Welcome to The Woodlands, one
in the United States born out of one
of the country’s leading masterplanned
communities. On behalf
of the SFFMA Gulf Coast/Tri-Rivers
Districts and me, we are pleased to
welcome you to the 137th Annual
State Firemen’s & Fire Marshals’ Association
Training Conference and
Convention.
We are also pleased to partner
with The Woodlands Waterway
as our host hotel. A luxurious facility
ft. Convention Center with excellent spaces for meetings,
training, exhibits, and social events. Enjoy the outdoor pool
and hot tub, fitness center, and spa in your free time while
attending the convention.
Our Training Conference and Convention will kick-off at 9:15
AM Saturday with our annual Exhibitor Show. All booths are
sold out, so be sure to stop by the vendors and thank them for
supporting our Association. This is also a great time to see new
technology, equipment, and tools on display.
A change in the traditional schedule this year is with the
Pumper Races. The races will be held at The Woodlands Fire
Department Fire Training Facility Saturday beginning at 4:30
PM instead of Tuesday. Registration for team members will be
available in the Exhibit Hall until 3 PM.
I have scheduled the President’s Reception Sunday evening
following the first business session. Town Green Park is exclusively
reserved for our event. Four acres of green space, Town
Green Park is located within walking distance of the host hotel
along the banks of The Woodlands Waterway next to The
Cynthia Woods Mitchell Pavilion. The reception will begin at
6:30 PM with hotdogs catered by the Houston area exclusive
James Coney Island. Come by and enjoy gourmet hotdogs
served from the Coney Cruiser, Blue Bell ice cream, and good
music.
Training and education will take place on Monday and
Tuesday. The Speaker and Training Committee has done an
outstanding job of developing training tracks and sessions
that will interest everyone. We have speakers and presenters
from all over the country who will conduct fifty-six sessions in
thirteen tracks during two days of training.
Thank you all for taking time out of your busy lives to attend
the 137th Annual Training Conference and Convention. If you
have any unmet needs while here, don’t hesitate to bring it
to the attention of your Executive Board or any one of the Association
staff members. Relax, have a good time, and enjoy
your Training Conference and Convention.
RULES &
10
Rules of the Convention
While the convention is in session we ask that you
stay seated so that everyone can see, hear and
participate in the business of your association in
an orderly manner. We ask that you do not move
around any more than necessary during the
meetings, on the convention floor and especially
up around the speaker’s stand; or do anything that
would distract the other attendees. We are required
by the Constitution and By-Laws to keep a record
of the convention proceedings. Please try to keep
this in mind, because this is the evidence of what
went on during the conference.
If anyone from the floor has anything to say, we
have a microphone out in the aisle. We wish you
would walk up to it, so everyone can hear and we
can get it on the recorder.
We are depending on recordings of our sessions
to be transcribed later and become part of the
proceedings, so please keep this in mind when
you speak to the convention. (Identify yourself and
speak clearly into the microphone.)
Delegate Protocol
On Wednesday morning, if you are a registered
delegate to this convention, you will need to see
the Sergeant-at-Arms to receive a ballot. They will
mark your delegate name badge and give you a
ballot.
Nomination Procedure
The nomination procedure is very simple. We
follow Robert’s Rules of Order. The Executive Board
has decided that the nominations for officers of
this association will have a total of seven minutes
each. This is to make your nomination, your second
and any presentation you may need to make.
Nominations will be alphabetical by candidate’s
last name.
Facilities
Exhibits, Committee Meetings, Business Sessions,
Memorial Service and Meal Functions will take
place at the Woodlands Waterway Marriott. Pumper
Races and Driving Contest will take place at the
Woodlands Fire Department Training Field.

the Exhibit Day. Exhibits will be open from 9:15
am to 5:00 pm on Saturday, June 22, 2013 at the
LEGISLATIVE UPDATE
12
83 rd Legislative Session Summary
The Regular Session of the 83 rd Texas Legislature has
finally come to a close. Governor Perry has called a
special session back to address a specific group of issues
including redistricting, transportation and some legal
aspects of the Criminal Code. No Fire Service issues will
make it to the special session. It has been a challenging
session to say the least. Some in the media have labeled it
the “Do Nothing” session. Statistics appear to support this
view; 6061 bills were filed and only 947 (15%) of them were
passed. The total number of bills filed was lower than in
previous sessions, as was the passage rate.
The T-FLAG Committee, members of the Executive Board,
Director Barron and our Lobbyist Trey Blocker have
worked very hard during the session tracking legislation,
giving testimony and spending long hours at the Capitol.
We greatly appreciate everyone’s active involvement
including those who picked up the phone and made
LEGISLATIVE UPDATE
calls in support of our legislation. Quite a few Fire Service
related bills were introduced. Fortunately, the bad ones
died. Unfortunately, so did many of the good ones. Here
is a summary/status of some major initiatives:
On a high note, the Rural Volunteer Fire Department
Assistance Program (aka 2604 Grant) - was infused with
more money than we’ve seen in a while. This program
was drastically cut in 2011 (82 nd Session) from $15million
allocated a year to just $7million a year. During this session
funding was increased to $18million a year allocation
to the grant fund. SFFMA has been working diligently to
restore this program to full funding levels.
We also have Representative Drew Darby (R-San Angelo)
and Representative John Otto (R-Dayton) to thank for
inserting language into the budget that will eventually
lead to the 911 fees on phone bills being diverted into the
RVFDA (2604) Program.
*SB766 - SB766 by Senator Hegar has been referred to as
the “Volunteer Firefighter Protection Bill”. For many years
now the volunteer fire service has been under “attack” in
various forms to try and bring the volunteer departments
under state agency regulation without providing a
funding source for the volunteer departments, another
unfunded mandate. SB766 would have prohibited
such regulation. The bill was unanimously voted out of
the Senate and unanimously voted out of the House
committee, but unfortunately time ran out before we
could get the bill heard on the House floor and it died.
*SB1506/HB3221 – This bill would have allowed for other
certifications issued by NFPA, ICC and SFFMA to be
recognized by the State of Texas to perform basic life
safety inspections. Unfortunately, these bills did not make
it this session due to opposition in the Governor’s office.
We are very grateful to Senator Schwertner and
Representative Springer for carrying this legislation and
fully expect that they will file the legislation again next
session.
*SB1904/HB3660 – These bills would have either moved
the Texas Commission on Fire Protection to TEEX or caused
TCFP to be studied over the next two years. SFFMA
originally stayed neutral on these bills but ultimately
decided to support them because we believed, and
still do, that moving the agency’s functions to TEEX or
elsewhere will save taxpayers’ dollars, reduce costs to
firefighters and result in better service.
As always, SFFMA continues to support every effort to
encourage volunteers to become certified and increase
their knowledge and skill levels. We will continue to
advocate for state programs that achieve these goals.
At the same time, we will remain vigilant in our efforts to
defeat proposals that harm the volunteer fire service and
reduce public safety.
Emergency Service UTV/ATV Safety Program
Roy Mercer - Director of Education, VFIS of Texas
Utility Terrain vehicles (UTVs) and All-Terrain vehicles (ATVs)
continue to gain wider acceptance and use in the emergency
service. They have given organizations a less physically
demanding, more rapid and effective response to emergency
incidents and special events. Adding UTVs and ATVs to the ESO’s
fleet provides a great benefit but also can present safety issues
if those using the vehicle have not been properly trained in the
operations and maintenance of these types of vehicles. Training
in the use of these vehicles should be part of the organizations
commitment to safety. This introductory program is designed to
review skills sets necessary for the use of these specialty vehicles.
Courage To Be Safe (Part 1 of 2) - Waterway 1
Dennis Gifford - Lumberton Fire & EMS
The “Courage To Be Safe” course is a provocative and moving
presentation that is designed to change the fire service culture
of accepting the loss of firefighters as a “normal occurrence”.
Building on the untold story of LODD survivors, it reveals how family
members must live with the consequences of a firefighter death
and provides a focus on the need for firefighters and officers
alike to change our basic fundamental safety attitudes and
behaviors in order to prevent line of duty injuries and deaths. The
central theme promotes the “courage to do the right thing” and
promoting a new culture that allows and encourages everyone to
be more observant and willing to share everyday safety concerns
in order to protect themselves and other firefighters to ensure that
INSURANCE SERVICES OFFICE (ISO)
ISO collects information on municipal fire-protection efforts in communities
throughout the United States. In each of those communities, ISO
analyzes the relevant data using our Fire Suppressions Rating Schedule
(FSRS). We then assign a Public Protection Classification from 1 to 10. The
program provides an objective, countrywide standard that helps fire
departments in planning and budgeting for facilities, equipment, and
training. And by securing lower fire insurance premiums for communities
with better public protection, the PPC program provides incentives
and rewards for communities that choose to improve their firefighting
services. ISO has extensive information on more than 47,000 fire-response
jurisdictions. For additional information, please contact Public Protection
STATE FIRE MARSHAL’S OFFICE
We believe that Prevention is the most effective means of fire
protection. We incorporate the principles of Engineering, Enforcement
and Education into innovative fire protection. Fire personnel working
in the areas of Engineering learn why fires are occurring and distill their
findings into accurate, relevant fire protection information. Enforcement
reinforces Engineering by ensuring that the public adheres to fire safety
codes and statutes. Through Education, we design and deliver vital fire
prevention services and information to the audiences and communities
most in need of it. At our core, we understand that fire is largely
preventable. We believe that through fire and life safety engineering,
enforcement and education, we can help create safer communities
and reduce the impact of fire. Contact Jesse Williams at 512.305.7941 or
