1. Background
With the turnover of a Waste Water Treatment Plant (WWTP) from UNMIT to UNCT it was
decided and approved by UNCT within the UN Agency Common Premises Budget for 2013 to create
Water and Sanitation Maintenance Services to provide waste water treatment and disposal acceptable
standards to the environment within the UN Common Premises in Dili, Timor-Leste.
2. Scope of Water and Sanitation Maintenance services
In order to achieve all the objectives, the Waste Treatment Plant Technician (WTPT) shall perform the
following tasks with collaboration of Building and Ground Maintenance services provider under direct
supervision of the Common Premises Manager (CPM).
The specific Water and Sanitation Maintenance services shall include but not limited to the following.
Monitoring proper uninterruptable work of the WWTP and repair in case of malfunctions.
Install, repair and maintain WWTP equipment, piping and controls.
Assess maintenance and repairing work to be done for the WTPT and submit to CPM for
further necessary action and subsequent approval. Purchasing of all required items will be
sustained by the UN Agencies Common Premises Budget with item quality consultation from
the WTPT.
Install, repair and maintain underground storm sanitary and water piping systems.
Install, repair and maintain sinks, tubs and toilets.
Install, repair and maintain plumbing fixtures, appliances and trim.
Test pipe systems and fixtures for leaks.
Identify required tools and special equipment.
Select the type and size of pipe required.
Locate and mark positions for connections and fixtures.
Install supports and hangers for pipe, fixtures and equipment.

Assemble and install valves and fittings.
Installation and repair all kind water & submersible pump related to water and sanitation.
In close collaboration with Building and Ground Maintenance Team, provide relevant information
to prepare detailed reports describing inspections, repairs and other works & services conducted
for WWTP.
In close collaboration with Building and Ground Maintenance Team, provide relevant information
to prepare a technical report about condition of UN Premises water/ drainage/ sewer working
systems ones per month.
In close collaboration with Building and Ground Maintenance team, provide relevant information
to prepare preventive maintenance plan for UN Premises water/ drainage/ sewer working
systems a period of one following month and present in prior to CPM for review and approval and
carry out preventive maintenance work as authorized. The maintenance plan for each following
month has to be presented within a first week of previous month.
In close collaboration with Building and Ground Maintenance team, the WTPT shall monitor the
conditions of the water and sanitation systems and assure that they are at all times in good order
and all toilets, showers, washbasins with appliances are not hazardous to use by UN staff
members and guests.
The WTPT shall assist staff with any special requirements that may come up from time to time
and responding to any emergencies which may arise at UN Agency Premises.
The WTPT shall also perform miscellaneous services as maybe needed by staff which may
include, but not limited to, moving furniture and relocating offices, attending to guests and running
errands within or around the building.
The WTPT shall also perform such tasks as may be requested by UNDP for itself or on behalf of
any other Agency.
Duration of Contract
The Employee shall be contracted by the UNDP in behalf of the UN Agencies for the UN Common
Premises in Dili, Timor-Leste for a period of one year. This contract will be renewed on an annual basis
subject to their satisfactory performance as may be recommended.
The Employee shall possess the following requirements.
Proven track record in rendering satisfactory services to Common Premises for maintenance and
operating of a Waste Water Treatment Plant or similar plants, and other related water and
sanitation activities in various business/financial institutions.
Copies of education certificates and other permission documents to confirm ability to provide
water and sanitation activities in Timor-Leste.
Physically and mentally fit to efficiently and effectively perform the daily services required.
Must possess utmost integrity, outstanding moral character, emotionally stable and ethical in their
behavior at all times.
The Employee shall fully recognize that non compliance or violation of any of the above
requirements and standards during the contractor’s engagement with the UN may result to
request for termination of the contract.

A. Qualification and Professional Experience:
High school certificate.
Certificate in plumbing, water and sanitation technician services, other professional or equivalent
will be an asset but not as requirement.
Minimum 3 years of experience in UN, private business or equivalent.
Basic command of oral and written Tetum is required
Ability to communicate fluent in English (understand and talk)
