18 PROPOSAL TO REVISE ENERGY EFFICIENCY REQUIREMENTS OF THE BUILDING CODE OF AUSTRALIA FOR COMMERCIAL BUILDINGS<br />
Scope of the RIS<br />
The ABCB released a draft of the proposed technical changes in June<br />
2009 for public comment (ABCB 2009b and 2009d). This document serves<br />
as a Consultation Regulation Impact Statement (RIS) that assesses the<br />
costs and benefits of proposed changes to the energy efficiency<br />
requirements for commercial (non-residential) buildings as defined by<br />
COAG (equivalent to Class 3 and 5 to 9 in the BCA).<br />
A general summary of Classifications of buildings and structures used in<br />
the BCA is provided in table 1.2 below. The buildings defined by COAG as<br />
commercial and addressed in this report have been shaded.<br />
Importantly, this RIS does not directly assess the costs and benefits of the<br />
phase-in of mandatory disclosure of the energy efficiency of commercial<br />
buildings and tenancies agreed by COAG at their 30 April 2009 meeting.<br />
A separate RIS addresses a proposal to amend the energy efficiency<br />
requirements for residential buildings as defined by COAG (Class 1, 2, 4<br />
and 10 buildings in the BCA).<br />

Description<br />
A single detached house or one or more attached dwellings, each<br />
being a building, separated by a fire-resisting wall, including a row<br />
house, terrace house, town house or villa unit.<br />
A boarding house, guest house, hostel or the like with a total floor<br />
area not exceeding 300 m 2 and in which not more than 12 persons<br />
would ordinarily be resident, which is not located above or below<br />
another dwelling or another Class of building other than a private<br />
garage.<br />
A building containing 2 or more sole-occupancy units each being a<br />
separate dwelling.<br />
A residential building, other than a Class 1 or 2 building, which is a<br />
common place of long term or transient living for a number of<br />
unrelated persons. Example: boarding house, hostel, backpacker’s<br />
accommodation or residential part of a hotel, motel, school or<br />
detention centre.<br />
A single dwelling in a Class 5, 6, 7, 8 or 9 building.<br />
An office building used for professional or commercial purposes,<br />
excluding buildings of Class 6, 7, 8 or 9.<br />
