Per ASA Rule 3, Section 5, Article F. Protective Equipment<br />

“WARNING - The game of softball involves certain risk, including but not limited to death, serious<br />

neck <strong>and</strong> spinal injuries resulting in complete or partial paralysis, brain damage <strong>and</strong> serious injury<br />

to virtually all bones, joints, muscles <strong>and</strong> internal organs. Equipment used may be inadequate to<br />

prevent serious injury. However, in certain situations, the player’s use of a helmet may prevent or<br />

lessen certain injuries. Players choosing not to wear helmets do so with knowledge of the danger<br />

involved <strong>and</strong> agree to accept any <strong>and</strong> all liability <strong>for</strong> any injury or property loss related in any way to<br />

a player’s decision not to wear a helmet.”<br />

STRATTON RIDGE SPORTSPLEX RULES AND REGULATIONS<br />

REVISED JANUARY 2012<br />

1. ADMINISTRATION<br />

This organization shall be known as the CLUTE ADULT SOFTBALL LEAGUES, operated by the<br />

Clute Parks <strong>and</strong> Recreation Department <strong>for</strong> slowpitch softball leagues scheduled at the Stratton<br />

Ridge Sportsplex.<br />

The head of the Clute leagues will be the Clute Parks <strong>and</strong> Recreation Department or its appointed<br />

agents. In all matters not covered by these <strong>rules</strong> <strong>and</strong> <strong>regulations</strong>, the Clute Parks <strong>and</strong> Recreation<br />

Department or its appointed agents, shall have jurisdiction.<br />

Team managers, players <strong>and</strong> league officials are responsible to be knowledgeable of all the <strong>current</strong><br />

<strong>year</strong>’s <strong>rules</strong> <strong>and</strong> <strong>regulations</strong> pertaining to CLUTE ADULT SOFTBALL LEAGUES games <strong>and</strong><br />

facilities. The <strong>current</strong> <strong>year</strong>’s A.S.A. rulebook <strong>and</strong> the CLUTE ADULT SOFTBALL LEAGUES<br />

Rules <strong>and</strong> Regulations will be used in regard to all situations affecting the softball leagues at the<br />

Stratton Ridge Sportsplex.<br />

The Protest Committee shall be comprised of at least three of the following five persons: Director<br />

of the Parks <strong>and</strong> Recreation Department(s), Clute Parks <strong>and</strong> Recreation Personnel, A.S.A.<br />

representative of District 27 <strong>and</strong>/or three (3) A.S.A. certified umpires. The <strong>current</strong> <strong>year</strong>’s A.S.A.<br />

rulebook <strong>and</strong> the <strong>current</strong> <strong>year</strong>’s Clute PARD Rules <strong>and</strong> Regulations will be used in determining<br />

the validity of any protest. The decision of this committee regarding a <strong>for</strong>feit or ejection is final.<br />

2.A.<br />

2. COMPLEX REGULATIONS<br />

PLAYER AGE: Men’s, women’s <strong>and</strong> co ed team players at the Stratton Ridge Sportsplex must be<br />

at least 18 <strong>year</strong>s of age .<br />

Teams participating in Church League only: Players must be sixteen (16) <strong>year</strong>s of age or older.<br />

All sixteen <strong>and</strong> seventeen <strong>year</strong> olds must complete a release <strong>for</strong>m <strong>and</strong> have it signed by a parent or<br />

guardian <strong>and</strong> file it with the Parks Department Personnel be<strong>for</strong>e they can play on a Church<br />

League team.<br />

2.B. ALCOHOL POLICY FOR STRATTON RIDGE SPORTSPLEX. No team player / coach /<br />

manager may consume alcoholic beverages during the course of a game, inside or outside<br />

the playing field <strong>and</strong>/or facility. Any violation will result in the offending team<br />

receiving a <strong>for</strong>feit. Concession st<strong>and</strong> personnel, parks department personnel <strong>and</strong> / or<br />

UMPIRES – have full authority over the game <strong>and</strong> grounds <strong>and</strong> may recommend<br />

ejections or ask individuals to leave the area. Concession st<strong>and</strong> personnel, parks<br />

department personnel, umpires not on a playing field have the authority to in<strong>for</strong>m the<br />

game umpire of a player or players drinking alcohol during a game. If beer / alcohol is<br />

found in the dugout <strong>and</strong> no player can be identified with the beer, then the MANAGER<br />

OF THE TEAM IS AUTOMATICALLY EJECTED, or in the case of a non-playing<br />

manager, both the manager <strong>and</strong> the third base coach will be ejected. The CLUTE ADULT<br />

SOFTBALL LEAGUES or any appointed agents or game officials will not be liable <strong>for</strong> any<br />

injury or action resulting from consumption of alcoholic beverages. SIGNS ARE POSTED<br />

IN THE DUGOUT REGARDING ALCOHOL.<br />

2.C.<br />

SMOKING / TOBACCO USE POLICY Smoking will not be permitted on the fields or inside<br />

the dugouts. Please dispose of the butts properly when smoking elsewhere on the premises.<br />

2. D. DEFINITION OF ILLEGAL OR ALTERED EQUIPMENT – Refer to your 2012 ASA rulebook,<br />

<strong>and</strong> / or visit www.asasoftball.com <strong>and</strong> look under certified equipment. This list is updated<br />

periodically.<br />

A zero tolerance policy on illegal <strong>and</strong>/or altered bats will be en<strong>for</strong>ced at the Stratton Ridge<br />

Sportsplex. If the bat “rattles” or has a dent, it will be removed from the game. ASA rule 3,<br />

Section 1 G – The bat barrel shall be free of audible rattles when shaken. The bat barrel shall not<br />

have signs of excessive wear. Rule 3, Section 1 F – The bat shall be free of burs, DENTS <strong>and</strong> visible<br />

cracks. The characteristics of any approved equipment cannot be unnaturally changed.<br />

Examples include icing, cooling or heating of any equipment. Warming devices <strong>for</strong> bats are<br />

NOT approved.<br />

2. E. ILLEGAL OR ALTERED BAT USE BY TEAMS OR INDIVIDUAL PLAYERS.<br />

I. Illegal bats are not allowed on Stratton Ridge Sportsplex premises.<br />

II. Managers are responsible <strong>for</strong> making sure no illegal bats are associated with their team.<br />

III. Umpires will be inspecting bats.<br />

IV. Bats that have been inspected should be placed in the appropriate team barrel.<br />

Any bat judged to be illegal or altered may be confiscated by the umpire <strong>and</strong> turned over to the<br />

<strong>current</strong> ASA District Commissioner or Deputy Commissioner. It is possible that the bat in<br />

question will be tested to make sure that it complies with the <strong>current</strong>, approved ASA st<strong>and</strong>ard –<br />

using an ASA certified calibration machine. This test process may take a few weeks – be prepared<br />

to be without the bat in question <strong>for</strong> a minimum of two weeks.<br />

If a bat is declared illegal/altered or suspected of being altered or illegal <strong>and</strong> is removed from<br />

the game <strong>for</strong> further testing, the owner of the bat <strong>and</strong> / or the player(s) that used the bat may<br />

continue to play until a ruling is made on the a<strong>for</strong>ementioned equipment. If there is no<br />

question as to whether the bat is illegal / altered, then the player, owner <strong>and</strong>, or team will be<br />

subject to the following procedures.<br />

2. F. ILLEGAL / ALTERED BAT OFFENSES (TEAMS) – If no one declares ownership of the<br />

bat in question at the time of the offense, the entire team will be subject to the<br />

following procedure.<br />

I. Team’s first offense – <strong>for</strong>feit of said game <strong>and</strong> dropped from the remainder of the<br />

league with no refund of team entry fees.<br />

II. Team’s second offense – <strong>for</strong>feit of said game <strong>and</strong> all other league games remaining<br />

<strong>and</strong> <strong>for</strong> a minimum of 6 months, team may not participate in any league.<br />

III. Team’s third offense – banned from league play indefinitely.<br />

2. G. ILLEGAL BAT OFFENSES (PLAYERS)<br />

I. First offense – Player is removed from game (<strong>for</strong>feited) <strong>and</strong> is out until next<br />

season.<br />

II. Second offense – Games are <strong>for</strong>feited – player is not allowed to play <strong>for</strong> any team<br />

<strong>for</strong> 6 months.<br />

III. Third offense – Games are <strong>for</strong>feited – player is banned indefinitely from all league<br />

play<br />

2. H. GLASS CONTAINER POLICY. No glass containers of any kind are allowed at the Stratton<br />

Ridge Sportsplex. This includes playing fields, parking lots, levee parking areas, spectator areas.<br />

2. I. FORFEIT POLICY Forfeiting of THREE (3) OR MORE regularly scheduled games, shall be an<br />

automatic suspension from further league play <strong>for</strong> the <strong>for</strong>feiting team. No refunds will be given to<br />

a team that is suspended from league play. Certain circumstances including, but not<br />

limited to, work schedules <strong>for</strong> company teams can be reviewed by the parks<br />

department regarding the possibility of rescheduling.<br />

3. LEAGUE PLAY<br />

3. A. TEAM AWARDS: Will be based on number of teams per division.<br />

Examples of divisions are: (Recreational D / Recreational E, Competitive C,)<br />

In league divisions with at least 6 - 8 teams:<br />

Recreational league champions will receive First place T-shirts (max. 20)<br />

Competitive league champions <strong>and</strong> finalist will receive First <strong>and</strong> Finalist T-shirts (max 20)<br />

In league divisions with less than 5 teams<br />

Recreational league champions will receive first place T-shirts (max. 20)<br />

Competitive league champions will receive first place T-shirts (max 20)<br />

League divisions with more than 8 teams will be based on 8 team increments if possible. League<br />

officials reserve the right to change the amount of individual awards based on each league<br />

circumstance.<br />

The t-shirts <strong>for</strong> 1 st place winners (will be ordered after the completion of the league in order to get<br />

the appropriate sizes. Place your size on your roster <strong>for</strong>m – those not giving a size will receive an<br />

XLG t-shirt.<br />

3. B. TIE BREAKER POLICY. Ties at end of league: If there is a tie <strong>for</strong> 1 st or 2 nd place: we will first<br />

look at head to head competition in league. Then the <strong>current</strong> <strong>year</strong> ASA code will be used to<br />

determine official finish order.<br />

2012 – Vote by manager’s at Spring Managers Meeting to hold playoff game(s) <strong>for</strong> possible tie<br />

between two or more teams.<br />

At no time will drawn (*) games be used when looking at head to head competition to determine a<br />

league award. Drawn games may be used to determine team split in certain league circumstances.<br />

No game shall end in a tie. The international tiebreaker will be en<strong>for</strong>ced in order to eliminate a tie<br />

game.<br />

3. C. METAL SPIKES / CLEATS. No metal spikes or cleats allowed; however, you must wear shoes.<br />

After a warning by the umpire, violation of metal cleats/spike rule will cause player to be ejected<br />

<strong>for</strong> the remainder of the league (no less than 8 games <strong>and</strong> the game being played will be <strong>for</strong>feited).<br />

3. D. JEWELRY. Exposed jewelry, which is judged by the umpire to be dangerous, must be removed<br />

<strong>and</strong> may not be worn during the game.<br />

3. E. GAME TIME / COMPLETE GAME. Games will be 55 minutes or 7 innings, whichever comes<br />

first. Umpires will be responsible <strong>for</strong> keeping time on the field. Game time is FORFEIT TIME. ***<br />

Manager’s CONFIRM AND MAKE NOTE of your game start time with the home plate umpire. In<br />

the event of rain or unplayable conditions at Stratton Ridge Sportsplex, games will be rescheduled<br />

as quickly as possible. Four <strong>and</strong> one half innings will constitute a complete game, provided the<br />

home team is ahead.<br />

3. F. BASE STEALING. Stealing is allowed in Men’s Slow pitch Leagues ONLY. Please refer to your<br />

2012 ASA Rule Book <strong>for</strong> specifics.<br />

3. G. RUN RULE FOR LEAGUE GAMES. 20 runs after 3; 15 runs after 4; 10 runs after 5.<br />

3. H. NUMBER OF UMPIRES ON A FIELD. All games will be assigned at least one ASA<br />

registered umpire.<br />

3. I. LINE UP CARD A written /typed list with complete names (FIRST AND LAST NAMES –<br />

NO NICKNAMES) <strong>and</strong> positions, must be given to the home plate umpire <strong>and</strong><br />

opposing team be<strong>for</strong>e the game begins. This lineup must be legible. Failure to<br />

comply could result in a <strong>for</strong>feit if a protest should be filed. This will be the official<br />

batting order <strong>and</strong> will list all available substitutes as per A.S.A. <strong>regulations</strong>. The<br />

game time can <strong>and</strong> will start <strong>and</strong> continue until the umpire has a line up from<br />

each team. Please have this ready at game time, so that you may play softball <strong>for</strong><br />

the entire 55-minute game time.<br />

3. J. OUTFIELD ARC FOR CO ED GAMES. Co-ed Recreational Leagues at the Stratton<br />

Ridge Sportsplex will en<strong>for</strong>ce the use of the outfield arc that prohibits defensive players<br />

to cross until after the pitched ball has crossed the plate.<br />

3. K. OFFICIAL SCORE. The home team will provide the official scorekeeper. In case of a score<br />

discrepancy, <strong>and</strong> no book is kept, the umpire in<strong>for</strong>mation sheet score st<strong>and</strong>s. Both team<br />

managers <strong>and</strong> the umpire at the end of the game will sign the Umpire In<strong>for</strong>mation Sheet. The<br />

score indicated on the signed umpire in<strong>for</strong>mation sheet shall become the officially recognized<br />

score, unless otherwise noted by the Parks Department representative. The Manager’s signature<br />

on the umpire in<strong>for</strong>mation sheets indicated that he/she agrees with the final recorded score. If<br />

the score is disputed, the manager should sign the umpire in<strong>for</strong>mation sheet <strong>and</strong> make a note of<br />

the circumstances. Official league st<strong>and</strong>ings will be based on the scores recorded by the umpire<br />

on the umpire in<strong>for</strong>mation sheet.<br />

3. L. COMMUNIICATION WITH TEAMS. All team notifications will be made via email <strong>and</strong> / or<br />

posting on the city website. Your team manager or representative will be responsible <strong>for</strong> checking<br />

this communication from the parks department. All in<strong>for</strong>mation regarding rainouts / reschedules<br />

/ schedule changes will be posted in a timely fashion on the city of clute website.<br />

Please have your team use this website to find out their game times, playing fields <strong>and</strong> any other<br />

in<strong>for</strong>mation they may need. Each team will supply the Clute Parks <strong>and</strong> Recreation Department<br />

with a valid, <strong>current</strong> email address <strong>for</strong> someone on the team that will be responsible <strong>for</strong> receiving<br />

softball league in<strong>for</strong>mation during the work day. It is much more efficient <strong>for</strong> the parks<br />

department to notify all the teams of changes to the schedule via email, than to call each manager<br />

or assistant manager <strong>and</strong> leave messages or interrupt your work. If conditions are questionable, a<br />

decision will be made, if possible, by 3:30 p.m. of the playing day <strong>for</strong> games scheduled that night.<br />

Call 265-8392 <strong>for</strong> in<strong>for</strong>mation concerning possible rainout games be<strong>for</strong>e 5:00 p.m. After 5:00 p.m.,<br />

the games will be at the decision of the umpires.<br />

4. MANDATORY LEAGUE SUPPLIED SOFTBALLS<br />

Teams are required to use approved league softballs <strong>for</strong> all league games.<br />

4. A. AVAILABILITY OF APPROVED SOFTBALLS<br />

The ONLY ball authorized <strong>for</strong> league use will be the Anaconda / Trump br<strong>and</strong>, model number<br />

AK-44-ASA-Y optic yellow. Each manager will get one half dozen balls appropriate <strong>for</strong> the league<br />

their team will be playing in. The manager of each team is responsible <strong>for</strong> having this ball<br />

available <strong>for</strong> play in all league games.<br />

4. B. Balls will be available <strong>for</strong> purchase from the Clute Parks Department <strong>and</strong> /or the concession<br />

st<strong>and</strong> at Stratton Ridge Sportsplex <strong>for</strong> a reasonable price.<br />

4. C. Each team will hit their own Anaconda / Trump softball <strong>and</strong> “chase” their own home runs.<br />

Teams may bring their own softballs, but they must be the same model number as listed above.<br />

Each team should mark their own balls <strong>and</strong> have enough on h<strong>and</strong> in the dugout, so as not to<br />

impede the progress of the game, if multiple foul balls / homeruns are being retrieved.<br />

4. D. The penalty <strong>for</strong> not using the league approved softball is immediate <strong>for</strong>feit of<br />

game in progress by the offending team if brought to the attention of the umpire<br />

by the defensive team. If the offensive team discovers the mistake <strong>and</strong> corrects it<br />

by putting the proper ball in play then all play st<strong>and</strong>s <strong>and</strong> the game continues.<br />

5. TEAM ROSTERS<br />

5. A. ROSTERED PLAYERS ONLY ELIGIBLE TO PLAY – LIMIT 20 PLAYERS PER TEAM<br />

The manager of each team must submit a complete <strong>and</strong> correctly typed or printed roster with each<br />

player’s first <strong>and</strong> last name, t-shirt size, date of birth, <strong>current</strong> email address, <strong>and</strong> signature of<br />

player. A player is not considered eligible unless this in<strong>for</strong>mation is on file with the Clute PARD<br />

on the team roster <strong>for</strong>m. Managers will be responsible <strong>for</strong> verifying the eligibility of their players<br />

<strong>and</strong> getting their roster completely <strong>and</strong> correctly filled out <strong>and</strong> turned in at the proper time. Any<br />

player who has not properly signed the team roster will not be considered eligible to play on that<br />

team. A playing manager must also be listed on the roster <strong>and</strong> sign the release to be considered an<br />

eligible player. The roster limit or maximum is 20 players per team. (Exception of roster limit to<br />

25 in Church Leagues.)<br />

5. B. FILING ROSTER WITH CLUTE PARKS AND RECREATION<br />

A team’s official roster must be on file with the Clute PARD prior to the second (2 nd ) night of play.<br />

Manager/coach must turn roster in at the Parks <strong>and</strong> Recreation office, Monday – Friday by 5:00<br />

p.m. You may also put the roster in a sealed envelope <strong>and</strong> mark on the outside “Clute Parks &<br />

Recreation – Roster Enclosed” <strong>and</strong> put in the night drop located at the Clute City Hall at 104 E.<br />

Main Street. You may drop the roster off at the Clute Parks <strong>and</strong> Recreation Department, located at<br />

218 Hwy 332, or mail it to: Clute Parks & Recreation, P.O. Box 997, Clute, TX 77531. All<br />

correspondence <strong>and</strong> communication will be done with the manager listed on the official team<br />

roster. If the in<strong>for</strong>mation changes anytime, the Clute PARD must be notified.<br />

5. C. ROSTERS WILL NOT BE ACCEPTED BY UMPIRES.<br />

5. D. FILING ROSTER LATE OR NOT AT ALL WITH CLUTE PARKS AND RECREATION<br />

Without a roster on file, the team WILL receive a loss <strong>for</strong> every game until a complete roster is<br />

turned in to the proper Parks <strong>and</strong> Recreation Department. ROSTER DEADLINE WILL BE<br />

STRICTLY ENFORCED.<br />

TEAMS WILL RECEIVE FORFEITS IF NO ROSTER HAS BEEN TURNED IN AND<br />

THOSE FORFEITS WILL STAND EVEN IF THE ROSTER DOES GET TURNED IN AT<br />

A LATER DATE.<br />

5. E. PLAYING ON TWO OR MORE TEAMS ON THE SAME NIGHT<br />

A PLAYER MAY NOT PLAY WITH TWO DIFFERENT TEAMS ON THE SAME NIGHT AT THE<br />

5. F. COMPETITIVE PLAYER PLAYING ON RECREATIONAL TEAM<br />

No player who is properly registered with a competitive team may EVER play on a recreational<br />

team. Any player who is properly registered with a recreational team may play on a competitive<br />

team, as long as his/her team is not playing that night.<br />

5. G. PLAYER MUST PRESENT PHOTO I.D. IF AN ILLEGAL PLAYER PROTEST IS<br />

FILED.<br />

A photo I.D. (i.e. driver’s license, work badge, etc.) must be presented by the person in question,<br />

to the protest committee, if requested by the CLUTE ADULT SOFTBALL LEAGUES (Clute PARD)<br />

in order to resolve a filed protest regarding the identity of a suspected illegal player.<br />

5. H ADDING OR RELEASING PLAYERS TO A PROPERLY FILED ROSTER.<br />

Whenever someone is added or released from your roster an “ADD” player or “RELEASE” player<br />

<strong>for</strong>m must be PROPERLY FILLED OUT <strong>and</strong> given to the umpire prior to the start of the game. A<br />

player must be released from his or her old team <strong>and</strong> sign an “add” (new) player <strong>for</strong>m be<strong>for</strong>e the<br />

game to be an eligible player <strong>for</strong> the new team. A properly filled out “add player” <strong>for</strong>m must be<br />

on file <strong>for</strong> each new player added to the roster after the season begins. Your roster cannot exceed<br />

twenty (20) players. A maximum of four (4) players may be added to your roster per season. NO<br />

PLAYERS MAY BE ADDED AFTER 4 WEEKS OF PLAY OR 8 GAMES.<br />

6. INTENT TO PROTEST<br />

When you notify the umpire that you intend to protest the game <strong>and</strong> record your intent<br />

to protest on the Umpire In<strong>for</strong>mation Sheet, this action does not constitute an official<br />

protest.<br />

To file an official protest, see League Rule 7 - 7D. Protests will be considered based on<br />

the <strong>current</strong> <strong>year</strong>’s A.S.A. rulebook <strong>and</strong> the Clute PARD <strong>rules</strong> <strong>and</strong> <strong>regulations</strong>.<br />

7. PROTEST<br />

7. A. PROCEDURE TO FILE A PROTEST<br />

All written protest must be filed the next working day after the incident in question (24 hours or<br />

Monday if the incident occurred on Friday); however, the intent to protest must be noted<br />

on the UIS (Umpire In<strong>for</strong>mation Sheet) <strong>and</strong> signed by the protesting manager.<br />

All protest must be filed with the Clute PARD during the next working day between 8:00 a.m. –<br />

12:00 noon <strong>and</strong> 1:00 p.m. – 5:00 p.m.<br />

7. B. THE FOLLOWING INFORMATION MUST BE INCLUDED ON THE PROPER<br />

* The <strong>rules</strong> <strong>and</strong> <strong>regulations</strong> of the ASA or local <strong>rules</strong> under which the protest<br />

is being filed.<br />

* The in<strong>for</strong>mation <strong>and</strong> all pertinent details that caused the protest action.<br />

* If protesting a player’s eligibility, you must turn in the entire proper name,<br />

not a nickname.<br />

* $25.00 protest fee ( refundable if protest is allowed )<br />

7. C. PROTESTS BASED ON A PLAYER’S ELIGIBILITY will be ruled on by the Clute PARD<br />

Protest Committee using the official team rosters <strong>and</strong> the <strong>current</strong> <strong>year</strong>’s <strong>rules</strong> <strong>and</strong> <strong>regulations</strong> <strong>for</strong><br />

eligibility. The use of an ineligible player will constitute a <strong>for</strong>feit, if properly protested. If the<br />

determination of eligibility is upheld <strong>for</strong> use of an ineligible player twice in one season, this will<br />

cause the offending team <strong>and</strong> player to be suspended <strong>for</strong> the remainder of the season being<br />

played, with no refunds.<br />

7. D. THE DECISION RENDERED BY THE PROTEST COMMITTEE MUST RESULT IN<br />

ONE OF THE FOLLOWING ACTIONS:<br />

1. The protest is considered invalid <strong>and</strong> the game score st<strong>and</strong>s as is <strong>and</strong> the protesting team<br />

<strong>for</strong>feits the *** $25.00 protest fee. The fee will be <strong>for</strong>feited to the Clute PARD.<br />

2. When protest is ruled valid because of a misinterpretation of a playing rule, the decision<br />

will be corrected <strong>and</strong> the game shall be replayed from the point at which the wrong<br />

decision was made. The game will be rescheduled.<br />

3. When protest <strong>for</strong> ineligibility is determined to be valid, the offending team shall <strong>for</strong>feit the<br />

game, <strong>and</strong> the *** $25.00 protest fee will be returned to the protesting team.<br />

8. FAMILY ATMOSPHERE RULE<br />

PROFANITY DURING THE GAME WILL NOT BE TOLERATED<br />

8. A. CASUAL PROFANITY pertains to expletives not directed at umpires or opposing players, but<br />

uttered by a player, manager/coach frustrated with themselves, a teammate or a situation. If the<br />

offending team is at bat <strong>and</strong> the profanity is used, the player is out unless the result of the play is<br />

an out in which case the next batter will be declared out. If the offending team is in the field, the<br />

first player to bat in their half of the inning will be declared out. It is possible <strong>for</strong> a team to come<br />

to bat with one or more outs already recorded or lose their turn at bat altogether. Outs will be<br />

treated as delayed dead ball situations.<br />

8. B. PROFANITY DIRECTED AT OPPOSING PLAYERS OR UMPIRES MUST ALWAYS BE<br />

PENALIZED BY EJECTION. The umpire will, based upon his judgment, en<strong>for</strong>ce the profanity rule<br />

by calling the next batter out on the offending team. If the team is at bat, <strong>and</strong> there is profanity<br />

used in any <strong>for</strong>m, then the next regularly scheduled batter will be ruled out, <strong>and</strong> not allowed to<br />

bat. If the team is on defense <strong>and</strong> the profanity offense occurs, then that team’s first scheduled,<br />

physical batter in the next inning will be ruled out. If the profanity is ruled unsportsmanlike, then<br />

the offending player will be ejected <strong>and</strong> removed from the game in progress <strong>and</strong> will be ineligible<br />

<strong>for</strong> the next scheduled game.<br />

9. CONDUCT<br />

9. A. Any player(s), coach(s), manager(s), or person(s) associated with a team (i.e. fans) in any way who<br />

verbally or physically assaults or threatens an official of the game, a Parks Department<br />

representative, complex official or any other person, will be ejected from the complex with one<br />

minute to leave the field <strong>and</strong> five (5) minutes to the complex. THE GAME IN PROGRESS WILL<br />

BE AN AUTOMATIC FORFEIT BY THE OFFENDING TEAM.<br />

NOTE: Complex is defined as the playing area, structures, adjoining park facilities <strong>and</strong> roads.<br />

The above player(s)/manager(s) ejected will be suspended from ANY league play at the facility<br />

<strong>for</strong> the remainder of the season <strong>and</strong>/or a minimum of 8 scheduled games.<br />

9. B. Any unsportsmanlike behavior is reason an individual may be ‘EJECTED” from the<br />

complex by an umpire or complex official. Unsportsmanlike behavior could involve players, fans,<br />

etc. UNSPORTSMANLIKE BEHAVIOR: includes but is not limited to the following: profanity,<br />

public intoxication, fighting, taunting, talking trash, unnecessary roughness, etc.<br />

Any player ejected <strong>for</strong> unsportsmanlike behavior will NOT BE eligible to play<br />

the remainder of the game in progress <strong>and</strong> their next scheduled game.<br />

If a game in progress is disrupted due to opposing players being involved in unsportsmanlike<br />

behavior, the game will be stopped, all offenders will be ejected <strong>and</strong> both teams will <strong>for</strong>feit the<br />

game. This behavior, if flagrant in the opinion of the umpire or park official, will automatically<br />

cause the teams involved to <strong>for</strong>feit their next scheduled game as well.<br />

9. C. The use of any ejected player by any team be<strong>for</strong>e the player is eligible to play again will<br />

result in the offending team receiving a <strong>for</strong>feit <strong>and</strong> being dropped from the remainder of the<br />

league in progress with no refunds.<br />

9. D. The Clute Parks <strong>and</strong> Recreation Department has the right to remove a team from any league if the<br />

team is considered a detriment to the league. Reasons <strong>for</strong> a team to be removed from a league<br />

could include the following, but is not limited to these: threats, constant complaints <strong>and</strong> ejections,<br />

public intoxication, <strong>and</strong> disregard of league <strong>and</strong> complex <strong>rules</strong>. If a team is removed from a<br />

league due to the above, they will NOT receive a refund or be allowed to participate in the next<br />

scheduled league.<br />

9. E. If the Police Department is called to the facility due to the actions of a team(s), the team(s)<br />

involved will be given <strong>for</strong>feits <strong>for</strong> the game in question <strong>and</strong> all games remaining on the schedule<br />

or a minimum of eight (8) games. No refunds will be given.<br />

9. F. Any player that intentionally hits at a pitcher with a batted ball will be ejected <strong>and</strong> banned<br />

from the league <strong>for</strong> at least 6 months.<br />

10. RE-CLASSIFICATION OF TEAMS OR PLAYERS<br />

League Officials reserve the right to place teams according to each league circumstances.<br />

11. HOMERUN POLICIES FOR EACH CLASSIFICATION<br />

The in<strong>for</strong>mation below is a guideline, but could change during the <strong>year</strong>, based on<br />

teams input. This rule may be voted on at the pre-season meeting, by poll or<br />

ballot by team managers. It is the team manager’s responsibility to be aware of<br />

the <strong>current</strong> season /league home run rule. The home run rule will appear on the<br />

initial schedule sent to manager’s each season.<br />

11. A. RECREATIONAL Leagues will allow one (1) over the fence homerun per team per<br />

game. Any additional ball hit over the fence will be considered an out <strong>and</strong> a dead<br />

ball called by the umpire. This applies to any Men’s, Co-Ed or Church<br />

RECREATIONAL LEAGUE.<br />

11. B. COMBINED (any mixture of competitive <strong>and</strong> recreational teams) Leagues will be<br />

allowed two (2) over the fence homeruns. Any additional ball hit over the fence<br />

will be considered an out <strong>and</strong> a dead ball called by the umpire. This applies to<br />

any combined Men’s or Co-Ed league offered as a COMBINED LEAGUE.<br />

11. C. COMPETITIVE Leagues will allow three (3) over the fence homeruns per team per<br />

game. Any additional ball hit over the fence will be considered a single.<br />

This applies to any Men’s or Co-Ed COMPETITIVE LEAGUE.<br />

14. IMPORTANTS THINGS TO REMEMBER<br />

1.) SOFTBALL IS A RECREATIONAL SPORT. Please remember that most people you will<br />

encounter at the ball park have other jobs <strong>and</strong> responsibilities to go home to. These leagues are<br />

a place <strong>for</strong> you to get some exercise, have some good fellowship with friends <strong>and</strong> family <strong>and</strong><br />

have some fun. This venue is available to your recreational use; please don’t abuse it or the<br />

people that share their recreational time with you. Good sportsmanship is as important a goal<br />

to accomplish as winning every game. Please have a good time <strong>and</strong> enjoy your recreational<br />

time, but remember everyone else would like to enjoy their time here also. It’s a game, have a<br />

little fun.<br />

2.) ALCOHOLIC BEVERAGES – (NO GLASS CONTAINERS AT PARK) If you must drink<br />

alcoholic beverages at Stratton Ridge Sportsplex, we have a very simple rule. You may drink<br />

be<strong>for</strong>e <strong>and</strong> after your game. You cannot drink alcoholic beverages during the 55 minute ball<br />

game. We ask that you respect this rule. It’s simple = okay be<strong>for</strong>e <strong>and</strong> after, but not during.<br />

3.) APPROVED LEAGUE SOFTBALL - All teams will hit the same br<strong>and</strong> / model ball during<br />

the 2012 Clute Stratton Ridge Sportsplex <strong>and</strong> Lake Jackson MacLean Park softball leagues.<br />

Each team will receive one half dozen balls at the manager’s meeting. If your team needs to<br />

purchase more softballs, they will be available at both complexes <strong>for</strong> a reasonable price. We<br />

will be approaching Academy about stocking this ball in their Lake Jackson store. Call Clute<br />

265-8392 or Lake Jackson 297-4533 regarding pricing, location <strong>and</strong> availability of softballs <strong>for</strong><br />

slow pitch softball leagues. The penalty <strong>for</strong> using a different ball in a league game <strong>and</strong> being<br />

properly protested will be immediate <strong>for</strong>feiture of the game being played, if the infraction is<br />

brought to the umpire’s attention by the opposing team or parks official. If the offending team<br />

corrects the ball situation be<strong>for</strong>e the opposing team “protests” then all play st<strong>and</strong>s, the correct<br />

ball is entered into the game <strong>and</strong> play continues.<br />

From the first page, click on Departments, on the drop down menu click on Parks <strong>and</strong><br />

Stratton Ridge Sportsplex.<br />

The Stratton Ridge Sportsplex page will have ALL of the in<strong>for</strong>mation you will need to know<br />

about adult softball leagues in Clute. Schedules, Rain Out in<strong>for</strong>mation, reschedules, upcoming<br />

tournaments <strong>and</strong> / or leagues. We need email addresses from each team, at least one or two,<br />

all teams will be notified by email <strong>for</strong> such events as make up games, change in schedule,<br />

<strong>for</strong>feits, etc. This is the most efficient way <strong>for</strong> us to contact each team. Please make sure that<br />

the parks department has a <strong>current</strong> email address <strong>for</strong> the manager or assistant manager of each<br />

team.<br />

5.) FAMILY ATMOSPHERE RULE – Please watch your language <strong>and</strong> actions while on the<br />

playing field <strong>and</strong> / or bleacher area. There are many people who come <strong>and</strong> cheer on their<br />

friends <strong>and</strong> family members. Sometimes frustrations build <strong>and</strong> things are said, but please try<br />

to control these outburst. This rule gives the umpires a tool, to keep things under control on<br />

the playing field. Please keep in mind that this is a “recreational” opportunity <strong>for</strong> you <strong>and</strong> not<br />

a place you should be releasing frustrations <strong>and</strong> obscenities at fellow participants.<br />

15. 2012 ASA Playing Rule Changes with Comments<br />

NOTE: All changes below are effective January 1, 2012 unless otherwise noted.<br />

Rule 2 Section 1 Table: Women’s Slow Pitch will have a maximum fence<br />

distance of 300 feet.<br />

Comment: Allows <strong>for</strong> complexes that hold Men <strong>and</strong> Women National<br />

Championships on the same fields more flexibility when assigning games<br />

to each field.<br />

Rule 2 Section 1 Table: Men’s Adult Slow Pitch Only (Except Seniors) shall<br />

have a base distance of 70 feet.<br />

Comment: This was tried successfully last <strong>year</strong> in the A <strong>and</strong> B<br />

Classification of Men’s Slow Pitch <strong>and</strong> brought defense back into the<br />

game. It should be used in all classifications of Men’s Slow Pitch in 2012.<br />

(Except Seniors)<br />

Rule 2 Section 1 Table: EFFECTIVE 2013. All Adult Slow Pitch (Except<br />

Seniors) shall have a base distance of 70 feet.<br />

Comment: Allows <strong>for</strong> more defense in all Adult Slow Pitch starting in<br />

2013.<br />

Rule 3 Section 1A [3]: Adds the sentence; this includes wooden bats that were<br />

made prior to 2000.<br />

Comment: Clarifies that wooden bats made prior to 2000 do not have to<br />

have the ASA Certification Mark <strong>and</strong> wooden bats made after 2000 must<br />

have the ASA Certification Mark on them to be legal.<br />

Rule 3 Section 1A [4]: Exception: Senior Softball bats may be used in Senior<br />

Championship Play.<br />

Comment: Add an exception to Rule 3 Section 1 that Senior Softball bats<br />

may be used in Senior Championship Play only.<br />

Rule 3 Section 1B: The knob will have a diameter of at least 1.6 inches with no<br />

sharp edges. The knob will be permanently attached to the bat <strong>and</strong> may be<br />

covered with grip tape.<br />

Comment: Changes the wording from “taped” to “covered” <strong>and</strong> “safety”<br />

tape to “grip” tape.<br />

Rule 3 Section 1D: The H<strong>and</strong>le region of the bat must have a grip made of cork,<br />

grip tape, or other synthetic material that is permanently attached to the bat. No<br />

bare metal, wood or composite material may be exposed in this area. The grip<br />

shall not be less than 6” <strong>and</strong> not more than 15”. Any attachment such as a<br />

molded finger grip, flare cone or choke up device must be attached with grip<br />

tape. Resin, pine tar or spray substances are permissible on the Grip region only.<br />

Comment: Changes the wording from “safety” tape to “grip” tape, clarifies<br />

that no bare wood or composite material along with metal can be exposed<br />

<strong>and</strong> allows <strong>for</strong> the tape to be a minimum of 6 inches in length versus a<br />

minimum of 10 inches in length.<br />

Rule 3 Section 7: The Characteristics of any approved equipment cannot be<br />

unnaturally changed. Examples include icing, cooling or heating of any<br />

equipment. Warming devices <strong>for</strong> bats are NOT approved.<br />

Comment: Science has proven heating of bats with warming devices<br />

adds to batted ball speed <strong>and</strong> are now illegal.<br />

Rule 5 Section 8A[1]: Home run limit <strong>for</strong> Men’s Class A Slow Pitch is 10<br />

Comment: Men’s Class A Slow Pitch home run limit increases from 8 to<br />

10.<br />

Rule 8 Section 1C[2] Exception: Add “The ball is live <strong>and</strong> on ball four the<br />

Batter-Runner may only advance to 1B unless a play is made on another runner<br />

or there is an errant throw.”<br />

Comment: Clarifies that in the game of Slow Pitch with stealing, the<br />

Batter-Runner is allowed to advance to 1B only on a base on balls unless<br />

another runner on base is played on or there is an errant throw.<br />

Rule 8 Section 7L: When a runner intentionally contacts a fair batted ball that an<br />

infielder has missed.<br />

Comment: Clarifies the rule already in effect by replacing the word<br />

“kicked” with “contacts”.<br />

CLUTE PARKS AND RECREATION DEPARTMENT AND ASA OFFICIAL WAIVER AND RELEASE OF LIABILITY AND INDEMNIFICATION FORM<br />

I, the undersigned player or the parent or legal guardian of a minor player named below, acknowledge, agree <strong>and</strong> underst<strong>and</strong> that: 1.) Voluntarily <strong>and</strong> of my own free will, I elect to participate as a member of the softball team <strong>and</strong> league indicated below.2.) I<br />

underst<strong>and</strong> that there are certain risks <strong>and</strong> hazards involved in participating in softball including, but not limited to those hazards associated with weather conditions, playing conditions, equipment <strong>and</strong> other participants in addition to the acts of pitching, throwing,<br />

fielding <strong>and</strong> catching of the ball, the swinging of the bat, running, jumping, stretching, sliding, diving <strong>and</strong> collisions with other players <strong>and</strong> with stationary objects, all of which can cause serious injury or death to me <strong>and</strong> to other players. I agree that in consideration<br />

<strong>for</strong> the right to play as a member of the team designated below <strong>and</strong> in consideration <strong>for</strong> permission to play on the field arranged <strong>for</strong> by the team or league: 1.) I voluntarily elect or accept <strong>and</strong> solely assume all risk of damages, injury, including death, incurred or<br />

suffered by me (a) while practicing or playing as a member of the team so designated,(b) while serving in a non‐playing team member or observer during practice of play by other teams or by other players on my team, <strong>and</strong> (c) while on or upon the premise of any <strong>and</strong><br />

all of the fields arranged <strong>for</strong> by me, team or league <strong>for</strong> practice or play, 2.) I release, discharge <strong>and</strong> agree not to sue the team <strong>and</strong>/or league designated below or any owner or lease of fields on which softball is played or practiced by my team or the Amateur Softball<br />

Association of America, or their owners, officers, agents, servants, associations, employees, or any person or entity connected with the team, league, field of the Amateur Softball Association of America <strong>for</strong> any claim, damages, costs or cause of action which I have or<br />

may in the future have as a result of injuries or damages sustained or incurred by me from whatever cause including but not limited to the negligence, breach of contract or wrongful conduct of the parties hereby released. I further agree that I shall hold harmless<br />

<strong>and</strong> fully indemnify the parties hereby released from any claims, damages, costs including attorney fees, <strong>and</strong> cause of action which may arise from any claim or cause of action made by me, through me or my behalf even if the damages, injuries or death are caused in<br />
