LETTER TO <strong>NGO</strong> REPRESENTATIVES<br />

Dear <strong>NGO</strong> Colleagues:<br />

Many <strong>NGO</strong>s have asked for more specific thematic facilitation in the lead up to<br />

<strong>Rio+20</strong>. We invite you to serve on one or more of the proposed thematic <strong>cluster</strong>s by<br />

contacting the designated facilitators provided in the attached <strong>matrix</strong> of<br />

zero draft priority areas.<br />

These thematic <strong>cluster</strong>s are voluntary associations of the <strong>NGO</strong> Major Group for the<br />

purpose of arriving at common policy positions and lobbying strategies. For ease of<br />

reference, the contact information for the thematic <strong>cluster</strong>s will be maintained online<br />

at the Major Group for <strong>NGO</strong>s page of the UNCSD web site<br />

(http://www.uncsd2012.org/rio20/index.php?menu=102). This list of thematic<br />

<strong>cluster</strong>s is neither exhaustive nor exclusive, indeed, we invite others to step forward<br />

to form other <strong>cluster</strong>s of interest to them. The themes for proposed <strong>cluster</strong>s are<br />

either taken from the sectoral approaches to the Green Economy and IFSD<br />

paragraphs, or from the implementation paragraphs -- all found in the zero draft<br />

outcome document. Of course, all <strong>NGO</strong>s and Major Groups will have the right to<br />

submit their own policy proposals whether or not they join a thematic <strong>cluster</strong>.<br />

The thematic facilitators, have been asked to commit to maintaining an email list for<br />

their <strong>cluster</strong> and to facilitate electronic communications as well as coordinate<br />

meetings of their <strong>cluster</strong> at the UN if so desired. Indeed, several facilitators have<br />

already been actively engaged in outreach activities and so we invite you to join their<br />

efforts at your earliest convenience. It is also important to communicate positions<br />

and discussions on the <strong>NGO</strong> MG discussing tools: http://rioplus20ngo.ning.com/ and<br />

on Facebook: http://www.facebook.com/groups/rioplustwenty/.<br />

The immediate aim is to derive a common position for each thematic <strong>cluster</strong> to<br />

advocate in the Rio process with a common voice. Given the short time-frame of the<br />

UN negotiations, we offer the following guidelines for your consideration:<br />

At the meeting with the UNCSD Bureau on 27 January, the Bureau solicited the<br />

views of civil society for the next round of negotiations on sections 3, 4 & 5.<br />

Governments have been given a deadline of 29 February to submit their<br />

written comments. The office of the Major Groups Programme Coordinator<br />

has agreed to compile <strong>NGO</strong> amendments into the zero draft outcome<br />

document for the Bureau's consideration. The deadline for this <strong>NGO</strong><br />

compilation text is Friday, 24 February. Propose text amendments for the<br />

outcome document, should be short and concise, and follow UN modalities --<br />

2 or 3 sentences at most -- submitted by 24 February.<br />

Longer-term aims could include:<br />

Identify common elements and principles within the <strong>cluster</strong>.<br />

Identify potential partnerships or initiatives for (1) collective lobbying of<br />

governments and (2) implementation of <strong>Rio+20</strong> decisions.

As <strong>NGO</strong> Organizing Partners we do not plan to administer the facilitation system,<br />

rather we have offered to propose it and help set it up. As a voluntary association of<br />

<strong>NGO</strong> representatives and organizations , the system will and should be selfadministrating<br />

in an open and inclusive manner, by using the debating tools made<br />

for the MG <strong>NGO</strong>s. We thank you for your thoughtful consideration and look forward<br />
