ABOUT THIS FUNDING ROUND<br />

Residency opportunities are available to<br />

support individuals or collaborations<br />

working in any artform to achieve a higher<br />

level of practice. Applicants might be<br />

actors, arts administrators,<br />

choreographers, composers, craftspeople,<br />

dancers, designers, editors, musicians,<br />

playwrights, poets, visual artists or writers.<br />

In 2014 <strong>Arts</strong> <strong>Tasmania</strong> will offer four types<br />

of residencies.<br />

International<br />

In 2014 <strong>Arts</strong> <strong>Tasmania</strong>, in partnership with<br />

the Alcorso Foundation, will offer the <strong>Arts</strong><br />

<strong>Tasmania</strong> Claudio Alcorso International<br />

Fellowship for self-initiated professional<br />

development opportunities overseas for<br />

emerging and mid-career artists.<br />

Wilderness residencies<br />

Through a partnership with <strong>Tasmania</strong>’s<br />

Parks and Wildlife Service <strong>Tasmania</strong>, <strong>Arts</strong><br />

<strong>Tasmania</strong> offers residency opportunities at<br />

nine unique wilderness locations.<br />

Cultural residencies<br />

<strong>Residencies</strong> are available in historic and<br />

cultural sites around <strong>Tasmania</strong>. These<br />

residencies are administered by other<br />

organisations with the support of <strong>Arts</strong><br />

<strong>Tasmania</strong> funding and/or marketing. You<br />

will need to contact the host organisation<br />

directly before applying to <strong>Arts</strong> <strong>Tasmania</strong><br />

for funding.<br />

Supported residencies<br />

These residencies are administered by<br />

other organisations with the support of<br />

<strong>Arts</strong> <strong>Tasmania</strong> funding and/or marketing.<br />

You need to apply directly to the host<br />

organisation.<br />

Please note: applicants seeking funding<br />

assistance for other types of residency<br />

projects may be eligible to apply through<br />

either <strong>Arts</strong> <strong>Tasmania</strong>’s Individual Artists<br />

program, or the <strong>Arts</strong>bridge out-of-season<br />

travel assistance program. If you are<br />

unsure about your project please contact a<br />

INTERNATIONAL<br />

The <strong>Arts</strong> <strong>Tasmania</strong> Claudio Alcorso<br />

International Fellowship<br />

<strong>Arts</strong> <strong>Tasmania</strong>, in partnership with the<br />

Alcorso Foundation, is providing a unique<br />

opportunity for cultural and creative<br />

industries practitioners to undertake selfdirected<br />

professional development outside<br />

Australia.<br />

In 2014, the fellowship celebrates the 40<br />

year anniversary of the <strong>Tasmania</strong>n <strong>Arts</strong><br />

Advisory Board’s inaugural Chair, the late<br />

Claudio Alcorso.<br />

Fellowships will provide opportunities for<br />

highly creative and self-motivated emerging<br />

and mid-career artists and designers from<br />

a range of arts practices to expand and<br />

enhance their creative practice.<br />

The fellowships will invest in creative<br />

excellence and support recipients to<br />

develop leadership capabilities. They have<br />

also been established to develop<br />

international creative and cultural<br />

exchange to add value to the social and<br />

cultural fabric of <strong>Tasmania</strong>’s communities.<br />

Artists working in any artform may apply<br />

for funding in the following categories:<br />

Up to $7 000 for projects of four<br />

weeks or more<br />

Up to $3 500 for projects of less than<br />

four weeks<br />

Please note: only one $7 000 fellowship, or<br />

two $3 500 fellowships, will be available<br />

for each funding round.<br />

Applicants must clearly argue how the<br />

fellowship is critical to their professional


practice. They will also be required to<br />

share their experiences upon return to<br />

<strong>Tasmania</strong> and must indicate in their<br />

applications how they plan to do this.<br />

WILDERNESS RESIDENCIES<br />

Background<br />

<strong>Arts</strong> <strong>Tasmania</strong>’s unique wilderness<br />

residencies are based in some of<br />

<strong>Tasmania</strong>’s most iconic and wild<br />

destinations. Offering typically rustic<br />

accommodation, each location has been<br />

chosen for its outstanding natural qualities.<br />

These residencies are made possible<br />

through a partnership with <strong>Tasmania</strong>’s<br />

Parks and Wildlife Service and include sites<br />

in the World Heritage area as well as<br />

National Parks. Parks and Wildlife Service<br />

management is consulted regarding the<br />

selection of applicants.<br />

Funding and availability<br />

Funding for wilderness and cultural<br />

residencies is capped on set amount per<br />

week.<br />

Four weeks $2 500 max<br />

Five weeks $3 125 max<br />

Six weeks $3 750 max<br />

Seven weeks $4 375 max<br />

Eight weeks $5 000 max<br />

Residency bookings may be made for a<br />

minimum of four weeks to a<br />

maximum of eight weeks. However,<br />

some locations may not be available at the<br />

times requested.<br />

These residencies are only available from<br />

April to September unless otherwise<br />

stated.<br />

Funding for these capped residencies may<br />

be used to cover a variety of residency<br />

costs such as food, materials, travel etc.<br />

However, it is a condition of this grant that<br />

your accommodation costs must be<br />

covered by your <strong>Arts</strong> <strong>Tasmania</strong> grant<br />

funds.<br />

In general, you can apply to undertake a<br />

wilderness residency for any purpose, such<br />

as to experiment with developing new<br />

techniques or ideas through time away and<br />

immersion in a new environment.<br />

However, in some cases preference will be<br />

given to artists wishing to develop projects<br />

with specific relevance to a nominated<br />

location.<br />

As a grant recipient you must show<br />

sensitivity and respect towards the<br />

residency environment and ensure that<br />

your project is not likely to cause any<br />

negative environmental impact at the site<br />

concerned.<br />

You are required to include in your<br />

application confirmation in writing<br />

from the site manager:<br />

that your project is not likely to<br />

have a negative impact on the site.<br />

If your application is successful you’ll need<br />

to sign a Parks and Wildlife Service<br />

Tenancy Agreement and comply with all<br />

conditions and guidelines of the site<br />

manager.<br />

For most of these residency options you’ll<br />

need to be comfortable with the idea of<br />

living and working in remote, wilderness<br />

locations, often staying in basic<br />

accommodation without dedicated studio<br />

space. You are required to make your own<br />

transport arrangements to each location.<br />

Public transport may not be available to<br />

some locations.<br />

Surrounded by rugged landscape and<br />

serene white sandy beaches, Cockle Creek<br />

is located 90 km south of Geeveston at the<br />

end of the most southerly road in<br />

Australia. This very quiet corner of<br />

<strong>Tasmania</strong> is the beginning of the wild and<br />

inspiring World Heritage Southwest<br />

National Park and is steeped in history.<br />

Accommodation consists of a two<br />

bedroom ranger’s shack overlooking the<br />

bay and river. It is twenty-five kilometres<br />

from nearest shop. There is limited mobile<br />

phone coverage. Note: this site will not be<br />

available from April to August 2014 and<br />

only by arrangement after that.<br />

Accommodation fee: $175 per week<br />

Cradle Mountain<br />

(mobile phone, but not)<br />

NP 32 Cottage<br />

At this very popular location you will find<br />

rainforests, glaciated landscapes and a wide<br />

variety of wildlife. Cradle Mountain forms<br />

the northern end of the wild Cradle Mt –<br />

Lake St Clair National Park, itself a part of<br />

the <strong>Tasmania</strong>n Wilderness World Heritage<br />

Area. The jagged contours of Cradle<br />

Mountain epitomise the feel of a wild<br />

landscape, while ancient rainforest and<br />

alpine heaths provide a range of<br />

environments to explore. Accommodation<br />

is in a basic but comfortable cottage<br />

situated above Ronny Creek near the start<br />

of the famous Overland Track. Note: only<br />

available May to September.<br />

Accommodation fee: $140 per week<br />

Hastings Caves and Thermal Springs <br />

<br />

Hastings Caves are believed to be among<br />

the largest dolomite show caves in the<br />

southern hemisphere. Settled under the<br />

majestic Adamsons Peak, the site features<br />

an abundance of warm thermal springs.<br />

The area is surrounded by state forest,<br />

borders on Southwest National Park /<br />

World Heritage Area, and is well known as<br />

a place to observe platypus. Computer<br />

access is available at the nearby visitor<br />

centre.<br />

There is no accommodation onsite and it will<br />

need to be arranged privately.<br />

Lake St Clair<br />

<br />

<br />

Located at the isolated, southern end of<br />

the world famous Cradle Mountain-Lake St<br />

Clair National Park, this incredible area is<br />

famous for its rugged mountain peaks, icy<br />

lakes, wild forests and alpine moorlands.<br />

Carved out by ice during several<br />

glaciations over the last two million years,<br />

Lake St Clair is the deepest lake in<br />

Australia. Accommodation is available in<br />

rustic two bedroom cottage 300 metres<br />

from the lake and close to walking tracks.<br />

There is limited mobile phone coverage.<br />

Accommodation fee: $140 per week.<br />

Maria Island<br />

<br />

Located off <strong>Tasmania</strong>’s East Coast, Maria<br />

Island is noted for its spectacular cliffs and<br />

abundant wildlife, as well as the remains of<br />

a township and penal station. The island is<br />

traffic-free, apart from a few park<br />

management vehicles. Accommodation is<br />

in a small, rustic cottage nestled behind<br />

sand dunes (limited availability in 2014), or<br />

alternatively in the old penitentiary at<br />

Darlington.<br />

Accommodation fee: depending on venue,<br />

from $140 to $210 per week + ferry costs<br />

Maatsuyker Island<br />

<br />

Maatsuyker Island is dramatic, rugged and<br />

isolated. Lying 12 kilometres off the<br />

southwest coast of <strong>Tasmania</strong>, it is part of<br />

the Southwest National Park and<br />

<strong>Tasmania</strong>n Wilderness World Heritage<br />

Area. The island is a significant breeding<br />

ground for seals and seabirds and also has<br />

one of <strong>Tasmania</strong>’s best preserved<br />

lighthouse stations. Access to Maatsuyker<br />

is by helicopter only and special conditions<br />

apply to this residency. Accommodation is<br />

in the ex-lighthouse keepers’ house. Not<br />

available during 2014, and only by<br />

arrangement in 2015.<br />

Accommodation fee: $140 per week +<br />

helicopter. (All-up, costs could vary from<br />

$6 000 to $10 000 depending on the length<br />

of residency and costs of helicopter operations.<br />

Supplementary funding and a longer residency<br />

may be required.)<br />

Mole Creek Caves<br />

<br />

<br />

Located in the Mole Creek Karst National<br />

Park and featuring Marakoopa and King<br />

Solomons Caves, this site offers excellent<br />

displays of flowstone, stalactites, straw<br />

stalactites, stalagmites, columns, shawls,<br />

and calcite crystals within two of<br />

<strong>Tasmania</strong>’s most celebrated caves. Access<br />

to caves is allowed only when<br />

accompanied by Parks staff.<br />

Accommodation is located near the<br />

entrance of the caves.<br />

Accommodation fee: $140 per week<br />

Narawntapu<br />

<br />

<br />

Stretching from low coastal ranges to long<br />

Bass Strait beaches, Narawntapu includes a<br />

historic farm, a complex of inlets, small<br />

islands, headlands, wetlands, dunes and<br />

lagoons and an amazing variety of plants<br />

and animals. Among the features of the<br />

park are the easily observed animals that<br />

come out in the evening to graze on the<br />

grasslands. Accommodation consists of the<br />

old ranger’s quarters – also known as the<br />

single men’s quarters – which is located a<br />

short walk from the beach and ranger’s<br />

station.<br />

Rocky Cape<br />

<br />

<br />

The residency site is located close to the<br />

water’s edge in the small township of<br />

Rocky Cape and has views across to the<br />

village of Stanley and the volcanic plug<br />

known as The Nut. Accommodation is in a<br />

simple two bedroom shack close to<br />

stunning rock formations, beautiful hills, an<br />

incredible variety of flowering plants as<br />

well as a dramatic cave in the nearby cliffs.<br />

Accommodation is located five kilometres<br />

from nearest shop.<br />

Accommodation fee: $140 per week<br />

CULTURAL RESIDENCIES<br />

Based at some of the most interesting<br />

cultural and heritage hubs in the state<br />

these residencies offer the artist unique<br />

perspectives on <strong>Tasmania</strong>n communities,<br />

different <strong>Tasmania</strong>n authorities. Site<br />

managers for these residencies are<br />

consulted regarding the selection of<br />

applicants.<br />

Highfield Historic Site – Stanley<br />

Built in the 1830s by the Van Diemen’s<br />

Land Company, this elegant homestead is<br />

the site of the first European settlement in<br />

the North West. Faithfully restored,<br />

Highfield has many original furnishings,<br />

lovely gardens, courtyards and many<br />

inspiring outbuildings suitable to work<br />

from. Situated near the picturesque coastal<br />

village of Stanley, the estate overlooks<br />

several iconic views including a dormant<br />

volcano and the dramatic northwest<br />

coastline. This is a studio-only offering and<br />

recipients must make their own<br />

accommodation arrangements. However,<br />

there is ample space for exhibition<br />

opportunities at this site.<br />

King Island <strong>Arts</strong> and Cultural Centre –<br />

Currie Harbour<br />

King Island is renowned throughout the<br />

world for its premium dairy, beef, seafood<br />

and kelp. It has more shipwrecks than any<br />

other part of Australia, stunning coastal<br />

landscapes and nearly 80 species of birds.<br />

This arts residency is located at the island’s<br />

<strong>Arts</strong> and Cultural Centre. Preference will<br />

be given to artists willing to engage with<br />

the local community, heritage or<br />

environment. Available for extended stays,<br />

this residency can be taken at any time of<br />

the year.<br />

Kings Bridge Cottage – Launceston<br />

Perched high at the mouth of Launceston’s<br />

stunning Cataract Gorge, this beautiful<br />

Victorian cottage is listed by the National<br />

Trust. With dramatic views of the gorge<br />

and offering good facilities, including access<br />

to professional exhibition or community<br />

workshop space, this residency is in<br />

walking distance to the city centre.<br />

Preference will be given to artists who are<br />

willing to engage with the local community.<br />

Oatlands Gaol<br />

Oatlands historical village is on the shores<br />

of Lake Dulverton and is the largest town<br />

in Southern Midlands. Part of <strong>Tasmania</strong>’s<br />

Heritage Highway, it has more colonial<br />

sandstone buildings than any other town in<br />

Australia. The residency accommodation<br />

is in the upstairs area of the old gaol. It<br />

has recently been refurnished and features<br />

a new kitchen and a bathroom with<br />

laundry facilities. Downstairs is an office<br />

space with internet access for resident<br />

artists. Artists can also arrange to use the<br />

archaeology lab as a wet area and the<br />

exhibition room to display work. Artists<br />

will also have access to the Callington Mill<br />

and the historic Court House, which offers<br />

opportunities for performance.<br />

LARQ – Queenstown<br />

Raymond Arnold is an Australian<br />

artist/printmaker with a national and<br />

international reputation. In 2006 he<br />

established Landscape Art Research<br />

Queenstown [LARQ], a non-profit<br />

studio/gallery in the Western <strong>Tasmania</strong>n<br />

mining town of Queenstown. LARQ’s main<br />

intent is to develop a ‘wilderness’ art space<br />

with an imbedded residency program that<br />

will become a nest for incubation for<br />

Raymond’s own art practice and that of<br />

others in response to the natural and<br />

heritage values inherent in the region.<br />

Port Arthur Historic Site<br />

Established in 1830, this is one of<br />

Australia’s most significant penal<br />

settlements. It is one of the 11 sites across<br />

Australia that together form the Australian<br />

Convict Sites World Heritage Property.<br />

Sitting among 40 hectares of magnificent<br />

grounds, Port Arthur provides rare<br />

glimpses into <strong>Tasmania</strong>’s convict past<br />

through interpretive displays, restored<br />

buildings, a harbour cruise, and live theatre<br />

performances. The site has good access to<br />

amenities. Close by is the magnificent<br />

Tasman National Park with some of the<br />

best coastal scenery in <strong>Tasmania</strong>. Basic<br />

accommodation is located within the Port<br />

Arthur Historic site. This residency can be<br />

taken at any time of the year, however for<br />

accommodation purposes between April<br />

and November is best.<br />

residency. The PAHS Management Authority<br />

waives the accommodation fee for visiting<br />

artists. However, visiting artists need to be<br />

aware that accommodation facilities are basic<br />

and may involve sharing a house with others.<br />

Coal Mines Historic Site<br />

The Coal Mines Historic Site was<br />

<strong>Tasmania</strong>’s first operational mine,<br />

established in 1833 as a much-needed local<br />

source of coal, but also as a place of<br />

punishment for the ‘worst class’ of<br />

convicts. Along with the Port Arthur<br />

Historic Site, the Coal Mines Historic Site<br />

is included in the Australian Convict Sites<br />

World Heritage property. The Coal Mines<br />

formed part of the system of convict<br />

discipline and punishment on the Tasman<br />

Peninsula. During its busiest years almost<br />

600 prisoners, overseers and their families<br />

lived and worked at the Mines. While the<br />

underground workings are no longer<br />

accessible, there are spectacular ruins of<br />

houses, barracks, offices and punishment<br />

cells. Basic accommodation is located 25<br />

minutes away within the Port Arthur<br />

Historic site. This residency can be taken<br />

at any time of the year however for<br />

accommodation purposes between April<br />

and November is best.<br />

However, a visiting artist needs to be aware<br />

that accommodation facilities are basic and<br />

may involve the artist sharing a house with<br />

others.<br />

Cascades Female Factory Historic Site<br />

Located in the shadow of Mount<br />

Wellington a short distance from the<br />

Hobart waterfront, the Cascades Female<br />

Factory Historic Site is a significant part of<br />

<strong>Tasmania</strong>’s convict heritage and is a great<br />

starting-point for exploring the island’s<br />

other World Heritage-listed convict sites.<br />

The ‘Factory’ (as female prisons were<br />

known) operated from 1828 to 1856, and<br />

today three of the original five factory<br />

yards form the Historic Site. The tall stone<br />

walls echo many scars of the past, where<br />

barred windows and heavy doors were<br />

once the only connection to the outside<br />

world. The site can be both emotional and<br />

rewarding, creating a connection with the<br />

stories of female convicts in Australia and<br />

their children – stories that are often<br />

tragic, but that also inspire hope.<br />

This is a studio-only offering; recipients<br />

must make their own accommodation<br />

arrangements. However there are<br />

exhibition opportunities at this site.<br />

Street Artists Cottage overlooks<br />

Salamanca <strong>Arts</strong> Centre and Salamanca<br />

Square. The sunny cottage provides<br />

residency accommodation for individual<br />

artists, collaborating artists, or artists and<br />

their families for short or extended stays.<br />

This affordable retreat is a self-contained<br />

three-bedroom Georgian cottage in a<br />

wonderful central location. Australian and<br />

international writers, theatre-makers,<br />

musicians, film-makers and visual artists<br />

have been inspired by the view of Mt<br />

Wellington and neighbouring Sullivans<br />

Cove. The residency is within close<br />

walking distance to cultural attractions,<br />

excellent cafes, transport and the weekly<br />

Salamanca Market.<br />

SAC also offers a short-term studio only<br />

residency of 1, 2 and up to 3 months in<br />

addition to their 1 and 2 years studio<br />

SELECTION CRITERIA<br />

Residency applications are assessed by<br />

members of the Individual Artists panel.<br />

Assessment is made on the quality and<br />

reach of your proposal. The criteria<br />

below are weighted in favour of quality.<br />

In assessing applications, panel members<br />

Recommendations for funding in this<br />

round are made by the Individual Artists<br />

panel to the <strong>Tasmania</strong>n <strong>Arts</strong> Advisory<br />

Board (TAAB). The Minister for the <strong>Arts</strong> is<br />

responsible for approving all <strong>Arts</strong> <strong>Tasmania</strong><br />

grant funding. For more information on<br />

this process see funding on our website.<br />

The panel’s assessment will be taken to the<br />

<strong>Tasmania</strong>n <strong>Arts</strong> Advisory Board, which<br />

makes funding recommendations to the<br />

Minister for the <strong>Arts</strong>. The Minister is<br />

responsible for final approval of all <strong>Arts</strong><br />

<strong>Tasmania</strong> grant and loan funding.<br />

ELIGIBILITY<br />

Artists working as individuals, in<br />

partnership or as part of an<br />

unincorporated body are eligible apply to<br />

this funding round. You must have been<br />

resident in <strong>Tasmania</strong> for six of the past<br />

twelve months, and be resident in the state<br />

for the period of the proposed project.<br />

Undergraduate and post-graduate art<br />

students are eligible to apply for grants.<br />

However, any activity that is part of a<br />

course or contributes to course<br />

assessment is not eligible for funding.<br />

Where a student is applying or the<br />

proposed activity involves students,<br />

written confirmation from an advisor or<br />

supervisor should be provided, confirming<br />

that the proposed grant activity will not<br />

form part of an assessment.<br />

Applications involving Aboriginal or Torres<br />

Strait Islanders (ATSI) or ATSI content<br />

should consult with representatives of a<br />

relevant cultural group before submission.<br />

Only one residency application per year<br />

per applicant is permitted.<br />

If you have received a grant or loan in the<br />

past, any future applications you make<br />

cannot be considered until all outstanding<br />

acquittals (see page 19) have been<br />

satisfactorily completed. This does not<br />

include projects undertaken in the current<br />

year where the acquittal is not yet due.<br />

What activities are not eligible or<br />

Individuals may only submit one application<br />

per program per year as a solo artist. <strong>Arts</strong><br />

<strong>Tasmania</strong> will accept applications from<br />

groups or collaborations that include<br />

individuals who may have also applied as<br />

solo artists in the same funding round.<br />

Each group or collaboration may only<br />

apply once in each funding round.<br />

AICC FOCUS COUNTRY<br />

As part of the 2014 funding round, the<br />

<strong>Tasmania</strong>n <strong>Arts</strong> Advisory Board<br />

encourages projects that foster reciprocal<br />

contemporary arts and cultural<br />

partnerships with Indonesia, in line with<br />

the Australia International Cultural<br />

Council’s (AICC) 2014 Focus Country<br />

Program.<br />

The AICC’s 2014 Focus Country Program<br />

aims to foster projects centred around the<br />

themes of multiculturalism, tolerance and<br />

the importance of Indigenous culture that<br />

will strengthen the cultural ties between<br />

Australia and Indonesia. The program also<br />

aims to reinforce Australia’s presence<br />

internationally as an innovative, democratic<br />

and diverse partner for arts, culture,<br />

design and technology projects.<br />

RIGHT TO INFORMATION<br />

Freedom of Information (FOI) legislation<br />

came into effect on 1 January 1993.<br />

Following the introduction of that<br />

legislation, any person (or organisation)<br />

could request copies of or request to view<br />

any record held by State Government<br />

agencies. Access is available to all<br />

information from 1 January 1988 onwards.<br />

The Review of the Freedom of Information<br />

Act 1991 was undertaken in 2009, and has<br />

resulted in a Right to Information Act<br />

(RTI) which replaced the Freedom of<br />

Information Act on its commencement on<br />

1 July 2010. The new Act:<br />

mandated greater proactive release of<br />

information by the Government;<br />

spelt out the factors to be considered<br />

when applying the overarching public<br />

interest test;<br />

created clear timelines for processing<br />

applications, if the information is not<br />

readily available; and<br />

increased the powers of the<br />

Ombudsman for external review and<br />

monitoring.<br />

The panel chair and the board chair are<br />

consulted on RTI applications made and<br />

material to be released. A consolidated<br />

report is made to each <strong>Tasmania</strong>n <strong>Arts</strong><br />

Advisory Board meeting following the<br />

receipt of RTI applications.<br />

The board considers that information in<br />

grant applications is confidential and not<br />

available to anyone other than the<br />

applicant. Similarly, referees reports are<br />

obtained in confidence and applicants are<br />

not given access to these reports.<br />

Written assessment reports should also be<br />

exempt under the 'information obtained in<br />

confidence' clause. The exemption applies<br />

where the material was obtained in<br />

confidence and where release of the<br />

material would be contrary to the public<br />

interest and would be "reasonably likely to<br />

impair the ability of an agency to obtain<br />

similar information in the future."<br />

Grant applicants would, under RTI, have<br />

full access to that part of panel and board<br />

minutes relating to their own application.<br />

You can assist <strong>Arts</strong> <strong>Tasmania</strong> in identifying<br />

information which may be sensitive in<br />

nature by clearly drawing attention to such<br />

sensitivities. Any information you provide<br />

to <strong>Arts</strong> <strong>Tasmania</strong> that is commercially<br />

sensitive should be stamped or clearly<br />

marked accordingly, and you should<br />

reinforce this by highlighting any such<br />

classification to an <strong>Arts</strong> <strong>Tasmania</strong> Program<br />

Officer.<br />

In addition to our core residency program,<br />

<strong>Arts</strong> <strong>Tasmania</strong> provides support and/or<br />

sponsorship to a number of significant,<br />

external residency providers. These<br />

residencies are not administered by <strong>Arts</strong><br />

<strong>Tasmania</strong> so it is important that you do<br />

Open once a year to artists working in<br />

visual artists, design, craft and literature.<br />

The Cradle Coast campus of the<br />

University of <strong>Tasmania</strong> in Burnie seeks to<br />

perspectives on North-west <strong>Tasmania</strong>,<br />

through its <strong>Arts</strong> Residency Program.<br />

Now in its fourth year, the program offers<br />

local, national and international artists up<br />

to $5 000 for arts projects with relevance<br />

to the North-west <strong>Tasmania</strong>n community:<br />

Asialink <strong>Arts</strong> <strong>Residencies</strong><br />

Asialink, based at The University of<br />

Melbourne, offers arts residencies for<br />

<strong>Tasmania</strong>n arts professionals across<br />

artforms. The arts residency grant affords<br />

<strong>Tasmania</strong>n arts professionals the<br />

opportunity to live and work in Asia for up<br />

to three months. Applicants can apply for a<br />

residency with an Asialink Host Partner,<br />

propose their own Self-Initiated Host, or<br />

apply for an Asialink Reciprocal Residency<br />

or new model from Asialink’s ‘<strong>Arts</strong><br />

Residency Laboratory’.<br />

Residency grants of up to $12 000 are a<br />

contribution towards airfares, language<br />

classes, accommodation, living expenses<br />

and the production of new work.<br />

scenery with easy access to rugged<br />

<strong>Residencies</strong> at Mountain Seas are available<br />

from February 2014 through January 2015.<br />

The site managers encourage a minimum<br />

of two weeks stay; however your length of<br />

INFORMATION FOR SUCCESSFUL<br />

APPLICANTS<br />

PAYMENT OF YOUR GRANT<br />

Payment of 90% of the grant amount via<br />

electronic funds transfer (EFT) will occur<br />

after all paperwork returned by the<br />

recipient has been processed and all<br />

Conditions of Grant have been met.<br />

This paperwork includes:<br />

successful applicants and projects on its<br />

website. Please advise <strong>Arts</strong> <strong>Tasmania</strong> when<br />

you submit your application if you do not<br />

wish this to occur.<br />

CHANGING YOUR PLAN OR<br />

BUDGET<br />

We understand that circumstances can<br />

change and that you might need to vary<br />

your project or budget. You should always<br />

discuss a planned change with a program<br />

officer as you may be required to seek<br />

formal approval in some instances. You<br />

should not proceed with a planned change<br />

until you have received written<br />

confirmation from <strong>Arts</strong> <strong>Tasmania</strong>.<br />

ACQUITTING YOUR GRANT<br />

Each grant recipient is required to acquit<br />

their grant within three months of their<br />

project or program’s completion. <strong>Arts</strong><br />

<strong>Tasmania</strong> will accept acquittal reports that<br />

have been formatted for federal funding<br />

bodies, provided they include all necessary<br />

information.<br />

A statement of exactly how you spent the<br />

grant will be required and should relate<br />

directly to your original budget.<br />

An activity report<br />

Your activity report should explain what<br />

happened during and as a result of your<br />

project or program.


A statistical report<br />

A report on the number of public events,<br />

attendances, employment and other<br />

indicators is also required as part of the<br />

grant acquittal. A template for this<br />

information is included in acquittal form.<br />

CONDITIONS OF GRANT<br />

Payment of any grant is dependent on the<br />

applicant’s acceptance of formal Conditions<br />

of Grant which are contained within the<br />

deed that successful applicants sign prior to<br />

receiving the grant.<br />

TAXATION IMPLICATIONS<br />

Assessable income<br />

Grants approved by <strong>Arts</strong> <strong>Tasmania</strong> may be<br />

assessable as taxable income and may need<br />

to be included in your income tax return.<br />

<strong>Arts</strong> <strong>Tasmania</strong> strongly advises that you<br />

consult a financial advisor or the Australian<br />

Taxation Office (ATO) if you are unsure<br />

whether your grant is assessable as<br />

income.<br />

Withholding tax<br />

The ATO requires <strong>Arts</strong> <strong>Tasmania</strong> to<br />

deduct withholding tax from grant<br />

payments at the rate of 46.5 percent,<br />

unless you provide us with your Australian<br />

Business Number (ABN) before each<br />

payment is made. Accordingly, if you do<br />

not have an ABN and are successful in<br />

your grant application, we suggest that you<br />

apply to the ATO for an ABN. If you have<br />

applied for an ABN and can provide<br />

written evidence from the ATO that it has<br />

refused your application on the basis that<br />

you are not carrying on an enterprise, then<br />

we will not be required to deduct<br />

withholding tax.<br />

14 Confidentiality and the Right To Information Act<br />

You should be aware that information you provide to <strong>Arts</strong> <strong>Tasmania</strong>, and details of any financial assistance package,<br />

may be subject to requests for public disclosure under the Right to Information Act (Tas) 2009 (the Act). <strong>Arts</strong><br />

<strong>Tasmania</strong> has the capacity under the Act to argue that information falls within one of the exemptions established<br />

under the Act, provided that the requirements of the exemption are clearly met.<br />

You can assist <strong>Arts</strong> <strong>Tasmania</strong> in identifying information which may be sensitive in nature by clearly<br />

When preparing your budget, either complete the budget template or submit the same level<br />

It is important to clearly indicate in your budget which components of your project or<br />

program will be covered by your individual artists grant.<br />

Applicants for larger projects are strongly encouraged to seek co-funding from other sources,<br />

especially Commonwealth funding. Rather than detracting from your grant success,<br />

diversification of funding relationships is viewed favourably.<br />

Do not forget to include the support offered by other people or organisations in your budget.<br />

Non-financial support (such as free use of rehearsal space, or advice from a mentor) should<br />

be clearly noted as in-kind support. Anything that people give you for free has a real value<br />

that is equivalent to what you would have to pay commercially. Be careful to base your claim<br />

of in-kind support on realistic or accepted rates and to balance in-kind income with<br />

expenditure in your budget.<br />
