UKHO CARTOGRAPHIC TRAINING<br />
THE UK HYDROGRAPHIC OFFICE<br />
Dear Colleague,<br />
A major factor in the success of The <strong>United</strong> <strong>Kingdom</strong> <strong>Hydrographic</strong> <strong>Office</strong> is the ongoing<br />
provision of high quality <strong>training</strong> programmes. The recent rapid developments in digital<br />
cartography and the production of both raster and vector digital products have further<br />
increased the demand for UKHO <strong>training</strong>.<br />
As a response to this demand, UKHO has developed a highly skilled and dedicated <strong>training</strong><br />
centre. The <strong>training</strong> officers have extensive operational experience and are able to call<br />
upon other leading specialists, from a range of disciplines, to support the delivery of UKHO<br />
<strong>training</strong> programmes.<br />
The <strong>training</strong> offered includes <strong>Hydrographic</strong> Data Processing and Marine Cartography, ENC<br />
Production, Chart Correction, Chart Awareness and Chart Data Plotting courses. Training<br />
delivery is flexible and includes in country <strong>training</strong> and on site at UKHO. Training courses are<br />
tailored to a variety of audiences including <strong>Hydrographic</strong> <strong>Office</strong>s, colleges and universities<br />
as well as the wider marine related community.<br />
In February 2005, UKHO received recognition for its <strong>cartographic</strong> <strong>training</strong> course from the<br />
Fédération Internationale des Géomètres (FIG), International <strong>Hydrographic</strong> Organisation (IHO),<br />
and the International Cartographic Association (ICA) Advisory Board through the awarding of<br />
Category B accreditation at the IHO M8 Standard of Competence for<br />
Nautical Cartographers.<br />
The UKHO provides a variety of <strong>cartographic</strong> courses in support of our commitment to the<br />

A BRIEF HISTORY OF<br />
THE UNITED KINGDOM<br />
HYDROGRAPHIC OFFICE<br />
‘Charting the world for over 200 years’<br />
The present work of the UKHO is built upon the long history and unstinting and dedicated<br />
effort of over two centuries in hydrographic surveying and chart production. Famous names,<br />
and many others who laboured unknown, have contributed to the unending worldwide effort<br />
to chart the seas.<br />
The first Hydrographer to the Admiralty, Alexander Dalrymple FRS, was appointed by order of<br />
King George III in 1795. He set to work reviewing the difficulties and dangers to his Majesty’s<br />
Fleet in the navigation of ships. Subsequent Hydrographers have continued to lead the world<br />
in the techniques of surveying, hydrography and cartography.<br />
As Britannia ruled the waves during the second half of the nineteenth century, the skills of<br />
surveying and chart production were consolidated and world coverage increased. During the<br />
twentieth century, the demands of two World Wars gave impetus to technical innovations in<br />
instruments and surveying techniques.<br />
In 2004, the Production Systems Programme (PSP) was initiated. This will provide, through a<br />
series of projects over the coming years, a new integrated production system built around a<br />
master hydrographic database capable of delivering an enhanced capability for the production<br />
of hydrographic products and services.<br />
Currently UKHO has approved a Bursary Scheme which will make a significant contribution to<br />
the International <strong>Hydrographic</strong> Organisation (IHO) capacity building programme. The <strong>United</strong><br />
<strong>Kingdom</strong> <strong>Hydrographic</strong> <strong>Office</strong> currently holds ISO9001:2000 certification, including TickIT covering<br />
IT aspects, and has its Investor in People status confirmed following a successful re-accreditation.<br />

UKHO CARTOGRAPHIC TRAINING<br />
ACCREDITATION<br />
The UKHO has been recognised by the International Advisory Board as meeting its M8<br />
Standard of Competence for Nautical Cartographers - Category B. The advisory board is jointly<br />
constituted by the Fédération Internationale des Géomètres (FIG), International <strong>Hydrographic</strong><br />
Organisation (IHO), and the International Cartographic Association (ICA).<br />
The <strong>United</strong> <strong>Kingdom</strong> <strong>Hydrographic</strong> <strong>Office</strong> was the first organisation in the world to gain<br />
the FIG – IHO – ICA Category B in relation to its <strong>Hydrographic</strong> Data Processing and Marine<br />
Cartography course with specialism The Electronic Navigational Chart (ENC).<br />
The Category B status is awarded to programmes “which provide a practical comprehension of<br />
nautical cartography for individuals with the skills to carry out routine nautical <strong>cartographic</strong> tasks”.<br />
(M8 First Edition Standards of Competence for Nautical Cartographers)<br />
All UKHO modules are designed to be highly participative with sessions followed up with<br />
practical exercises.<br />
The course is currently offered in a modular format:<br />
• Marine Cartography<br />
• <strong>Hydrographic</strong> Data Processing<br />
• The Electronic Navigational Chart<br />
Each module is of five weeks duration and students will be issued with a certificate of<br />
attendance for each module. When delegates have successfully completed all three modules<br />
they will be issued with a certificate of programme completion which states that:<br />

TRAINER PROFILE<br />
Mr Peter Westcott, Chartered FCIPD, FBCartS<br />
Corporate Training Manager<br />
<strong>United</strong> <strong>Kingdom</strong> <strong>Hydrographic</strong> <strong>Office</strong><br />
Peter joined the UKHO in 1974 as a <strong>cartographic</strong> draughtsman and has been involved in the<br />
compilation and maintenance of Admiralty Charts covering many different areas of the world.<br />
He has also worked in other specialist areas within UKHO including a Marine Science branch<br />
involved in the analysis of seabed sediment movement.<br />
In 1997 he was chosen to represent the UKHO on a working exchange to the South African<br />
<strong>Hydrographic</strong> <strong>Office</strong>. Later that year he joined the Cartographic Training Branch at UKHO, where he<br />
was responsible for designing and delivering <strong>training</strong> courses in <strong>Hydrographic</strong> Data Processing<br />
and Marine Cartography and developing new <strong>training</strong> modules and documentation to support<br />
emerging digital compilation techniques and processes.<br />
In 2001 Peter transferred to the Electronic Navigational Chart (ENC) branch within UKHO as<br />
Training Manager. During this time he was responsible for the design and delivery of ENC<br />
<strong>training</strong> for UKHO and international students.<br />
In 2004 Peter was promoted to become Training Manager of the expanding Cartographic<br />
Training Branch which now includes ENC Training. Peter is now the Corporate Training<br />
Manager responsible for all Training at the UKHO including the provision of technical<br />
<strong>training</strong>, the management of the <strong>training</strong> team, expansion of international <strong>training</strong> and the<br />
implementation of learning and development initiatives for UKHO staff.<br />
Peter is a qualified trainer, gaining the Chartered Institute of Personnel and Development<br />
(CIPD) Certificate in Training Practice, and is a Graduate and Fellow of the CIPD . Peter was<br />
awarded Fellowship of the British Cartographic Society in 2005.<br />

Mr Derek Aldridge<br />

Derek joined the Training team in 2006. His background includes all areas of cartography<br />
ranging from traditional production techniques to traditional and digital compilation. Derek<br />
has over thirty years of experience having joined the UKHO in 1975.<br />
Derek spent several years in the Digital Training and Support section, providing technical<br />
advice on all matters relating to digital cartography. His role included liaison with software<br />
companies such as CARIS, Laser Scan, ESRI and Dkart.<br />
Derek has visited several <strong>Hydrographic</strong> <strong>Office</strong>s where he has provided technical solutions to<br />
issues regarding digital chart production and the exchange of repromat data.<br />

Ken joined the <strong>training</strong> team in 2004 where he has specialised in delivering ENC <strong>training</strong> to<br />
UKHO staff and International students at UKHO and abroad<br />
Ken has over twenty years of experience having joined the UKHO in 1987. As a compilation<br />
draughtsman he specialised in charts of UK home waters most noticeably the North Sea.<br />
On joining the embryonic ENC Production Branch in 1996, he was tasked with producing<br />
<strong>training</strong> manuals with which to train new ENC entrants, IT staff and International colleagues.<br />
Ken’s qualifications include a BTEC in Cartography and Surveying and City and Guilds in<br />
Computer Aided Draughting and Design.<br />

Peter joined the <strong>training</strong> team in 2003 and has delivered all areas of the programme from<br />
internal Chart Awareness courses to the International Cartography courses both at UKHO<br />
and internationally. In 2001 he was tasked with administering the bid for accreditation of<br />
the <strong>Hydrographic</strong> Data Processing and Marine Cartography Course. He has been involved in<br />
charting many different areas of the northern hemisphere from <strong>United</strong> <strong>Kingdom</strong> to Norway<br />
and the Baltic.<br />
Peter has over 30 years of experience in Cartography having joined the UKHO in 1972 and has<br />
delivered Cartography courses around the world including Malaysia, Australia and Oman.<br />

Gary joined the team in 2008 and has delivered <strong>training</strong> to new recruits and International<br />
Students at UKHO and abroad.<br />
He has over 30 years of experience using traditional, digital compilation and production<br />
techniques covering many areas, including The Gulf, Red Sea, Africa, the Indian sub continent<br />
and UK waters. He has had recent management responsibility for numerous <strong>cartographic</strong><br />
teams, including overseeing individual coaching programmes.<br />
He is currently studying for the CIPD Certificate in Training Practice.<br />

Mrs Paulene Hocking<br />

Paulene was appointed to her current position of Training <strong>Office</strong>r in May 2003 and has since<br />
achieved the CIPD Certificate in Training and Development. She has joint responsibility to<br />
design, develop and deliver <strong>training</strong> to new recruits and international students. Paulene co<br />
presented <strong>training</strong> courses abroad to help improve and enhance learning capacity within<br />
other organisations. She is currently involved in the planning and designing of the <strong>training</strong><br />
to implement a new system to the core business. Paulene’s experience includes working as<br />
a compiler in the area of South East Asia , plus responsibilities for Singapore including work<br />
experience in the Singapore <strong>Hydrographic</strong> <strong>Office</strong>. She has knowledge in both traditional and<br />
digital compilation, being involved early on in the digital system still used today. In the Defence<br />
Area, Paulene worked on developing a totally digital product for the Naval Merlin Helicopter.<br />
Paulene has undertaken various courses at the local college and is continuing her<br />
development in CIPD.<br />

Martin joined the Training Team in 2003 and is jointly responsible for the design and delivery<br />
of <strong>training</strong> to new recruits and International students. Martin has over thirty years of experience<br />
joining UKHO in 1976. His career in cartography ranged from responsiblilty for the depiction<br />
of all National and International cables on Admiralty charts, managing the <strong>Hydrographic</strong> Data<br />
Centre and the Chart Correction <strong>Office</strong>.<br />
He has an ONC in Surveying and Cartography and has recently gained a CIPD Certificate in<br />
Training Practice.<br />
