BIM TWINNING HISTORY
In accordance with its approach of active and practice-oriented science the Ludwig
Boltzmann Institute of Human Rights (BIM) is engaged in the EU integration policy, primarily
in the context of EU enlargement, but increasingly also in the context of the European
neighbourhood policy. Using scientific know-how the institute dedicates itself to political
counselling and research on the EU acquis communautaire and on EU "good practices" with
regard to human rights, rule of law and "good governance".
In 2002 the BIM received a General Mandate by the European Commission to act on behalf
of public administrative authorities in the implementation of EU-Twinning projects and since
then the main focus of activities has been the implementation of these bilateral partnership
projects with authorities in the accession, candidate and neighbourhood states. Until now,
the Institute has been/is carrying out altogether eleven selected Twinning projects as leading
institution and eight Twinning projects as junior partner or supporting institution.
The contribution of the BIM to Twinning usually consists in the scientific analysis of
legislation, jurisdiction and administrative practice, the elaboration of legal comparative
studies and draft laws, holding of training courses as well as the formulation of policy
recommendations, in each case relating to human rights, constitutional and democratic
standards.
