Weather Make-up Days<br />

The first two days missed for inclement weather will be made up with hours accumulated by the<br />

schools in excess of the minimum 990 hours required by the standards of accreditation. Each<br />

school will develop a virtual learning plan for teachers to communicate learning work to<br />

students on at least the first two days missed due to inclement weather. This plan will be<br />

attached to the <strong>School</strong> Improvement Plan.<br />

What does the Board do?<br />

The <strong>Albemarle</strong> <strong>County</strong> <strong>School</strong> Board governs<br />

<strong>Albemarle</strong> <strong>County</strong> <strong>Public</strong> <strong>School</strong>s as a<br />

corporate body according to law. Members are<br />

elected by the citizens of the county and serve<br />

staggered four-year terms. There are seven<br />

members, six representing each of our<br />

magisterial districts and one at-large member.<br />

The <strong>School</strong> Board develops policies to govern<br />

the operation of the school system. These<br />

policies cover instructional programs, fiscal<br />

management, personnel, students, school and<br />

community relations, facility maintenance, and<br />

many other areas. Copies of policies are<br />

available online through our Electronic <strong>School</strong><br />

Board website (http://esb.k12albemarle.org) or<br />

at the county libraries, school division offices,<br />

and each of our county schools.<br />

When does the Board meet?<br />

The <strong>School</strong> Board meets regularly during the school year on the second and<br />

fourth Thursdays of each month (unless otherwise noted) at 6:30 p.m. Meetings<br />

are held at the <strong>Albemarle</strong> <strong>County</strong> Office Building at 401 McIntire Road in<br />

Charlottesville, either in Lane Auditorium or Room 241 (location noted on<br />

agendas). Copies of agenda items may be viewed through our Electronic <strong>School</strong><br />

agendas are announced in advance through the local media and on the<br />

Message from the <strong>School</strong> Board<br />

To Our <strong>School</strong> Families:<br />

Welcome to our learning community for 2013-14!<br />

It is both a privilege and a pleasure to provide you with this calendar, which not only<br />

includes the important dates for your participation in your child’s education, but also<br />

showcases some of the wonderful art produced by students from each of our 26<br />

schools.<br />

Studies long have shown that students benefit when their parents are involved in their<br />

school life, from Open Houses to Back-to-<strong>School</strong> Nights to Parent-Teacher<br />

Conferences. We hope you will have the opportunity to meet and talk with your child’s<br />

principal and teachers during the school year and that you will not hesitate to contact<br />

them with your questions or suggestions. They stand ready to help.<br />

This calendar also includes such useful information as program opportunities we offer<br />

for children and adults, the schedule for important tests during the year, meeting dates<br />

for our Board, instructions for learning of school closures or delayed openings, child<br />

nutrition and meal prices, and a directory for both school and central office staff.<br />

We also urge you to visit www.k12albemarle.org/notifications for a listing and<br />

description of all notifications the school division is required to provide to parents<br />

according to federal and state guidelines.<br />

This year we would like to thank the more than 10,000 students, parents, employees,<br />

and community leaders who shared their ideas and aspirations for our students and<br />

helped us envision what a world-class education school system should look like. Their<br />

invaluable contributions are reflected in our updated strategic plan, Horizon 2020,<br />

summarized on page 5. Our revised strategic plan supports our commitment to our<br />

mission, vision and values through five key commitments: We will engage every<br />

student; we will implement balanced assessments; we will improve opportunity and<br />

achievement; we will create and expand partnerships; and we will optimize resources.<br />

Each of us—school board members, administrators, staff and teachers—are<br />

dedicated to bringing the vision and mission of <strong>Albemarle</strong> <strong>County</strong> <strong>Public</strong> <strong>School</strong>s to<br />

life in our classrooms every day for every student, and we would like to take this<br />

opportunity to acknowledge the contributions of those who share our commitment to<br />

excellence in our school division.<br />

The Board of Supervisors continues to provide necessary financial resources.<br />

Our local businesses, civic organizations, and volunteers unselfishly offer advice<br />

and financial support, as well as internship opportunities and mentoring. Our<br />

administrators, staff and teachers bring exceptional focus and energy to their<br />

responsibilities. Our parents set high expectations for the quality of education in our<br />

county. And, of course, the enthusiasm and engagement of our students in their<br />

learning is invaluable.<br />

Message from the Superintendent<br />

Welcome New and<br />

Returning Families!<br />

One of my favorite<br />

discussions occurred<br />

during one of our<br />

summer academies,<br />

when a middle school<br />

student was explaining<br />

the mathematical<br />

principles involved in his project as a marble twisted its<br />

way down some plastic tubing. I was fascinated by his<br />

explanation and his answer when I asked him what he<br />

wanted to be once he graduated from high school. “An<br />

entrepreneur,” he enthusiastically responded.<br />

I can safely say I have asked that question of many<br />

students over the years and never received that<br />

answer. It is a sign of a different time.<br />

We have seen other examples: Our CoderDojo<br />

academy, for one. It’s a new learning environment<br />

where students of all ages and skill levels learn multiple<br />

computer languages; how to design and develop<br />

computer apps, web sites and video games; and how<br />

to program robots. We tripled the number of seats in<br />

our academy this year after our 2012 waiting list<br />

reached 1,000 students. Still, we had a waiting list of<br />

several hundred.<br />

We began a new program this past summer that<br />

certainly reflects the world around us—Maker Spaces,<br />

which teaches design and production skills to<br />

elementary school students. It’s a relatively new<br />

concept that adds the arts or creativity to the STEM<br />

subjects—science, technology, engineering and math.<br />

Students learn how to transform their own concepts<br />

from paper to finished product through the use of<br />

computer programming, electronics, robotics, 3D<br />

printing, prototyping, even music composition.<br />

These academies and our own<br />

Design 2015 pilot programs have<br />

one unifying purpose—preparing<br />

students to succeed in their own<br />

century—the 21st century—and<br />

leaving behind the instructional<br />

methods and approaches that<br />

prepared many of us for a<br />

century gone past.<br />

This year we began the second<br />

year of our Health and Medical<br />

Sciences Academy at Monticello<br />

High <strong>School</strong>. Open to all public<br />

school students in the county, the<br />

academy uses case studies and<br />

project-based learning to prepare students for success<br />

in the broad range of health-related professions that will<br />

be required in the future, from technician to EMT to<br />

veterinarian to physician.<br />

This also will be the planning year for a third center of<br />

excellence in our division—an Environmental Studies<br />

Academy at Western <strong>Albemarle</strong> High <strong>School</strong>. Given the<br />

need for professional expertise in the clean energy<br />

field, applied technologies for agriculture, the use of<br />

Geospatial Information Systems, oceanography, and<br />

research and policy, our graduates can have a<br />

significant impact on shaping the world’s quality of life.<br />

MESA, <strong>Albemarle</strong> High <strong>School</strong>’s Math, Engineering &<br />

Science Academy, just graduated its first class of<br />

students who completed four years in the program.<br />

Collectively, these students earned over $1 million in<br />

academic scholarships to such nationally-renowned<br />

engineering schools as MIT, Purdue and Stanford.<br />

While the dynamic power of technology and the global<br />

economy and environment will create significant<br />

Learners<br />

The Superintendent offers parents six tips for supporting<br />

learners in the transition back to school and building<br />

good working relationships with teachers:<br />

1. Re-establish your child’s bedtime routine.<br />

If your child has been staying up later on summer<br />

evenings, begin to adjust his/her sleep schedule<br />

back to school year bedtime hours at least one<br />

week before school starts. A well-rested child is a<br />

more attentive child in school. In fact, the symptoms<br />

of too little sleep and attention disorders are very<br />

similar. A good night of sleep pays off for your child<br />

in school.<br />

2. Discuss breakfast and lunch choices that<br />

sustain energy and promote wellness.<br />

Diet impacts body chemistry in a variety of ways—<br />

particularly a child’s sugar, salt and fat intake. The<br />

U.S. Department of Agriculture offers a number of<br />

website resources at http://teamnutrition.usda.gov<br />

regarding healthy lifestyle choices for children that<br />

address diet, wellness and fitness.<br />

3. Plan to attend your school’s Open House and<br />

Back-to-<strong>School</strong> activities.<br />

For both younger and older children, going to<br />

school with you to meet teachers sends a message<br />

from the start that you will be involved as a partner<br />

with the teacher in supporting your child’s<br />

education. See pages 10-11 for your school’s<br />

schedule!<br />

4. Consider volunteering in any way you can.<br />

The countless and varied tasks performed by<br />

volunteers are vital to the continued operation and<br />

success of our schools. Sharing your life<br />

experiences, memories, technical know-how, or<br />

friendship with a young person can make a huge<br />

impact on a student’s life and achievement. Get<br />

5. Don’t wait to contact your child’s school about<br />

a question or concern.<br />

Little problems quickly can escalate into larger<br />

PSAT/NMSQT<br />

The Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT)<br />

measures critical reading skills, writing skills, and math problem-solving skills, and<br />

provides first-hand practice for college entrance exams, such as the SAT. Taking the<br />

test can qualify students for scholarships and other honors. Typically, students take<br />

the test as sophomores and juniors, although some take it earlier. High schools will<br />

offer the PSAT/NMSQT on Wednesday, October 16, 2013.<br />

Schedule Changes Due to Inclement Weather<br />

Every school day, our buses travel a geographical area of nearly 750 square miles to transport our students to and from school. The<br />

decision to change the school schedule or cancel school due to inclement weather is based solely on student safety and takes into<br />

consideration:<br />

Road conditions for bus travel and student and staff drivers;<br />

Weather forecasts; and<br />

Assessments by law enforcement, the Virginia Department of Transportation, and other localities.<br />

The school division considers four options when bad weather becomes a factor in the school schedule:<br />

Delay the opening of school by one hour;<br />

Delay the opening of school by two hours;<br />

Dismiss school early; or<br />

Cancel school for the day.<br />

<strong>Albemarle</strong> <strong>County</strong>’s large size and mixture of rural and urban settings creates a unique challenge for the school division in<br />

determining school delays and closings. Our buses travel roads ranging from multi-lane highways to narrow dirt roads crossing<br />

mountains and one-lane bridges. Often roads in the urban ring around Charlottesville may be clear while those in more rural areas<br />

may be inaccessible for a longer period of time following a storm. When a significant portion of the county’s roads cannot be<br />

navigated safely by school buses, the decision is made to close school.<br />

Notification of <strong>School</strong> Schedule Changes<br />

Families can learn the division’s school schedule status during inclement weather in several ways:<br />

Receive an alert from the Electronic <strong>School</strong> Notification System.<br />

Parents are provided an opportunity at the start of each school year to enroll to receive electronic notifications from the school division<br />

by phone (landline or cellular) and/or e-mail. Parents also may enroll at any time by contacting their child’s school.<br />

Call the <strong>School</strong> Schedule Hotline.<br />

Inclement Weather Make-Up Days<br />

The first two days of school missed due to inclement weather will be made up with<br />

hours accumulated by the schools in excess of the minimum 990 hours required by<br />

the Virginia Standards of Accreditation. Each school will develop a virtual learning plan<br />

for teachers to communicate learning work to students on at least the first two days<br />

missed due to inclement weather. This plan will be attached to the <strong>School</strong><br />

Improvement Plan.<br />

If more than two days are missed due to inclement weather, families and staff should<br />

plan for the school year to extend beyond June 6, 2014. The third and additional<br />

missed days will be made in the following order: June 9, 10, 11 … Teacher work days<br />

at the end of the year will move in accordance with make-up days and will not be lost.<br />

Child Care Arrangements<br />

Please make certain your child’s school has current information regarding where your<br />

child should go in the event of an early closing.<br />

The <strong>Albemarle</strong> <strong>County</strong> Extended Day Enrichment Programs (EDEP) offers the<br />

Inclement Weather Program. It typically operates on the second consecutive day of<br />

school closure due to inclement weather from 8 a.m. to 6 p.m. at Mary C. Greer<br />

Elementary <strong>School</strong>. Any student enrolled in an <strong>Albemarle</strong> <strong>County</strong> elementary school<br />

(pre-kindergarten through fifth grade) is eligible to participate; however, students must<br />

be pre-registered to attend.<br />

Extended Day Enrichment Programs (EDEP) are operated by the<br />

EDEP seeks to provide quality attention, thoughtful guidance, authentic<br />

experiences, and engaging activities to enhance and expand the learning<br />

of <strong>Albemarle</strong> <strong>County</strong> students.<br />

EDEP offers three separate programs:<br />

After-<strong>School</strong> Enrichment Program (ASEP) operates each full day<br />

in all elementary schools from the time school dismisses until 6 p.m.<br />

Inclement Weather Program typically operates on the second<br />

consecutive day of school closure due to inclement weather from<br />

8 a.m. to 6 p.m. at Mary C. Greer Elementary <strong>School</strong>.<br />

Student Holiday/Spring Break Program operates on selected<br />

student holidays from 7 a.m. to 6 p.m. at Mary C. Greer Elementary<br />

<strong>School</strong>.<br />

These programs are funded entirely by the tuition and fees collected for<br />

their use. Enrollment is limited. Financial assistance is available.<br />

Summer <strong>School</strong> Programs<br />

<strong>Albemarle</strong> <strong>County</strong> <strong>Public</strong> <strong>School</strong>s offers summer programs<br />

for elementary, middle and high school students.<br />

Elementary and Middle <strong>School</strong> Summer Programs<br />

Elementary and middle school principals will notify parents<br />

if their child is recommended to attend summer school.<br />

Summer school for K-8 students typically begins in early<br />

July and lasts for 20 days. For 2014 summer school dates,<br />

please contact your child’s school office.<br />

High <strong>School</strong> Summer Program<br />

Registration for high school summer sessions begins in<br />

May. A schedule of classes and registration forms will be<br />

Behind-the-Wheel Training<br />

In-car training is available throughout the school year on weekdays from 7:30 to 8:30 a.m.,<br />

4 to 6 p.m., or 4:15 to 6:15 p.m., as well as during the summer. Requirements apply.<br />

Parent Seminar for Teen Drivers<br />

Before a student younger than 18 can register for Behind-the-Wheel training, a parent/guardian<br />

must attend a free Parent Seminar and receive a certificate of attendance. Seminars are offered<br />

monthly at each high school.<br />

Safety is our goal! <strong>Albemarle</strong> <strong>County</strong>’s driver education program, including a combination of<br />

classroom instruction, behind-the-wheel, and parent seminars, has resulted in lower teen crash<br />

rates. <strong>Albemarle</strong> <strong>County</strong>’s crash rate for first-year teen drivers is 4.17 percent, compared to the<br />

state average of 4.27 percent.<br />

Hunter Safety<br />

All first-time hunters (no previous license) and young persons under age<br />

16 are required by state law to pass a certified Hunter Safety Course,<br />

including six hours of instruction. The course covers wilderness survival as<br />

well as bow hunting, muzzle loading firearms, and modern shotguns and<br />

rifles. Those completing the course will receive a certificate, I.D. card, and<br />

a patch. The course is open to ages 10 and up; however, students in<br />

elementary or middle school must attend with a parent. Participants must<br />

attend both nights of the course to receive credit.<br />

All Hunter Safety registrations are handled through the Virginia Department<br />

of Game and Inland Fisheries. Register online at<br />

Breakfast and Lunch<br />

Breakfast provides students with the energy and nutrients<br />

needed to keep on task throughout the school day. Breakfast<br />

is available at all schools, except Broadus Wood.<br />

All elementary, middle, and comprehensive high schools in<br />

<strong>Albemarle</strong> <strong>County</strong> offer school lunch as part of the National<br />

<strong>School</strong> Meal Program. All items sold in school cafeterias meet<br />

the nutritional standards set by this program, as well as those<br />

implemented by the Child Nutrition Program.<br />

Menus<br />

<strong>Albemarle</strong> <strong>County</strong> <strong>Public</strong> <strong>School</strong>s menus are planned by a<br />

nutritionist and follow the regulations set forth in the Healthy<br />

Hunger Free Kids Act of 2010. As part of the updated USDA<br />

school meal regulations, students must choose a serving of<br />

either fruit or vegetables to qualify their meal as a school lunch.<br />

Each day, a variety of entrée choices, featured salads, fresh<br />

fruit and vegetables, and whole grains are offered. A la carte<br />

items, such as yogurt, fresh fruit and reduced-fat snacks, are<br />

available as well. Menus are sent home monthly with each<br />

elementary student; middle and high school menus are posted<br />

in the schools; and all menus can be viewed online at:<br />

Free and Reduced Price Meals<br />

An Application for Free and Reduced Price Meals is included in<br />

every student’s annual school registration packet. Additionally,<br />

the application is available at each school office and online at<br />

www.k12albemarle.org/childnutrition. Families are encouraged<br />

to complete the application if they believe they may be eligible<br />

for free or reduced price meals. Eligibility status is completely<br />

confidential, and applications are accepted at any time.<br />
