feb.,<br />

2006 which is annexed to this notification. Punjab Govt. may also set up a committee to effect inter se<br />

gradation of candidates claiming reservation under certain categories, as indicated in the aforesaid memo dated<br />

20 th Feb., 2006.<br />

iv. A candidate shall be eligible to make claim for reservation under one reserved category only. However, the<br />

procedure for counseling shall be as per Punjab Government, Welfare Department (Reservation Cell) Memo<br />

No.7/21/2004-RS1/1674-1677 dated 20 th Dec., 2004.<br />

H. General Conditions:<br />

(i) The students shall be liable to pay fee/development fee and other charges, as per the rates of fee/development<br />

fee and other charges as fixed by the Government of Punjab/AICTE/Concerned <strong>University</strong>, from time to time.<br />

(ii) The Management Quota shall be as per Punjab Government Department of Technical Education & Industrial<br />

Training Memo No. 13/129/2003-1TE2/1247 dated 25 th April, 2008 and partial notification no. 13/129/2003-<br />

1TE2/1892 dated 20 th June 2008 which is annexed to this notification.<br />

(iii) Admissions to the Management courses, both for 85% seats for Punjab resident and 15% seats for outsiders<br />

shall be made strictly on the basis of merit of MET - 2010. In case seats not being filled under respective<br />

category vice versa eligibility may be considered. If the candidates from entrance examination i.e. MET - 2010<br />

are not available, the admission can take place on the inter-se-merit in qualifying examination.<br />

Counselling for 85% seats for Punjab residents shall be taken up first followed by counselling for 15%<br />

seats for outside Punjab candidates. Counselling for 85% General Category will be held first followed<br />

y counselling for reserved category. The same procedure will be followed for second counselling.<br />

Counselling for 15% seats for general category will be held first followed by counselling for reserve<br />

category. Seats remaining vacant in 85% quota will be transferred to 15% quota in the respective<br />

category, as applicable. Seats still remaining unfilled under respective reserve categories and general<br />

category even after the end of counselling shall be transferred to management quota seats under the<br />

respective reserve categories and general category.<br />

The college / university will make a public notice to this effect indicating clearly the no. of seats vacant in<br />

each reserve category and general category and fill the seats in that very particular category only. After<br />

exhausting the above said procedure, if still the seats remain vacant in reserve category the college /<br />

university can fill it from candidates belonging to general category. Admission to such unfilled/vacant<br />

seats as well as management quota shall be finished and finalized within 15 days of the last date of<br />

admission. No extension shall be permissible under any circumstance.<br />

(iv) 85% seats would be reserved for the candidates from within the State and 15% will be open to candidates from<br />

outside the State. The eligibility criteria for 85% seats will be that the candidates should be a resident of<br />

Punjab State in terms of Punjab Government, Department of Personnel and Administrative Reforms (PP II<br />

Branch) letter No. 1/3/95-3PPII/9619 dated 6 th June 1996 and letter No. 1/3/95-3PPII/81 dated 1 st January<br />

1999, or have passed graduation from a recognized institution situated in Punjab. Each candidate would be<br />

required to submit a certificate to this effect from the Principal/ Head of Institution last attended in the<br />

prescribed proforma.<br />

(v) There shall be a joint counselling by <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar with representatives from all the<br />

three Universities. The Counselling shall be conducted in two rounds by <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>,<br />

Amritsar<br />

(vi) Any seat falling vacant after second counselling or any drop out vacancy will be filled by the institute on the<br />

basis of criteria for admission under management quota. A seat once accepted shall not be changed.<br />

(vii) If any new institution is approved or seats are increased/ altered in the existing institutions by the AICTE and<br />

such approval is received before the commencement of the counselling, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar<br />

shall issue a public notice of the same for the information of the candidates. These new institutes as well as<br />

addition/ alteration in seats shall be taken into consideration and admission shall be made accordingly.<br />

However, any such approval etc. if received after the above mentioned time shall not be taken into<br />

consideration and no admission to such institutes shall be made for the academic session 2010-2011, without a<br />

specific order of the Government of Punjab.<br />

(viii) The fee structure for Foreign Nationals/PIO shall be the same as was in vogue for NRI candidates.<br />

(ix) The guidelines for admission of Foreign Nationals/PIO shall be as per Punjab Government Notification No.<br />

13/75/2001-1TE2/296 dated Chandigarh the 23 rd January 2002.<br />

(x) Non refundable counselling fee of Rs. 2500/- (Rupees Two Thousand & Five Hundred only) will be collected<br />

by the <strong>University</strong> as counselling fee from each student one time only.<br />

(xi) In case a student changes his / her / college / <strong>University</strong> through centralized counselling conducted by <strong>Guru</strong><br />

<strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar his / her fee shall be refunded by the previous Institution after deduction of<br />

Rs. 1000/-only and the original documents will be returned immediately.<br />

(xii) In case a student surrenders his / her seat within 7 days of the end of the counselling, he / she must submit<br />

application to the college and <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar. <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar<br />

shall forward such cases to the concerned colleges / Universities for refund of his / her full fee after deduction<br />

of Rs. 1000/-only. The surrender of seat thereafter shall be governed by notification regarding refund of fee<br />

issued by AICTE vide letter no. AICTE/Legal/ 04(01)/2007 shall be followed strictly.<br />

4. Over-riding Provision:<br />

Nothing in this notification shall be operative in so far as it is inconsistent with the law of the land as laid down in the<br />

judgment of the Honorable Supreme Court of India in the case of T.M.A. Pai Foundation and others Vs. State of<br />

Karnataka and others ((2002) 8 SCC 481: AIR 2003 SC 355). Any such inconsistency may be brought to the<br />

The Governor of Punjab is also pleased to further issue the following criteria for holding the Entrance Test and<br />

making admission thereafter:-<br />

D. Eligibility Criteria (Educational Qualifications and Resident Status) for Management Entrance Test<br />

For admission to the MCA Course through the Management Entrance Test (PAM-CAT), 85% seats will be reserved<br />

for the candidates from within the State of Punjab and 15% will be open to candidates from outside the State.<br />

As per the latest guidelines of the All India council for Technical Education (AICTE), the basic educational<br />

qualification for the various Management Courses shall be as under:-<br />

All those candidates who have passed any recognized Bachelor’s Degree of minimum 3 years duration in any<br />

discipline, WITH Mathematics at 10+2 School level or have passed BCA course of minimum three year duration<br />

from any recognized university.<br />

The eligibility criteria for admission including educational qualification as specified by Punjab Technical <strong>University</strong>,<br />

Jalandhar, <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar and <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar will be applicable for<br />

admission to the Institutions/colleges affiliated to respective universities.<br />

E. MODE OF TEST:<br />

The <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar, would decide the conditions and modalities for the conduct of PAM-<br />

CAT for admission to MCA, together with the centers for the conduct of examination.<br />

F. GENERAL ELIGIBILITY FOR ADMISSION TO MCA COURSE:<br />

i. Apart from the basic educational qualifications prescribed above, the general eligibility criteria shall be as<br />

contained in Punjab Government, Department of Technical Education & Industrial Training, Punjab, Memo<br />

No. 35/44/95-1T(2)/978 dated 21 st March, 2003, which is annexed to this notification. This communication<br />

shall be treated as a part and parcel of this notification, for all purposes, and all the provisions of this<br />

notification shall be read along with the contents of the said communication.<br />

ii.<br />

There shall be no cut-off marks in the PAM-CAT for admission to MCA, but only the candidates who appear<br />

in the PAM-CAT -2010, and who have not been otherwise disqualified and whose rank has been declared by<br />

the <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar shall be eligible to appear in the counselling in the order of PAM-<br />

CAT merit/ranking, subject, of course, to their having passed the basic qualifying examination mentioned in<br />

part A, hereinbefore. Applying for, but not appearing at the PAM-CAT shall not be sufficient to attain this<br />

eligibility.<br />

G. RESERVATION:<br />

i. The reservation of seats shall be as per Punjab Govt., Department of Technical Education & Industrial<br />

Training Memo No: 13/2/05-1TE2/489 dated 20 th Feb.,2006 which is annexed to this notification. This<br />

communication shall be treated as a part and parcel of this notification, for all purposes, and all the provisions<br />

of this notification shall be read along with the contents of the said communication.<br />

ii.<br />

The attention of the applicants desirous of claiming reservation under any category whatsoever is<br />

especially drawn to the condition and stipulation that only the certificates that have been produced on<br />

the date of Counselling shall be considered. The candidates are accordingly advised,<br />

in their own interest, to get the requisite certificates issued well before the date of Counselling,<br />

otherwise, claim for reservation shall be summarily rejected. Candidates are required to claim reservation<br />

in the application form. If no reservation is claimed the candidates shall be treated and considered as a<br />

“General Candidate”.<br />

iii. The <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar shall made a provision in the PAM-CAT application form for a<br />

candidate to indicate the category, if any under which they are seeking reservation. There shall also be a<br />

provision to indicate the sub-category of the category, if any, under which reservation is being sought, so that<br />

inter se gradation can be facilitated. These sub-categories have been elucidated in the Punjab Government,<br />

Department of Technical Education & Industrial Training Memo No: 13/2/05-1TE2/489 dated 20 th Feb.,<br />

2006 which is annexed to this notification. Punjab Govt. may also set up a committee to effect inter se<br />

gradation of candidates claiming reservation under certain categories, as indicated in the aforesaid memo dated<br />

20 th Feb., 2006.<br />

iv. A candidate shall be eligible to make claim for reservation under one reserved category only. However, the<br />

procedure for counseling shall be as per Punjab Government, Welfare Department (Reservation Cell) Memo<br />

No.7/21/2004-RS1/1674-1677 dated 20 th Dec., 2004.<br />

H. GENERAL CONDITIONS:<br />

(i) The students shall be liable to pay the fee/development fee and other charges, as per the rates of<br />

fee/development fee and other charges as fixed by the Government of Punjab/AICTE/Concerned <strong>University</strong>,<br />

from time to time.<br />

(ii) The Management Quota shall be as per Punjab Government Department of Technical Education & Industrial<br />

Training Memo No. 13/129/2003-1TE2/1247 dated 25 th April, 2008 and Partial notification no. 13/129/2003-<br />

1TE2/1892 dated 20 th June 2008 which is annexed to this notification.<br />

(iii) Admissions to the Management courses, both for 85% seats for Punjab resident and 15% seats for outsiders<br />

shall be made strictly on the basis of merit of PAM-CAT - 2010. In case seats not being filled under respective<br />

category vice versa eligibility may be considered. If the candidates from entrance examination i.e. PAM-CAT<br />

2010 are not available, the admission can take place on the inter-se-merit in qualifying examination.<br />

(iv) Counselling for 85% seats for Punjab residents shall be taken up first followed by counselling for 15%<br />

seats for outside Punjab candidates. Counselling for 85% General Category will be held first followed<br />

by counselling for reserved category. The same procedure will be followed for second counselling.<br />

Counselling for 15% seats for general category will be held first followed by counselling for reserve<br />

category. Seats remaining vacant in 85% quota will be transferred to 15% quota in the respective<br />

category, as applicable. Seats still remaining unfilled under respective reserve categories and general<br />

category even after the end of counselling shall be transferred to management quota seats under the<br />

respective reserve categories and general category.<br />

The college / university will make a public notice to this effect indicating clearly the no. of seats vacant in<br />

each reserve category and general category and fill the seats in that very particular category only. After<br />

exhausting the above said procedure, if still the seats remain vacant in reserve category the college /<br />

university can fill it from candidates belonging to general category. Admission to such unfilled/vacant<br />

seats as well as management quota shall be finished and finalized within 15 days of the last date of<br />

admission. No extension shall be permissible under any circumstance.<br />

(v) 85% seats would be reserved for the candidates from within the State and 15% will be open to candidates from<br />

outside the State. The eligibility criteria for 85% seats will be that the candidates should be a resident of<br />

Punjab State in terms of Punjab Government, Department of Personnel and Administrative Reforms (PP II<br />

Branch) letter No. 1/3/95-3PPII/9619 dated 6 th June 1996 and letter No. 1/3/95-3PPII/81 dated 1 st January<br />

1999, or have passed graduation from a recognized institution situated in Punjab. The candidate would be<br />

required to submit a certificate to this effect from the Principal/ Head of Institution last attended in the<br />

prescribed proforma.<br />

(vi) There shall be a joint counseling by <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar with representatives from all the<br />

three Universities. The Counseling shall be conducted in two rounds by <strong>Guru</strong> <strong>Nanak</strong> <strong>Dev</strong> <strong>University</strong>, Amritsar<br />

Any seat falling vacant after second counseling or any drop out vacancy will be filled by the institute on the<br />

basis of criteria for admission under management quota. A seat once accepted shall not be changed.<br />

Sir/Madam I am directed to invite your attention to the Punjab Government Circular letter 2001 vide which the<br />

instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of<br />

admission in the educational institutions (including technical/medical institutions). The matter has been reconsidered in the<br />

light of judgment delivered by the Hon’ble Supreme Court of India in the case of Dr. Pradeep Jain Vs Union of India and<br />

others (reported as AIR 1984-SC-1421). Wherein it was held that instead of the word ‘Domicile’, the word<br />

‘Residence’ be used in the instructions issued by the State Government on the subject. Accordingly, it has been decided<br />

by the Government to revise the Government instructions referred to above as under:<br />

INSTRUCTIONS FOR FILLING OMR SHEET<br />

Questions<br />

1. The candidate must fill his/her Roll Number<br />

in words and figures at specified places. In this<br />

sample sheet, the Roll Number has been filled as<br />

12407. Under every digit of the Roll Number,<br />

the corresponding circle should also be shaded.<br />

For this purpose, ten circles marked as<br />

0,1,2,3,4,5,6,7,8 and 9 have been provided<br />

under every digit.<br />

2. In the response sheet, each question has four<br />

circles, which have been designated as A, B,<br />

C, and D, out of which one circle should be<br />

shaded.<br />

3. Each question will consist of four alternative<br />

choices marked as A,B,C and D Out of these<br />

only one will be correct. For every question<br />

which the candidate wants to attempt,<br />

corresponding circle out of A,B,C or D should<br />

be shaded on the OMR sheet.<br />

4. In the given specimen, for question 1, the<br />

correct response shall be taken as A, while that<br />

for question 2 as B.<br />

5. Marking more than one answer for a question<br />

will be treated as wrong answer and no marks<br />

will be awarded for it e.g. question no. 3 in the<br />

given specimen.<br />

6. Half filled circles, as in question no. 4 in<br />

the given specimen will be treated as wrong<br />

2. Fill your Name and Father’s name in CAPITAL LETTERS leaving a blank box between words.<br />

3. Do not write Mr./Miss./S./Sh. etc. with names.<br />

4. Fill correct reserved category code corresponding to the choice of reserved seat in the State of Punjab.<br />

5. Paste unattested passport size photograph with gum at the specified space. Do not staple or pin the<br />

photograph.<br />

6. Do not tag Computer Form with Application Form-A. Present it in loose form while submitting<br />

application form.<br />
