I m p l e m e n t a t i o n<br />
3.1 Coordination <strong>and</strong> making decisions<br />
The implementation of the <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> <strong>Management</strong> <strong>Strategy</strong> <strong>and</strong> Action Plan will<br />
be the responsibility of a variety of Government <strong>and</strong> non-government organisations <strong>and</strong><br />
individuals. The final details of the ‘tuart strategy’ will not be known until all community<br />
feedback is gathered <strong>and</strong> analysed. The Government <strong>and</strong> the community might decide for<br />
example, that some actions are more important than others <strong>and</strong> should be given higher<br />
priority. Coordination <strong>and</strong> making decisions will be consistent with the following criteria:<br />
• there will be a coordinated approach. A ‘coordination group’ yet to be determined will<br />
be responsible for reviewing <strong>and</strong> reporting to the Minister for the Environment on whether<br />
the strategy has been effective in fulfilling the vision <strong>and</strong> reaching the designated targets<br />
for each outcome;<br />
• there will be a partnership approach. This will require the participation of appropriate<br />
peak organisations, community groups, Natural Resource <strong>Management</strong> groups <strong>and</strong> other<br />
non-government organisations in collaboration with Government agencies to reach<br />
agreement on action plans;<br />
• there will be a comprehensive approach. Because of the diversity of issues addressed<br />
in this strategy, a comprehensive approach will be required to ensure successful<br />
implementation. This is also necessary to ensure that actions have no negative or<br />
unintended effects <strong>and</strong>/or consequences;<br />
• there will be an integrated approach. The successful implementation of this strategy<br />
will require integration with other planning <strong>and</strong> Natural Resource <strong>Management</strong> policies,<br />
strategies <strong>and</strong> plans; <strong>and</strong><br />
• there will be continuous improvement. The <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> <strong>Management</strong><br />
<strong>Strategy</strong> <strong>and</strong> Action Plan is a dynamic document that will require ongoing monitoring,<br />
evaluation <strong>and</strong> improvement. Monitoring criteria <strong>and</strong> key performance indicators will need<br />
to be developed for this purpose.<br />
3.2 Implementation approaches<br />
Successful implementation of the <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> <strong>Management</strong> <strong>Strategy</strong> <strong>and</strong> Action<br />
Plan requires: (i) coordination mechanisms for, <strong>and</strong> (ii) Government agency <strong>and</strong> nongovernment<br />
organisation commitments to, funding <strong>and</strong> implementing tuart conservation <strong>and</strong><br />
management programs. This draft strategy proposes a number of implementation approaches<br />
<strong>and</strong> invites discussions on an appropriate way forward.<br />
Approach 1: Take the <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> <strong>Management</strong> <strong>Strategy</strong> <strong>and</strong> Action Plan to<br />
Cabinet for ‘decision’ that nominated agencies fund <strong>and</strong> implement actions within specified<br />
timeframes. This approach would require Government agency <strong>and</strong> non-government<br />
organisations to maintain their commitment to programs presently being funded, <strong>and</strong> to<br />
schedule <strong>and</strong> seek budget increases for unfunded programs.<br />
