1.2 2004 <strong>System</strong>-<strong>Wide</strong> <strong>Plan</strong><br />
The 2004 <strong>System</strong>-<strong>Wide</strong> <strong>Transit</strong> <strong>Corridor</strong> <strong>Plan</strong> <strong>for</strong><br />
<strong>the</strong> <strong>San</strong> Bernardino Valley, prioritized transit<br />
corridors <strong>for</strong> development of premium transit<br />
service. The highest ranked corridor, <strong>the</strong> E<br />
Street <strong>Transit</strong> <strong>Corridor</strong>, has since progressed<br />
through <strong>the</strong> Project Development process and is<br />
scheduled <strong>for</strong> construction in 2010. <strong>Omnitrans</strong>,<br />
as <strong>the</strong> primary transit provider in <strong>San</strong> Bernardino<br />
Valley, is building upon <strong>the</strong> continued success of<br />
<strong>the</strong> E Street corridor through <strong>the</strong> project<br />
development process, with this update to <strong>the</strong><br />
<strong>System</strong>-<strong>Wide</strong> <strong>Plan</strong>.<br />
<strong>San</strong> Bernardino Valley is among <strong>the</strong> fastest<br />
growing areas in America, and is emerging as a<br />
major employment center. <strong>Omnitrans</strong> has taken<br />
<strong>the</strong> lead in developing reliable public<br />
transportation solutions <strong>for</strong> <strong>the</strong> Valley and<br />
currently operates an excellent transit network of<br />
local bus services that provides good coverage in<br />
its service area. The successful development of<br />
<strong>the</strong> E Street <strong>Corridor</strong> provides a framework <strong>for</strong><br />
<strong>Omnitrans</strong> to assess <strong>the</strong> remaining corridors, and<br />
revisit <strong>the</strong> criteria developed <strong>for</strong> evaluating<br />
premium transit corridors. The new evaluation<br />
builds upon <strong>the</strong> previous criteria, enhancing <strong>the</strong><br />
selection process based on <strong>Omnitrans</strong><br />

reflects <strong>the</strong> regional goals and policies developed<br />
since <strong>the</strong> creation of <strong>the</strong> 2004 <strong>Plan</strong>.<br />
Since <strong>the</strong> 2004 <strong>Plan</strong> was adopted, <strong>the</strong>re have<br />
been many improvements to <strong>the</strong> regional<br />
planning framework, including <strong>the</strong> development<br />
of <strong>the</strong> <strong>San</strong> Bernardino County Long Range<br />
<strong>Transit</strong> <strong>Plan</strong>, <strong>the</strong> Compass Blueprint 2%<br />
Strategy, SANBAG’s Transportation Land Use<br />
Integration Project (prepared as part of <strong>the</strong><br />
Compass Blueprint Strategy), <strong>the</strong> development of<br />
<strong>the</strong> <strong>San</strong> Bernardino Travel Demand Forecast<br />
Model, and <strong>the</strong> passage of <strong>the</strong> Senate Bill 375.<br />
1.3 Development of <strong>the</strong> E Street<br />
<strong>Corridor</strong><br />
The sbX E Street <strong>Corridor</strong> BRT project is<br />
currently undergoing final design and will begin<br />
construction in 2010, and revenue operations are<br />
scheduled to begin in April 2013. The Project,<br />
shown in Exhibit 1-2, will provide reliable, fast<br />
and convenient service to <strong>the</strong> major activity<br />
centers in <strong>the</strong> E Street <strong>Corridor</strong> including <strong>the</strong> Cal<br />
State University <strong>San</strong> Bernardino Campus, <strong>the</strong><br />
Downtown <strong>San</strong> Bernardino area, Hospitality Lane<br />
commercial area and <strong>the</strong> Loma Linda University<br />
and Medical Center. The 15.7 mile project<br />
