<strong>BIM</strong> TWINNING HISTORY<br />

In accordance with its approach of active and practice-oriented science the <strong>Ludwig</strong><br />

<strong>Boltzmann</strong> <strong>Institut</strong>e of Human Rights (<strong>BIM</strong>) is engaged in the EU integration policy, primarily<br />

in the context of EU enlargement, but increasingly also in the context of the European<br />

neighbourhood policy. Using scientific know-how the institute dedicates itself to political<br />

counselling and research on the EU acquis communautaire and on EU "good practices" with<br />

regard to human rights, rule of law and "good governance".<br />

In 2002 the <strong>BIM</strong> received a General Mandate by the European Commission to act on behalf<br />

of public administrative authorities in the implementation of EU-<strong>Twinning</strong> projects and since<br />

then the main focus of activities has been the implementation of these bilateral partnership<br />

projects with authorities in the accession, candidate and neighbourhood states. Until now,<br />

the <strong>Institut</strong>e has been/is carrying out altogether eleven selected <strong>Twinning</strong> projects as leading<br />

institution and eight <strong>Twinning</strong> projects as junior partner or supporting institution.<br />

The contribution of the <strong>BIM</strong> to <strong>Twinning</strong> usually consists in the scientific analysis of<br />

legislation, jurisdiction and administrative practice, the elaboration of legal comparative<br />

studies and draft laws, holding of training courses as well as the formulation of policy<br />

recommendations, in each case relating to human rights, constitutional and democratic<br />

standards.<br />
