Part 32: Seafarer Certification
Part objective
Part 32 sets out the requirements for seafarer certificates. It provides for domestic certificates and, in
addition, certificates that correspond to those provided for in the International Convention on
Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW).
At the time this Part is made, New Zealand has not ratified the International Convention on Standards
of Training, Certification and Watchkeeping for Fishing Ship Personnel, 1995 (STCW-F). The STCW-F
certificates provided for in this Part are therefore domestic certificates but are separately described
and provided for with reference to STCW-F as a suitable international standard.
The authority for making Part 32 is found in section 36 (1)(b), (o), (s), and (u) of the Maritime Transport
Act 1994.
