conduit for armed resistance. 70<br />
Almost immediately <strong>in</strong> 1963, <strong>Indonesia</strong> took<br />
over adm<strong>in</strong>istration from UNTEA. Invok<strong>in</strong>g <strong>the</strong><br />
New York Agreement, 1026 Papuan representatives<br />
were selected to participate <strong>in</strong> <strong>the</strong> “Act <strong>of</strong> Free Choice”<br />
<strong>in</strong> 1969. The choice was to vote on becom<strong>in</strong>g an<br />
<strong>in</strong>dependent state or jo<strong>in</strong><strong>in</strong>g <strong>Indonesia</strong>. The <strong>Indonesia</strong>n<br />
state argued that <strong>the</strong> difficult geography <strong>of</strong><br />
Papua and <strong>the</strong> <strong>Indonesia</strong>n political culture <strong>of</strong> forg<strong>in</strong>g<br />
consensus by mutual deliberation (musyawarah)<br />
justified a vote by representatives ra<strong>the</strong>r than a<br />
popular referendum. Papuans were also considered<br />
“too simple” and “too primitive” to vote. 71<br />
The result <strong>of</strong> <strong>the</strong> vote is enshr<strong>in</strong>ed <strong>in</strong> United<br />
Nations (UN) Resolution 2504, which endorses <strong>the</strong><br />
transfer <strong>of</strong> sovereignty <strong>of</strong> Papua to <strong>Indonesia</strong>. 72<br />
Despite testimonials from <strong>the</strong> press on various and<br />
serious violations <strong>of</strong> <strong>the</strong> New York Agreement, and<br />
<strong>the</strong> opposition <strong>of</strong> 15 countries, Papua was handed over<br />
to <strong>Indonesia</strong> <strong>in</strong> November 1969 and <strong>of</strong>ficially <strong>in</strong>corporated<br />
<strong>in</strong>to <strong>the</strong> <strong>Indonesia</strong>n state <strong>in</strong> 1973. This history<br />
cont<strong>in</strong>ues to fuel a sense <strong>of</strong> betrayal amongst Papuans,<br />
who believe that external actors – namely <strong>the</strong> US, <strong>the</strong><br />
Ne<strong>the</strong>rlands and <strong>the</strong> UN – have a moral obligation<br />
to support <strong>the</strong> resolution <strong>of</strong> <strong>the</strong> Papuan conflict:<br />
“The US, <strong>the</strong> Ne<strong>the</strong>rlands and <strong>the</strong> UN are part<br />
<strong>of</strong> <strong>the</strong> problem. They should act as mediator or<br />
