This recommendation was not met. As with recommendation 3.2, it was envisaged<br />

by the HSE that the recruitment of additional social workers would assist in ensuring<br />

that all foster carers are assessed and approved. Inspectors found that this was not<br />

the case. The four HSE regions had individual plans to ensure that all non-relative<br />

foster carers were assessed. A national HSE audit of unapproved foster carers had<br />

taken place in 2010, and each HSE region had committed itself to ensuring all foster<br />

carers were assessed and approved. However, unvalidated national figures provided<br />

to the Authority indicated that a total of 324 foster carers nationally were not fully<br />

assessed by the HSE. The HSE proposed December 2011 as the timeframe for the<br />

implementation of this recommendation.<br />
