Our directors<br />

Mark Miller, Chairman<br />

As Board Chair of <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong>, Mark manages<br />

the helm with his specific dive industry and commercial<br />

business experience. A Master Instructor & Instructor<br />

Trainer, holding ratings with PADI, DSAT, DAN, EFR and<br />

TDI, he also has a coxswain license, <strong>Reef</strong> <strong>Check</strong> Trainer and<br />

scientific diver ratings, as well as being a qualified scuba<br />

service technician.<br />

Jos Hill, Founder and Director<br />

In partnership with Undersea Explorer and Andy Dunstan,<br />

Jos established the beginnings of <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong>.<br />

With an MSc Natural Resource Management from James<br />

Cook University as well as a BSc Biology (International)<br />

from the University of Leeds, Jos is also a PADI certified<br />

Open Water scuba instructor.<br />

Andy Dunstan, Director<br />

Through Undersea Explorer, Andy was the North<br />

Queensland <strong>Reef</strong> <strong>Check</strong> co-ordinator from 1998 and<br />

has sat on the Board of <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> since it was<br />

established in 2004. A marine scientist, biochemist, Class<br />

Four ship’s captain, dive instructor and educator, Andy<br />

holds a BSc from James Cook University and a Masters<br />

Qualifying degree from the University of Queensland.<br />

Peter Payne, Director<br />

Peter is one of <strong>Australia</strong>’s leading trainers in the diving<br />

field with over 32 years’ diving experience. In 1995 he<br />

became a PADI Course Director and has taught over<br />

1,300 dive instructors. With a vast array of diver training<br />

ratings, as well as a Diploma of Occupational Health<br />

and Safety, Cert IV in Training and Assessment and a<br />

Cert III in Aquaculture, Peter has also published twelve<br />

training manuals.<br />

John Rumney, Director<br />

Having made a living on the Great Barrier <strong>Reef</strong> since<br />

1977, John also sits on the Tourism and Recreation <strong>Reef</strong><br />

Advisory Committee for GBRMPA, the Local Marine<br />

Advisory Committee, and the Cod Hole and Ribbon<br />

<strong>Reef</strong> Operators Association. He was one of the original<br />

founders of the Low Isles Preservation Society in 1993 and<br />

acted as President for four years from 1998.<br />

Andrew Gillespie, Director<br />

A senior manager with Ergon Energy Corporation, Andrew<br />

specialises in business strategy related to technology<br />

futures. He is a long-term member of the Standards<br />

<strong>Australia</strong> committee for his industry and is active within a<br />

number of Ministerial Council on Energy working groups.<br />

A keen diver for the last 15 years, Andrew is a PADI master<br />

scuba diver and has logged over 1,600 dives.<br />

Chairman’s report<br />

<strong>2008</strong>/<strong>09</strong> has been a year of change for <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong>. With change comes both challenges and<br />

successes and <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> has had its fair share of both this year. Perhaps the change most keenly felt<br />

is the departure of long-standing Managing Director, Jos Hill. After eight years of passionate and unstinting<br />

leadership, she has handed over the helm for us to navigate further on the steady course she has set.<br />

My thanks go to Jos for all the hard work and dedication that has made <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> the credible,<br />

successful organisation it is today. Although we say farewell and good luck for her future endeavours, Jos will<br />

continue to sit on the Board and give us the benefit of her experience.<br />

One of the greatest challenges for <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> this year has been the downturn in economic climate –<br />

the so-called global financial crisis. As an organisation heavily dependent on the prosperity of the dive-industry<br />

to access our research sites, we have felt the impact of the industry contraction and have sadly lost some of our<br />

valuable operator partners. Particular thanks, therefore, go to all our stakeholders, volunteers and supporters<br />

for their continued backing this year despite the tougher times.<br />

The global financial crisis is of course making funding harder for all not-for-profits. Thankfully, we have<br />

been very successful in the Coastcare Caring for our Country round of grants this year, winning substantial<br />

funding for our <strong>Reef</strong> IQ, Coral Health Database, Coral Trout and South East Queensland Monitoring projects.<br />

We have established a full time Regional Co-ordinator in Brisbane for the SEQ project, Jenn Loder, and her<br />

initial groundworks have been exceptionally well received by operators, institutions and resource managers<br />

in the region.<br />

Another change for <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> this year has been a clear shift in profile. With an aim to attract<br />

more diverse funding sources, the brand strategy has been adjusted accordingly. The successful launch of<br />

a new website and quarterly e-newsletter has promoted the organisation and we have gained recognition<br />

from multiple sources; winning a 12-month partnership with SBS television to screen community service<br />

announcements; becoming a finalist for the prestigious Banksia Environmental Awards; and securing a<br />

Townsville City Council Community Award.<br />

On an operational front, thanks to the hard work of our volunteer Project Officers this year – Nick Greenwood<br />

and Joel Stibbard, the Great Barrier <strong>Reef</strong> Monitoring season has seen a fantastic rate of surveys, despite the<br />

economic climate. Our <strong>Reef</strong> IQ education program has also gone from strength to strength with a successful<br />

dual-location state-wide launch at the end of the year, leading to a steady uptake of the curriculum materials by<br />

Queensland schools.<br />

Looking over our achievements this year leaves me very positive<br />

for the future. There will certainly be some interesting debates<br />

over the proposed protection of the Coral Sea and the review of<br />

the Great Barrier <strong>Reef</strong> Marine Park zoning. <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong><br />

will watch, with vested interest, these developments unfold and<br />

be ready to provide any assistance we can with the results of our<br />

extensive monitoring in the areas.<br />

Project reports<br />

Great Barrier <strong>Reef</strong> project report – Dr Marie-Lise Schläppy<br />

The objectives of the <strong>2008</strong>/<strong>09</strong> season were to survey 25 dive sites and develop communication materials for dive<br />

operators. Our target for community capacity building of training 16 new surveyors was well over-achieved, with 31<br />

new volunteers completing the course this year.<br />

In fact, in only just over four months, our volunteer teams completed surveys on 27 sites from Port Douglas down to<br />

Airlie Beach. The number of surveys this year was sadly limited by funds, rather than availability or time.<br />

The Marine Tropical Science Research Facility (MTSRF) administered by the <strong>Reef</strong> and Rainforest Research Centre<br />

(RRRC) has committed $50,000 for the year 20<strong>09</strong>/10 for <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> to survey 18 of the most important<br />

dive sites for the next monitoring season, commencing in January 2010. It has also funded <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> to<br />

develop more communications materials and train new volunteers.<br />

This year, the efficient completion of the survey season ahead of time was made possible by the outstanding<br />

contribution of project officers Nick Greenwood (full time) and Joel Stibbard (part time) who volunteered for <strong>Reef</strong><br />

<strong>Check</strong> <strong>Australia</strong> for six months. This was despite the loss of several dive<br />

operator partners to the difficult economic climate.<br />

Inshore reef monitoring<br />

We are currently seeking funds to ensure the successful completion of<br />

the 2010/11 survey season and, ultimately, we are looking for long-term<br />

funding to sustain this project to ensure that we can guarantee annual<br />

monitoring of all of the dive sites and potentially to expand to reach<br />

additional important research areas.<br />

The proximity of inshore coral reefs to coasts makes them more susceptible to human impacts.<br />

The aim of the <strong>2008</strong>/<strong>09</strong> inshore reef monitoring was to survey as many reefs<br />

as possible around Magnetic Island and the Townsville region.<br />

This project was essentially unfunded this year and a total of four dive sites<br />

were monitored, utilising funds from the <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> public fund<br />

and Townsville City Council (through their Creek to Coral programme).<br />

Townsville City Council provided access to a charter to take the <strong>Reef</strong> <strong>Check</strong><br />

<strong>Australia</strong> team to Middle <strong>Reef</strong>.<br />

The future of this project depends on our ability to secure long-term<br />

funding to carry out surveys at existing dive sites and expand the number<br />

of sites along the Queensland coast. This programme would combine well<br />

with efforts made on land under the <strong>Reef</strong> Rescue programme, where <strong>Reef</strong><br />

<strong>Check</strong> <strong>Australia</strong> teams could provide coral health data at strategic reef<br />

locations where water quality improvement programmes are being undertaken on land.<br />

<strong>2008</strong>/<strong>09</strong> has seen major developments in our pioneering survey database, which will make our live data available<br />

online to the public. A full launch is planned for Q4 20<strong>09</strong>.<br />

SeQ monitoring project report – Jenn Loder<br />

This year continued to expand on the recent <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong> initiatives in South East Queensland.<br />

Three new monitoring sites were added to our existing seven sites, which made<br />

for 14 cumulative surveys at the completion of the season. The baseline data<br />

collected in South East Queensland is a valuable resource that can offer insights<br />

into the potential negative impacts resulting from the region’s rapidly growing<br />

population and extensive coastal development as well as the effectiveness of<br />

management applications.<br />

To assist with our monitoring efforts, eight volunteers were trained in the <strong>Reef</strong><br />

<strong>Check</strong> <strong>Australia</strong> protocol during the season. We have also established new key<br />

relationships with local dive operators to further expand our network and reach<br />

critical monitoring locations.<br />

Community Outreach Activities<br />

Thanks to funding by the <strong>Australia</strong>n Government Coastcare - Caring for our Country program, the culmination of the<br />

year welcomed a full-time coordinator based in South East Queensland to contribute to our larger long-term plans<br />

in the area. With an established presence in the area we are now working to increase our volunteer base, develop<br />

new partnership opportunities, distribute valuable coral health data and contribute to local conservation efforts.<br />

We are working to increase dramatically our monitoring coverage in the region with plans to include 20 sites<br />

ranging from Noosa on the Sunshine Coast to Palm Beach on the Gold Coast. These sites will provide greater<br />

representation of the coral communities in the region and encompass numerous sites inshore Moreton Bay as well<br />

as offshore sites, including some important sites within the Ramsar wetlands area.<br />

Survey sites have been selected to include a broad range of sites and<br />

feedback has been sought from numerous local stakeholders. These<br />

include; SEQ Catchments, researchers from the University of Queensland,<br />

University of the Sunshine Coast, and local dive operators.<br />

We are also continuing to expand our volunteer base in the area and plan<br />

to run multiple training courses throughout the upcoming year.<br />

With our operations firmly established in SEQ, we are now in the process of<br />

consultations regarding management applications for <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong><br />

SEQ data. Preliminary discussions are underway with Gold Coast City<br />

Council, Queensland Parks and Wildlife Services, and the Department of<br />

Environmental Resource Management.<br />

In addition to our efforts to better understand the natural<br />

marine environment, we also plan to undertake social<br />

marketing research to gain insights into the knowledge,<br />

attitudes and sustainable behaviours of SEQ residents. This<br />

research will help to shape future educational and marketing<br />

strategies and will inform a wider public awareness campaign<br />

for <strong>Reef</strong> <strong>Check</strong> <strong>Australia</strong>.<br />

<strong>Reef</strong> IQ report – Jo Roberts<br />

<strong>2008</strong>/<strong>09</strong> was a big year for <strong>Reef</strong> IQ, with the successful Queensland launch of our first<br />

educational program; the development of our new interactive online <strong>Reef</strong> IQ game – a virtual<br />

coral reef survey experience; and a win for our ‘<strong>Reef</strong> Recycling’ workshops in the Townsville<br />

Environmental Excellence and Sustainability Awards. In addition, substantial funding was<br />

received from the <strong>Australia</strong>n Government’s Caring for Our Country program and a smaller<br />

funding application was successful with the Myer Foundation.<br />

<strong>Reef</strong> IQ<br />

In the latter half of <strong>2008</strong>, work focused on developing and piloting our education materials, creating a partnership<br />

with the Townsville Recycling Education Centre to deliver the ‘<strong>Reef</strong> Recycling’ workshops to Townsville schools,<br />

and developing the <strong>Reef</strong> IQ game. Numerous workshops with local school classes were held throughout the year<br />

and feedback was extremely positive. The game was developed by our digital agency, City of Cairns, and exceeded<br />

all expectations.<br />

The second half of the year was taken up with organising the simultaneous launches<br />

of the <strong>Reef</strong> IQ Educational Program and <strong>Reef</strong> IQ game held at <strong>Reef</strong> HQ in Townsville<br />

and Sea World on the Gold Coast in June. The launches were great fun and involved<br />

students from Wulguru State School and Beaudesert State High School playing<br />

the game and snorkeling amongst the sharks in Shark Bay at Sea World. There was<br />

significant media attention and responses to the program overall were excellent.<br />

Moreover, initial downloads of the online education materials after the launch were<br />

hugely encouraging.<br />

On top of this, development of the <strong>Reef</strong> IQ Coral Surveyor program was started with plans for students from<br />

Bwgcolman School on Palm Island to become the first children to get in the water and conduct snorkel surveys of<br />

the beautiful coral reefs around their home island. The near future will see us improving the <strong>Reef</strong> IQ program even<br />

more by expanding the materials to other age groups and adding in-water activities, as well as taking the <strong>Reef</strong> IQ<br />

program <strong>Australia</strong>-wide.<br />

Income statement<br />

The profit attributable to members for the year is $18,875 (<strong>2008</strong>: Loss $7,547). This is mainly due to the increase in grants<br />

during the year, and new Project costing procedures being implemented.<br />

Balance sheet<br />

Total assets increased by $125,153 to $239,669 representing an increase of 52%. This increase was mainly attributable to<br />

the following:<br />

• Increase in cash holdings of $135,640 mainly due to grants received but not yet fully expended<br />

• A reduction in receivables due to less grants being outstanding at year end.<br />

Total liabilities increased by $106,284 to $259,987 representing an increase of 72%. This increase was attributable to the<br />

following:<br />

• Unexpended grants increased by $81,688 due to a large amount of the grant funding still being on hand at year end.<br />

• Trade payables increase of $13,866 is mainly due to a large invoice still being unpaid at 30 June 20<strong>09</strong>.<br />

Cash flow statement<br />

Cash flows generated from operating activities increased by $81,038 mainly due to an increase in grants.<br />

Cash on hand therefore increased $135,341 from <strong>2008</strong>.<br />

Statement of recognised income and expenses<br />

Retained earning increased due to the profit that occurred during the period.<br />

Note 1: Basis of preparation of the concise financial report<br />

The concise financial report is an extract for the full financial report for the year ended 30 June 20<strong>09</strong>. The concise financial report has<br />

been prepared in accordance with Accounting Standard AASB 1039: Concise Financial <strong>Report</strong>s, and the Corporations Act 2001.<br />

The financial statements, specific disclosures and other information included in the concise financial report are derived from and<br />

are consistent with the full financial report of <strong>Reef</strong> <strong>Check</strong> Foundation Limited. The concise financial report cannot be expected<br />

to provide as detailed an understanding of the financial performance, financial position and financing and investing activities of<br />

<strong>Reef</strong> <strong>Check</strong> Foundation Limited as the full financial report. A copy of the full financial report and auditor’s report will be sent to<br />

any member, free of charge, upon request.<br />

The presentation currency used in this concise financial report is <strong>Australia</strong>n dollars.<br />

The following applicable <strong>Australia</strong>n Accounting Standards and <strong>Australia</strong>n Accounting Interpretations have been applied:<br />

AASB 101: Presentation of Financial Statements;<br />

AASB 107: Cash Flow Statements;<br />

AASB 108: Accounting Policies, Changes in Accounting Estimates and Errors;<br />

AASB 110: Events after the Balance Sheet Date;<br />

AASB 1004: Contributions;<br />

AASB 1031: Materiality; and<br />

AASB 1048: Interpretation and Application of Standards.<br />

No other Accounting Standards, Accounting Interpretations or other authoritative pronouncements of the <strong>Australia</strong>n<br />

Accounting Standards Board have been applied.<br />

<strong>Report</strong> on the concise financial report<br />

The accompanying concise financial report of <strong>Reef</strong> <strong>Check</strong> Foundation Limited comprises the balance sheet as at 30 June 20<strong>09</strong>, the<br />

income statement, statement of recognised income and expenditure and cash flow statement for the year then ended and related notes,<br />

derived from the audited financial report of <strong>Reef</strong> <strong>Check</strong> Foundation Limited for the year ended 30 June 20<strong>09</strong>, and the discussion and<br />

analysis. The concise financial report does not contain all the disclosures required by the <strong>Australia</strong>n Accounting Standards.<br />

Directors’ responsibility for the concise financial report<br />

The directors are responsible for the preparation and presentation of the concise financial report in accordance with Accounting<br />

Standard AASB 1039: Concise Financial <strong>Report</strong>s (including the <strong>Australia</strong>n Accounting Interpretations), statutory and other requirements.<br />

This responsibility includes establishing and maintaining internal control relevant to the preparation of the concise financial report;<br />

selecting and applying the appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.<br />

Auditor’s responsibility<br />

Our responsibility is to express an opinion on the concise financial report based on our audit procedures. We have conducted an<br />

independent audit, in accordance with <strong>Australia</strong>n Auditing Standards, of the financial report of <strong>Reef</strong> <strong>Check</strong> Foundation Limited for the<br />

year ended 30 June 20<strong>09</strong>. Our audit report on the financial report for the year was signed on 22nd October 20<strong>09</strong> and was not subject<br />

to any modification. The <strong>Australia</strong>n Auditing Standards require that we comply with relevant ethical requirements relating to audit<br />

engagements and plan and perform the audit to obtain reasonable assurance whether the financial report for the year is free from<br />

material misstatement.<br />

Our procedures in respect of the concise financial report included testing that the information in the concise financial report is derived<br />

from, and is consistent with, the financial report for the year, and examination on a test basis, of evidence supporting the amounts,<br />

discussion and analysis, and other disclosures which were not directly derived from the financial report for the year. These procedures<br />

have been undertaken to form an opinion whether, in all material respects, the concise financial report complies with Accounting<br />

Standard AASB 1039: Concise Financial <strong>Report</strong>s and whether the discussion and analysis complies with the requirements laid down in<br />

AASB 1039: Concise Financial <strong>Report</strong>s.<br />

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.<br />

Independence<br />

In conducting our audit, we have complied with the independence requirements of the Corporations Act 2001. We confirm that the<br />

independence declaration required by the Corporations Act 2001, provided to the directors of <strong>Reef</strong> <strong>Check</strong> Foundation Limited on 22nd<br />

October 20<strong>09</strong>, would be in the same terms if provided to the directors as at the date of this auditor’s report.<br />

Auditor’s opinion<br />

In our opinion, the concise financial report including the discussion and analysis <strong>Reef</strong> <strong>Check</strong> Foundation Limited for the year ended 30<br />

June 20<strong>09</strong> complies with Accounting Standard AASB 1039: Concise Financial <strong>Report</strong>s.<br />
