Regional context<br />
1.1 Introduction<br />
Each year the <strong>Housing</strong> Executive publishes <strong>District</strong> <strong>Housing</strong> <strong>Plan</strong>s for the 26 district<br />
councils in <strong>Northern</strong> <strong>Ireland</strong>. These documents form part of our statutory<br />
requirement to consult with councils on our programmes and performance.<br />
Section 1, outlines priorities and spending for the year ahead. It also gives a brief<br />
overview of policy issues affecting housing and summarises some of the main issues<br />
from the <strong>Housing</strong> Market Review and Perspectives Report. Section 2 gives an<br />
analysis of the local housing market and Section 3, sets out the Local <strong>Housing</strong><br />
Strategy. The final section contains appendices giving statistics, contact details<br />
and useful links for further information on topics discussed in the <strong>Plan</strong><br />
Our plans are constructed to reflect government policy as set out in the<br />
Programme for Government, published in January 2008. In addition, our policies<br />
and plans are developed in the context of a number of government strategies<br />
including: the Sustainable Development Strategy; Anti-Poverty Strategy; and the<br />
Department for Social Development’s priorities.<br />
Our policies are developed with equality considerations incorporated from the<br />
outset. We consult regularly with our partners in the Consultative Forum on equality<br />
issues and through the <strong>Housing</strong> Council and the <strong>Housing</strong> Community Network. We<br />
have begun implementation of our new policy statement on Children and Young<br />
People along with our child protection policy.<br />
Together, the Review of the <strong>Northern</strong> <strong>Ireland</strong> <strong>Housing</strong> Market, the Corporate <strong>Plan</strong><br />
and the <strong>District</strong> <strong>Housing</strong> <strong>Plan</strong>s represent our overall housing strategy for <strong>Northern</strong><br />
<strong>Ireland</strong>.<br />
1.2 Our housing priorities and programmes<br />
Reduced levels of funding and reduced income from the sale of our assets will<br />
present challenges and we have prioritised our work for the year ahead. There<br />
remains an ongoing need to invest in both the private and social housing sectors<br />
to maintain conditions and in measures to alleviate fuel poverty.<br />
Our priorities are as follows:<br />
• New social house building;<br />
• Maintenance and Improvements to our own stock;<br />
• Promoting energy efficiency and helping to combat fuel poverty in the<br />
residential sector;<br />
• Investment in private sector housing through Grants;<br />
• Supporting the housing needs of disabled people;<br />
