1. INTRODUCTION<br />
Haley & Aldrich has prepared this <strong>Remedial</strong> <strong>Action</strong> <strong>Plan</strong> (RAP) for <strong>Rochford</strong> <strong>Field</strong>, located east of<br />
<strong>Newhall</strong> Street in Hamden, Connecticut (herein referred to as the “subject site”).<br />
1.1 Background<br />
On 10 July 2001, Connecticut Department of Energy and Environmental Protection (CTDEEP),<br />
formerly known as the Connecticut Department of Environmental Protection (CTDEP), issued Order<br />
No. SRD-128 to: the Town of Hamden, South Central Regional Water Authority (RWA), Olin<br />
Corporation (Olin), and the State Board of Education. The Order required the respondents to<br />
investigate and remediate sources of pollution on a “site” which was subsequently divided into three<br />
portions that included both publicly and privately owned properties. The Order was appealed by all<br />
parties and Consent Order SRD-128 was entered on 16 April 2003. The Consent Order requires the<br />
Town of Hamden to investigate, characterize, and remediate <strong>Rochford</strong> <strong>Field</strong>, Mill Rock Park, and the<br />
Sewer Pump Station located at the southeast corner of Mill Rock Road and Winchester Avenue. In<br />
addition, the Consent Order requires that CTDEEP and the Town of Hamden, together, will seek funds<br />
from the State of Connecticut for the investigation and remediation of <strong>Rochford</strong> <strong>Field</strong>. A copy of the<br />
Consent Order is included in Appendix A.<br />
On behalf of the Town of Hamden, Haley & Aldrich performed a Phase II and III Environmental<br />
Investigation of <strong>Rochford</strong> <strong>Field</strong> and Mill Rock Park (Phase II/III) during the summer and fall 2002.<br />
The results of this investigation can be found in our report entitled “Phase II and III Environmental<br />
Investigations, <strong>Rochford</strong> <strong>Field</strong> and Mill Rock Park, Hamden, Connecticut”, dated December 2002.<br />
Long-term quarterly groundwater monitoring of wells in <strong>Rochford</strong> <strong>Field</strong> and Mill Park began in April<br />
2003. On 8 June 2004, CTDEEP issued a letter indicating that additional investigation of the study<br />
area was required. On 12 July 2004, a Supplemental Phase III Investigation Work <strong>Plan</strong> for <strong>Rochford</strong><br />
<strong>Field</strong> and Mill Rock Park (Work <strong>Plan</strong>) was submitted to the CTDEEP for review and approval. On<br />
14 October 2004, CTDEEP conditionally approved the Work <strong>Plan</strong>. Haley & Aldrich commenced work<br />
on the Supplemental Phase III investigation late October 2004. Results of the Supplemental Phase III<br />
investigation can be found in our report entitled “Supplemental Phase III Data Investigation and<br />
Preliminary <strong>Remedial</strong> <strong>Action</strong> <strong>Plan</strong> Mill Rock Park, Sewer Pump Station, and <strong>Rochford</strong> <strong>Field</strong>, Hamden,<br />
Connecticut,” dated 29 April 2005 and in a subsequent Addendum to the report entitled “Supplemental<br />
Phase III Data Investigation Report Addendum, Mill Rock Park, Sewer Pump Station, and <strong>Rochford</strong><br />
<strong>Field</strong>, Hamden, Connecticut,” dated 11 October 2005.<br />
In August 2006, CTDEEP issued a Proposed Remedy Selection <strong>Plan</strong> and solicited public comment.<br />
After consideration of the public comment, the proposed Remedy Selection <strong>Plan</strong> was revised and a<br />
“Remedy Selection <strong>Plan</strong>”, approved by the CTDEEP Commissioner was published in October 2007.<br />
This RAP details the remedial actions that will be conducted at <strong>Rochford</strong> <strong>Field</strong> in accordance with<br />
approved CTDEEP remedy. A separate RAP has been prepared for Mill Rock Park and the Sewer<br />
Pump Station.<br />
1.2 Site Description<br />
The subject site includes the publicly owned property known as <strong>Rochford</strong> <strong>Field</strong>, located east of <strong>Newhall</strong><br />
Street in Hamden, Connecticut (see Figure 1: <strong>Project</strong> Locus).<br />
