India’s Fourth Nati<strong>on</strong>al Report to the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong><br />
management levels to effectively utilize the datasets as <strong>on</strong>e of the important tools for decisi<strong>on</strong> support<br />
systems and establishment of nati<strong>on</strong>al informati<strong>on</strong> system; ii) Skill development at all levels, especially<br />
the <strong>on</strong>es related to new biotechnologies, benefit sharing mechanisms, c<strong>on</strong>temporary tools in m<strong>on</strong>itoring<br />
biodiversity biosafety protocol procedures, and sets of methodologies for evaluating ecosystem services;<br />
iii) Encouraging and providing adequate incentives to younger generati<strong>on</strong> of scientists who are willing<br />
to take up tax<strong>on</strong>omy related research; iv) M<strong>on</strong>itoring and assessing biodiversity of representative landscapes<br />
need to be taken up as l<strong>on</strong>g–term c<strong>on</strong>tinuous processes for robust scenario building and effective resp<strong>on</strong>se;<br />
v) Biodiversity c<strong>on</strong>servati<strong>on</strong> based research projects and programmes should factor in climate change<br />
parameters at the c<strong>on</strong>cept through implementati<strong>on</strong>, vi) Development of tools, methodologies and models<br />
to assess desertificati<strong>on</strong> and climate change induced processes; vii) Development of a nati<strong>on</strong>al acti<strong>on</strong> plan<br />
<strong>on</strong> c<strong>on</strong>trol of IAS that takes into c<strong>on</strong>siderati<strong>on</strong> the importance of building early warning and rapid<br />
assessments; viii) PPSs committed to resp<strong>on</strong>d to nati<strong>on</strong>al and CBD goals, and targets; ix) Development<br />
of functi<strong>on</strong>al land use planning system to promote sustainability issues; x) Special incentives for promoting<br />
sustainable and rati<strong>on</strong>al utilizati<strong>on</strong> of NTFP resources including medicinal plants; xi) Sustained research<br />
and development (R&D) efforts to focus <strong>on</strong> underground biodiversity, genetic diversity, diversity of<br />
lower plants, functi<strong>on</strong>al attributes of macro and micro-habitats; xii) Paucity of organizati<strong>on</strong>s especially<br />
those with interdisciplinary skills and expertise; xiii) Efforts to substantially increase internati<strong>on</strong>al<br />
collaborati<strong>on</strong>s for exchange visits, informati<strong>on</strong> flow and quantum of funding; and xiv) Development of<br />
innovative awareness approaches in biodiversity c<strong>on</strong>servati<strong>on</strong> focusing <strong>on</strong> the importance of mainstreaming.<br />
The overall progress <strong>on</strong> all the three objectives of the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> has been commendable c<strong>on</strong>sidering<br />
the analysis of the achievements made over the last decade. India’s commitment to further strengthen<br />
efforts to achieve 2010 target is best summed up by the major recommendati<strong>on</strong>s of XI Five Year Plan<br />
(2007-2012) document that calls up<strong>on</strong> all c<strong>on</strong>cerned stakeholders to effectively integrate envir<strong>on</strong>ment<br />
c<strong>on</strong>siderati<strong>on</strong>s into policy making in all sectors of ec<strong>on</strong>omy, augment species recovery and c<strong>on</strong>servati<strong>on</strong><br />
programmes for endangered species/ecosystems, universalize JFM, integrate coastal and marine<br />
envir<strong>on</strong>ments with human well being, coordinate programmes for combating desertificati<strong>on</strong>, and need<br />
for delineating more PAs for c<strong>on</strong>servati<strong>on</strong> of coral reefs.<br />
