As Lineman Felipe Barrientes and Groundman 

Freddie Pasillas walked through a gated community 

performing underground inspections, they heard a 

woman’s voice calling out. “At first, we thought it was 

just someone in one of the houses, so we didn’t pay too 

much attention,” said Felipe. “But when we heard it 

again, louder, we knew someone was in trouble.” 

Felipe and Freddie followed the sound and began 

responding to the woman, who was calling for help. They 

asked where she was and followed the sound of her voice 

to a backyard, where they found her lying on the ground, 

struggling to breathe. “Freddie helped her stay calm as I 

called 911,” said Felipe. “I stayed on the phone until the 

paramedics arrived and took over.” 

“If it weren’t for Felipe and Freddie’s help, this situation 

could have ended in

Customer Solutions Representative Deon Hall 

has resolved a lot of billing issues, but she 

found it particularly rewarding to help a group of 

mobile home park residents avoid disconnection 

of their electrical service because of circumstances 

outside their control. 

Each home in the park had a customer-owned 

meter, and the park had a master meter. The park’s 

owner was responsible for paying the charges on 

the master meter, and each resident reimbursed 

the owner for their share. But when the owner 

stopped paying the bill, the master meter was 

scheduled for disconnection. 

Deon became aware of the issue when handling 

the account through a process that reaches out to 

elderly, disabled and critical care customers in 

danger of disconnection. “A lot of the residents 

had special medical needs, so they couldn’t afford 

to have their power turned off,” said Deon. 

After speaking with the residents, Deon identified 

one who agreed to be responsible for future 

charges for the park and helped get the account 

transferred into her name. “She’s so grateful that 

she and her neighbors still have their power on,” 

said Deon. “That feeling of accomplishment is 

what I like best about my job.” 


Life After a Serious Injury 

On Aug. 17, 2012, second-generation 

Journeyman Lineman John Udell, a 

15-year Southern California Edison 

employee, had an experience that 

would forever change his life and the 

way he views on-the-job safety—not just as an employee, 

but as a colleague, a husband and a father. 

“We were replacing a burnt pole, and it was going 

to be a two-day job,” said John. “The second 

day ended early because I made contact with a 

12,000-volt line that was supposed to have been deenergized.” 

John immediately knew that his injuries 

were severe. He was airlifted from the job site to 

Phoenix, Ariz., to undergo treatment for his burns at 

the Arizona Burn Center, where he was hospitalized 

for more than six months. To date, John has undergone 

17 surgeries and extensive physical therapy, 

and many more surgical procedures lie ahead as he 

strives to gain some mobility in his hands and arms. 

John’s injuries have significantly impacted 

his family’s lives and those of his coworkers. His 

family relocated to Phoenix, where John continues 

to undergo treatment. He recently returned 

to his home district of Yucca Valley to talk about

Choosing the 

Right Tree to Plant 

If you’re planting a tree anywhere near a 

power line, it’s important to think about 

how tall it will grow. Southern California 

Edison recommends slow-growing varieties 

that will reach a mature height of no 

more than 25 feet, such as crape myrtle, narrow-leaved 

(willow) pittosporum, redbuds and 

evergreen pear. When purchasing a tree, speak 

to your local nursery professional, who can recommend 

trees suitable for the area you live in. 

Tree houses should be at least 

20 feet away from electrical utility lines. 

It’s best to avoid placing a tree house 

near lines altogether.

Trees that are within 20 feet of an electrical distribution pole should

Edison International’s Ethics Helpline 

and Investigations Director David 

Garcia. 

Q 

So you have a unique background. You were a 

federal prosecutor and state attorney? I spent 

a year in the Department of Justice in Washington, 

five years as a deputy district attorney for Los 

Angeles County prosecuting murder cases, and 

about seven years in the United States Attorney’s 

Office prosecuting major narcotics and fraud cases. 

QHow has that prepared you for your current 

role? As a prosecutor, your oath is to uphold 

the Constitution of the United States to do justice, 

not to obtain conviction. I think that experience has 

prepared me very well. I view this position and the 

Ethics & Compliance investigative group as analogous 

to an inspector general position, where the 

group is basically independent, charged with following 

the facts and determining where the facts 

lead you. And no matter who made the allegation 

or who is the subject of the investigation, you follow 

the facts in a fair and objective manner. 

Q 

So your role didn’t exist before? Why now? 

We’ve got to make this process work for the employees 

and the company. To do that, you need good 

oversight over the investigations function. If the 

process is fair, objective and transparent, more employees 

will have confidence in calling the Helpline 

and reporting allegations or issues. The process is

want people waiting months and months for an 

investigation to conclude. One of the things we’re 

trying to do with the intake function is ensure that 

a report is handled within two business days, make 

sure that we triage the allegation, make sure it goes 

to the right place for handling, and then letting the 

reporting party know that it’s being handled. 

QConfidentiality seems vital to this program. 

Am I right? We want to do everything we can to 

maintain the confidentiality of the parties involved 

in the investigation. It’s one of my highest priorities 

in the program. 

QWhat are some things you’re doing to ensure 

retaliation doesn’t take place? Let me just say 

that retaliation is not tolerated at all, period, zero 

tolerance with that. One of the things we’re implementing 

is a retaliation monitoring program, where 

we can have a pulse on reporting parties and material 

witnesses that have been involved in the process 

to determine if there are indicators of retaliation, 

and then we’ll follow up with that. 


As temperatures rise during the

conditioners. To help prepare for the possibility 

that the San Onofre Nuclear Generating 

Station will remain offline this 

summer, Southern California Edison has 

developed a comprehensive plan to ensure 

a reliable grid and adequate power 

supply and to help customers decrease 

their energy use. The work outlined in the 

plan is moving forward—in some cases, 

ahead of schedule—positioning the company 

well for the warmer months to come.

Keeping the Juice Flowing 

SCE has enough power to offset the SONGS outage, 

but a challenge this summer will be getting electricity 

to the regions where it’s needed most. “Our ultimate 

goal is to provide a reliable and stable electrical system 

to our customers despite SONGS being offline,” said 

Becky Mandich, Generation Regulatory project manager. 

SONGS is key in providing grid stability in 

southern Orange County, so transmission projects 

are under way to help maintain reliability throughout 

that region. New capacitor banks were installed 

at the Johanna, Santiago and Viejo substations in 

Orange County to strengthen grid voltage. “Strengthening 

voltage is like making sure there’s enough 

pressure to get water through a hose,” said Jeremy 

Califano, Southern Programs project manager. “The 

additional support from this equipment will ensure 

that electricity can travel far enough to meet 

demand.” 

Additionally, the existing Barre-Ellis transmission 

line in southern Orange County will be split from two 

lines into four, providing increased flexibility. “Before, 

if one of those two lines went down, we’d lose half the 

power that moves through that area,” said Califano. 

“When this project is completed, if one line goes down, 

we’ll only lose a quarter of it, which reduces the risk of 

a major outage.” 

Less Demand, More Reliability 

SCE is also stepping up its demand response and 

energy efficiency programs. On April 22, the company 

announced that it’s partnering with Nest, a 

manufacturer of smart thermostats, to identify 

new ways to use smart meters and engage with 

customers. “We also received approval from the 

California Public Utilities Commission to provide an 

extra $5 million in incentives for automated demand 

response equipment, which will make it easier for 

business customers to participate in demand response 

programs,” said John Rankin, Demand Side Management 

project manager. 

Residential customers can do their part to decrease 

demand too—for example, by signing up for 

the Summer Discount Plan, which lets SCE remotely 

turn off their air conditioners during times of peak 

demand. “We encourage all customers to sign up for 

email, phone or text notifications when SCE declares 

a Save Power Day, and then reduce their energy use 

on those days,” said Rankin. “Taking small steps can 

go a long way.”

A Monumental Challenge:

Nearly 1.5 million poles, 

from one to 100 years old, 

support Southern California 

Edison’s distribution 

grid. Approximately 

70 percent of these poles 

also support other electric 

and telecommunications 

utility equipment, which 

adds weight, or load, in addition to SCE’s lines. 

Although design specifications are in place to prevent 

poles from becoming overloaded, some poles 

have been identified as not meeting minimum requirements 

as established by SCE’s regulators. To 

maintain reliability and safety for customers, SCE is 

developing an unprecedented seven-year program 

to inspect the amount of equipment on poles and 

replace any that don’t meet regulations. 

A Massive Undertaking 

To determine if a pole meets strength and weight 

limit standards, Transmission & Distribution planners 

perform calculations that take into account 

both the physical features of the pole and the equipment 

that’s attached to it. Because SCE’s poles are 

located across terrain ranging from the mountains 

to the desert, environmental factors including 

wind, ice and elevation are factored in to make sure 

each pole meets safety regulations for its particular 

location. 

Through the Pole Load Inspection Program, every 

pole in the company’s 50,000-square-mile service 

territory will be inspected, an immense task that 

will require significant resources. The company will 

need additional manpower to perform inspections, 

create work orders and replace or fix poles. 

“This program will help ensure all of our poles 

meet compliance requirements and are loaded 

properly to better withstand natural disasters and 

emergencies,” said Ken Trainor, PLIP director. 

“These regulations are in place to help us maintain 

reliability and protect our customers’ safety, and it’s 

our responsibility to comply with them.” 

Vision for the Future 

As well as making sure pole load requirements are 

met in the field, the program will help regulators 

and members of the Southern California Joint Pole 

Committee, an organization of utility representatives 

that hold joint interest in poles, get the information 

they need to manage pole assets. The joint 

owners will work together to create a common pole 

loading policy and standards, as well as a platform 

for sharing pole loading data. 

“At the end of the day, our plan is that the program 

makes regulators and joint owners confident that 

each pole throughout SCE’s service territory meets 

or exceeds regulatory requirements,” said Gregg 

Kludjian, director of Resource Planning and Performance 

Management.

Construction Complete 

on Sandlot Substation

In April, construction was completed on the 

Sandlot Substation in Hinkley, Calif., and final 

testing is under way. The substation will connect 

the Abengoa Mojave Solar Project to the grid, providing 

250 megawatts of renewable power.

Safety, Security & Compliance and Transmission 

& Distribution thanked local government representatives 

on March 28 for their support on the 

project, including the coordination of permits and 

traffic control. 

“Community support was critical to keeping 

the project on track,” said Bryant Tam, T&D Major 

Projects Organization project manager. “We 

finished on time and under budget, with no direct 

impact on local wildlife.” 

SCE Recognized As Top 

Walk For Kids Fundraiser 

On April 7, six Southern California Edison employee 

teams participated in the Los Angeles 

Ronald McDonald House Walk for Kids in Los Angeles, 

Calif. Together, the teams raised $38,000, 

making SCE the walk’s top fundraiser. 

The Ronald McDonald House supports families 

with children undergoing treatment at local 

hospitals and provides a low-cost place for the 

families to stay. 

“This was the most successful Walk for Kids 

in the organization’s 12-year history,” said Stu 

Hemphill, senior vice president of Power Supply 

and L.A. Walk for Kids chair. “The SCE teams set 

a high bar this year, and I can’t wait to see how 

much we raise in 2014!”

SCE Lineman Fatally 

Injured in Menifee District 

On April 25, Distribution Lineman Jose “Raul” 

Ros, an 11-year employee of Southern California 

Edison, sustained fatal injuries in an electrical incident 

in the Menifee District. Raul was part of 

a crew that was performing planned work 

when a 12-kilovolt circuit relayed. Three 

other distribution linemen were taken to 

the hospital, treated for minor injuries 

and released. 

“We need to do everything we 

can to keep ourselves and each other 

safe,” said Ron Litzinger, Southern 

California Edison president. “Safety is 

a prerequisite and a fundamental principle 

for our work.”

Southern California Edison 

Senior Vice President of Power 

Supply Stu Hemphill. 

QWhere did you grow up? I was born in Japan 

and spent two or three years there—long enough 

to mix up my English and Japanese. After a short 

stay in Illinois, I moved to California and have spent 

most of my life in Southern California. 

QYou received your bachelor’s degree in electrical 

engineering from California State University, 

Fullerton, and your MBA from California 

Polytechnic University, Pomona. Do you have 

any personal highlights from those times? I was 

earning money through tutoring math, primarily 

at high schools around and 

at Cal Poly Pomona. That’s 

where I met my wife, who 

I also tutored. She and I 

were married before we even 

earned our degrees. 

QDo you think your college 

years had an impact 

on your future career? 

One of the things I learned 

about myself, especially 

from tutoring, was that I get 

great joy out of seeing other 

people succeed. And that’s 

something that has stayed 

with me and has been helpful 

in my manager role at this 

company. I really like to see 

other people develop and do well. 

QIs there a motto that resonates with you? 

Many years ago when I first joined the company, 

I had a manager who said, “Never let your 

job define your role.” You can always do more than 

what your job description states. And so that always 

stuck with me, and it’s something that I’ve 

mentioned to other employees as well. 

QWhat interests do you have outside of work? 

Well, I’m a person that’s a little on the competitive 

side, so I like to set goals and then achieve 

them. I’m a runner, and I’m looking to do a 5k 

with an average six-minute pace. 

QAnything else that you would like Edison 

employees to know about you that they might 

not know? Relationships are important to me. I 

appreciate it when people 

reach out to me, even if it’s to 

talk about a Lakers game. You 

don’t get a lot of visitors up in 

the fourth floor of the General 

Office, so I really look forward 

to interacting with people.
