<strong>Myanmar</strong> Investment <strong>and</strong> Commercial Bank, <strong>and</strong> <strong>Myanmar</strong> Industrial Development<br />

Bank are examples). They offer loans to their respective targeted <strong>in</strong>dustry, but the scope<br />

is very limited <strong>and</strong> long-term loans are not available. In this regard, development<br />

f<strong>in</strong>anc<strong>in</strong>g that specializes on SMEs to fulfill long-term fund<strong>in</strong>g needs is urgently needed<br />

<strong>in</strong> <strong>Myanmar</strong>. Develop<strong>in</strong>g specialized SME f<strong>in</strong>ancial <strong>in</strong>stitutions like the SMEs Bank of<br />

Thail<strong>and</strong> <strong>and</strong> JASME <strong>in</strong> Japan to facilitate SME f<strong>in</strong>ancial requirements <strong>in</strong> all stages is<br />

a recommended.<br />

Too much regulation by the central bank <strong>in</strong> both structural <strong>and</strong> operational<br />

aspects of the commercial banks impedes bank efficiency <strong>in</strong> terms of SME f<strong>in</strong>anc<strong>in</strong>g.<br />

The banks cannot determ<strong>in</strong>e <strong>in</strong>terest rate on their own based on the characteristics of<br />

borrowers or borrow<strong>in</strong>g bus<strong>in</strong>esses. Loan granted to bus<strong>in</strong>esses largely depends on the<br />

quality of collaterals. The quality of bus<strong>in</strong>ess is not an important consideration. Once<br />

loan decisions have been made, <strong>in</strong>terest rate is the same across all borrowers,<br />

regardless of their reputation or creditworth<strong>in</strong>ess or if they are regular customers. Only<br />

skill that can assess the value <strong>and</strong> quality of collateral property is enough to<br />

successfully run bank<strong>in</strong>g bus<strong>in</strong>ess operations. This can hamper the ability of bank<br />

employees <strong>in</strong> mak<strong>in</strong>g systematic credit assessment. Therefore, each exist<strong>in</strong>g regulation<br />

should be thoroughly analyzed to remove those that impede the efficiency of bank<strong>in</strong>g<br />

operations. Private Banks should be allowed to implement their own risk management<br />

system if they meet predeterm<strong>in</strong>e performance criteria. The central bank should focus<br />

on the surveillance of the efficiency of the whole f<strong>in</strong>ancial management system <strong>and</strong> on<br />

tak<strong>in</strong>g prudential views on any problematic issues <strong>in</strong> the bank<strong>in</strong>g bus<strong>in</strong>ess. It should<br />

not focus on the details of the operational aspects of commercial banks. Efficiency of<br />

bank<strong>in</strong>g operations <strong>and</strong> competition <strong>in</strong> the bank<strong>in</strong>g bus<strong>in</strong>ess should be encouraged.<br />

Promot<strong>in</strong>g new lend<strong>in</strong>g technologies, credit assessment skills, diversification on loans,<br />

<strong>and</strong> credit to preferential sectors should also be made. The central bank should also<br />

encourage private banks to reduce full reliance on collateral-based lend<strong>in</strong>g practices.<br />

Private Banks should be allowed to serve other credit facilities, such as factor<strong>in</strong>g, export<br />

<strong>and</strong> import f<strong>in</strong>anc<strong>in</strong>g, <strong>and</strong> leas<strong>in</strong>g. And also they should be allowed to make long-term<br />

loans to promis<strong>in</strong>g bus<strong>in</strong>ess sectors.<br />

Capacity-build<strong>in</strong>g programs for private bank personnel should be fostered to<br />

accommodate the chang<strong>in</strong>g nature of bank<strong>in</strong>g operations <strong>and</strong> offer new services. Credit<br />

assessment skills on bus<strong>in</strong>ess proposals <strong>and</strong> f<strong>in</strong>ancial statement should be developed<br />

<strong>and</strong> nurtured.<br />

Private Banks should develop closer ties with the SME sector <strong>and</strong> do away with<br />

<strong>in</strong>sensitive bank<strong>in</strong>g procedures. They should keep an SME database <strong>and</strong> learn how to<br />

utilize such database <strong>in</strong> mak<strong>in</strong>g decisions for new loans. Bank personnel should be
