another great edition. Thank you to all the

members who contributed to this edition.

How are you doing on your 2010 goal of

getting your Rolls-Royce/Bentley safe and

ready for the road? I hope you are already

on the road and enjoying every minute.

Did you make it to Spring Meet in College

Station? There were abundant wildflowers

everywhere. Beautiful, scenic back roads

to explore and delicious food, including

Blue Bell Ice Cream! One failure to proceed

(FTP) on the way to the meet, one FTP

during the meet and one accident involving

a Rolls-Royce. Thank you Sneed and Anne

Adams and Eddy and Cheri Bridges for

all the work you did to make this Spring

Meet a relaxed, enjoyable event from start

to finish.

I was fortunate to be able to attend the

33rd National Inter-Regional Meet in

Orlando, Florida in February, along with

other Texas Region members. A few Texas

Region members had discussed the desire

and possibility of hosting the National

Inter-Regional in San Antonio TX in early

2011. We put together an event outline

and Texas Region Board member/National

Board member Sneed Adams presented the

idea to the National Activities Committee.

Sneed also presented the idea of holding

the National Annual Meet in San Antonio

in 2013.

The Activities Committee liked the idea

of the Inter-Regional being in Texas,

but thought that hosting both the Inter-

Regional and a National Annual Meet in

the same city within two years of each other

would decrease attendance (been there,

done that).

So, Sneed, thinking on his feet, suggested

Austin TX as the site for the National

Inter-Regional in 2011, leaving the

National Annual Meet in San Antonio TX

for 2013. The Activities Committee agreed

with the change and approved the Inter-

Regional for Austin TX for 2011, and will

vote on holding the 2013 National Annual

Meet in San Antonio TX during the 2010

National Annual Meet in Toronto this


Your Texas Region Chairman, Phillip

Reese, is the Chairman of the 2011

National Inter-Regional, which will be

hosted in Austin TX from Wednesday,

March 23 to Sunday, March 27, 2011.

Please mark your calendars and plan

to attend. We will need Texas Region

members from all over Texas to volunteer

for a wide variety of tasks before and during

the event.

Also, because of the National Inter-

Regional being hosted in Texas next year,

the Texas Region will not hold the annual

Spring Meet. Instead, the National Inter-

The next statewide Texas Region event will

be the Fall Tech Seminar, Friday, November

5 to Sunday, November 7, 2010, in Austin

TX. Please mark your calendars. This year’s

Fall Tech Seminar is going to be different

in terms of seminar leaders and possibly

content. Texas Region Technical Chairman

Dale Clark is working on selecting two

seminar leaders who have not been to the

Texas Region in a while to be our expert

mechanics. I will keep you posted as plans

progress. The host hotel (Homewood

Suites) and the host garage (Bentley Austin)

will be the same as last year.

for 2011 National RROC

Inter-Regional Meet

The Rolls-Royce Owners’ Club National Board

selected Texas as the site of the 34th National

Rolls-Royce Owners’ Club Inter-Regional!

This is a major coup for the Texas Region and will

mark the first time our region has been the site of a

National Inter-Regional meet.

The Inter-Regional will be held in Austin from

Wednesday, March 23, to Sunday, March 27,

2011. Please mark your calendars.

The Inter-Regional is considered to be a “miniversion”

of the National Annual Meet, with

members and guests attending from all over the

United States and the world.

The National Board chose Austin as the 2011 Inter-Regional

site during a meeting last February at the 33rd Inter-Regional

at the Gaylord Palms Resort in Orlando, FL, on a motion by

Sneed Adams. Sneed is a member of the Texas Region Board

and the National Board. Thanks, Sneed!

With the National Inter-Regional meet being held in Texas next

year, the Texas Region will not host our annual Spring Meet.

Instead, we will have the 34th National Inter-Regional meet as

our “Spring Meet on Steroids,” with members from everywhere!

Phillip Reese, your Texas Region Chairman, has volunteered to

be the National Inter-Regional Meet Chairman.

A Letter to Texas Region Members

concerning the 34th National Inter-Regional

and Volunteer Opportunities:

Dear Texas Region Members:

As some of you may already know, several Texas Region members have volunteered

to host the National 34th Rolls-Royce Owners’ Club Inter-Regional Meet in Austin

TX in March 2011. Your Texas Region Chairman, Phillip Reese, is heading the Inter-


The Inter-Regional is a National event to which ALL Rolls-Royce Owners’ Club

members are invited. The Inter-Regional will span several days (Wednesday, March

23 to Sunday, March 27) and will include technical sessions, group dinners, breakfast

runs, driving tours, bus tours, a car show, a vendors’ market, the National Rolls-Royce

Owners’ Club Board meeting and the Rolls-Royce Foundation Board meeting.

Because the Inter-Regional is being hosted in Texas next year, the Texas Region will

not have our annual Spring Meet. Instead, the Inter-Regional is our “Spring Meet on

Steroids” with Rolls-Royce Owners’ Club members from all over the nation/world


The exact venue in Austin will be selected shortly. It is anticipated that member and

guest attendance at the Inter-Regional will exceed 200.

One aspect of this Inter-Regional that is unique is that the Rolls-Royce and Bentley

car show on Saturday will be open to the public with an admission charged benefiting

the Boy Scouts and the Rolls-Royce Foundation. Other nonprofits (local and

national) are being invited to set up booths on the car show grounds. The car show

will be People’s Choice with the public and Rolls-Royce and Bentley owners being able

to vote for their favorite in several categories. There may be local Celebrity Judges as


The Inter-Regional will require a great deal of time and effort by a number of people.

Those of us who have volunteered to lead this effort would like to ask for your

assistance in preparing for this National event.

The Inter-Regional Committee is looking for assistance in the areas listed on the

right. If you feel that you can dedicate some of your valuable time and talent to this

event, please contact me via email or telephone as soon as possible.

In addition to the Inter-Regional event in Austin next year, several Texas Region

members will be submitting a proposal to the National Rolls-Royce Owners’ Club

Board in July to host the Rolls-Royce Owners’ Club National Annual Meet in San

Antonio, TX in June 2013. The Inter-Regional will be our training ground for the

National Annual Meet, so to speak.

I hope many of you, from every geographic area of Texas, will find the time to support

this effort. It will give the Texas Region the opportunity to showcase Texas and the

spirit of the Texas Region to all attendees.

We have all heard about

the magnificent

Phantom III and its

V-12 engine. The P III

went into production

in 1936 and ended in

1939 with the outbreak

of WW II. 719

examples were produced.

The P III used a newly designed

7.34 liter, 60 degree V-12 engine

with overhead valves. This

style of engine was developed by

Rolls-Royce in the early 30s as

an aircraft engine. This was the

famous Merlin engine used in

the Spitfires and later in the US

P-51 Mustangs. Rolls-Royce

produced a V-12 for the P III to

remain in competition with the

other luxury brands that were

producing cars with V-12s and

V- 16s.

Pete tells me that much of the

malfunction of this engine was

due to plugged oil flow passages

and corroded water flow passages.

A lesson for us all. Keep

the oil in your engine fresh and

maintain your cooling water’s

In the January-February 2010 issue of the Lone

Star Lady I penned a piece about changing the

bias tires on my ‘53 R-Type Bentley to radial tires

with a bias profile. I also wrote about the misfortune

of having tubes with some form of factory

blemish which thinned the wall of the tubes which

caused two of them to fail while driving on I-10.

After experiencing another tube failure on I-59 en

route to participating in the RROC Spring Tour

of the Natchez Trace, I decided to try a different

I wanted to remain with

radials because of the safety

aspect of this type of tire.

The original bias tire, 650-

16, was 29.38 inches high,

had a cross section of 7.53

inches and had 5 inches of

tread width.

I found a production radial that

came very close in size to the

original bias tires. It was designed

to mount on the Bentley’s 5 inch

wide wheel rim. The 215-85 R16

is 30.39 inches high with a cross

section of 8.47 inches. Before I purchased

4 new tires I mounted a used tire

on one of my rims and installed it on the

front of the car to check clearances and

make sure there were no impacts between

tire and steering arms. This test proved


There are many choices in tread design

for this type of tire as it is basically a light

truck tire. Most manufacturers produce

this type tire. You do have to look

carefully to find one with a passenger

car tread design. Unfortunately, I did

not see any tires with white walls. This

production radial works on the Bentley

because it is designed to fit a 5 inch to 6

inch wheel rim. I was not able to find a

standard production 16 inch size passenger

car radial that would fit a 5 inch

wide rim.

I worked with the people installing

the tires and we decided to mount

them without tubes. We applied 40

psi to the tires and placed them in a

water tank to see if the rims leaked.

There were no indications of leaks.

We shall see what happens under


The result is I now have a 53 R-Type

with modern and genuine tubeless

radials installed. The appearance is

OK, although it is interesting how

the appearance is altered by having a

tire only 1 inch greater in diameter.

I took the Bentley for a trial run up

the interstate. Color me deeply impressed

with the improved ride, feel,

and steering. I will report later after

a long distant shakedown cruise.

Sharon Galvan reported that the minutes

from the last Board meeting had been

unanimously approved and printed in the

LSL for all members to read. Also, an

electronic vote was unanimously passed by

the BOD for plaques to be presented at the

Spring Meet to the Bethunes, Bridges, and

Adams for their planning and coordination

of the event.

Treasurer’s Report:

Vernon Frost discussed ideas how to

increase attendance at Region Events. It

was reported that National is putting

together a survey of what members would

like and share with the Regions. Recap of

2009 finance report was published in the

January/February issue of the LSL and approved

by the BOD. Vernon submitted his

recent report to the Board, it was discussed,

and Sharon Galvan made the motion to

approve the report, which was seconded by

Eddy Bridges. The motion passed unanimously.

Membership Report:

Sneed Adams is waiting for the official

numbers from National. In December

of 2009, membership was 309. Cathie

Mouton is on the National committee that

is doing the survey to improve membership.

When completed, the survey will be

included in the LSL and sent to all 400

RROC Texas Region members. The BOD

thought a survey would be a useful tool,

and Cathie made a motion to create the

survey, Sneed Adams gave a second, and it

was passed unanimously by the BOD.

National Report:

Sneed Adams said many issues are being

discussed at the National level. Among

those are the 2010 budget, and initiatives

to decrease costs. The focus at the next National

Board meeting in Toronto will be the

budget. Dues have been increased $10 this

year and new sponsors are being courted.

Editor’s Report:

Steve Krazer reports that the next LSL will

be in June and include the membership

directory. He encouraged members to

submit interesting articles regarding events/

occasions their PMC had participated in,

and also articles regarding colorful former

Region members who might be of interest

to the readers.


A discussion was held about the location of

the annual Tech Session and what location

would attract the most members. After

much discussion, Sharon Galvan made a

motion to keep the Tech Session in Austin,

Phillip Reese gave a second, and the motion

passed unanimously.

Al Briseno made a motion for Dale Clark

to talk with John Palma to come to the

Tech Session and do a program for the

members, along with a proposal of the cost

to the BOD. Tim Myrick gave a second,

and the motion passed unanimously.

Sneed Adams discussed a Labor Day tour

and will come up with a proposal for the


Inter-Regional Meet:

A discussion was held to propose this to

National that it be held in Austin in 2011

and to merge it with our annual Spring

Meet. The Texas Region members would

serve as host. Sneed Adams made a motion

that the Texas Region RROC BOD in lieu

of support of the 2011 Interregional Meet

being in Austin, have

our Spring Meet during

this event. Cathie

Mouton gave a second,

and the motion passed


Spring Meet 2012:

Sneed Adams made a

motion to have the 2012

Spring Meet in Abilene,

Texas. Eddy Bridges

gave a second, and the

motion was passed


June 2013 National


A discussion was held regarding making a

bid to National for the 2013 National meet

to be held in San Antonio. Al Briseno

agreed to head the committee and serve as

host for the event if San Antonio is chosen.

Sneed Adams made a motion for the BOD

to give a vote of confidence and support

to Al and our assistance in this endeavor.

Eddy Bridges gave a second, and the motion

passed unanimously. Sneed and the

entire BOD commended Al Briseno for

taking on hosting a National Meet.


With no other business to discuss, a motion

was made by Dale Clark, and seconded

by Tim Myrick to adjourn the meeting

at 10:36 AM CDT. Motion passed

The Texas Region Spring Meet Committee and

Mother Nature held extensive negotiations leading

up to the weekend of March 26 & 27. Mom

insisted that winter was not over, it was still March

and by golly the Friday agenda demanded thunderstorms

with occasional sleet and zero visibility until

1 PM. The Saturday program was a clear violation

of March’s integrity and the best that Mom could

offer was a continuous drizzle and 48F. The Region

held steadfast to its position that even though this was

March the Region had given up April in good faith to

National to hold the Natchez Trace Spring Tour. This

exceptional good deed to support and highlight the

bounty of Mom’s beautiful Natchez Trace was worth

1000 bright yellow Texas Dandelion Points and thus

Texas was entitled to benevolent consideration.

To cut short a long and grueling story

of threats and recriminations, Mom

acquiesced and conceded great weather

to the Region. She did however withhold

the wildflower blooming one

week. We subsequently learned that she became

depressed about being so nice and called her not

so pleasant brother over at Fail to Proceed Central

and asked him to put the hex on some of the cars.

So next time we stick with April or we get a better


The Texas Region held its annual Spring Meet in

College Station March 26 th and 27 th . 66 Members

and Guests gathered for touring, fine dining and

great weather. There were 28 PMCs present

ranging from Henry’s 1929 PI to Ralf’s 2002

Continental and Phillip’s 2002 Arnage.

Friday the Tour cavalcade departed the motel

at 10 AM after a very leisurely breakfast. Did I

mention the schedule for this meet was laid back,

Motoring south of College Station cross country

80 miles through Anderson, TX, and the Grimes

County Courthouse built in 1893 brought us to

Lillian Farms for lunch. Alas, the bluebonnets

had not bloomed at Lillian, but we had a great

lunch under the trees in the side yard of the elegant

Victorian home.

After lunch we descended en masse on the Blue

Bell ice cream emporium in Brenham. They

accommodated the lot of us in the last tour of the

day. Afterwards we all got ice cream of our choice.

Darn, it was the last tour of the day. Can we come

back tomorrow?

After arriving back at the hotel the dedicated tire

kickers held a two hour multi-tasking conclave in

the parking lot while a large disgruntled group of

Members started washing the Tour dust and dirt

off their cars. Some silly tour leader took the entourage

down 4 miles of Texas dirt road. Everyone

knows Texas dirt roads are sprayed with super glue.

What was he thinking? Saturday morning the

car washing continued right up to the departure

for the BNB Ranch in Caldwell, 30 miles west of

College Station.

We lined up the 28 cars under the oak trees at

Xavier’s BNB Ranch. What a nice setting to have

a fine line up and judging. More tire kicking

ensued mixed with lots of that good ole laid back

socializing. We did BBQ lunch in true Texas style

in the shade of the trees and finished it off with

peach cobbler. Yee haa. Nap time. Heck with this

judging thing.

Tim was having none of this slacker business and

we finally mustered the energy to get out on the

line and judge them dogies.

The Texas Region Spring Membership was

honored to be host to a special Member from

Florida. Fred and Sarah Kenfield attended the

meet as guests of Guy Clumpner and his wife Julie

Kenfield. Fred and Sarah have been Members of

RROC for 47 years. He joined the Club in 1963.

Anne and I met Fred and Sarah at a Florida Region

Meet in 1973 shortly after we joined the Club.

Fred has been very active in the Club and was a

National Judge for a number of years. Fred is 89

years old this year and he did quite well getting

around the judging line at BNB Ranch. Thanks

for coming Fred and Sarah. We hope to see you

again soon.

It was clear no one wanted to leave BNB Ranch

but the sun was sneaking west and the banquet

was not far away…and it was Fox Hunt time. It

was Simon and Garfunkel who had 50 ways to

leave your lover. The Fox Hunt had 50 miles and

32 ways to find your way back to College Station.

The competition was fierce. There was a 3 way

tie for first place and we had to resort to using the

devious tie breaker questions to finally award the

Fox Hunt trophy to Mary and Jeff Goodloe.

The Awards Banquet was held at the Miramont

Country Club, an elegant establishment befitting

our presence. We enjoyed a fine meal with an outstanding

social evening. Tim presented the awards.

Senior Award Winners under the Club’s porte

A Day at the Rolls-Royce Ranch

It was Saturday and we had to get up really, really early to make it on

time. We were going to our first Rolls-Royce show! Daddy was going to

drive grandpa’s big glossy black Rolls-Royce way out into the country to

visit a ranch where people will line up their Rolls-Royces to be judged.

My brother, Trevor, and I had the huge backseat to ourselves to play in

while daddy drove to the ranch! The seat belts were just like the ones

on the airplanes!

We stopped at a motel to join the rest of the caravan on our way to

the ranch. We saw a really pretty yellow car that’s probably from before

Grandpa was born.

When we arrived at the ranch there were some

cows and noisy dogs. There were two black labs

and a golden retriever. Trevor and I played with

the dogs.

Trevor and I got to hang the ribbons on all of

the cars.

That was so fun! I hung my ribbon in my room

above my bed. We had a huge BBQ feast,

where I ate a ton of bread, then I helped

Dad clean the car. Later some judges came

to look at the car and wrote things down.

We had a great time at the ranch. When

can we come back?

Daddy said that Grandpa’s car won a big red

ribbon! I hope Grandpa will let me keep that

ribbon too.

National Spring Tour

from Nashville to

Natchez along the

historic Natchez Trace.

Hosts Kelly Kyle and Hal

Caudell planned out the week

to the last detail, and all their

countless hours of work paid off

with a tour that was a pleasure

for all!

Bill Vatter from Georgia summed it

up. He said, “being able to see my old

friends, and meet a few new people, and

kicking tires… That’s what I enjoy most

about these tours... And somebody puts

together what he thinks are good things

to see their part of the world, and it’s

always something that you wouldn’t see if

you just came here by yourself!”

Notable stops on the tour included

Helen Keller’s and Elvis Presley’s birthplaces,

and the homes of authors William

Faulkner and Eudora Welty. We also

visited a Frank Lloyd Wright house, the

Tupelo Auto Museum, the Mississippi

Governor’s Mansion, and just about

every notable spot along the Trace. In

Clinton, we stopped at the studios of

watercolor artist Wyatt Waters and received

our tour gift, his illustrated

cookbook with our own

individual cars drawn

as a dedication!

Of course, some claim that driving tours

are really just excuses to travel with

friends from one great eating spot to another.

This tour was no exception, with

outstanding food from lowly biscuits

at the Loveless Café to fancy filet at a

the 360 Grille revolving restaurant high

above the Wilson Dam. Richard Branyan

once again hosted the group for dinner

and music at his home in Natchez.

Article I. Name of the Club

The name of the club shall be Texas

Region, Rolls-Royce Owners’ Club, Inc.

Article II. Location of the Club

The geographical boundary for the Texas Region will be the

same as the boundary for the State of Texas.

Article III. Purpose of the Club

The purpose for which the Texas Region is founded is

identical to those outlined in Section 1, Article 4 of the By-

Laws of the Rolls Royce Owners’ Club, Inc., with particular

emphasis on activities and the interchange of information

regarding Rolls-Royce and Bentley automobiles domiciled

in the geographical region as outlined in Article II.

Article IV. Membership

Any member of the Rolls-Royce Owners’ Club, Inc. may

apply for membership in the Texas Region. Spouses or a

“member of the household” (maximum of one per active

member) will have the right to vote and to hold office in the

Region only if this person is also a member in good standing

of the Region.

Article V. Dues

The annual dues shall be determined by the Board of Directors

of the Texas Region, and shall be in addition to the

RROC, Inc. dues. Dues shall be for the calendar year.

Article VI. Officers and Directors

The Board of Directors shall consist of the following positions:

Article VII. Terms of Officers and Directors

Chairman shall be limited to three consecutive terms (three

consecutive years). After one intervening year said Chairman

may be eligible for re-election.

Directors shall be elected for a three-year term and shall be

eligible for re-election to one additional Three-Year term (a

total of six consecutive years). They may again be eligible

for re-election after one intervening year. Directors at-large

elections shall be staggered so that only one director will be

up for election or re-election in any one year.

The terms for the officers and directors shall begin on January

1, and end on December 31 of the appropriate year.

Article VIII. Election of the Officers and Directors

The Regional Chairman, with approval of the Board, will

appoint a nominating committee of a total of three persons.

The committee chairman shall be the Regional Secretary.

In addition to the committee chairman, the nominating

committee shall consist of one regional member at-large

and one Board member. This committee will submit and

nominate one person for each of the officers and directors

outlined in Article VI, after ascertaining that such member

can and will serve.

Ballots listing the slate of officers and directors previously

nominated shall be included with the September/October

issue of The Lone Star Lady and sent to all dues-paying

members of the Region. (deleted: no later than October 30

each year) Ballots shall include spaces for write-in candidates

by the members. Additionally, ballots shall be pre-numbered

or otherwise identifiable so they can be properly certified.

In order for votes to be valid they must be returned to the

designated nominating committee member no later than

the Thursday prior to the fall Board meeting, so that those

elected may be announced prior to January 1 of the ensuing

year. The designated committee member receiving the

ballots shall maintain the envelopes unopened and ensure

they are taken to the fall Board meeting where they shall be

opened and counted.

Nominees receiving a simple majority of the votes cast shall

be deemed to be elected.

Article IX. Duties of the Officers and Directors

The Regional Chairman shall:

1. Preside at meetings of the Board of Directors.

2. Appoint committees, and have all the powers and duties

usually vested in a presiding officer. He will determine the

date, time and location of the Board of Directors’ meetings,

giving at least 15 days notice of such meetings.

3. Notify any Affiliate or Regional Officer who has been

suspended or removed by the Board of Directors subject

to the provisions of the laws of the State of New York and

the procedures provided by Section VII, Article 8 of these


4. May set the time and place for the extraordinary meetings

of the Board of Directors.

5. Respond to any formal request or challenge by a Regional

member as directed in Article XIV.

The Secretary shall:

1. Chair the nominating committee and oversee the Elections

of Officers and Directors.

2. Notify the membership via The Lone Star Lady of the

place and date of the annual meeting of the Board of Directors

and membership.

3. Have an assistant, if the Secretary desires, and any other

help he or she may need from time to time

without compensation.

4. Record all minutes of the Board of Directors and supply

approved minutes to the Editor for inclusion in The Lone

Star Lady.

5. Perform such other duties as may be prescribed by the


The Treasurer shall:

1. Be responsible for the receipt and disbursement of the

funds of the Club, subject to the approval of the Board of


2. Keep the books or financial records of the Club and

shall prepare an annual report for the presentation to and

adoption by the Board of Directors in accordance with the

requirements of RROC, Inc. (National).

3. Be responsible for making recommendations regarding a

budget for the succeeding year to the Board.

4. Present the budget for the succeeding year to the Board of

Directors for approval.

5. The fiscal year of the Club shall be the year specified by

RROC, Inc. (National).

6. Ensure that all expenditures over $1500.00 have received

specific Board approval and that checks issued for amounts

over $1500.00 have signatures of two officers or directors

authorized on the account. Expenditures and checks for

the publication and distribution of The Lone Star Lady are

specifically and uniquely exempt from this requirement.

The Activities/Awards Chairman shall:

1. In partnership with the Chief Judge, select, solicit bids

and procure awards for the Regional and Technical meets as

directed by the Board of Directors.

2. Select, solicit bids and procure awards for recognition of

service to the Region.

3. Back up the Event Chairmen for Regional Events.

4. Communicate on behalf of the region with members who

may be ill, in the hospital or needing


5. Communicate with the Board of Directors and

Membership relating to upcoming events, member special


6. Select, if desired by the Activities Chairman, Area

Activities Coordinators to assist with these duties and with

activities in various parts of the Region.

The Membership Chairman shall:

1. Be responsible for all matters pertaining to attracting new

members and processing of new applications for membership.

2. Communicate membership information received from

RROC, Inc. (National) with the Activities Chairman, Area

Activities Coordinators.

3. Ensure that membership lists are correct and current.

4. Welcome new members with an overview of Regional

membership benefits.

The Chief Judge shall:

1. Be the Chief Judge and shall be in charge of implementing

National’s judging policies

2. Be Chairman of the Judging Committee and with the

help and advice of the Committee shall maintain a Manual

for Judges in connection therewith, which shall be the official

judging manual of the Region.

3. Will prepare and distribute official judging score sheets

for use at Regional Meets. When official judging score sheets

are used at Regional Meets no variations from the provisions

of that score sheet shall be allowed and, in addition, all

National policies regarding judging currently in effect shall

be followed.

4. Solicit, appoint and instruct the necessary personnel as

official judges at Annual Meets.

5. Be responsible for the preparation of the field and the

placing of vehicles on the field at the Annual Meets.

6. The Chief Judge and the Activities Chairman shall make

presentation of awards and trophies at Annual Meets of the


7. Upon request of the Board of Directors, present to the

next Board meeting, for approval, reversal or modification of

any provision of the Manual for Judges, provision of official

score sheets, judging manuals or judging policy.

8. Make the final decisions of the judging of the vehicles

entered at the Regional Events.

The Technical Chairman shall:

1. Be in charge of all matters relating to technical seminars,

technical schools, technical questions and technical assistance

to Regions for the Club and members of the Club.

2. If requested make final decisions regarding car safety at

meets and at all Club functions based upon National standards.

Any car not meeting their requirements and standards

may be refused entrance to and participation in activities

and Club functions.

The Editor shall

1. Be responsible for publications on behalf of the Club. It

shall be his responsibility to see that these publications are

historically and technically accurate and that they are published

and distributed to the membership on a timely basis.

2. Be responsible for the Lone Star Lady and any other

publications prepared by the Region.

3. Be responsible for accurately publishing the minutes of

Board meetings in The Lone Star Lady.

4. May appoint Editors for sections of current publications

as he sees fit.

Duties of other Officers are largely self-explanatory, but may

be expanded upon or modified or more accurately defined

by action of the Board of Directors.

The Directors shall:

1. Participate in Regional Board Meetings.

2. Provide policy and issue resolution leadership and guidance.

Quorum and Conduct of Board Meetings:

• At any meeting, a simple majority of the Officers and

Directors will constitute a quorum, and a majority of the

quorum will be able to decide any question.

• Proxies are not permitted for quorum determination, for

voting purposes nor for any other purpose.

• Meetings shall be conducted utilizing “Robert’s Rules of


• Minutes of each Board meeting, including minutes from

any previous Electronic Meeting as discussed in Article X,

and after Board approval of said minutes, shall be published

in The Lone Star Lady.

• The official and permanent record of the meeting minutes

shall be The Lone Star Lady.


If the Regional Chairman is unable to serve, the Board of

Directors shall appoint a member of the Board as an Interim

Chairman who will serve as Chairman until such time as

the elected Chairman can resume his duties or until another

Regional Chairman is elected by the membership. Should

an officer or director, other that Regional Chairman, resign

or otherwise be unable to serve, the Regional Chairman

shall, with approval of the Board, appoint a member to such

position to serve until the next regularly scheduled election.

Article X. Electronic Meetings:

The Board of Directors may at its discretion move, discuss,

and call for a vote any motion via electronic media. A

motion, once made and seconded, shall be voted upon

within a one-week’s period. During this week, the Regional

Chairman may cut off discussion early if there is no further

discussion taking place between members of the Board. The

Board members shall be asked to complete voting within

four (4) days following the cut-off of discussion. All votes

shall be tallied by the Secretary and announced to the Board

within 48 hours from the close of voting.

A quorum for an electronic vote shall consist of the majority

of the Board. Minutes of the motion and vote shall be

recorded into the minutes of the next physical meeting of

the Board of Directors.

Article XI. Amendments

These By-Laws may be amended or altered by a simple

majority vote of the entire Board.

Article XII. Conflicts

Nothing in these By-Laws shall be construed to conflict with

the policies of the Rolls-Royce Owners’ Club, Inc. In the

event of such conflict, the By-Laws or policies of the Rolls-

Royce Owners’ Club, Inc. shall take precedence.

Article XIII. Regional Directory

The Regional Directory may not be loaned, sold, copied,

or used, in whole or in part, as a basis or mailing list for

any venture or for advertisement of any venture, except for

those advertisements approved by the Board of Directors for

inclusion in The Lone Star Lady.

Article XIV. Formal Request for Information

Should a member desire official information concerning

the conduct of the Region’s business or activities or desire

to challenge the conduct of Regional Officers or Directors,

such request or challenge must be mailed, by certified mail,

return receipt requested to both the Regional Chairman and

the RROC, Inc. Director overseeing the Texas Region (Area

Director). The Chairman shall inform the entire Board of

Directors. The Board of Directors of the Texas Region shall

decide how to proceed and direct the Chairman to answer

the member’s letter in writing. The chairman will also

provide a copy of the response to the Area Director.
