"FALLING LEAVES WILL ALWAYS<br />

RETURN TO THEIR ROOTS"


The United Nations Development Programme/Programme of Assistance to the Palestinian People<br />

(<strong>UNDP</strong>/PAPP) has been privileged to serve the Palestinian people in the West Bank and Gaza Strip<br />

for over twenty years. During this period, <strong>UNDP</strong>/PAPP has mobilized over $300 million in grants to<br />

support the rehabilitation of infrastructure and to build the capacities of Palestinian institutions.<br />

One of the most sectorally diversified and sophisticated of these activities has been TOKTEN, which<br />

stands for the "Transfer of Knowledge Through Expatriate Nationals". With over 4.5 million Palestinians<br />

in the Diaspora, virtually all of them highly talented and interested in serving their fellow Palestinians<br />

in the peace-building and development process, TOKTEN has a rich pool of talent on which to draw.<br />

Since 1995 <strong>UNDP</strong>/PAPP has benefited from the talents of over 200 Palestinian women and men,<br />

from outside the West Bank and Gaza and from many walks of life, who have volunteered their services<br />

in a variety of disciplines to strengthen Palestinian institutions. They have ranged from civil aviation<br />

experts to strategic planners and education and public health experts to leaders in information<br />

technology. Individually, they work with a Palestinian Authority or non-governmental/private sector<br />

counterpart for at least three months, but frequently for longer periods of time. A few have even<br />

decided to change their "expatriate" status and return to the land of their<br />

forefathers on a permanent basis on behalf of the Palestinian people.<br />

<strong>UNDP</strong>/PAPP has been very fortunate to have good partners who have<br />

provided the financial resources to support the TOKTEN Programme, which<br />

was initially funded by the Governments of France and Norway, and more recently<br />

through very generous contributions from the Government of Japan.<br />

Another good partner is the Minister and staff of the Ministry of Planning<br />

and International Cooperation, which is the <strong>UNDP</strong>/PAPP counterpart in<br />

the Palestinian Authority for TOKTEN, as well as the many good<br />

partners in Palestinian Authority ministries, research centers and nongovernmental<br />

organizations. To all, <strong>UNDP</strong>/PAPP is sincerely grateful.<br />

In less than five years, the impact of TOKTEN has and is being felt<br />

throughout the fabric of Palestinian society. This publication is designed<br />

to give its readers a flavor of this, uniquely Palestinian, activity which,<br />

since its inception, has been faithfully and diligently guided by an<br />

extraordinary colleague, Mr. Mounir Kleibo. I commend it to you as an<br />

extraordinary success story along the path to peace and development.<br />

I am pleased to note that Japan is privileged to have <strong>UNDP</strong> as an excellent<br />

partner since Japan set out to engage in international efforts to improve the<br />

social economic situation in the West Bank and the Gaza Strip.<br />

There are a number of success stories about Japan-<strong>UNDP</strong> joint projects to<br />

which I would like to draw your attention. One of the highlighted projects is<br />

TOKTEN (Transfer of Knowledge Through Expatriate Nationals) programme,<br />

an extremely unique and creative capacity- and institution building program<br />

initiated by <strong>UNDP</strong>. It is amazing to know that more than two hundred Palestinian<br />

expatriates have contributed, since 1995, in a variety of fields to building a solid<br />

basis for economic development in the West Bank and the Gaza Strip through<br />

this program. It is a great advantage of the Palestinian people to be bestowed<br />

the dedication and enthusiasm demonstrated by fellow Palestinians for human<br />

resources development and efficient institution building, a key to a better future.<br />

The TOKTEN program has contributed greatly by diversifying ways of<br />

developing technical cooperation.<br />

Through the TOKTEN programme, Japan will continue<br />

to extend a hand to the Palestinian people, so that an<br />

environment more conducive to peace, stability and<br />

prosperity in the region could be prepared.<br />

I have been very privileged to be associated with<br />

the Palestinian TOKTEN Programme (Transfer<br />

of Knowledge Though Expatriate Nationals)<br />

since its inception in 1994. The TOKTEN<br />

Programme was established with the support of<br />

the governments of Norway, Japan and France<br />

and introduced in the Palestinian Territories in<br />

1995 by <strong>UNDP</strong>.<br />

From the outset, the Palestinian TOKTEN<br />

Programme has proven to be an ideal<br />

instrument for forging links between the<br />

expatriate Palestinian community and the<br />

institutions in Palestinian Territories. It provides<br />

low-cost and highly effective technical assistance<br />

support to mobilize the skills of expatriate<br />

Palestinians from all professional backgrounds.<br />

They provide advisory missions, on-the-job<br />

training, studies and research for Palestinian<br />

counterpart organizations. To date, some 200<br />

TOKTEN missions have been fielded in<br />

Palestinian Territories, benefiting more than 40<br />

organizations.<br />

The Palestinian TOKTEN Programme has<br />

been a great success and this is particularly due<br />

to the excellent management of <strong>UNDP</strong>,<br />

especially the <strong>UNDP</strong> TOKTEN manager, Mr.<br />

Mounir Kleibo, who created a database of<br />

consultants and succeeded in identifying the<br />

best candidates to meet the most urgent needs<br />

of the Palestinian institutions. TOKTEN has<br />

received praise from all its partners. It is a model<br />

of a United Nations technical assistance<br />

programme, benefiting Palestinian institution<br />

building.<br />

projects' launching a success.<br />

Over the years, the TOKTEN<br />

programme has not only<br />

helped bring expertise to our<br />

national projects but also<br />

facilitated the exchange of<br />

ideas and experiences amongst<br />

Palestinians inside Palestine<br />

and those in the Diaspora. We<br />

are grateful to and proud of<br />

the TOKTEN programme<br />

that has so skillfully helped in<br />

these initial stages of state<br />

<strong>UNDP</strong>'S TOKTEN<br />

Programme<br />

The United Nations Development Programme (<strong>UNDP</strong>) introduced the<br />

Transfer of Knowledge Through Expatriate Nationals (TOKTEN)<br />

Programme in 1977. The Programme seeks to bring the knowledge, expertise<br />

and experience of expatriates back to their country of origin. The brain<br />

drain experienced by so many countries in the developing world thus benefits<br />

from a repatriation of knowledge and know-how. And, since unique social,<br />

economic and cultural considerations are of paramount concern in<br />

development projects, the utilization of expatriate professionals also provides<br />

a modality to better negotiate these complexities.<br />

TOKTEN consultants are professionals with track records of academic<br />

achievement and lengthy experience in their fields of specialization. They<br />

tend to be highly motivated and bring with them a special interest to help<br />

develop their countries of origin. They are selected according to merit and<br />

based on the needs of different sectors in society. Governments, in<br />

cooperation with <strong>UNDP</strong> country offices, identify needs and design TOKTEN<br />

projects to suit their specific requirements. <strong>UNDP</strong> then makes available a<br />

list of suitable professionals available from its data bank.<br />

TOKTEN has proven to be a practical and effective way to transfer expertise<br />

and skills in a cost-effective manner. The TOKTEN Programme in the<br />

Palestinian Territories is one of 25 programmes across the globe.<br />

Background<br />

TOKTEN in the<br />

Palestinian Territories<br />

The development effort in the Palestinian Territories suffered greatly during the harsh years of occupation. Thousands<br />

of Palestinians left for North America, Europe, the Gulf and other areas throughout the world, creating a severe<br />

"brain drain" and depleting much of Palestinian society's human capital.


It was within this context that the United<br />

Nations Development Programme/<br />

Programme of Assistance to the<br />

Palestinian People (<strong>UNDP</strong>/PAPP)<br />

TOKTEN Programme was created,<br />

immediately following the establishment<br />

of the Palestinian Authority under the<br />

Oslo Agreements. Nearly three decades<br />

of occupation left the West Bank and Gaza<br />

Strip in dire need of rehabilitation and<br />

renewal. Many Palestinian expatriate<br />

professionals built their personal identities<br />

on their exiled status and the opportunity<br />

to put their hard earned knowledge to use<br />

in their original home proved a timely<br />

opportunity which many eagerly<br />

welcomed.<br />

While TOKTEN consultants are paid for<br />

their services, they earn one-third to onehalf<br />

as much as they would earn as<br />

international development consultants.<br />

Being able to contribute to the<br />

development of their homeland, a<br />

privilege many had been long denied, is<br />

the motivating force behind their choice<br />

to serve with TOKTEN.<br />

Palestinian expatriate<br />

professionals have served in<br />

advisory and planning<br />

positions in various<br />

Palestinian Authority<br />

ministries and other<br />

Palestinian institutions (see<br />

graph, page 17). TOKTEN<br />

consultants customarily<br />

serve for terms of 3-6<br />

months. Since the<br />

programme began, 22% of<br />

the over 200 TOKTEN<br />

consultants have decided to<br />

make the Palestinian<br />

Territories their home again,<br />

another sign of TOKTEN's<br />

success in returning<br />

expertise to the area.<br />

The TOKTEN programme<br />

has been integrated<br />

within the Palestinian<br />

Development Plan for the<br />

years 2000-2003.


TOGETHER with<br />

Palestinian Partners<br />

The Palestine Economic Policy Research<br />

Institute (MAS) was the first<br />

counterpart Palestinian institution for<br />

the TOKTEN Programme. As the<br />

Palestinian Authority developed, the<br />

newly established Ministry of Planning<br />

and International Cooperation<br />

(MOPIC) was delegated the<br />

responsibility of identifying the needs of<br />

Palestinian society and development<br />

institutions. In 1996, MOPIC became<br />

the partner of <strong>UNDP</strong>/PAPP in searching<br />

for and screening curriculum vitae of<br />

potential TOKTEN consultants. As the<br />

development programmes in the<br />

Palestinian Territories grew, so did the<br />

need for expatriate professionals. Dozens<br />

of Palestinian ministries and institutions<br />

now look toward the TOKTEN<br />

Programme to address their human<br />

resource needs in a wide range of areas.<br />

As part of an outreach programme, in 1998 MOPIC launched an Internetbased<br />

network, Palestinian Scientists and Technologists Abroad<br />

(PALESTA), to help meet technical needs in the sciences, information<br />

technology and other areas. <strong>UNDP</strong> funds have helped support the initiative,<br />

which includes a database of Palestinian expatriate scientists, engineers<br />

and other professionals, as well as internet-discussions addressing questions<br />

important to the development of the Palestinian Territories.

Based on development priorities identified by the Palestinian Authority,<br />

<strong>UNDP</strong>/PAPP, through the TOKTEN Programme, has helped to pinpoint<br />

the essential counterparts who have assisted in rebuilding the capacity<br />

and infrastructure of the Palestinian Territories. While the job of rebuilding<br />

grows as more areas are put under the jurisdiction of the Palestinian<br />

Authority, additional expertise will be needed to help in the process of<br />

rebuilding Palestinian society.<br />

As a result of the unique cooperation between <strong>UNDP</strong>/PAPP and the<br />

Palestinian Authority, the TOKTEN programme has prioritized<br />

developmental needs while identifying the human resources needs for which<br />

very limited or no expertise is available in the Palestinian Territories. With<br />

its updated databanks, the TOKTEN programme has functioned as an<br />

essential part of the development process in the West Bank and the Gaza<br />

Strip.

As parts of Palestine came under the jurisdiction of the<br />

Palestinian Authority, the process of state and institution<br />

building began. In order to build a society which can<br />

deal with the enormous developmental issues that face<br />

Palestinian society, much expertise is needed.<br />

MOPIC, supported and helped by <strong>UNDP</strong> and the<br />

Government of Japan, has managed the TOKTEN<br />

Programme since its inception in the West Bank and<br />

Gaza Strip.<br />

The TOKTEN Project in the Palestinian Self-Rule<br />

Areas has been an immense success. With the help of<br />

<strong>UNDP</strong>, more than 200 expatriate professionals have<br />

lent their expertise and services to the varying sectors of<br />

Palestinian society.<br />

Working hand in hand with counterparts in the West<br />

Bank and Gaza, they have been able to help develop<br />

potential in the areas of health, social sciences,<br />

education, human resource development, infrastructure,<br />

planning, finance, agriculture, the fine arts, public<br />

relations, and technology and many other fields of<br />

expertise.<br />

We appreciate the great support that <strong>UNDP</strong> and the<br />

Government of Japan have rendered to the Palestinian<br />

people through the TOKTEN Programme. We look<br />

forward to further developing the extent to which the<br />

TOKTEN Programme can help build the infrastructure<br />

necessary to take Palestinian Society to independence<br />

and fully-fledged development in the third millennium.<br />

TOKTEN is one of the many creative programs brought about by <strong>UNDP</strong> to help Palestinian Diaspora participate in<br />

the rebuilding process for the Palestinian Territories. As one of those Palestinians, TOKTEN has provided me with<br />

the steping stone to pursue a career in the PA Ministry of Planning and International Cooperation as the Chief<br />

Technology Advisor and Supervisor-general to the Government Computer Center, where I lead the Palestinian<br />

campaign to resolve the Y2K problem and prepare the whole country to move into the 3rd millenium. In addition,<br />

it enabled me to lead a Palestinian team to design and implement the 1st Government-wide Computer Network,<br />

lead a successful campaign to register and operate the Palestinian Internet Top-Level domain ('PS'), develop a clear<br />

strategy to create Palestinian IT industries, and play the liaison role with local, regional and international partners<br />

to promote IT in the Palestinian Territories.<br />

The <strong>UNDP</strong> TOKTEN programme has given me the opportunity and the venue to return to the Palestinian Territories<br />

sense of accomplishment and value in the work being done through this program, a feeling that I know is shared by<br />

The TOKTEN program has made it possible for persons<br />

like myself to return home, and act upon our desire to<br />

contribute and experience the gratification of our<br />

contribution.<br />

Having said that, I reserve the emphasis to my personal<br />

experience: in the context of institutions and their<br />

general limitations, the little big surprise for me was to<br />

cooperate with behind-the-scenes staff; nonconventional<br />

individuals, who are consistently expanding<br />

the intentions and possibilities of the programme to new<br />

horizons.<br />

In my teens I thought the main thing for building a nation<br />

was the will. In my twenties I thought it was factories. In<br />

my thirties: natural resources.<br />

It took me three decades to discover that the main thing<br />

is skill.<br />

Thanks to TOKTEN I am now transferring the skills in<br />

radio broadcasting I acquired at the BBC in London, to<br />

my homeland. I now make radio programmes, give<br />

lectures, and discuss strategy and ways to improve<br />

management, all at the same time, and for several stations<br />

simultaneously.<br />

In our daily chats we dream of better and wider news<br />

coverage.<br />

The problem is not lack of freedom, but lack of skills. It<br />

is quite difficult to suppress a skillful journalist.<br />

The <strong>UNDP</strong>/PAPP TOKTEN programme has given me<br />

the unique opportunity to be involved in one of the most<br />

outstanding development projects in the Palestinian<br />

With over 10 years of work in media and public policy<br />

formation behind me, I was able to put to use both my<br />

know-how and long standing wish to contribute to the<br />

rebuilding of Palestinian society. As the Public Relations<br />

programme at Bethlehem 2000 proved, the task was<br />

formidable. I am grateful to the TOKTEN programme<br />

for having given me the opportunity to serve the public<br />

sector in the constructive way that I did. I hope that<br />

many expatriate nationals wishing to serve the<br />

community in Palestinian Territories will have the<br />

opportunity that I was given by this great programme for<br />

The Diaspora has always had a complex relationship with<br />

the homeland, a mixture of myth, nostalgia and pain.<br />

The TOKTEN programme is a good way of bringing<br />

Palestinians from the Diaspora to interact with their<br />

country and people through professional work. It gives<br />

the opportunity to be part of the system and to avoid<br />

feeling like an outsider.<br />

After having worked with the Bethlehem 2000 Project<br />

under TOKTEN programme, not only did I enjoy<br />

participating in a very challenging project, but I also got<br />

rid of feeling and being part of the Diaspora. I know now<br />

that Palestinian Territories is my country and I can live<br />

and work here like any other citizen.<br />

Palestinians have witnessed several waves of<br />

emigration since 1948. A veritable "brain drain"<br />

to the countries of the Middle East, Europe,<br />

Canada, the United States of America, Latin<br />

America and Australia has been the result.<br />

Thanks to the TOKTEN Palestinian<br />

Programme, many professional expatriates<br />

Palestinians can now help to re-invigorate their<br />

homeland through the contribution of their<br />

expertise and know-how. The five-year "brain<br />

gain" has gone a long way to reversing the losses<br />

of these many years.<br />

Without the help of the TOKTEN consultants,<br />

the TOKTEN Programme would not be able<br />

to provide quality support to those in need.<br />

Happily, there has been a significant increase in<br />

the number of expatriate Palestinians<br />

profesionals who have shown a sincere<br />

willingness to volunteer their services.<br />

I would also like to acknowledge the generous<br />

and continuing support of the Government of<br />

Japan, without which TOKTEN would not<br />

As we enter the new millenium, the efforts of<br />
