elevant <strong>in</strong>dustrial committees <strong>and</strong> associations <strong>in</strong> an area-by-area basis.<br />

A well-conceived bus<strong>in</strong>ess plan can as a roadmap for a bus<strong>in</strong>ess owner concern<strong>in</strong>g<br />

his bus<strong>in</strong>ess activities, a guide for proper allocation <strong>and</strong> mobilization of available<br />

resources, <strong>and</strong> a way to keep all stakeholders <strong>in</strong> the bus<strong>in</strong>ess <strong>in</strong>formed on its viability.<br />

However, most bus<strong>in</strong>ess owners do not have the ability to prepare proper bus<strong>in</strong>ess plans.<br />

A moderate knowledge on management <strong>and</strong> f<strong>in</strong>ance is a prerequisite <strong>in</strong> prepar<strong>in</strong>g a<br />

good bus<strong>in</strong>ess plan. So these courses should be offered with<strong>in</strong> the <strong>in</strong>dustrial zones or<br />

bus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g schools organized by trade associations <strong>and</strong> <strong>in</strong>dustrial committees.<br />

Banks should be encouraged to rely on the bus<strong>in</strong>ess plan submitted by a loan applicant<br />

<strong>in</strong> mak<strong>in</strong>g loan decisions, that should <strong>in</strong>clude the term <strong>and</strong> size of loans. Programs like<br />

sem<strong>in</strong>ars <strong>and</strong> workshops should be <strong>in</strong>itiated to help bus<strong>in</strong>ess owners realize the<br />

importance of a good bus<strong>in</strong>ess plan before start<strong>in</strong>g a bus<strong>in</strong>ess as well as throughout the<br />

entire life of a bus<strong>in</strong>ess. More importantly, the skills of prepar<strong>in</strong>g bus<strong>in</strong>ess plans <strong>and</strong><br />

project proposals should be taught <strong>in</strong> bus<strong>in</strong>ess schools <strong>and</strong> <strong>in</strong>stitutes of economics,<br />

where students are tra<strong>in</strong>ed to become bus<strong>in</strong>ess entrepreneurs <strong>in</strong> the future.<br />

A work<strong>in</strong>g knowledge on f<strong>in</strong>ancial management, especially on how to manage cash<br />

flow, is necessary for bus<strong>in</strong>ess owners to be able to maximize the use of money they<br />

borrowed from banks. Aga<strong>in</strong>, workshops, sem<strong>in</strong>ars, <strong>and</strong> tra<strong>in</strong><strong>in</strong>g courses are necessary<br />

to <strong>in</strong>troduce such skills <strong>and</strong> knowledge to bus<strong>in</strong>essmen, especially the traditional<br />

bus<strong>in</strong>essmen <strong>in</strong> the countryside.<br />

Government <strong>and</strong> trade associations should <strong>in</strong>itiate moves to build a good<br />

relationship between bus<strong>in</strong>essmen <strong>and</strong> bankers by participat<strong>in</strong>g <strong>in</strong> discussions,<br />

sem<strong>in</strong>ars, <strong>and</strong> symposiums. By develop<strong>in</strong>g a close <strong>and</strong> good relationship among these<br />

players, each side will underst<strong>and</strong> <strong>and</strong> be able to sensitize the problems <strong>and</strong> constra<strong>in</strong>ts<br />

of the other side. This is the best way to reduce lack of underst<strong>and</strong><strong>in</strong>g bank<strong>in</strong>g<br />

procedures by the bus<strong>in</strong>essmen <strong>and</strong> use of onerous <strong>and</strong> unfriendly bank<strong>in</strong>g procedures<br />

on the part of banks <strong>in</strong> mak<strong>in</strong>g loans to bus<strong>in</strong>ess.<br />

By us<strong>in</strong>g dem<strong>and</strong>-side remedy programs as discussed above, SMEs owners <strong>in</strong><br />

<strong>Myanmar</strong> will become well-qualified customers not only for f<strong>in</strong>anc<strong>in</strong>g from banks but<br />

also from other emerg<strong>in</strong>g f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong>stitutions for the SME sector, such as venture<br />

capital funds, regional trust funds, <strong>and</strong> f<strong>in</strong>anc<strong>in</strong>g <strong>and</strong> leas<strong>in</strong>g companies.<br />

8.3 Suggestions to improve supply-side conditions<br />

Supply-side problems are caused by the lack of specialized fund<strong>in</strong>g programs for<br />

the SME sector, tighter regulations on the activities of commercial banks, <strong>and</strong> the small<br />

number of bank<strong>in</strong>g <strong>and</strong> non-bank<strong>in</strong>g f<strong>in</strong>ancial <strong>in</strong>stitutions <strong>in</strong> <strong>Myanmar</strong>. Like other<br />

countries <strong>in</strong> the region, <strong>Myanmar</strong> has development banks (<strong>Myanmar</strong> Agriculture Bank,
