Welcome to The Woodlands, one<br />

of the most innovative communities<br />

in the United <strong>State</strong>s born out of one<br />

of the country’s leading masterplanned<br />

communities. On behalf<br />

of the SFFMA Gulf Coast/Tri-Rivers<br />

Districts and me, we are pleased to<br />

welcome you to the 137th Annual<br />

<strong>State</strong> <strong>Fire</strong>men’s & <strong>Fire</strong> Marshals’ Association<br />

Training Conference and<br />

Convention.<br />

We are also pleased to partner<br />

with The Woodlands Waterway<br />

Marriott Hotel & Convention Center<br />

as our host hotel. A luxurious facility<br />

located in the heart of The Woodlands featuring a 70,000 sq.<br />

ft. Convention Center with excellent spaces for meetings,<br />

training, exhibits, and social events. Enjoy the outdoor pool<br />

and hot tub, fitness center, and spa in your free time while<br />

attending the convention.<br />

Our Training Conference and Convention will kick-off at 9:15<br />

AM Saturday with our annual Exhibitor Show. All booths are<br />

sold out, so be sure to stop by the vendors and thank them for<br />

supporting our Association. This is also a great time to see new<br />

technology, equipment, and tools on display.<br />

A change in the traditional schedule this year is with the<br />

Pumper Races. The races will be held at The Woodlands <strong>Fire</strong><br />

Department <strong>Fire</strong> Training Facility Saturday beginning at 4:30<br />

PM instead of Tuesday. Registration for team members will be<br />

available in the Exhibit Hall until 3 PM.<br />

I have scheduled the President’s Reception Sunday evening<br />

following the first business session. Town Green Park is exclusively<br />

reserved for our event. Four acres of green space, Town<br />

Green Park is located within walking distance of the host hotel<br />

along the banks of The Woodlands Waterway next to The<br />

Cynthia Woods Mitchell Pavilion. The reception will begin at<br />

6:30 PM with hotdogs catered by the Houston area exclusive<br />

James Coney Island. Come by and enjoy gourmet hotdogs<br />

served from the Coney Cruiser, Blue Bell ice cream, and good<br />

music.<br />

Training and education will take place on Monday and<br />

Tuesday. The Speaker and Training Committee has done an<br />

outstanding job of developing training tracks and sessions<br />

that will interest everyone. We have speakers and presenters<br />

from all over the country who will conduct fifty-six sessions in<br />

thirteen tracks during two days of training.<br />

Thank you all for taking time out of your busy lives to attend<br />

the 137th Annual Training Conference and Convention. If you<br />

have any unmet needs while here, don’t hesitate to bring it<br />

to the attention of your Executive Board or any one of the Association<br />

staff members. Relax, have a good time, and enjoy<br />

Rules of the Convention<br />

While the convention is in session we ask that you<br />

stay seated so that everyone can see, hear and<br />

participate in the business of your association in<br />

an orderly manner. We ask that you do not move<br />

around any more than necessary during the<br />

meetings, on the convention floor and especially<br />

up around the speaker’s stand; or do anything that<br />

would distract the other attendees. We are required<br />

by the Constitution and By-Laws to keep a record<br />

of the convention proceedings. Please try to keep<br />

this in mind, because this is the evidence of what<br />

went on during the conference.<br />

If anyone from the floor has anything to say, we<br />

have a microphone out in the aisle. We wish you<br />

would walk up to it, so everyone can hear and we<br />

can get it on the recorder.<br />

We are depending on recordings of our sessions<br />

to be transcribed later and become part of the<br />

proceedings, so please keep this in mind when<br />

you speak to the convention. (Identify yourself and<br />

speak clearly into the microphone.)<br />

Delegate Protocol<br />

On Wednesday morning, if you are a registered<br />

delegate to this convention, you will need to see<br />

the Sergeant-at-Arms to receive a ballot. They will<br />

mark your delegate name badge and give you a<br />

ballot.<br />

Nomination Procedure<br />

The nomination procedure is very simple. We<br />

follow Robert’s Rules of Order. The Executive Board<br />

has decided that the nominations for officers of<br />

this association will have a total of seven minutes<br />

each. This is to make your nomination, your second<br />

and any presentation you may need to make.<br />

Nominations will be alphabetical by candidate’s<br />

last name.<br />

Facilities<br />

Exhibits, Committee Meetings, Business Sessions,<br />

Memorial Service and Meal Functions will take<br />

place at the Woodlands Waterway Marriott. Pumper<br />

Races and Driving Contest will take place at the<br />

Woodlands <strong>Fire</strong> Department Training Field.

Exhibits<br />

Professional equipment and supplies will be<br />

displayed and sold by national, regional and<br />

local suppliers. The estimated 60 exhibitors will<br />

be giving away valuable door prizes throughout<br />

the Exhibit Day. Exhibits will be open from 9:15<br />

am to 5:00 pm on Saturday, June 22, 2013 at the<br />

Woodlands Waterway Marriott Town Hall Exhibit<br />

Hall. Shuttle transportation will be provided<br />

between the host hotel and overflow properties.<br />

NAME BADGE MUST BE WORN IN<br />

PROTOCOL FOR MEMORIAL SERVICE<br />

To show respect for our fallen firefighters and<br />

auxiliary members, please observe the following<br />

protocol:<br />

1. The service should be reverent and quiet. No<br />

talking; no moving around; no one coming or<br />

going from the hall.<br />

2. No smoking or use of tobacco will be permitted<br />

in the Hall. No food or drinks will be taken into<br />

the service.<br />

3. Everyone should dress appropriately for the<br />

Memorial Service. No sportswear or shorts, no<br />

caps or hats. Dress attire should be considered.<br />

4. Persons taking photos or videos should not use<br />

a flash or camera light. Photographers should<br />

stay in place and not move about.<br />

Current Reading:<br />

Section 1. Nominations of all officers and<br />

mascots shall be made at the hour designated<br />

on the official Annual Training Conference and<br />

Convention Program, during the business session of<br />

the second day of the annual conference.<br />

Proposed Change:<br />

Section 1. Nominations of all officers, mascots<br />

Conference and Convention program, during<br />

the first (1st) business session of the annual<br />

conference.<br />

LEGISLATIVE UPDATE<br />

83 rd Legislative Session Summary<br />

The Regular Session of the 83 rd Texas Legislature has<br />

finally come to a close. Governor Perry has called a<br />

special session back to address a specific group of issues<br />

including redistricting, transportation and some legal<br />

aspects of the Criminal Code. No <strong>Fire</strong> Service issues will<br />

make it to the special session. It has been a challenging<br />

session to say the least. Some in the media have labeled it<br />

the “Do Nothing” session. Statistics appear to support this<br />

view; 6061 bills were filed and only 947 (15%) of them were<br />

passed. The total number of bills filed was lower than in<br />

previous sessions, as was the passage rate.<br />

The T-FLAG Committee, members of the Executive Board,<br />

Director Barron and our Lobbyist Trey Blocker have<br />

worked very hard during the session tracking legislation,<br />

giving testimony and spending long hours at the Capitol.<br />

We greatly appreciate everyone’s active involvement<br />

including those who picked up the phone and made

calls in support of our legislation. Quite a few <strong>Fire</strong> Service<br />

related bills were introduced. Fortunately, the bad ones<br />

died. Unfortunately, so did many of the good ones. Here<br />

is a summary/status of some major initiatives:<br />

On a high note, the Rural Volunteer <strong>Fire</strong> Department<br />

Assistance Program (aka 2604 Grant) - was infused with<br />

more money than we’ve seen in a while. This program<br />

was drastically cut in 2011 (82 nd Session) from $15million<br />

allocated a year to just $7million a year. During this session<br />

funding was increased to $18million a year allocation<br />

to the grant fund. SFFMA has been working diligently to<br />

restore this program to full funding levels.<br />

We also have Representative Drew Darby (R-San Angelo)<br />

and Representative John Otto (R-Dayton) to thank for<br />

inserting language into the budget that will eventually<br />

lead to the 911 fees on phone bills being diverted into the<br />

RVFDA (2604) Program.<br />

*SB766 - SB766 by Senator Hegar has been referred to as<br />

the “Volunteer <strong>Fire</strong>fighter Protection Bill”. For many years<br />

now the volunteer fire service has been under “attack” in<br />

various forms to try and bring the volunteer departments<br />

under state agency regulation without providing a<br />

funding source for the volunteer departments, another<br />

unfunded mandate. SB766 would have prohibited<br />

such regulation. The bill was unanimously voted out of<br />

the Senate and unanimously voted out of the House<br />

committee, but unfortunately time ran out before we<br />

could get the bill heard on the House floor and it died.<br />

*SB1506/HB3221 – This bill would have allowed for other<br />

certifications issued by NFPA, ICC and SFFMA to be<br />

recognized by the <strong>State</strong> of Texas to perform basic life<br />

safety inspections. Unfortunately, these bills did not make<br />

it this session due to opposition in the Governor’s office.<br />

We are very grateful to Senator Schwertner and<br />

Representative Springer for carrying this legislation and<br />

fully expect that they will file the legislation again next<br />

session.<br />

*SB1904/HB3660 – These bills would have either moved<br />

the Texas Commission on <strong>Fire</strong> Protection to TEEX or caused<br />

TCFP to be studied over the next two years. SFFMA<br />

originally stayed neutral on these bills but ultimately<br />

decided to support them because we believed, and<br />

still do, that moving the agency’s functions to TEEX or<br />

elsewhere will save taxpayers’ dollars, reduce costs to<br />

firefighters and result in better service.<br />

As always, SFFMA continues to support every effort to<br />

encourage volunteers to become certified and increase<br />

their knowledge and skill levels. We will continue to<br />

advocate for state programs that achieve these goals.<br />

At the same time, we will remain vigilant in our efforts to<br />

defeat proposals that harm the volunteer fire service and<br />

reduce public safety.<br />

Training Conference and Convention of the <strong>State</strong> <strong>Fire</strong>men’s<br />

and <strong>Fire</strong> Marshals’ Association of Texas have enjoyed<br />

and appreciated the generous hospitality and courtesy<br />

shown them by the people of the Woodlands Township,<br />

<strong>Fire</strong> Chief Alan B. Benson, the Woodlands <strong>Fire</strong> Department<br />

Convention Committee, and members of the Woodlands<br />

<strong>Fire</strong> Department, and the officers and members of the Gulf<br />

Coast/Tri-Rivers District, and<br />

WHEREAS, we are fully aware of the money, effort,<br />

energy and time spent to make this Training Conference<br />

and Convention so highly successful, entertaining, and<br />

educational:<br />

NOW THEREFORE BE IT RESOLVED that this Association express<br />

its sincere appreciation, and heartfelt thanks to all these<br />

and all others who have worked so hard, and so long to<br />

and to the Districts Officers who do so diligently worked on<br />

KEYNOTE SPEAKER<br />

Grady P. Bray, PhD<br />

Dr. Grady Bray is a disaster<br />

psychologist with an international<br />

reputation as a lecturer, author,<br />

disaster survivor and emergency<br />

response authority. He has appeared<br />

as a subject matter expert on such<br />

diverse programs as the TODAY show,<br />

The Discovery Channel, The Learning<br />

Channel, FEMA’s Recovery Channel<br />

and was featured in a NBC Dateline<br />

segment which focused on surviving high rise fires. He has also<br />

appeared in numerous training videos and DVDs.<br />

A South Georgia native, Grady received his undergraduate<br />

degree in Biology from David Lipscomb College in Nashville,<br />

Tennessee. While in Nashville he also taught at the John<br />

A. Gupton School of Mortuary Science. After receiving his<br />

BA he returned to Georgia and worked as a pyrotechnics<br />

chemist, a high school teacher and a special counselor for<br />

disadvantaged and handicapped students.<br />

Dr. Bray received his Ph.D. in Counseling Psychology from the<br />

University of Georgia in August of 1974 and went on to work<br />

as a clinical psychologist with the Georgia Department of<br />

Human Resources.<br />

In response to an invitation from the University of Rochester<br />

School of Medicine and Dentistry in Rochester, New York, Dr.<br />

Bray joined the faculty as an Assistant Professor of Preventive,<br />

Family and Rehabilitation Medicine in 1977 and remained<br />

with the medical school until 1984.<br />

Dr. Bray started his own company in 1984 and today serves as<br />

the President of Crisis Human Services, Inc. He is an adjunct<br />

and frequent presenter for FEMA’s Emergency Management<br />

Institute and was the first Behavioral Scientist for the Disaster<br />

Mortuary Operations Response Team (DMORT). He worked<br />

the Oklahoma City bombing, numerous domestic and<br />

Hurricanes Katrina, Rita, and Ike.<br />

In 2003 he resigned as the Yates County, NY Coroner and<br />

accepted a full time position as Vice President for a Texasbased<br />

disaster company where he established the Family<br />

Assistance program and worked until 2006. Dr. Bray is active<br />

as a consultant and provides services to such diverse groups<br />

as the <strong>Fire</strong> Department of New York, The 911 Museum and<br />

Memorial as well as private and government organizations.<br />

Dr. Bray has also provided assessment, training and response<br />

teams for numerous international corporations, business and<br />

companies.<br />

SFFMA member departments and their ESD’s to provide funding for <strong>Fire</strong><br />

The program offers lower closing costs, no personal guarantees, expert<br />

financial planning, and flexible terms. Utilizing low tax-exempt rate<br />

structures, the Fund maximized a department’s buying power and may<br />
