WILDERNESS RESIDENCIES
Background
Arts Tasmania’s unique wilderness
residencies are based in some of
Tasmania’s most iconic and wild
destinations. Offering typically rustic
accommodation, each location has been
chosen for its outstanding natural qualities.
These residencies are made possible
through a partnership with Tasmania’s
Parks and Wildlife Service and include sites
in the World Heritage area as well as
National Parks. Parks and Wildlife Service
management is consulted regarding the
selection of applicants.
Funding and availability
Funding for wilderness and cultural
residencies is capped on set amount per
week.
Four weeks $2 500 max
Five weeks $3 125 max
Six weeks $3 750 max
Seven weeks $4 375 max
Eight weeks $5 000 max
Residency bookings may be made for a
minimum of four weeks to a
maximum of eight weeks. However,
some locations may not be available at the
times requested.
These residencies are only available from
April to September unless otherwise
stated.
Funding for these capped residencies may
be used to cover a variety of residency
costs such as food, materials, travel etc.
However, it is a condition of this grant that
your accommodation costs must be
covered by your Arts Tasmania grant
funds.
In general, you can apply to undertake a
wilderness residency for any purpose, such
as to experiment with developing new
techniques or ideas through time away and
immersion in a new environment.
However, in some cases preference will be
given to artists wishing to develop projects
with specific relevance to a nominated
location.
As a grant recipient you must show
sensitivity and respect towards the
residency environment and ensure that
your project is not likely to cause any
negative environmental impact at the site
concerned.
You are required to include in your
application confirmation in writing
from the site manager:

of your proposed residency; and
that your project is not likely to
have a negative impact on the site.
If your application is successful you’ll need
to sign a Parks and Wildlife Service
Tenancy Agreement and comply with all
conditions and guidelines of the site
manager.
For most of these residency options you’ll
need to be comfortable with the idea of
living and working in remote, wilderness
locations, often staying in basic
accommodation without dedicated studio
space. You are required to make your own
transport arrangements to each location.
Public transport may not be available to
some locations.
LARQ – Queenstown
Raymond Arnold is an Australian
artist/printmaker with a national and
international reputation. In 2006 he
established Landscape Art Research
Queenstown [LARQ], a non-profit
studio/gallery in the Western Tasmanian
mining town of Queenstown. LARQ’s main
intent is to develop a ‘wilderness’ art space
with an imbedded residency program that
will become a nest for incubation for
Raymond’s own art practice and that of
others in response to the natural and
heritage values inherent in the region.
Port Arthur Historic Site
Established in 1830, this is one of
Australia’s most significant penal
settlements. It is one of the 11 sites across
Australia that together form the Australian
Convict Sites World Heritage Property.
Sitting among 40 hectares of magnificent
grounds, Port Arthur provides rare
glimpses into Tasmania’s convict past
through interpretive displays, restored
buildings, a harbour cruise, and live theatre
performances. The site has good access to
amenities. Close by is the magnificent
Tasman National Park with some of the
best coastal scenery in Tasmania. Basic
accommodation is located within the Port
Arthur Historic site. This residency can be
taken at any time of the year, however for
accommodation purposes between April
and November is best.
Coal Mines Historic Site
The Coal Mines Historic Site was
Tasmania’s first operational mine,
established in 1833 as a much-needed local
source of coal, but also as a place of
punishment for the ‘worst class’ of
convicts. Along with the Port Arthur
Historic Site, the Coal Mines Historic Site
is included in the Australian Convict Sites
World Heritage property. The Coal Mines
formed part of the system of convict
discipline and punishment on the Tasman
Peninsula. During its busiest years almost
600 prisoners, overseers and their families
lived and worked at the Mines. While the
Page 8
underground workings are no longer
accessible, there are spectacular ruins of
houses, barracks, offices and punishment
cells. Basic accommodation is located 25
minutes away within the Port Arthur
Historic site. This residency can be taken
at any time of the year however for
accommodation purposes between April
and November is best.
Cascades Female Factory Historic Site
Located in the shadow of Mount
Wellington a short distance from the
Hobart waterfront, the Cascades Female
Factory Historic Site is a significant part of
Tasmania’s convict heritage and is a great
starting-point for exploring the island’s
other World Heritage-listed convict sites.
The ‘Factory’ (as female prisons were
known) operated from 1828 to 1856, and
today three of the original five factory
yards form the Historic Site. The tall stone
walls echo many scars of the past, where
barred windows and heavy doors were
once the only connection to the outside
world. The site can be both emotional and
rewarding, creating a connection with the
stories of female convicts in Australia and
their children – stories that are often
tragic, but that also inspire hope.
This is a studio-only offering; recipients
must make their own accommodation
arrangements. However there are
exhibition opportunities at this site.
Residency applications are assessed by
members of the Individual Artists panel.
Assessment is made on the quality and
reach of your proposal. The criteria
below are weighted in favour of quality.
In assessing applications, panel members
will consider the following:
Quality (80% weighting)
The panel will consider factors including:

quality of artistic concept and artistic
practice
creativity – imagination and originality
risk – experimentation and fresh
artistic approaches
capacity – calibre of personnel and
resource management
rigour – research, development,
planning, financial management
currency – timeliness in career and
positioning in contemporary culture
and/or artform.
Reach (20% weighting)
The panel will consider factors including:

audience – numbers, marketing
strategy, diversity and connection
engagement – participation, access,
involvement of the public and/or
sector.
You should take each criterion into
consideration when writing your
application.
If you are unsure about whether the
project fits the funding criteria, please
speak to a program officer.
Recommendations for funding in this
round are made by the Individual Artists
panel to the Tasmanian Arts Advisory
Board (TAAB). The Minister for the Arts is
responsible for approving all Arts Tasmania
grant funding. For more information on
this process see funding on our website.
The panel’s assessment will be taken to the
Tasmanian Arts Advisory Board, which
makes funding recommendations to the
Minister for the Arts. The Minister is
responsible for final approval of all Arts
Tasmania grant and loan funding.
ELIGIBILITY
Artists working as individuals, in
partnership or as part of an
unincorporated body are eligible apply to
Where a student is applying or the
proposed activity involves students,
written confirmation from an advisor or
supervisor should be provided, confirming
that the proposed grant activity will not
form part of an assessment.
Applications involving Aboriginal or Torres
relevant cultural group before submission.
Only one residency application per year
per applicant is permitted.
If you have received a grant or loan in the
past, any future applications you make
cannot be considered until all outstanding
acquittals (see page 19) have been
satisfactorily completed. This does not
include projects undertaken in the current
year where the acquittal is not yet due.
What activities are not eligible or
have restrictions?
Specific restrictions for this program and
items not funded:

capital works or the purchase of assets
Advisory Board prefers to place
priority on arts workers receiving
reasonable rates of pay for work done.
The Tasmanian Arts Advisory Board
does not, in general, provide financial
assistance for pro-am and amateur
productions. The board will, however,
consider applications from
incorporated not-for-profit bodies for
specific professional arts components
panel. However, applicants should
consult a program officer before
making an application for this purpose.
If you are unsure as to whether your
application will be eligible for funding
under this program, you should contact a
program officer.
The TAAB may look at eligibility on a caseby-case
basis to take into account
circumstances particular to each
application.
Multiple applications
Individuals may only submit one application
per program per year as a solo artist. Arts
Tasmania will accept applications from
Each group or collaboration may only
apply once in each funding round.
AICC FOCUS COUNTRY
As part of the 2014 funding round, the
Tasmanian Arts Advisory Board
encourages projects that foster reciprocal
Page 11
contemporary arts and cultural
partnerships with Indonesia, in line with
the Australia International Cultural
Council’s (AICC) 2014 Focus Country
Program.
The AICC’s 2014 Focus Country Program
aims to foster projects centred around the
themes of multiculturalism, tolerance and
the importance of Indigenous culture that
will strengthen the cultural ties between
Australia and Indonesia. The program also
aims to reinforce Australia’s presence
internationally as an innovative, democratic
and diverse partner for arts, culture,
design and technology projects.
RIGHT TO INFORMATION
Freedom of Information (FOI) legislation
came into effect on 1 January 1993.
Following the introduction of that
legislation, any person (or organisation)
could request copies of or request to view
any record held by State Government
agencies. Access is available to all
information from 1 January 1988 onwards.
The Review of the Freedom of Information
Act 1991 was undertaken in 2009, and has
resulted in a Right to Information Act
(RTI) which replaced the Freedom of
Information Act on its commencement on
1 July 2010. The new Act:

mandated greater proactive release of
information by the Government;
spelt out the factors to be considered
when applying the overarching public
interest test;
created clear timelines for processing
applications, if the information is not
readily available; and
increased the powers of the
Ombudsman for external review and
monitoring.
The panel chair and the board chair are
consulted on RTI applications made and
material to be released. A consolidated
report is made to each Tasmanian Arts
Advisory Board meeting following the
receipt of RTI applications.
The board considers that information in
grant applications is confidential and not
available to anyone other than the
applicant. Similarly, referees reports are
obtained in confidence and applicants are
not given access to these reports.
Written assessment reports should also be
exempt under the 'information obtained in
confidence' clause. The exemption applies
where the material was obtained in
confidence and where release of the
material would be contrary to the public
interest and would be "reasonably likely to
impair the ability of an agency to obtain
similar information in the future."
Grant applicants would, under RTI, have
full access to that part of panel and board
minutes relating to their own application.
You can assist Arts Tasmania in identifying
information which may be sensitive in
nature by clearly drawing attention to such
sensitivities. Any information you provide
to Arts Tasmania that is commercially
sensitive should be stamped or clearly
marked accordingly, and you should
reinforce this by highlighting any such
classification to an Arts Tasmania Program
Officer.
SUPPORTED RESIDENCIES
budget that will be negotiated prior to the
funding agreement being finalised.
Information privacy
Arts Tasmania will publish the names of
successful applicants and projects on its
website. Please advise Arts Tasmania when
you submit your application if you do not
wish this to occur.
CHANGING YOUR PLAN OR
BUDGET
We understand that circumstances can
change and that you might need to vary
your project or budget. You should always
discuss a planned change with a program
officer as you may be required to seek
formal approval in some instances. You
should not proceed with a planned change
until you have received written
confirmation from Arts Tasmania.
ACQUITTING YOUR GRANT
Each grant recipient is required to acquit
their grant within three months of their
project or program’s completion. Arts
Tasmania will accept acquittal reports that
have been formatted for federal funding
bodies, provided they include all necessary
information.
If you have an overdue acquittal you will
not be able to apply for more grants
You can download the acquittal form from
www.arts.tas.gov.au/forms
Your acquittal will include:
Information for a funded project
profile
As part of the acquittal, you will be
required to complete a funded project
profile for the Arts Tasmania website. This
will help us document the kinds of projects
we have supported, provide transparency
about our programs and help you promote
your work.
A financial report
A statement of exactly how you spent the
grant will be required and should relate
directly to your original budget.
An activity report
Your activity report should explain what
happened during and as a result of your
project or program.
A statistical report
A report on the number of public events,
attendances, employment and other
indicators is also required as part of the
grant acquittal. A template for this
information is included in acquittal form.
CONDITIONS OF GRANT
Payment of any grant is dependent on the
applicant’s acceptance of formal Conditions
of Grant which are contained within the
deed that successful applicants sign prior to
receiving the grant.
TAXATION IMPLICATIONS
Assessable income
Grants approved by Arts Tasmania may be
assessable as taxable income and may need
to be included in your income tax return.
Arts Tasmania strongly advises that you
consult a financial advisor or the Australian
Taxation Office (ATO) if you are unsure
whether your grant is assessable as
income.
Withholding tax
The ATO requires Arts Tasmania to
deduct withholding tax from grant
payments at the rate of 46.5 percent,
unless you provide us with your Australian
Business Number (ABN) before each
payment is made. Accordingly, if you do
not have an ABN and are successful in
your grant application, we suggest that you
apply to the ATO for an ABN. If you have
applied for an ABN and can provide
written evidence from the ATO that it has
refused your application on the basis that
you are not carrying on an enterprise, then
we will not be required to deduct
withholding tax.
Page 20
GST-registered applicants only
Grants paid to individuals that are
registered for Goods and Services Tax
(GST) are subject to GST. If you are
registered for GST, Arts Tasmania will
gross up your grant by the amount of GST
payable on your grant.
If GST applies to a grant that you receive,
it will be your responsibility to account to
the Australian Taxation Office for an
amount equal to 1/11th of the funds
received.
If you are registered for GST the figures in
your budget should be GST exclusive.
Arts Tasmania will gross up your grant by
the amount of GST payable. If you are not
registered for the GST, your budget should
be GST inclusive.
For further information, contact your
financial adviser or tax agent or contact the
ATO’s Business Info line on 13 28 66 or
visit the ATO’s website at www.ato.gov.au.
14 Confidentiality and the Right To Information Act
You should be aware that information you provide to Arts Tasmania, and details of any financial assistance package,
may be subject to requests for public disclosure under the Right to Information Act (Tas) 2009 (the Act). Arts
Tasmania has the capacity under the Act to argue that information falls within one of the exemptions established
under the Act, provided that the requirements of the exemption are clearly met.
You can assist Arts Tasmania in identifying information which may be sensitive in nature by clearly
drawing attention to such sensitivities. Any information you provide to Arts Tasmania that is
commercially sensitive should be stamped or clearly marked accordingly, and you should reinforce
this by highlighting any such classification to an Arts Tasmania program officer.
In dealing with requests for disclosure of information under the Act, we will consider your views regarding the
level of disclosure, if any, that should be allowed. Nevertheless, you should be aware that Arts Tasmania ultimately
may not have any choice but to release information under the direction of the Ombudsman in accordance with the
Act.
Section 1: Project plan – Residencies 2014
IMPORTANT: A project plan will form the core of your application to Arts Tasmania. This template has
been provided to guide you through the process of developing a plan for you. There are many different
approaches to the development of a project and Arts Tasmania will accept variations on this model. It is
recommended, however, that you refer to this example as an indication of the minimum amount of detail
required. You may wish to delete template instructions (in italics) and work directly into this document if
appropriate for your needs.
PREPARING YOUR BUDGET
A budget template, in Microsoft Excel format, is available for download at
www.arts.tas.gov.au/individuals
When preparing your budget, either complete the budget template or submit the same level
of financial detail in your own format.
It is important to clearly indicate in your budget which components of your project or
program will be covered by your individual artists grant.
Applicants for larger projects are strongly encouraged to seek co-funding from other sources,
especially Commonwealth funding. Rather than detracting from your grant success,
diversification of funding relationships is viewed favourably.
Do not forget to include the support offered by other people or organisations in your budget.
Non-financial support (such as free use of rehearsal space, or advice from a mentor) should
be clearly noted as in-kind support. Anything that people give you for free has a real value
that is equivalent to what you would have to pay commercially. Be careful to base your claim
of in-kind support on realistic or accepted rates and to balance in-kind income with
expenditure in your budget.
Do not to inflate the size of your request in the hope that even if it is cut it will still meet
your needs. All budgets should be accurate and justified; otherwise it will appear that
thorough research has not been completed.
If you are registered for GST the figures in your budget should be GST exclusive. Arts
Tasmania will gross up your grant by the amount of GST payable. If you are not registered
for the GST, your budget should be GST inclusive.
