quantity and quality to meet all needs, including those of the envir<strong>on</strong>ment. This visi<strong>on</strong><br />
shall be <strong>on</strong>e of the main agenda in the sustainable nati<strong>on</strong>al development plan. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />
strategy guidelines and plan of acti<strong>on</strong> to realize the visi<strong>on</strong> are formulated, adopted and<br />
disseminated to all stakeholders, so that everybody is committed to c<strong>on</strong>serve <strong>water</strong><br />
resources and their ecosystems. Water is everybody’s business.<br />
2. Policy and law <str<strong>on</strong>g>The</str<strong>on</strong>g> nati<strong>on</strong>al <strong>water</strong> policy shall be formulated by the federal government and adopted by<br />
the state governments. <str<strong>on</strong>g>The</str<strong>on</strong>g> policy encompasses integrated management of land and<br />
<strong>water</strong> resources based <strong>on</strong> river basins, and the protecti<strong>on</strong> of <strong>water</strong>sheds and aquifers.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> policy guides interstate <strong>water</strong> transfers, allocati<strong>on</strong> of <strong>water</strong> to users, dam<br />
m<strong>on</strong>itoring and safety, and development activities in <strong>water</strong>sheds, including the vicinity<br />
of dam reservoirs. C<strong>on</strong>temporary laws are enacted to facilitate the implementati<strong>on</strong> of<br />
the nati<strong>on</strong>al <strong>water</strong> policy and shall be adopted by the state governments.<br />
3. River basin<br />
organizati<strong>on</strong>s<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> state governments are recommended to set up <strong>water</strong> management instituti<strong>on</strong>s<br />
similar to the Selangor Water Management Authority (LUAS). This will c<strong>on</strong>tribute to<br />
the implementati<strong>on</strong> of best practice in the management of <strong>water</strong> resources to ensure<br />
sustained supply of good-quality <strong>water</strong>. Laws are enacted to support these instituti<strong>on</strong>s.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> human resources of the instituti<strong>on</strong>s comprise inter-discipline <strong>water</strong> professi<strong>on</strong>als<br />
able to overcome present and future challenges in the nati<strong>on</strong>al <strong>water</strong> sector.<br />
4. Polluti<strong>on</strong> Activities which pollute <strong>water</strong> resources are m<strong>on</strong>itored and corrected. <str<strong>on</strong>g>The</str<strong>on</strong>g> surveillance<br />
of <strong>water</strong>sheds is assisted by remote-sensing techniques to detect illegal activities and<br />
overcome <strong>water</strong> polluti<strong>on</strong> problems. <str<strong>on</strong>g>The</str<strong>on</strong>g> polluted rivers are restored in stages, with the<br />
participati<strong>on</strong> of all stakeholders. Awareness campaigns are made am<strong>on</strong>g the riverine<br />
populati<strong>on</strong> and the parties resp<strong>on</strong>sible for the <strong>water</strong>-polluting activities. <str<strong>on</strong>g>The</str<strong>on</strong>g> principle of<br />
‘polluters pay’ will be enforced. <str<strong>on</strong>g>The</str<strong>on</strong>g> programme of restorati<strong>on</strong> of <strong>water</strong> resources will<br />
<strong>on</strong>ly be successful if it begins at source, that is, with the c<strong>on</strong>trol of polluting sources.<br />
5. Ground<strong>water</strong> Ground<strong>water</strong> explorati<strong>on</strong> programmes are implemented, especially in the main river<br />
basins, to identify potential aquifers, and protecti<strong>on</strong> z<strong>on</strong>es are provided to safeguard this<br />
important resource. Guidelines for the development of potential polluting activities and<br />
the appropriate laws will be formulated and enforced.<br />

Water-supply management shall be replaced by <strong>water</strong>-demand management in order to<br />
minimize the exploitati<strong>on</strong> of new <strong>water</strong> sources to meet the increasing <strong>water</strong> demand.<br />
Water-demand management c<strong>on</strong>sists of all activities to increase efficiency in <strong>water</strong><br />
supply and <strong>water</strong> usage and promote <strong>water</strong> recycling. Incentives will be given to<br />
industries that practice <strong>water</strong> reuse since they c<strong>on</strong>tribute directly to <strong>water</strong>-demand<br />
management and to the reducti<strong>on</strong> of effluents. New housing, commercial and industrial<br />
estates shall be fitted with <strong>water</strong>-saving devices, including rain<strong>water</strong> harvesting devices,<br />
and the new drainage c<strong>on</strong>cept of zero peak flow c<strong>on</strong>tributi<strong>on</strong> from developed areas shall<br />
be implemented.<br />
R&D activities in the <strong>water</strong> sector are enhanced and the <strong>water</strong> sector becomes a major<br />
sector in the Intensified Research Priority Areas programme. A centre is established to<br />
coordinate R&D activities, provide directi<strong>on</strong> for research, allocate funding and act as<br />
the Nati<strong>on</strong>al Database and Reference Centre. <str<strong>on</strong>g>The</str<strong>on</strong>g> centre is staffed with <strong>water</strong><br />
professi<strong>on</strong>als from different disciplines and incentives are provided to attract the best<br />
local and foreign <strong>water</strong> professi<strong>on</strong>als.<br />
