1 Introduction<br />
<br />
The purpose of this guide is to provide equipment-specific information to assist users in<br />
managing their AVCS ENC holdings.<br />
<br />
This guide should be used in conjunction with the AVCS User Guide, as well as the<br />
ECDIS Operators MManual or other documentation as supplied by the equipment<br />
manufacturer.<br />
<br />
The actual instructions and screenshots in this guide are based on the version of the<br />
<strong>MARIS</strong> ECDIS installed in the UKHO as detailed on the front cover. There may be<br />
minor differences between certain models and these will be highlighted in this guide<br />
where known (i.e. screen layouts may vary).<br />

2 Data Management<br />
The “Chart handling” utility is accessed by clicking on the<br />
the Maris <strong>900</strong> ECDIS.<br />
-”Chart handling” icon within<br />
Note: All chart licensing and data management operations are carried out using the “Chart<br />
handling” function.<br />
All of the actions described in this guide should be carried out with the “ENC” and “GB”<br />
Tabs selected as shown below.<br />

3 The User Permit<br />
The User Permit is a 28 character alphanumeric string that is unique to each ECDIS<br />
installation or group of ECDIS, e.g. multiple bridge installations. The User Permit should be<br />
supplied at the time of delivery and must be used when ordering an AVCS licence and<br />
ENC permits.<br />
If the User Permit is mislaid it can be retrieved from within the system.<br />
Chart handling: → Get User Permit → Save in file<br />
1. In Chart handling select “Get User Permit"<br />
2. The User Permit is displayed in the “ENC User Permit” message box<br />
3. If required this can be saved as a simple text file.<br />

4 Deleting ENC Data<br />
New AVCS customers who have subscribed to other ENC services are strongly<br />
recommended to remove (purge) all ENC Permits and ENCs from the system before<br />
installing AVCS. For more information please refer to the pre-installation checks within the<br />
generic AVCS manual.<br />
Note: Do not remove the charts with the AA prefix (stored within Chart 1 tab) as they are<br />
IHO produced ENCs and are used as references by the Maris <strong>900</strong> ECDIS system. If these<br />
cells are removed a Maris Engineer will be required to re-install these charts.<br />
To remove all charts:<br />
Chart handling: → Select appropriate charts → Delete selected charts<br />
1. Select charts to be deleted (N.B. Hold Shift to select multiple charts)<br />
2. Select “Delete selected charts”<br />
3. Select “Yes”<br />

5 Deleting ENC Permits<br />
The user must select the charts that permits are to be deleted for. In most instances this<br />
will simply involve selecting all charts. In certain circumstances it may be required to<br />
remove permits for individual charts, in this case simply select the charts for which permits<br />
need to be deleted.<br />
In the example below permits would be deleted for the four selected cells.<br />
Chart handling: → Select appropriate charts → Delete selected permits<br />
1. Select appropriate charts from which permits are to be deleted. (N.B. Hold Shift button<br />
whilst selecting the first and the last Cells allows all Cells to be selected at once).<br />

6 The Public Key<br />
The Admiralty Vector Chart Service currently uses the PRIMAR.CRT, issued by Primar<br />
Stavanger, to authenticate its AVCS ENCs.<br />
Before installing AVCS ENCs, the user must check that the correct Public Key is installed<br />
on the system this can be viewed in the Maris <strong>900</strong> using the “SA certificate” button.<br />
If the PRIMAR Public Key is not present on the system then it will have to be installed<br />
before AVCS ENCs can be loaded.<br />
The Primar public key is included on all AVCS Base CDs. To load the Primar Public Key<br />
you must first load an AVCS Base CD into the ECDIS.<br />
BV<br />
Chart handling: → SA certificate → Install SA certificate<br />
1. Select “SA certificate” from the chart handling menu<br />
2. The currently installed public key will be displayed at the top of the screen. In this case<br />
the “primar.crt” is installed.<br />

7 Installing ENC Permits<br />
The “Add permit by file” button is used to install ENC permits into the ECDIS. When<br />
selected a browser window will be displayed. In this window the user will have to identify<br />
the source folder or external drive where the ENC permits are stored. When the folder has<br />
been selected the user must highlight and then click “OK” to install the AVCS ENC permits.<br />
Cha Chart handling: → Add permit by file → Browse to permit location → OK<br />
1. Select “Add Permit File”<br />
2. Browse to Permit Location<br />
3. “The results of installation” will then be displayed which can be reviewed as required.<br />

8 Installing AVCS Base CDs<br />
There are currently 9 AVCS Base CDs but It is unlikely that users will need to install all 9<br />
CDs in order to load their licensed ENCs. Reference to the Schedule A to identify which<br />
discs are required will avoid unnecessary loading of some CDs and reduce load time.<br />
This process will automatically select data to be loaded according to the permit file<br />
installed by the user and for the majority of situations this process should be used however<br />
it may occasionally be necessary to load a single cell, if this is the case follow the<br />
Installing Selected Charts process below.<br />
Note: Ensure the latest permit has been installed before attempting to<br />
install any data<br />
Chart handling: → Install → Install whole charts collection → Next → Finish<br />
1. Insert latest Base CD<br />
2. Open the ENC Installation Wizard by selecting “Install” from the Chart handler Menu<br />
3. Select “Install whole charts collection from CD”<br />
4. Select “Next”<br />

5. The ENC Installation wizard will then install all cells that the vessel holds a valid Permit<br />
for. The Installation results can be reviewed as appropriate. For an explanation of any<br />
errors or warnings please refer to the AVCS User Guide. (For SSE26 error see Note<br />
below)<br />
Note: At this stage a warning will be displayed. This is the SSE26 warning described in<br />
section 4.3 and can be ignored. This is because AVCS ENCs are authenticated against<br />
the previous Scheme Administrator (SA) certificate issued by PRIMAR.<br />
6. Select “Finish”<br />

Note: Make sure that ALL required AVCS Base CDs have been inserted and the import<br />
operations completed before installing the latest Update CD. Updates cannot be applied<br />
unless the ENC base file is present in the system database.<br />
Installing selected charts (use with care)<br />
In the majority of cases when installing new data from CD the user will use the option<br />
described above. However if there is a requirement to manually select cells to install the<br />
process below can be used.<br />
Chart handling: → Install → Install selected charts and folders → Browse to<br />
appropriate folder(s) → Add selected folder to the list → Next → Finish<br />
1. Insert an AVCS Base CD into the CD Drive<br />
2. Open the ENC Installation Wizard by selecting “Install” from the Chart Handler Menu<br />
3. Select the “Install selected Charts and Folders” Option<br />
4. Select “Next”<br />

5. Browse to the CD Drive (if not automatically detected). The user must manually select<br />
the cell that they require to install. The data is organised by country codes within the<br />
ENC_ROOT folder. Select the folder for the cell requiring installation as shown below.<br />
6. The “Chart Details” window will display information about the cell and any associated<br />
updates.<br />
7. Click “Add selected folder to list” which will populate the charts selections window.<br />
Numerous folders can be added to the “Charts selection”. Select “Next”<br />
8. Finally click “Next” to begin chart installation.<br />

9. The ENC Installation wizard will then install all selected Charts and updates available<br />
on the AVCS base disk. The Installation results can be reviewed as appropriate. For an<br />
explanation of any errors or warnings please refer to the AVCS User Guide. (For<br />
SSE26 error see Note below)<br />
Note: At this stage a warning will be displayed. This is the SSE26 warning described in<br />

9 Installing AVCS Update CD<br />
1. Insert the Weekly AVCS Update CD into the CD Drive<br />
Note Base CDs are re-issued about every 6 to 8 weeks. The AVCS update disc will<br />
indicate which Base disc week must have been installed. It is important that users do not<br />
attempt to load an Update CD that is not consistent with the Base CDs.<br />
Chart handling: → Update → Update whole charts collection → Next → Finish<br />
2. Select “Update” from the Chart Handling Menu<br />

3. Select “Update Whole Charts collection from Update CD”<br />
4. Select “Next”<br />
5. The ENC Installation Wizard will then install all charts that the vessel holds a valid<br />
Permit for. The installation can be reviewed as appropriate. For an explanation of any<br />
errors or warnings please refer to the AVCS User Guide. (For SSE26 error see Note<br />
below)<br />

Note: Please note that it is also possible to apply updates for selected charts by following<br />
a similar procedure to the previous “Installing selected charts” section. However it is not<br />
envisaged that this will need to be used as the process described above will ensure all<br />
cells are updated. If it is required to apply selected updates select Update – Apply selected<br />
updates – then follow the “Installing selected charts” instructions on chart selection.<br />

10 Systems Checks<br />
The system provides the user with the capability to view the status of the system database<br />
against any outstanding ENC new editions and/or updates available in AVCS. This can be<br />
done remotely while vessels are at sea assuming it has access to the internet or prior to<br />
updating with the latest available AVCS Update CD.<br />
The Chart handling menu gives a simple indication of Chart status and Permit status for<br />
each cell using a simple red and green symbol. For the three scenarios shown below it can<br />
be seen.<br />
1. A valid permit is held but the chart is not installed.<br />
2. Chart has been installed but there is not a valid permit.<br />
3. The Chart is installed and a valid permit is held.<br />
To resolve scenario 1 install chart from latest AVCS Base CD and Update using latest<br />
Update CD.<br />
To resolve scenario 2 install Permit for charts that have been installed.<br />
For scenario 3 no action needed as both Chart and Permit are installed.<br />

11 Troubleshooting<br />
Many of the difficulties that could be experienced when using the Admiralty Vector Chart<br />
Service with this system can be avoided by carefully following the instructions in this guide.<br />
However, issues that are known to have caused confusion in the past are detailed in the<br />
Frequently Answered Questions (FAQ) section which can be found at:<br />

If you encounter problems that are not solved by referring to the FAQs, you may wish to<br />

Who should you contact?<br />
You will receive the most effective support if you address your initial query to either the<br />
Manufacturer of your ECDIS equipment or the Chart Agent you obtain your AVCS charts<br />
from, but in certain circumstances you may need to contact the UKHO Customer Services.<br />
Problem<br />
Hardware problems: difficulties with the keyboard, mouse,<br />
display or main system console, failure of a floppy disk or CD<br />
drive.<br />
Software problems: difficulties with configuring or using the<br />
ECDIS system software, interfacing problems.<br />
Chart installation problems: problems with installing<br />
certificates, permits and AVCS ENCs, standard error codes<br />
displayed (see AVCS User Guide).<br />
Chart content problems: display anomalies or mismatched data<br />
displays.<br />
Problems that have not been resolved by your Admiralty Chart<br />

Emergency Chart Permit Generation<br />
In certain circumstances it may be necessary for a vessel to get access to an AVCS chart<br />
at very short notice, for instance if a vessel needs to be diverted due to a medical or<br />
safety emergency. In these emergency circumstances only, individual AVCS ENC<br />
Permits can be obtained from the UKHO 24 hours a day, 365 days a year. These permits<br />
can be transmitted direct to the vessel by email wherever possible, by fax, or simply by<br />
reading the characters out over the telephone or radio.<br />
To obtain an AVCS emergency permit please contact UKHO Customer Services during UK<br />
normal office hours using the contact details at the end of this guide. Outside of office<br />
hours please contact the UKHO Watchkeeper by emailing navwarnings@btconnect.com,<br />
