This project catalyzes the implementation of the Strategic Action Program for the Bermejo River B<strong>in</strong>ational<br />

Green Cross International / PC—>CP case study<br />

Outcome of this project was a report: The Case of the Trif<strong>in</strong>io Plan <strong>in</strong> the Upper Lempa: Opportunities and<br />

Challenges for the Shared Management of Central <strong>America</strong>n Transnational Bas<strong>in</strong>s. This case reflects the<br />

importance of political will for advanc<strong>in</strong>g the build<strong>in</strong>g of frameworks for <strong>in</strong>stitutional trans-national watersheds.<br />

At the same time, it also reveals the obstacles <strong>in</strong> the transition from those processes that are stimulated<br />

by a top-down approach towards a process <strong>in</strong>volv<strong>in</strong>g strategies aris<strong>in</strong>g from the local actors. Strategies<br />

by local actors <strong>in</strong>herently lend the necessary support to the function<strong>in</strong>g and susta<strong>in</strong>ability of actions, and <strong>in</strong><br />

the long run tend towards the <strong>in</strong>tegrated management of trans-national watershed hydrological resources.<br />

IDB project: Programa Tr<strong>in</strong>acional de Desarrollo Sostenible de la Cuenca Alta del Río Lempa (PTCARL) or<br />

Tr<strong>in</strong>ational program of susta<strong>in</strong>able development of the high river bas<strong>in</strong> of Rio Lempa<br />

General mission: To dim<strong>in</strong>ish the environmental degradation and to contribute to fight the poverty <strong>in</strong> the high<br />

river bas<strong>in</strong> of the Lempa river. The general objective is to improve the quality of life of the <strong>in</strong>habitants of the<br />

upper Lempa River bas<strong>in</strong>, through actions that promote susta<strong>in</strong>able development <strong>in</strong> the target area and that<br />

seek to break the cycle of poverty and destruction of natural resources. The specific objectives are: (i) to<br />

achieve susta<strong>in</strong>able management of the region’s renewable natural resources; (ii) to decrease vulnerability to<br />

natural hazards; (iii) to promote productive activities and economic diversification; and (iv) to strengthen<br />

local governments and improve the organizational capacity of communities, <strong>in</strong> the context of tr<strong>in</strong>ational<br />

<strong>in</strong>tegration.<br />
