Message from the Superintendent<br />

<strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> is becoming a leader in ensuring flexible <strong>and</strong> relevant<br />

learning experiences that keep students engaged in their classes while providing a realworld,<br />

career-oriented curriculum. Our mission in <strong>Bellevue</strong> is “to provide all students<br />

with an exemplary college preparatory education so they can succeed in college,<br />

career, <strong>and</strong> life.” This mission is clearly reflected in the work of our CTE teachers who<br />

work cooperatively with district level staff to provide learning experiences that will<br />

engage students in their classes, help them to acquire skills <strong>and</strong> knowledge relevant to<br />

future careers, <strong>and</strong> enhance academic achievement so they will be prepared for entry<br />

into a four-year college, community college or technical college. Students in <strong>Career</strong><br />

<strong>and</strong> <strong>Technical</strong> <strong>Education</strong> in <strong>Bellevue</strong> are being prepared also for another option upon<br />

high school completion – immediate entry into the workforce. These skills are no longer simply “nice to have,”<br />

but actually a requirement for success.<br />

Our students in <strong>Bellevue</strong> are active members of <strong>Career</strong> <strong>and</strong> <strong>Technical</strong> Students Organizations such as DECA,<br />

FCCLA, <strong>and</strong> SkillsUSA. These organizations provide skills <strong>and</strong> knowledge relevant to future careers <strong>and</strong> have<br />

a proven positive effect on academic engagement <strong>and</strong> achievement. CTE provides opportunities for students<br />

to delve deeper into classes <strong>and</strong> programs that reflect their interests. There are sixty-eight CTE classes offered<br />

in the <strong>Bellevue</strong> <strong>School</strong> <strong>District</strong> including WaNIC (Washington Network of Innovative <strong>Career</strong>s) courses offered<br />

through Lake Washington Institute of Technology.<br />

<strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> programs have an enormous yet often overlooked impact on students, school<br />

districts, <strong>and</strong> the nation. Most now however, underst<strong>and</strong> <strong>and</strong> appreciate that CTE has created a connection<br />

between the “real world” <strong>and</strong> the concepts they learn in school. They also realize that society needs people<br />

with different skills sets to function effectively. Parents, as well, recognize that <strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong><br />

is paramount to achieving educational <strong>and</strong> career goals, <strong>and</strong> that CTE is an integral part of the “whole school<br />

experience.” All of us are excited about the continued development of CTE programs in the <strong>Bellevue</strong> <strong>School</strong><br />

<strong>District</strong> as well as its impact on preparing students for success in a global economy. We look forward to creating<br />

even more opportunities for measurable growth <strong>and</strong> achievement in academics <strong>and</strong> overall career-readiness<br />

<strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> Advisory Groups<br />

<strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> advisory committees advise, assist <strong>and</strong> provide support <strong>and</strong> advocacy for quality CTE<br />

programs. Advisory committee volunteers have the opportunity to learn more about the CTE program <strong>and</strong> the instructors<br />

are able to increase their underst<strong>and</strong>ing of the job market, employers’ needs <strong>and</strong> community opportunities.<br />

CTE Advisory Committees:<br />

• Provide information to update, modify, exp<strong>and</strong>, <strong>and</strong> improve the quality of programs.<br />

• Support <strong>and</strong> strengthen their partnerships between business, labor, community, <strong>and</strong> education.<br />

• Make recommendations that will strengthen <strong>and</strong> exp<strong>and</strong> the CTE curriculum <strong>and</strong> provide assistance in<br />

implementing these recommendations.<br />

• Identify <strong>and</strong> validate academic <strong>and</strong> occupational competencies, determining priorities, <strong>and</strong> review <strong>and</strong><br />

evaluate programs.<br />

• Communicate long-term goals <strong>and</strong> objectives of the CTE programs to students, parents, employers, <strong>and</strong><br />

the community.<br />

There are two kinds of advisory groups – the General Advisory Council <strong>and</strong> the Program-specific Advisory. The General<br />

Advisory Council provides direction <strong>and</strong> guidance to administrators <strong>and</strong> teachers for the entire <strong>Career</strong> <strong>and</strong> <strong>Technical</strong><br />

<strong>Education</strong> programs offered by a district. This type of advisory group is usually formed at the secondary level to serve skills<br />

centers <strong>and</strong> high schools. A program specific advisory committee focuses on providing direction for a specific CTE program<br />

within a high school or skills center. Various school districts often combine program advisory committees that serve the<br />

same occupational area.<br />

Message from the CTE Director<br />

<strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> is an essential component of the high school<br />

curriculum. It is critical in meeting the needs of students in academic achievement,<br />

career exploration, career preparation, <strong>and</strong> leadership development <strong>and</strong> as a result<br />

represents as much as a third of their high school experience.<br />

Through <strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> in our district, students explore career<br />

opportunities <strong>and</strong> learn how core school subjects like math, science, reading, <strong>and</strong><br />

writing are used in real-life by engineers, green technology experts, health care<br />

providers, construction workers, <strong>and</strong> many other professionals. In the <strong>Bellevue</strong> <strong>School</strong><br />

<strong>District</strong> we underst<strong>and</strong> the unique ability of CTE to prepare young people for current<br />

jobs as well as careers of the future. With this underst<strong>and</strong>ing we have established well-designed CTE programs<br />

that focus on making students more postsecondary education <strong>and</strong> career-ready. Our programs are rigorous,<br />

relevant, project-based, <strong>and</strong> effective. They are about both career <strong>and</strong> college with programs of study that are<br />

st<strong>and</strong>ards-based <strong>and</strong> meet all requirements of both federal <strong>and</strong> state law. Our technical programs are designed<br />

around industry-st<strong>and</strong>ards <strong>and</strong> certification, where appropriate.<br />

CTE students gain leadership skills through participation in organizations like DECA (Distributive <strong>Education</strong> Clubs<br />

of America – BHS, NHS, IHS); SkillsUSA (Health Services – SHS; Automotive Service Technology – BHS; <strong>and</strong><br />

Graphics Communication – SHS); <strong>and</strong> FCCLA (Family <strong>Career</strong> <strong>and</strong> Community Leaders of America at BHS, SHS,<br />

NHS). These CTSO’s (<strong>Career</strong> <strong>and</strong> <strong>Technical</strong> Student Organizations) are recognized as integral to the career <strong>and</strong><br />

technical education program. They provide a unique program of career <strong>and</strong> leadership development, motivation,<br />

<strong>and</strong> recognition exclusively for middleschool/junior high <strong>and</strong> secondary students enrolled in career <strong>and</strong> technical<br />

programs. CTSO’s are not “clubs” to which only a few career <strong>and</strong> technical students belong. Rather, a CTSO is<br />

a powerful instructional tool that works best when integrated into the career <strong>and</strong> technical curriculum <strong>and</strong><br />

classroom by an instructor who is committed to the development of the total person.<br />

CTE helps prepare students to succeed in high dem<strong>and</strong> occupations within the 21 st century’s competitive global<br />

economy by promoting quality instructional partnerships with business, industry <strong>and</strong> the academic community.<br />

We are grateful for the relationships we have established with Microsoft TEALS, ACE, <strong>Bellevue</strong> College, WaNIC,<br />

<strong>and</strong> the Workforce Development Council of Seattle-King County. Through these partnerships we can prepare<br />

students for post-secondary education <strong>and</strong> employment in a competitive global economy.<br />

In <strong>Bellevue</strong> we continue to support the delivery of achievement, not just in academics, but in overall careerreadiness.<br />

To meet this goal we must continue to design appropriate curriculum <strong>and</strong> create learning environments<br />

based on everyday, real-world, project based experiences that appropriately prepare all students for success in<br />

Did you know that students in the <strong>Bellevue</strong> <strong>School</strong> <strong>District</strong> are eligible to earn college credit for certain <strong>Career</strong><br />

<strong>and</strong> <strong>Technical</strong> <strong>Education</strong> (CTE) classes at their high school? If a student is currently enrolled in a Tech Prep<br />

class, they may be eligible to earn college credit right now in addition to their high school credit (this is called<br />

“Dual Credit”). To earn college credit students must follow four simple steps:<br />

1. Be currently enrolled in a ‘Tech Prep’ CTE high school class.<br />

2. Register for the Tech Prep program while they are in the class (www.techprepcc.org)<br />

3. Pay the $46 annual consortium fee<br />

4. Receive a grade of “B” or higher in the class.<br />

What is Tech Prep?<br />

Students enrolled in Tech Prep can earn college credit in high school courses that are formally aligned – articulated<br />

– with college courses. Most of the ‘Tech Prep’ high school classes articulated are part of a <strong>Career</strong> <strong>and</strong><br />

<strong>Technical</strong> <strong>Education</strong> (CTE) program <strong>and</strong> they connect with a professional/technical certificate or degree.<br />

<strong>Career</strong> <strong>and</strong> Technology in the Middle <strong>School</strong><br />

<strong>Career</strong> <strong>and</strong> Technology <strong>Education</strong> courses at the middle school level provide students with the opportunity to<br />

obtain useful knowledge <strong>and</strong> skills used in modern society. These skills include a process oriented, h<strong>and</strong>s-on,<br />

project-focused approach to learning. Projects emphasize a design cycle, building, evaluating <strong>and</strong> documenting<br />

open ended challenges. Projects are student driven <strong>and</strong> emphasize leadership skills including engineering<br />

concepts as well as safe <strong>and</strong> appropriate use of machinery <strong>and</strong> technology.<br />

<strong>Bellevue</strong> High <strong>School</strong> is completing a significant modernization <strong>and</strong> an addition which will be completed in<br />

January, 2013. Construction has been phased to allow classes to continue on-site. The new CTE wing provides<br />

state of the art labs for student learning with a robust infrastructure to support current <strong>and</strong> future technologies.<br />

New digital/video, radio broadcasting studios allow <strong>Bellevue</strong> students to take programs to the next level. There<br />

is also a new automotive technology center that better supports our<br />

NATEF certified WaNIC Skills Program. Digital Photography offers stateof-the-art<br />

photo editing software as well as a br<strong>and</strong> new professional<br />

photo studio. Students showcase their work in local contests <strong>and</strong> art<br />

displays in the community. The new foods lab provides students with<br />

the experience of cooking for themselves as well as underst<strong>and</strong>ing<br />

the importance of nutrition <strong>and</strong> health. All the new technology CTE<br />

classrooms are tiered computer labs that increase student involvement<br />

<strong>and</strong> visibility. The CTE Department at <strong>Bellevue</strong> looks toward the future<br />

with a partnership with Microsoft through TEALS (Technology <strong>Education</strong><br />

And Literacy in <strong>School</strong>s). This is a program which recruits, mentors, <strong>and</strong><br />

places high tech professionals in classrooms as part-time teachers in a<br />

team teaching model. This type of arrangement gives the TEALS teacher<br />

an opportunity to learn effective teaching skills <strong>and</strong> the highly qualified<br />

Students at The International <strong>School</strong> participate in a one week <strong>Career</strong> & <strong>Technical</strong> <strong>Education</strong> experience every<br />

year. Each Focus Week activity provides instruction in work skills in one or more of the following areas: industrial<br />

arts, home <strong>and</strong> family life education, business <strong>and</strong> office education, agricultural education, health occupations<br />

education, vocational education, trade <strong>and</strong> industrial education, technical education <strong>and</strong> career education.<br />

During 9 th – 12 th grade, students have access to quality work experiences, develop strong relationships with<br />

adults <strong>and</strong> cultivate relationships with students outside of their normal social group in a stimulating environment<br />

outside of the regular curriculum <strong>and</strong> classroom. One credit of <strong>Career</strong> <strong>and</strong> <strong>Technical</strong> <strong>Education</strong> is earned after<br />

the successful completion of four Focus Weeks. Research <strong>and</strong> information gathered during these four weeks is<br />

then incorporated into a Senior Project which is a requirement for graduation.<br />

<strong>Bellevue</strong> Big Picture <strong>School</strong> is a secondary (6 th – 12 grade) school-of-choice. In partnership with the nationally<br />

recognized Big Picture Learning Network, five guiding principles provide the schools foundation <strong>and</strong> framework:<br />

personalization, adult-world connections, a common intellectual mission, supportive partnerships, <strong>and</strong> shared<br />

leadership <strong>and</strong> responsibility. The school is uniquely structured to educate, support, <strong>and</strong> guide students from<br />

middle school through high school graduation, building bridges across grade levels that lead to college success.<br />

The Big Picture <strong>School</strong> opened in September, 2011 with students enrolled in 6 th <strong>and</strong> 9 th grades only. In Sept. 2012,<br />

the middle school opened with students in both 6 th <strong>and</strong> 7 th grades <strong>and</strong> the high school opened with students in 9 th<br />

<strong>and</strong> 10 th grades. In the future all 10 th grade students will take a 2-credit internship class for CTE credit. During the<br />

first ten weeks in this class, students will learn about career areas, resume writing, interview skills, job shadows,<br />

<strong>and</strong> more. Upon completion of the class, students will participate in a variety of internships two days per week<br />

that will connect their interests with the real world <strong>and</strong> academic projects.<br />

Interlake High <strong>School</strong> is unique because it is recognized as one of the ten miracle schools in America. Programs<br />

at Interlake include a Center Program, an International Baccalaureate (IB) Program, <strong>and</strong> a Gifted Program. The<br />

student body is diverse consisting of various racial <strong>and</strong> ethnic groups as well as an ELL population. The student<br />

body still performs at or above grade level while participating in a variety of after-school activities, athletic<br />

events, clubs <strong>and</strong> organizations. There were 125 students last year who received IB diplomas <strong>and</strong> it is estimated<br />

that there are currently over 150 IB c<strong>and</strong>idates in this year’s senior class.<br />

member participation at the national convention. An International Baccalaureate Business Management course<br />

is being taught for the first time this year offering students exp<strong>and</strong>ed opportunities for college preparation. The<br />

Interlake Robotics team is anticipating another highly competitive year as students craft their skills to develop a<br />

CTE Teachers: CTE teachers also support students in many ways at<br />

Newport. There is an award-winning photography program where<br />

student work has reached a high level of perfection. A fantastic business <strong>and</strong> marketing program, video <strong>and</strong><br />

audio production classes, an award winning culinary program, a highly recognized teaching academy, <strong>and</strong> an<br />

impressive family <strong>and</strong> consumer science program are also included in the CTE department’s course offerings.<br />

Students in the human development class participate in a mentoring program in elementary schools throughout<br />

the area as well as several community service projects. Family <strong>and</strong> Consumer Science students also participate<br />

in school-wide food drives with FACSE classes from Sammamish High <strong>School</strong>. Many classes are articulated with<br />

local college classes which allow students to receive college credit prior to graduation.<br />

Special Recognition:<br />

• Nineteen students in Jerry Borth’s DECA class went to Nationals. Twelve students placed in the top<br />

twenty <strong>and</strong> six placed in the top ten. Two of the nineteen placed in the top two nationally in Human<br />

Resource Management <strong>and</strong> Advertising Campaign.<br />

• Two CISCO students placed 1 st in the nation in the CISCO Netrider competition beating out thous<strong>and</strong>s<br />

of students from other states.<br />

Looking Ahead: DECA’s goal this year is to continue on their success <strong>and</strong> take over twenty students to Nationals<br />

in Anaheim, California. Photography will be experimenting with a process to create prints that are an astounding<br />

20 feet wide with the thought of covering halls or walls with a giant print. CISCO will be integrating fiber optics<br />

into its advanced curriculum <strong>and</strong> retooling labs to make the curriculum even more practical. Cisco is also planning<br />

on returning to Antigua to help build a library/computer lab <strong>and</strong> upgrade computers at the state college of<br />

Antigua. Culinary Arts is working with AP Environmental Science to create a herb <strong>and</strong> vegetable self-sustaining<br />

urban garden. Teaching Academy is exp<strong>and</strong>ing its relationship with local universities <strong>and</strong> plans to place more<br />

students in teaching environments.<br />

Project based learning is being fully incorporated into all curriculum areas at Sammamish High <strong>School</strong>. This<br />

effort reinforces the intent of the i3 federal grant that was awarded to the school in 2010. The grant specifically<br />

focuses on project-based learning in a STEM school environment. CTE classes at Sammamish are inherently<br />

project based through solving authentic real-life problems. During the<br />

past school year mentors were used regularly to work with students in a<br />

small group environment.<br />

This past year over twenty SHS students were selected to participate in<br />

ACE (Architect, Construction <strong>and</strong> Engineering). This program allowed<br />

students to gain in-depth knowledge, skills <strong>and</strong> experience in these three<br />

Special Recognition:<br />

• Students at Sammamish successfully participated in many competitions.<br />

Two groups of students from the Marketing class placed first winning<br />

$5,000 each <strong>and</strong> third winning $2,000 each in the Washington State<br />

University Business Plan competition.<br />

• All students in Sue Peterson’s Health Care Occupation class passed<br />

state certification exams. Her students also placed first, second <strong>and</strong> third in the state SkillsUSA Nurse Assisting<br />

competition.<br />

• Tom Danielsen’s Graphic Arts student placed first, second <strong>and</strong> third (maintaining their 13 year winning streak)<br />

in SkillsUSA’s Graphic Communication competition.<br />

• Eric Kim <strong>and</strong> Melynda Nguyen successfully completed paid internships with Microsoft.<br />

Looking Ahead: The SHS CTE staff will be focused on continuing efforts to implement <strong>and</strong> develop all parts of the<br />

i3 grant. This year CTE staff will focus on:<br />

• Successful <strong>and</strong> effective integration of mentors in the classroom<br />

• Development of authentic projects/problems.<br />

• Continued development of all components of STEM by exp<strong>and</strong>ing the technology <strong>and</strong> engineering in<br />

curriculum <strong>and</strong> classrooms.<br />
