Abstract: In this paper, I ask whether the rise in U.S. income inequality occurred since the 1980s<br />

triggered a political reaction aimed at boosting homeownership through the implementation of<br />

easy credit policies. Using state-level data I study the relationship between income inequality<br />

and the change in both credit availability and homeownership from the mid-1990s to the mid-<br />

2000s. I find that in states with higher inequality in 1996, homeownership increased more during<br />

the subsequent ten years. Also, between 1995 and 2005, credit was extended more<br />

aggressively and lending standards were eased more in states with higher initial inequality,<br />

suggesting that in more unequal states politicians faced stronger pressure from their<br />

constituencies and were thus more likely to implement easy credit policies. Exploiting acrossstate<br />

variation in mortgage related legislation, I find that fewer scrutiny requirements were<br />

imposed on lenders in states with higher income inequality. Overall, results suggest that higher<br />

inequality generated a political reaction aimed at expanding cheap housing credit, and that easy<br />

credit policies were implemented not only at the federal, but also at the state level.<br />

Abstract: I study three episodes of local financial distress in the United States: the defaults of<br />

nine states in 1841-1842, the financial crisis of New York City in 1975, and the bankruptcy of<br />

Orange County in 1994. I then compare the current situation of California with the historical<br />

examples. From these episodes, I draw some lessons concerning how defaults can trigger<br />

changes in political institutions. Finally, I focus on markets’ behavior before and after the crises,<br />

to check if credit markets anticipated defaults, and if financial crises caused a contagion effect<br />

and/or market exclusion. I conclude with some observations on the relevance of these<br />

experiences for the U.S. and the EU today.<br />
