BROWNFIELD REGENERATION

PROCESS

BROWNFIELD.... DO WE HAVE AN

OFFICIAL DEFINITION ?

• Brownfield = Conversion areas

• Brownfield definition is applied to the not

efficiently used industrial territories

• Conversion definition is not determined by

law

• Every conversion project is treated as

ordinary territory development

CONVERSION PROCESS

• In the economical growth period: big conversion projects,

realized in territories of the former factories

• Today: very few new conversion projects; parts of

industrial premises are adjusted for other purposes

CONVERSION – TEMPORARY USE

• Cinema Arts center in

former bakery

• “Fluxus ministry”- creative

incubator in the former building

of the Ministry of Health

FROM INDUSTRIAL

PREMISES TO RESIDENTIAL

• Lofts for arts, design and living in former soviet factories

• + Attractive price, central location

• - Industrial background, not finished territory; potential

environmental and hygienic problems

CHANGE OF BUILDING USE – FROM

INDUSTRIAL TO RESIDENTIAL

Options for developer:

•To change 49 % of the territory use (Technical project + E I A +

construction permission)

•To change 100 % ( Detail plan + Technical project + E IA +

construction permission)

VILNIUS BROWNFIELD POLICY –

IMPLEMENTATION OBSTACLES

Industrial premises are splited in separate units,

that privatized by different owners

Huge problems of the property consolidation

No communication with society

Society’s negative opinion about the new

conversion projects
