Introduction<br />
The <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> (ECSU) <strong>Fact</strong> <strong>Book</strong> is an annual publication that provides<br />
official statistical information about various aspects of the university’s operations. We believe this<br />
document will serve as a valuable reference and resource tool for research and planning to our campus<br />
community and the public. Information presented in the <strong>Fact</strong> <strong>Book</strong> is representative of mandated reports<br />
submitted and approved by the <strong>University</strong> of North Carolina General Administration, unless otherwise<br />
noted.<br />

Historical Highlights<br />
<strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> was founded on March 3, 1891, when House Bill 383 was enacted<br />
by the North Carolina General Assembly, establishing a normal school for the specific purpose of<br />
“teaching and training teachers of the colored race to teach in the common schools of North Carolina.”<br />
The bill was sponsored by Hugh Cale, an African American representative from Pasquotank County.<br />
Between 1891 and 1928, curricula and resources were expanded under the leadership of Peter<br />
Wedderick Moore. Enrollment increased from 23 to 355 and the faculty from 2 to 15 members by the<br />
time Dr. Moore retired as President-Emeritus on July 1, 1928.<br />
Under the leadership of John Henry Bias, the second president, who served from July 1, 1928 until<br />
his death on July 15, 1939, the institution was elevated from a two-year normal school to a four-year<br />
teachers college in 1937. The institution’s name was officially changed to <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> Teachers<br />
College on March 30, 1939, and the mission was expanded to include the training of elementary school<br />
principals for rural and city schools. The first Bachelor of Science degrees in Elementary Education<br />
were awarded in May 1939.<br />
The number of majors increased between 1959 and 1963 from a single elementary education major<br />
to 12 additional academic majors. The college was granted full membership in the Southern Association<br />
of Colleges and Schools in December 1961. Its accreditation has since been reaffirmed. The name<br />
changed from <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> Teachers College to <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> College by the General<br />
Assembly in 1963. Effective July 1, 1969, the college became <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong>. In 1971,<br />
the General Assembly redefined The <strong>University</strong> of North Carolina system with sixteen public<br />
institutions. Including ECSU, those institutions are constituents of The <strong>University</strong> of North Carolina<br />
(July 1972).<br />
Currently, ECSU offers 37 baccalaureate degree programs and four master's degree programs in<br />
Elementary Education, Biology, Mathematics and School Administration. ECSU also offers a doctor of<br />
pharmacy degree in collaboration with the Eshelman School of Pharmacy (UNC- Chapel Hill). ECSU<br />
has earned national acclaim for its academic advances: In 2007, Diverse Issues in Higher Education<br />
ranked ECSU #1 among Historically Black Colleges and Universities for its black male student athlete<br />
graduation rate. Between 1999 and <strong>2013</strong>, ECSU repeatedly earned national acclaim in U.S. News and<br />
World Report Magazine's ranking of best colleges in the south. The U.S. News and World Report's <strong>2013</strong><br />
Edition of Best Colleges ranked ECSU as third in the Top Public Schools Regional Colleges (South)<br />
category and #20 among the nation's Historically Black Colleges and Universities. <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong><br />
<strong>University</strong> also ranked #1 among baccalaureate colleges in Washington Monthly's <strong>2012</strong> college<br />
rankings.<br />
In 2000, ECSU began designing capital improvement projects funded by $46.3 million from the<br />
state's Higher Education Bond Referendum. The results were a Physical Education/Field House (2003),<br />
<strong>University</strong> Suites, a residence hall (2004), the Walter N. Henrietta B. Ridley Student Complex (2005).<br />
Viking Village, a student residence hall adjacent to the campus main entry, resulted from a universityprivate<br />
partnership (September 2004). In July 2004, the NC General assembly allotted $28 million to<br />
construct facilities for the Pharmacy Complex which opened in the fall of 2010. Construction of the<br />
Willie and Jacqueline Gilchrist Education and Psychology Complex began in July 2010 and was<br />

completed in December 2011. Construction of a new three-story residence hall began in May 2011 and<br />
was completed in August <strong>2012</strong>.<br />
Since 2005, ECSU student athletes have earned a respectable collection of championship<br />
trophies in the Central Intercollegiate Athletic Association: the softball and baseball teams (2005);<br />
basketball (Vikings 2007); volleyball (Lady Vikings 2008) and bowling (Lady Vikings 2009). ECSU<br />
teams also won three CIAA Eastern Division titles: football (Vikings 2006 and 2008); basketball (Lady<br />
Vikings 2007); volleyball (Lady Vikings 2007). The football team won the CIAA Northern Division<br />
championship (2011 and <strong>2012</strong>) and was the <strong>2012</strong> Pioneer Bowl Champion.<br />
Dr. Willie J. Gilchrist, an alumnus, is Chancellor of <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong> and the<br />
university's ninth chief executive officer. He was installed on September 25, 2007.<br />

Historic Location<br />
Located in the historic Albemarle area near the mouth of the Pasquotank River, <strong>Elizabeth</strong><br />
<strong>City</strong> <strong>State</strong> <strong>University</strong> offers students the opportunity to receive an excellent education while<br />
enjoying a wide variety of recreational and cultural amenities. Favored by a mild climate and<br />
proximity to the world renowned Outer Banks recreation area, ECSU has features that help make<br />
student living and learning both exciting and fulfilling. In addition, the university offers students a<br />
variety of social programs, cultural programs, religious and musical organizations and clubs. Honor<br />
and Recognition societies, as well as fraternities and sororities are also available to students. ECSU<br />
also has a variety of athletic sports events.<br />
Students may also wish to take advantage of the historical sites in the greater Albemarle and<br />
southeastern Virginia areas. Williamsburg, Jamestown, Roanoke Island, Yorktown, several<br />
antebellum plantations, beaches and waterways are among sites within an easy drive from the<br />
campus.<br />
United <strong>State</strong>s Highways 17 and 158 make the city and the university easily accessible by<br />
automobile. <strong>City</strong> bus routes, hotels and motels are available to accommodate overnight visitors,<br />
and the university is just over an hour's drive from the Norfolk (Virginia) International Airport.<br />
The university is situated on 114 acres which represent the campus proper. Another 68<br />
acres comprise the former farm on Weeksville Road (N.C. 34); a 639-acre tract in Currituck County<br />
helps preserve the nation's diminishing wetlands and provides for educational research; and 35<br />
acres serve residential or expansion purposes. There are also small sites in Utah and Virginia used,<br />
respectively, for geological instruction and institutional enhancement.<br />

institution's rich heritage provides a firm foundation for its educational endeavors, as well as its role<br />
in serving the needs and aspirations of individuals and society.<br />

According to the 2009-2014 Strategic Plan, the goals of the <strong>University</strong> are as follows:<br />
1. Global Readiness: ECSU will offer high-quality degree programs in a student-centered<br />
environment and will deliver them in a manner that enhances student learning and prepares<br />
graduates to be globally competitive leaders in the 21 st century.<br />
2. Higher Education Access: ECSU will, through its outreach programs and retention efforts,<br />
provide access to higher education for all citizens of North Carolina. ECSU recognizes that<br />
learning is a life-long process and thus provides opportunities for developing more joint and<br />
shared degree programs while making education more accessible and affordable.<br />
3. Public Education: ECSU will remain actively engaged in supporting the 21 county school<br />
systems of northeastern North Carolina through initiatives and programs to improve<br />
classroom instruction, curriculum development, and K-12 professional development.<br />
4. Our Communities and Their Economic Transformation: ECSU will foster collaborative<br />
relationships with regional partners to facilitate sustainable economic growth in the region.<br />
