FROM THE MINISTER FOR THE ENVIRONMENT<br />

Since the mid 1990s there has been growing community concern about the<br />

noticeable decline in the health of tuart trees between M<strong>and</strong>urah <strong>and</strong> Bunbury.<br />

Government <strong>and</strong> community-based action is now underway to investigate the<br />

causes behind the observed decline in tuart health, <strong>and</strong> to prepare a <strong>Tuart</strong><br />

<strong>Conservation</strong> <strong>and</strong> <strong>Management</strong> <strong>Strategy</strong> <strong>and</strong> Action Plan. As an initial step I<br />

established the <strong>Tuart</strong> Response Group in November 2001 to coordinate the<br />

development of this work.<br />

The <strong>Tuart</strong> Response Group has been very active over this period, meeting<br />

formally on 17 occasions, <strong>and</strong> initiating <strong>and</strong> completing work on a number of key<br />

projects. Of particular note is the development of an up-to-date <strong>and</strong> accurate<br />

Atlas of <strong>Tuart</strong> Woodl<strong>and</strong>s on the Swan Coastal Plain that now provides new <strong>and</strong><br />

improved information to guide future l<strong>and</strong> use decisions. In addition the<br />

Response Group’s collaborations with research institutions, industry <strong>and</strong> local authorities has<br />

resulted in the award of a three year Australian Research Council Linkage Grant from July<br />

2003 to investigate tuart health at Yalgorup.<br />

The <strong>Tuart</strong> Response Group has also been active in promoting increased community<br />

awareness about the importance of conserving <strong>and</strong> managing tuart woodl<strong>and</strong>s. For example<br />

the August 2002 Status Report on <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> Protection, summarised the latest<br />

knowledge on tuart woodl<strong>and</strong>s, <strong>and</strong> was widely distributed to stakeholders, special interest<br />

groups <strong>and</strong> the community. In September <strong>and</strong> October 2002 the Response Group conducted<br />

seven community <strong>and</strong> stakeholder workshops between Lancelin <strong>and</strong> Busselton to discuss<br />

ideas for the future conservation <strong>and</strong> management of tuart trees <strong>and</strong> woodl<strong>and</strong>s.<br />

This draft <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> <strong>Management</strong> <strong>Strategy</strong> refects the public inputs received so<br />

far, <strong>and</strong> provides an initial framework for the future development of joint Government <strong>and</strong><br />

community-based stewardship of tuart woodl<strong>and</strong>s. It proposes the following outcomes:<br />

• enhanced conservation <strong>and</strong> management of remnant tuart trees <strong>and</strong> woodl<strong>and</strong>s;<br />

• research into tuart’s biological value <strong>and</strong> tuart health;<br />

• increased community awareness of the value <strong>and</strong> benefits of tuart <strong>and</strong> its ecosystems;<br />

• effective tuart partnerships between community groups;<br />

• l<strong>and</strong> development that takes account of tuart conservation; <strong>and</strong><br />

• incentives for improved tuart management on private l<strong>and</strong>.<br />

This <strong>Tuart</strong> <strong>Conservation</strong> <strong>and</strong> <strong>Management</strong> <strong>Strategy</strong> is now released for public discussion <strong>and</strong><br />

review to ensure that what has been proposed is sound, practical <strong>and</strong> relevant to the<br />

conservation <strong>and</strong> management of the State’s remaining tuart woodl<strong>and</strong>s. It is my intention to<br />

release a final ‘tuart strategy <strong>and</strong> action plan’ later in 2004 following due <strong>and</strong> proper<br />

consideration of all community discussions <strong>and</strong> formal submissions.<br />
