It is my pleasure to <strong>in</strong>troduce the new edition of ‘<strong>France</strong> <strong>in</strong> <strong>Kenya</strong>’ <strong>in</strong> which you will discover the diversity and the dynamism of the French<br />
presence <strong>in</strong> this country.<br />

We already have more than 1,200 members of the French community liv<strong>in</strong>g <strong>in</strong> <strong>Kenya</strong> <strong>in</strong> 2009. This number comprises not only diplomats, but<br />
also doctors, researchers, economists, stu<strong>de</strong>nts, bus<strong>in</strong>essmen, eng<strong>in</strong>eers, artists… a blend that br<strong>in</strong>gs <strong>France</strong> alive <strong>in</strong> <strong>Kenya</strong>. That is what you<br />
will discover while leaf<strong>in</strong>g through these pages.<br />
The French presence <strong>in</strong> this country is also a sign of the very strong l<strong>in</strong>ks between <strong>Kenya</strong> and <strong>France</strong>, based on values shared by our two<br />
countries: <strong>de</strong>mocracy, peace, freedom of expression, entrepreneurship and cultural diversity.<br />

<strong>Kenya</strong> has a strategic position with<strong>in</strong> East Africa; it hosts the headquarters of two<br />
United Nations programs and it has traditionally been a mediator <strong>in</strong> peace talks<br />
concern<strong>in</strong>g its neighbours. <strong>Kenya</strong> is fast becom<strong>in</strong>g one of the lead<strong>in</strong>g countries on the<br />
African cont<strong>in</strong>ent. <strong>France</strong> sees <strong>Kenya</strong> therefore as an important diplomatic partner.<br />
In view of this, French diplomacy is active <strong>in</strong> <strong>Kenya</strong>, not only <strong>in</strong> its typical bilateral<br />
dimension, but also <strong>in</strong> the field of regional and multilateral diplomacy.<br />
A partner <strong>in</strong> dialogue<br />
Over the years, a constructive dialogue has been established between our two<br />
countries. This permanent dialogue is susta<strong>in</strong>ed on a daily basis through contact<br />
between the Ambassador and her team, with the local <strong>au</strong>thorities (M<strong>in</strong>isters, Members<br />
of Parliament as well as representatives of Civil Society), and it enables the parties to<br />
share i<strong>de</strong>as on national, regional and global issues as varied as water management<br />
or cultural diversity.<br />
These discussions are important s<strong>in</strong>ce <strong>Kenya</strong> is a key <strong>in</strong>terlocutor on African issues:<br />
<strong>Kenya</strong> is one of the first contributors of African cont<strong>in</strong>gents <strong>in</strong> peace keep<strong>in</strong>g<br />
operations <strong>de</strong>ployed on the African cont<strong>in</strong>ent by the United Nations. It has also played<br />
a lead<strong>in</strong>g role <strong>in</strong> peace negotiations <strong>in</strong> Southern Sudan,<br />
Somalia and Democratic Republic of Congo.<br />
Examples of this dialogue can be found <strong>in</strong> events such<br />
as the visit to Paris by the 2004 Nobel Peace L<strong>au</strong>reate<br />

by the Presi<strong>de</strong>nt of the Republic of <strong>France</strong> to participate <strong>in</strong> the “Grenelle <strong>de</strong><br />
l’environnement”, a national <strong>de</strong>bate on environment. In 2008, Kenneth Maren<strong>de</strong>,<br />
Speaker of <strong>Kenya</strong>’s Parliament and Najib Balala, M<strong>in</strong>ister of Tourism, officially visited<br />
<strong>France</strong>, while Ala<strong>in</strong> Joyan<strong>de</strong>t, Secretary of State for Cooperation and Francophony,<br />
and Rama Ya<strong>de</strong>, Secretary of State for Foreign Affairs and Human Rights, came to<br />
<strong>Kenya</strong>. S<strong>in</strong>ce 2003 not less than 25 <strong>Kenya</strong>n M<strong>in</strong>isters have ma<strong>de</strong> an official visit to<br />
Paris, while several members of the French Government have visited <strong>Kenya</strong>.<br />
An established multilateral presence<br />
Nairobi is one of the four headquarters of the UN, the only one <strong>in</strong> a <strong>de</strong>velop<strong>in</strong>g<br />
country. In this regard, the French Embassy also un<strong>de</strong>rtakes the role of Permanent<br />
Representation to the United Nations Environment Program (UNEP) and the United<br />
Nations Program for Human Settlements (UN-Habitat).<br />
<strong>France</strong> <strong>in</strong> <strong>Kenya</strong><br />

With<strong>in</strong> the UN-Habitat, <strong>France</strong>, together with other partners,<br />
has <strong>in</strong> particular encouraged the <strong>in</strong>itiative on ‘basic services’<br />
(i.e. the m<strong>in</strong>imum necessary for <strong>de</strong>cent liv<strong>in</strong>g), a project which<br />
was officially l<strong>au</strong>nched <strong>in</strong> April 2005. Our country also supports<br />
a project to set up a global observatory on <strong>de</strong>centralization, so<br />
as to dissem<strong>in</strong>ate the best practices <strong>in</strong> this important field for<br />
local <strong>de</strong>mocracy.<br />
For a long time, <strong>France</strong> has been conv<strong>in</strong>ced that the<br />
environment sector does not receive the attention it <strong>de</strong>serves<br />
at the <strong>in</strong>ternational level. <strong>France</strong> is the fifth biggest contributor<br />
to the UNEP budget (Sh.391M <strong>in</strong> 2007), and actively supports<br />
its <strong>de</strong>velopment. This program needs to enhance its visibility<br />
and its activity, notably concern<strong>in</strong>g the scientific assessment<br />
<strong>in</strong> or<strong>de</strong>r to mobilize the actors on environmental risks, and<br />
to pursue its role <strong>in</strong> <strong>de</strong>velop<strong>in</strong>g <strong>in</strong>ternational legislation for<br />
environmental protection, while at the same time help<strong>in</strong>g<br />
<strong>de</strong>velop<strong>in</strong>g countries better to <strong>in</strong>clu<strong>de</strong> environment <strong>in</strong> their<br />
<strong>de</strong>velopment policies.<br />
Moreover, <strong>France</strong> <strong>in</strong>itiated reforms on the status of UNEP so as<br />
to enable it to effectively un<strong>de</strong>rtake its responsibilities. <strong>France</strong>,<br />
as many countries (and notably the European Union), supports<br />
the strengthen<strong>in</strong>g of the UNEP and, more generally, of the<br />
International Environmental Governance (IEG).<br />
The European Union – an action lever for<br />
<strong>France</strong><br />
The European Commission Delegation <strong>in</strong> <strong>Kenya</strong> is the second<br />
largest <strong>in</strong> the world.<br />
The European Union is one of the major donor agencies <strong>in</strong><br />
<strong>Kenya</strong> and <strong>France</strong> is the 2nd biggest contributor to the 10th<br />
European Fund for Development.<br />
<strong>France</strong> and member states of the European Union hold monthly<br />
meet<strong>in</strong>gs where they discuss how to coord<strong>in</strong>ate their diplomatic<br />
activities and their support to <strong>de</strong>velopment projects, and hold<br />
regular discussions with their <strong>Kenya</strong>n partners on important<br />
issues (governance, constitutional process, <strong>de</strong>centralization).<br />
Military cooperation to promote peace<br />
Un<strong>de</strong>r the aegis of the French M<strong>in</strong>istry of<br />
Defence and the Directorate of Military and<br />
Defence Cooperation, as one of the branches of<br />
the French M<strong>in</strong>istry of Foreign Affairs, the French<br />
Military Mission <strong>in</strong> Nairobi focuses significant<br />
efforts on offer<strong>in</strong>g specific military support to<br />
<strong>Kenya</strong>n armed forces.<br />
For <strong>in</strong>stance, due to an <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>volvement of<br />
<strong>Kenya</strong> <strong>in</strong> the UN peace keep<strong>in</strong>g operations with<strong>in</strong> the French<br />
speak<strong>in</strong>g countries <strong>in</strong> Africa, French language has been t<strong>au</strong>ght<br />
s<strong>in</strong>ce 2002 to some members of <strong>Kenya</strong>n Armed Forces. The<br />
relevance of such an <strong>in</strong>itiative has been confirmed any time<br />
<strong>Kenya</strong>n officers are <strong>de</strong>ployed as observers <strong>in</strong> UN peace<br />
keep<strong>in</strong>g missions such as <strong>in</strong> DRC or Darfur along with other<br />
African francophone officers.<br />
More than 50 <strong>Kenya</strong>n officers, non commissioned officers and<br />
<strong>de</strong>fence civil servants, male and female, benefit annually from<br />
this teach<strong>in</strong>g program, which takes place <strong>in</strong> specific premises<br />
renovated by the Military Mission for this purpose with<strong>in</strong><br />
the Armed Forces School for Higher Education <strong>in</strong> Langata<br />

Barracks, Nairobi. Senior officers also have the<br />
opportunity to participate <strong>in</strong> exchange programs<br />
with high level French Institute such as the Jo<strong>in</strong>t<br />
Staff College or the Institute for Higher National<br />
Defense Studies, both <strong>in</strong> Paris.<br />
The Military Mission has set up regular exchange<br />
programs between the French Naval Forces and<br />
their <strong>Kenya</strong>n counterparts. Thus, French naval<br />
ships’ calls <strong>in</strong> Mombasa present unique opportunities dur<strong>in</strong>g<br />
which our Navy and our <strong>Kenya</strong>n partners can share their<br />
know-how and experiences. Whenever it is possible, young<br />
<strong>Kenya</strong>n Navy Officers are welcomed on board the French ships<br />
to tra<strong>in</strong> their skills with their French colleagues at sea.<br />
The military mission is also committed to enhanc<strong>in</strong>g the peace<br />
and security architecture <strong>de</strong>veloped with<strong>in</strong> African Union<br />
project of build<strong>in</strong>g up peace-keep<strong>in</strong>g stand-by forces <strong>in</strong> every<br />
region of Africa. The Eastern Briga<strong>de</strong> which is go<strong>in</strong>g to be set<br />
up <strong>in</strong> this specific framework is partly established <strong>in</strong> Karen and<br />
ma<strong>in</strong>ly supported by <strong>in</strong>ternational donors <strong>in</strong>clud<strong>in</strong>g <strong>France</strong>.<br />
7 <strong>France</strong> <strong>in</strong> <strong>Kenya</strong>
Support<strong>in</strong>g <strong>Kenya</strong>’s Development<br />

Meru National Park<br />
The <strong>in</strong>clusion of <strong>Kenya</strong> <strong>in</strong> the Solidarity Priority Zone (SPZ) saw the establishment<br />
of a regional agency <strong>in</strong> Nairobi <strong>in</strong> 1997. The agency covers <strong>Kenya</strong>, Tanzania,<br />
Uganda and Burundi.<br />
The Partnership Framework Document signed <strong>in</strong> Nairobi, <strong>in</strong> 2006, <strong>de</strong>f<strong>in</strong>es the<br />
ma<strong>in</strong> areas of AFD’s <strong>in</strong>tervention and the modalities of the Franco-<strong>Kenya</strong>n<br />
cooperation for the period 2006 -2010. This is also <strong>in</strong> l<strong>in</strong>e with priority sectors <strong>in</strong><br />
the framework of the <strong>Kenya</strong>n government’s strategy for poverty eradication. These<br />
areas of <strong>in</strong>tervention are focused <strong>in</strong> the access to basic <strong>in</strong>frastructure (electricity,<br />
roads, water and sanitation <strong>in</strong> particular), and environment through biodiversity<br />
conservation and climate change related activities. An <strong>in</strong>flexion towards <strong>in</strong>tegrated<br />
urban <strong>de</strong>velopment projects is on progress <strong>in</strong> or<strong>de</strong>r to promote the <strong>de</strong>velopment<br />
of <strong>in</strong>clusive, efficient and susta<strong>in</strong>able cities. AFD has to date committed 491 Million<br />
Euros for projects <strong>in</strong> <strong>Kenya</strong> <strong>in</strong> various sectors: water and sanitation 27%, energy<br />
(<strong>in</strong>clud<strong>in</strong>g climate) 45%, roads 17%, f<strong>in</strong>ancial sector 7%, environment 3%<br />
and others (studies and technical assistance) 1%.<br />
The Past<br />
AFD has <strong>in</strong> the past f<strong>in</strong>anced several projects which <strong>in</strong>clu<strong>de</strong>d soft loans for the<br />
Rehabilitation of Infrastructure <strong>de</strong>stroyed dur<strong>in</strong>g the El N<strong>in</strong>o ra<strong>in</strong>s <strong>in</strong> 1998 (28<br />
M€), the Rural Electrification Programme phase 1 <strong>in</strong> Western <strong>Kenya</strong> <strong>in</strong> collaboration<br />
with the M<strong>in</strong>istry of Energy and <strong>Kenya</strong> Power and Light<strong>in</strong>g Corporation (KPLC)<br />
(9,2M€) and the Rehabilitation of the Meru National Park (8,2 M€) accompanied<br />
by a grant of 1,8 M€ from the Fonds Français <strong>de</strong> l’Environnement Mondial (FFEM),<br />
implemented by the <strong>Kenya</strong> Wildlife Service (KWS) which constituted the restoration<br />
of wildlife, biodiversity and socio-economic security of the conservation area.<br />
The Present<br />
AFD’s activities currently <strong>in</strong>clu<strong>de</strong> the f<strong>in</strong>anc<strong>in</strong>g of the Rehabilitation of the<br />
Maai-Mahiu/Narok Road (18 M€), a project co-f<strong>in</strong>anced with KfW, the German<br />
<strong>de</strong>velopment agency. This project will see the rehabilitation of a 90km stretch which<br />
will allow for penetration <strong>in</strong>to the western part of the country and more significantly<br />
access to Masai Mara game reserve. Another project <strong>in</strong> the Roads sector is the<br />
participation <strong>in</strong> the f<strong>in</strong>anc<strong>in</strong>g of the Roads 2000 programme to the tune of 20<br />
M€. In the water sector, AFD is f<strong>in</strong>anc<strong>in</strong>g two major projects: the Kisumu Water<br />
and Sanitation Project (20 M€) and the Nairobi Water and Sewerage Emergency<br />
Physical Investments Programme (30 M€). These projects have been conceived<br />
to be implemented <strong>in</strong> parallel with the ongo<strong>in</strong>g Water Sector Institutional Reform. A<br />
similar project for Mombasa (40 M€), which was approved by AFD’s Board at the<br />
end of 2008, has just been formalised and should start <strong>in</strong> the next weeks.<br />
In the Energy sector, as a follow up to a successful first phase of the Rural<br />
Electrification project, the second phase is ongo<strong>in</strong>g with an <strong>in</strong>vestment of 30 M€.<br />
The project targets 6 prov<strong>in</strong>ces <strong>in</strong> <strong>Kenya</strong> with the ma<strong>in</strong> aim of allow<strong>in</strong>g extension<br />
of medium and low voltage electrical networks to connect i<strong>de</strong>ntified economic<br />
and social customers (tea process<strong>in</strong>g plants, markets, farms, fish<strong>in</strong>g factories,<br />
schools and health centres). AFD is also part of the Energy Sector Recovery<br />
Project through a f<strong>in</strong>anc<strong>in</strong>g of 25M€. The rehabilitation of major sub-stations <strong>in</strong><br />
the Mombasa region and <strong>in</strong> Nairobi, will allow consi<strong>de</strong>rable upgra<strong>de</strong> of electricity<br />
services <strong>in</strong> terms of quantity and quality for the benefit of all consumers. AFD is<br />
also highly committed <strong>in</strong> the transmission sector with the fund<strong>in</strong>g of the Nairobi-<br />
Mombasa 400kV l<strong>in</strong>e at a level of 60 M€. It will allow transfer of power produced<br />
at the Coast to Nairobi and the Western prov<strong>in</strong>ces and thus improve reliability of<br />
<strong>France</strong> <strong>in</strong> <strong>Kenya</strong><br />

customers. AFD is work<strong>in</strong>g, as well, <strong>in</strong> the<br />
<strong>in</strong> Naivasha<br />
<strong>de</strong>velopment of geothermal power through<br />
the Olkaria II 3rd Unit fund<strong>in</strong>g, together with EIB and World<br />
Bank to the tune of 20 M€, directly lent to KenGen. To support<br />
the M<strong>in</strong>istry of Energy and re<strong>in</strong>force its position as a major<br />
donor of the sector, AFD is also f<strong>in</strong>anc<strong>in</strong>g a technical assistance<br />
to the M<strong>in</strong>istry of Energy that should be <strong>in</strong> place <strong>in</strong> July 2009.<br />
In the Environment sector, AFD is f<strong>in</strong>anc<strong>in</strong>g a project for Solid<br />
and Waste Management <strong>in</strong> Nakuru and Mombasa (around<br />
17 M€) to assist the M<strong>in</strong>istry of Local Government to <strong>de</strong>f<strong>in</strong>e<br />
and implement susta<strong>in</strong>able methods for the management of<br />
solid waste <strong>in</strong> both towns. In addition, a pilot operation for<br />
Rehabilitat<strong>in</strong>g the ecosystem of the Aberdare forests is ongo<strong>in</strong>g<br />
with the NGO Green Belt Movement of Prof. Wangari<br />
Maathai (1.3M€ grant). The goal is to rehabilitate 3000 ha<br />
of forest through the plant<strong>in</strong>g of <strong>in</strong>digenous species by the<br />
local communities and thus restore the watershed hydrological<br />
services.<br />
In the Microf<strong>in</strong>ance sector, AFD is extend<strong>in</strong>g<br />
a 10M€ credit l<strong>in</strong>e to the Government for<br />
on-lend<strong>in</strong>g to Micro F<strong>in</strong>ance Institutions<br />

and Sav<strong>in</strong>gs and Credit Cooperatives Organisations through<br />
wholesaler banks. AFD has also guaranteed (up to 75% -<br />
<strong>in</strong>terest and capital) a bond issued by a microf<strong>in</strong>ance <strong>in</strong>stitution<br />
for a maximum amount of 6M€. AFD is also provid<strong>in</strong>g grants<br />
for the f<strong>in</strong>anc<strong>in</strong>g of studies and technical assistance <strong>in</strong> its key<br />
sectors or to f<strong>in</strong>ance mo<strong>de</strong>st projects hav<strong>in</strong>g a major impact. In<br />
addition to these, AFD has two major technical assistants at the<br />
M<strong>in</strong>istry of F<strong>in</strong>ance. As the second largest bilateral donor of<br />
the Global Fund aga<strong>in</strong>st AIDS, Malaria and Tuberculosis, <strong>France</strong><br />
attaches a great importance to the good implementation of<br />
the projects f<strong>in</strong>anced with the resources of the Global Fund.<br />
AFD has therefore provi<strong>de</strong>d an <strong>in</strong>ternational technical expert to<br />
support the <strong>Kenya</strong>n Global Fund unit.<br />
The other technical expert is to support the M<strong>in</strong>istry of F<strong>in</strong>ance<br />
<strong>in</strong> the establishment of a micro-f<strong>in</strong>ance unit at the M<strong>in</strong>istry.<br />
AFD is also chair<strong>in</strong>g the donors coord<strong>in</strong>ation group <strong>in</strong> the<br />
energy sector.<br />
The Future<br />
AFD is <strong>in</strong> the process of look<strong>in</strong>g at the possibility of f<strong>in</strong>anc<strong>in</strong>g<br />
a project <strong>in</strong> the urban <strong>de</strong>velopment sector <strong>in</strong> Kisumu through<br />
capacity build<strong>in</strong>g for f<strong>in</strong>ancial management and urban plann<strong>in</strong>g<br />
and through <strong>in</strong>vestment <strong>in</strong> <strong>in</strong>frastructure. In the energy sector,<br />
AFD is look<strong>in</strong>g at the <strong>in</strong>terconnection between <strong>Kenya</strong> and Ethiopia<br />
that would allow Eastern Africa to get access to cheap and<br />
climate friendly power resources (Ethiopian hydroelectricity).<br />
Follow<strong>in</strong>g the government of <strong>Kenya</strong> priorities, additional support<br />
to the <strong>de</strong>velopment of geothermal sector and other renewable<br />
energy is be<strong>in</strong>g looked <strong>in</strong> the water and sanitation sector, AFD<br />
should provi<strong>de</strong> additional fund<strong>in</strong>g to extend systems <strong>in</strong> Kisumu<br />
and Nairobi (51 M€). It is also study<strong>in</strong>g the way to f<strong>in</strong>ance<br />
medium and small towns’ water and sanitation systems. In the<br />
environment sector, AFD is work<strong>in</strong>g towards the i<strong>de</strong>ntification of<br />
a conservation programme <strong>in</strong> Marsabit protected areas and the<br />
Samburu-Isiolo-Marsabit corridor. In addition, AFD is work<strong>in</strong>g<br />
with <strong>Kenya</strong> Airports Authority to contribute <strong>in</strong> the upgrad<strong>in</strong>g<br />
and expansion of the Jomo <strong>Kenya</strong>tta International Airport. It<br />
could also provi<strong>de</strong> a soft loan to a private non-profit hospital for<br />

PROPARCO<br />
AFD’s subsidiary, PROPARCO, specializes <strong>in</strong> private sector<br />
f<strong>in</strong>anc<strong>in</strong>g. Its role is to stimulate private <strong>in</strong>vestments. In <strong>Kenya</strong>,<br />
Proparco has committed Sh14.7 Billion <strong>in</strong> various projects.<br />
Proparco, <strong>in</strong> conjunction with AFD, will keep on pursu<strong>in</strong>g an<br />

language spoken <strong>in</strong> 63 countries and to Francophone cultures around the world.<br />
“Bonjour Culture”, a locally produced cultural radio program is transmitted on RFI<br />
every Thursday at 8.30pm. It is both an <strong>in</strong>formative journal on cultural happen<strong>in</strong>gs<br />
<strong>in</strong> <strong>Kenya</strong> and a unique radio show offer<strong>in</strong>g the best of world music.<br />
French expertise <strong>in</strong> the cultural and <strong>au</strong>diovisual sectors is shared with the M<strong>in</strong>istries<br />
for National Heritage and Culture and Information and Communications through<br />
facilitation of technical assistance <strong>in</strong> or<strong>de</strong>r to strengthen policies and <strong>in</strong>stitutional<br />

A common long-term project : research and<br />
higher education<br />
<strong>France</strong>’s objective <strong>in</strong> the field of research is to establish a<br />
long-term cooperation between the scientific teams of the<br />
two countries <strong>in</strong> or<strong>de</strong>r to enhance the capacities of local<br />
researchers. Currently, <strong>Kenya</strong> provi<strong>de</strong>s a base for three French<br />
research centres: IFRA (French Institute for Research <strong>in</strong> Africa)<br />
as well as local branches of CIRAD (International Agricultural<br />
Research Centre for Development) and IRD (Research<br />
Institute for Development) which <strong>in</strong> total, host eleven resi<strong>de</strong>nt<br />
researchers and two resi<strong>de</strong>nt grant hol<strong>de</strong>rs.<br />
Moreover, several exchange agreements b<strong>in</strong>d together<br />
<strong>in</strong>stitutes of research, <strong>Kenya</strong>n universities and French<br />
universities <strong>in</strong> the fields of Chemistry, Social Sciences,<br />
L<strong>in</strong>guistics and Archaeology. A memorandum of un<strong>de</strong>rstand<strong>in</strong>g<br />
between the <strong>Kenya</strong>n M<strong>in</strong>istry of Higher Education, Science<br />
and Technology (MoHEST), the French <strong>in</strong>stitutes of research<br />
based <strong>in</strong> <strong>Kenya</strong> (CIRAD, IRD, IFRA) and the Embassy of <strong>France</strong><br />
is to be signed mid 2009.<br />
The French Embassy also supports <strong>Kenya</strong>n stu<strong>de</strong>nts by<br />
award<strong>in</strong>g PhD scholarships <strong>in</strong> <strong>France</strong>, by organiz<strong>in</strong>g local<br />
tra<strong>in</strong><strong>in</strong>g sessions conducted by experts from <strong>France</strong> and by<br />
f<strong>in</strong>anc<strong>in</strong>g Franco-<strong>Kenya</strong>n research works.<br />
Promotion of the French language: open<strong>in</strong>g<br />
doors to the world<br />
French is the 1st foreign language t<strong>au</strong>ght <strong>in</strong> <strong>Kenya</strong>.<br />
Approximately 20,000 pupils <strong>in</strong> 330 secondary schools across<br />
the country are learn<strong>in</strong>g the French language. In 2008, 2,215<br />
stu<strong>de</strong>nts sat for the French language exam at the <strong>Kenya</strong><br />
Certificate of Secondary Education exam<strong>in</strong>ations.<br />
The Alliance Française network on its own has 5,000 stu<strong>de</strong>nts<br />
learn<strong>in</strong>g the French language <strong>in</strong> its centers <strong>in</strong> Nairobi (which<br />
enjoys the reputation of be<strong>in</strong>g the largest <strong>in</strong> numbers <strong>in</strong><br />
Africa), Mombasa, Eldoret and Kisumu. A complete catalogue<br />
of courses, certificates and diplomas has been <strong>de</strong>veloped to<br />
satisfy the expectations of the various categories of <strong>Kenya</strong>ns<br />
learn<strong>in</strong>g the language. Furthermore, with a ris<strong>in</strong>g <strong>de</strong>mand<br />
for French for professional purposes, the Alliance Française<br />
is broa<strong>de</strong>n<strong>in</strong>g the scope of courses offered to meet the<br />
requirements of the professional sector (+20% <strong>in</strong> 2008).<br />
In collaboration with the M<strong>in</strong>istry of Education and the <strong>Kenya</strong><br />
Association of Teachers of French, <strong>France</strong> provi<strong>de</strong>s susta<strong>in</strong>ed<br />
support <strong>in</strong> the education sector. This cooperation is pr<strong>in</strong>cipally<br />
un<strong>de</strong>rtaken by the L<strong>in</strong>guistic Cooperation Department,<br />

<strong>France</strong> also supports <strong>Kenya</strong>’s <strong>de</strong>velopment through a special<br />
grant program called “the Social Fund for Development” (SFD).<br />
SFD was created <strong>in</strong> 2001 to contribute to poverty reduction<br />
strategies by co-f<strong>in</strong>anc<strong>in</strong>g small projects that improve the liv<strong>in</strong>g<br />
conditions of the most disadvantaged groups <strong>in</strong> society. The<br />
projects fun<strong>de</strong>d by SFD cover a broad range of sectors that<br />
are essential to the country’s <strong>de</strong>velopment (education, water<br />
and sanitation, health, culture, environment, human rights,<br />
governance…) and encourage local populations, <strong>in</strong> particular<br />
women, to take part <strong>in</strong> the process. An <strong>in</strong>creas<strong>in</strong>g part of SFD<br />
is <strong>de</strong>dicated to <strong>in</strong>novative projects, try<strong>in</strong>g to f<strong>in</strong>d new solutions<br />
to the challenges faced by the communities.<br />
The Cooperation and Cultural Service of the French Embassy<br />
contributes to the enhancement of governance <strong>in</strong> <strong>Kenya</strong><br />
through support for reform of the judiciary and penitentiary<br />
system, <strong>de</strong>velop<strong>in</strong>g paralegal cl<strong>in</strong>ics to assist remand<br />
prisoners and promot<strong>in</strong>g community services <strong>in</strong> substitution<br />
of <strong>in</strong>carceration.<br />
So far, SFD has fun<strong>de</strong>d 54 projects for a cumulative sum of<br />
1 380 600€. Depend<strong>in</strong>g on the type of project, SFD can<br />
contribute up to 50 000€, the average grant be<strong>in</strong>g 27 000€.<br />

Enhanc<strong>in</strong>g our economic relations<br />
<strong>France</strong> stands as an important partner to <strong>Kenya</strong>. In 2007,<br />
<strong>France</strong> was the 16th <strong>de</strong>st<strong>in</strong>ation for <strong>Kenya</strong>n products<br />
absorb<strong>in</strong>g 1.3% of <strong>Kenya</strong>’s exports and the 11th supplier of<br />
products to <strong>Kenya</strong> represent<strong>in</strong>g 2.7% of <strong>Kenya</strong>’s imports. Note<br />
that <strong>Kenya</strong> rema<strong>in</strong>s the biggest partner of <strong>France</strong> <strong>in</strong> Eastern<br />
Africa both <strong>in</strong> terms of tra<strong>de</strong> and <strong>in</strong>vestments.<br />
2008, an unbalanced tra<strong>de</strong><br />
In 2008, tra<strong>de</strong> relations between <strong>France</strong> and <strong>Kenya</strong> stabilized.<br />
Our exports to <strong>Kenya</strong> slightly <strong>de</strong>creased by 8% to stand at<br />
168 M€ while our imports from <strong>Kenya</strong> rose to 83 M€. The<br />
tra<strong>de</strong> balance stood at 72.2 M€ <strong>in</strong> favour of <strong>France</strong>. One has<br />
to stress, however that a sizeable part of <strong>Kenya</strong>n exports to<br />
<strong>France</strong> are consi<strong>de</strong>red as exports to Netherlands (flowers).<br />
Today, <strong>France</strong> imports more than 45% of value ad<strong>de</strong>d products<br />
from <strong>Kenya</strong> aga<strong>in</strong>st 55% of gross agricultural products. This<br />
is a reflection of the mo<strong>de</strong>rnization of the country. Be<strong>in</strong>g<br />
the most <strong>in</strong>dustrialized country <strong>in</strong> East Africa, <strong>Kenya</strong> plays<br />
an important role and accounts for a huge share <strong>in</strong> regional<br />
tra<strong>de</strong> with its neighbors. This position also allows the country<br />
to export ma<strong>in</strong>ly agricultural and agro-<strong>in</strong>dustrial products to<br />
the <strong>de</strong>veloped world.<br />
2008 was a good year for French exports to <strong>Kenya</strong>, even if<br />
they have been <strong>de</strong>creas<strong>in</strong>g of 8%, they still have reached<br />
156 M€. At the European level, <strong>in</strong> 2008, <strong>France</strong> stands at<br />
the fourth position beh<strong>in</strong>d the United K<strong>in</strong>gdom (278 M€),<br />
Germany (257 M€) and Italy (226 M€). All our major export<br />
items, with the exception of car <strong>in</strong>dustry products, <strong>in</strong>termediate<br />
goods and energy products, grew positively. Our ma<strong>in</strong> exports<br />
items are ma<strong>de</strong> up of <strong>in</strong>termediate goods (35% of French<br />
export to <strong>Kenya</strong>), professional equipments goods (32 %),<br />
pharmaceutical products (11%), exceptional exports of fishes<br />

Four high level <strong>de</strong>legations visited <strong>France</strong> <strong>in</strong> 2008. On July,<br />
the M<strong>in</strong>ister for Tourism visited Paris <strong>in</strong> or<strong>de</strong>r to re-establish<br />
French Tourism confi<strong>de</strong>nce towards <strong>Kenya</strong>, ero<strong>de</strong>d by the postelectoral<br />
violence. Mid-August, a team from the M<strong>in</strong>istries of<br />
F<strong>in</strong>ance and Transport visited Le Havre port. In September, the<br />
M<strong>in</strong>istry of Immigration visited <strong>France</strong>. In November, experts<br />
from <strong>Kenya</strong> Railways Corporation went to Paris.<br />
In 2007, more than 50 000 French tourists had come to <strong>Kenya</strong>,<br />
reta<strong>in</strong><strong>in</strong>g the 5th position for foreign visitors.<br />
In September 2008, The French Embassy’s Economic<br />
Department, together with French Foreign Tra<strong>de</strong> Advisers,<br />
l<strong>au</strong>nched the <strong>Kenya</strong>n-French Bus<strong>in</strong>ess Club <strong>in</strong> or<strong>de</strong>r to gather<br />
French and <strong>Kenya</strong>n bus<strong>in</strong>essmen. Those meet<strong>in</strong>gs take place<br />
once every two month dur<strong>in</strong>g lunches followed by a presentation<br />
of a lead<strong>in</strong>g figure regard<strong>in</strong>g a current topic.<br />
All these efforts are aimed at achiev<strong>in</strong>g the same goal:<br />
reconfirm East Africa <strong>in</strong> general and <strong>Kenya</strong> <strong>in</strong> particular as real<br />
partners with Europe and <strong>France</strong>. <strong>Kenya</strong> is the gateway to the<br />
East African region.<br />

An attractive potential for French entrepreneurs<br />
Endowed with a highly skilled workforce and a healthy macroeconomic<br />
environment (a stable currency, low <strong>in</strong>flation<br />
and pru<strong>de</strong>nt budgetary policy), <strong>Kenya</strong> represents a real<br />
opportunity for French companies seek<strong>in</strong>g to take advantage<br />
of the regional market of the EAC, <strong>Kenya</strong> be<strong>in</strong>g the driv<strong>in</strong>g<br />
force <strong>in</strong> this market.<br />
With an economy that is expand<strong>in</strong>g regularly, its geo-strategic<br />
position and an important <strong>in</strong>ternational airport as a regional<br />
hub, <strong>Kenya</strong> proves its attractiveness, <strong>in</strong> spite of some persistent<br />
problems which are still h<strong>in</strong><strong>de</strong>r<strong>in</strong>g <strong>in</strong>vestments.<br />
The <strong>in</strong>terest French companies have shown <strong>in</strong> <strong>Kenya</strong> is evi<strong>de</strong>nt:<br />
among all the French companies hav<strong>in</strong>g a subsidiary <strong>in</strong> East<br />
Africa, nearly half of them are based <strong>in</strong> Nairobi and most of<br />
them have a regional mandate.<br />
A fruitful partnership<br />
On the <strong>in</strong>vestment si<strong>de</strong>, figures are improv<strong>in</strong>g quite substantially.<br />
French <strong>in</strong>vestments <strong>in</strong> <strong>Kenya</strong> exceed 550 million Euros (Sh.55<br />
billion), which translates to 10 000 jobs created for <strong>Kenya</strong>ns<br />
<strong>in</strong> various sectors like bank<strong>in</strong>g, IT, transport, construction,<br />
energy, horticulture, etc. <strong>France</strong> now ranks among the lead<strong>in</strong>g<br />
foreign <strong>in</strong>vestors <strong>in</strong> <strong>Kenya</strong>. The buyout at the end of 2007 by<br />
a consortium lead by <strong>France</strong> Telecom of 51% sharehold<strong>in</strong>g<br />
<strong>in</strong> Telkom <strong>Kenya</strong> was just but one step <strong>in</strong> foster<strong>in</strong>g this trend.<br />
French companies, or companies with French capital, are also<br />
well represented at the Nairobi Stock Exchange (NSE) with<br />
13% of the NSE total capitalization.<br />
In December 2007, two bilateral agreements were signed to<br />
facilitate both tra<strong>de</strong> and <strong>in</strong>vestments between the two countries.<br />
The first convention is a framework for regulat<strong>in</strong>g the reciprocal<br />
promotion and protection of <strong>in</strong>vestments between <strong>Kenya</strong> and<br />
<strong>France</strong> while the second allows the countries to avoid double<br />
taxation and prevent tax evasion with respect to <strong>in</strong>come tax for<br />
persons who are resi<strong>de</strong>nts of one or both Contract<strong>in</strong>g States.<br />
First class French <strong>in</strong>vestments<br />
Most French companies with <strong>in</strong>terests <strong>in</strong> <strong>Kenya</strong> are present <strong>in</strong><br />
high-visibility sectors, and are among the major employers <strong>in</strong><br />
the country: Total <strong>Kenya</strong> Ltd is one of the lead<strong>in</strong>g companies<br />
<strong>in</strong> the distribution and sale of petroleum products, employ<strong>in</strong>g<br />
almost 1 300 workers. It has a network of 100 service stations<br />
across the country (this number should <strong>in</strong>crease with the<br />
purchase of the Caltex network), result<strong>in</strong>g <strong>in</strong> a significant<br />
amount of direct French <strong>in</strong>vestments <strong>in</strong> <strong>Kenya</strong>. Bamburi<br />
Cement, a subsidiary of Lafarge Group has a staff of 1 100<br />
and operates <strong>in</strong> the construction sector. French companies<br />
such as Alcatel-Lucent and ID Matics, a subsidiary of Thales,<br />
the company that contributed to the new generation national<br />
ID cards project, are also play<strong>in</strong>g an important role <strong>in</strong> the<br />
<strong>de</strong>velopment of the telecommunications sector.<br />

<strong>in</strong> the country. In the pharmaceutical sector, SANOFI-AVENTIS<br />
and CFAO, via its subsidiary Europharma-Laborex, are present<br />
<strong>in</strong> <strong>Kenya</strong>. In the <strong>au</strong>tomobile sector as well, D.T. Dobie (acquired<br />
by CFAO <strong>in</strong> 2000) is the distributorship for Nissan, Ren<strong>au</strong>lt<br />
and Merce<strong>de</strong>s whereas Michel<strong>in</strong> has an extensive network of<br />
distributors countrywi<strong>de</strong>.<br />
In the bank<strong>in</strong>g sector, Bank of Africa Group is expand<strong>in</strong>g its<br />
network <strong>in</strong> <strong>Kenya</strong> and has Proparco (AFD group) as one of<br />
the major sharehol<strong>de</strong>rs. Other companies which are present <strong>in</strong><br />
the <strong>Kenya</strong>n market <strong>in</strong>clu<strong>de</strong>: Seureca, Sogea-Satom, Areva T&D,<br />
BCEOM, Peugeot, Bure<strong>au</strong> Veritas, amongst which Alstom and<br />
EDF, participate regularly <strong>in</strong> <strong>in</strong>ternational ten<strong>de</strong>r bids <strong>in</strong> their<br />
areas of competence.<br />
In the telecommunication sector, with the recent arrival of<br />
<strong>France</strong> Telecom, and the l<strong>au</strong>nch<strong>in</strong>g of its mobile service<br />
Orange, competition <strong>in</strong> the mobile telecommunications sector<br />
went a notch higher.<br />

the Lycée Denis Di<strong>de</strong>rot <strong>in</strong> Nairobi hosts around 470 stu<strong>de</strong>nts from 54 different countries every year.<br />
The Lycée Denis Di<strong>de</strong>rot thus symbolizes an assembly of talents around high quality French education<br />
which, from nursery school to baccal<strong>au</strong>reate level, prepares its stu<strong>de</strong>nts to jo<strong>in</strong> French universities.<br />
An open w<strong>in</strong>dow for the two countries<br />
The French community <strong>in</strong> <strong>Kenya</strong> is largely ma<strong>de</strong> up of people used to stay<strong>in</strong>g <strong>in</strong><br />
foreign countries while ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a <strong>de</strong>ep attachment to their country, <strong>France</strong>.<br />
This is ma<strong>in</strong>ly shown <strong>in</strong> two ways:<br />
- First and foremost through the French Embassy and more specifically<br />
the <strong>de</strong>partment that serves French nationals, which is an <strong>in</strong>dispensable<br />
<strong>in</strong>termediary between French nationals and between French expatriates<br />
and those <strong>in</strong> transit (tourists, tra<strong>in</strong>ees) and the government of <strong>France</strong>. This<br />
<strong>de</strong>partment is ma<strong>in</strong>ly concerned with registry matters, renewal of i<strong>de</strong>ntification<br />
papers, and distribution of social assistance or consular services.<br />
- Secondly, through associations perform<strong>in</strong>g different roles which together<br />
contribute to the cohesion of this community and to the solidarity between its<br />
members, while ensur<strong>in</strong>g a strong connection with <strong>France</strong>.<br />
The AFE (l’Assemblée <strong>de</strong>s Français à l’Étranger - the Assembly of French People<br />
Abroad) is the political representative organ for the two million French people<br />
resid<strong>in</strong>g abroad and the spokesperson for the Government, Embassies and<br />
Consuls on matters related to expatriation. It is composed of 150 representatives<br />
elected by universal suffrage as well as 12 senators, 20 qualified people and<br />
a representative of the French people of Andorra. The constituency of Nairobi<br />
covers 5 countries (Burundi, <strong>Kenya</strong>, Uganda, Rwanda, and Tanzania).<br />
Two associations present candidates for the election of representatives for the<br />
AFE: ADFE-Français du Mon<strong>de</strong> (French People of the world) foun<strong>de</strong>d <strong>in</strong> 1980<br />
and UFE - Union <strong>de</strong>s Français <strong>de</strong> l’Etranger (the Union of French People Abroad),<br />
foun<strong>de</strong>d <strong>in</strong> 1927, and its <strong>Kenya</strong>n branch, UFK, l<strong>au</strong>nched <strong>in</strong> 1981.<br />
There are other associations <strong>in</strong> <strong>Kenya</strong> which contribute to the dynamism and to the<br />
cohesion of the French community.<br />
Nairobi Accueil is associated with the Fédération Internationale <strong>de</strong>s Accueils français<br />
et francophones à l’Étranger – (International Fe<strong>de</strong>ration for the Orientation of<br />
French people and French speakers Abroad). The aim of this association is to assist<br />
new arrivals by provid<strong>in</strong>g them contacts and useful <strong>in</strong>formation and to organiz<strong>in</strong>g<br />
various activities (sport<strong>in</strong>g events, leisure activities, visits, out<strong>in</strong>gs etc.)<br />
<strong>France</strong> <strong>in</strong> <strong>Kenya</strong><br />

Lastly, the Association <strong>de</strong> Solidarité <strong>de</strong>s Français <strong>au</strong> <strong>Kenya</strong> – (Association of<br />
Solidarity of French people <strong>in</strong> <strong>Kenya</strong>) foun<strong>de</strong>d <strong>in</strong> 2001 has the objective of help<strong>in</strong>g<br />
French people <strong>in</strong> great difficulty to whom social assistance cannot be provi<strong>de</strong>d by<br />
the consulate. This help can be f<strong>in</strong>ancial (donations or loans) or adm<strong>in</strong>istrative.<br />

This gui<strong>de</strong>, “Welcome to <strong>Kenya</strong>”, conta<strong>in</strong>s all the necessary <strong>in</strong>formation<br />
required to settle successfully <strong>in</strong> <strong>Kenya</strong>, from social security cover to<br />
school<strong>in</strong>g for children and much more with chapters like “Go<strong>in</strong>g out” or<br />
“Shopp<strong>in</strong>g”. Its publication has been coord<strong>in</strong>ated by the AFE <strong>de</strong>legate,<br />
Christ<strong>in</strong>e Auclair. Edit<strong>in</strong>g of this gui<strong>de</strong> is done with help from French and<br />
French speakers associations <strong>in</strong> <strong>Kenya</strong> and advertisers with<strong>in</strong> the region.<br />
