This number show s a decrease <strong>of</strong> 6 as compared with the number <strong>of</strong> schools<br />

in operation during the previous year. 64 new schools were brought into<br />

operation <strong>and</strong> 58 schools were discontinued, 4 <strong>of</strong> them owing to their<br />

amalgamation with other schools.<br />

Of the schools in operation on 30th June, <strong>1954</strong>, 2,853 were vested in<br />

Trustees, <strong>and</strong> 381 in the Minister for <strong>Education</strong>; 1,640 were non-vested schools.<br />

26. SCALES OF SALARIES AND OTHER GRANTS FOR NATIONAL<br />

TEACHERS.<br />

The following are particulars <strong>of</strong> the improved scales+ <strong>of</strong> salaries <strong>and</strong> other<br />

grants which came into operation, pursuant to agreed recommendations <strong>of</strong><br />

the Conciliation Council, as from 1st April, 1951:-<br />

SECTION I.-SALARY<br />

CHILDREN'S ALLOWANCES(NON-PENSIONABLE) IN ADDITION TO SCALE SALARY<br />

IN CERTAIN CASES:<br />

Married Men-£25 per child for third, fourth <strong>and</strong> fifth child where there are<br />

three or more children eligible (i.e. under 16 years <strong>of</strong> aze. or between 16 <strong>and</strong><br />

21 years. if invalided or at school); no allowance payable for first two eligible<br />

children,<br />

Widows <strong>of</strong> married men teachers <strong>and</strong> widow teachers to receive the allowances<br />

in respect <strong>of</strong> a maximum <strong>of</strong> five eligible children, including the first <strong>and</strong> second.<br />

tThese scales became subject to increases as follows with effect as from<br />

1st November, 1952:-<br />

(a) Salary: An increase <strong>of</strong> £25 per annum in respect <strong>of</strong> the first £230 <strong>of</strong><br />

scale salary on the 1951 scale <strong>and</strong> at the rate <strong>of</strong> £1 per annum for<br />

every £22 on the portion <strong>of</strong> scale salary in excess <strong>of</strong> £230; these<br />

increases not to be embodied in new salary scales but paid as<br />

additions to the 1951 scales;<br />

1st January, 1950, were increased by 7!% as from 1st April, 1951, <strong>and</strong> new<br />

bonuses for the Ard Teastas Gaeilge <strong>and</strong> the M.A. degree were introduced. The<br />

29. CARLISLE AND BLAKE PREMIUMS.<br />

THE CARLISLE AND BLAKE PREMIUM FUND.<br />

1. The Minister for <strong>Education</strong> is empowered to allocate, in premiums, to<br />

the teachers <strong>of</strong> ordinary National Schools the interest accruing from certain<br />

funds at his disposal, these premiums to be called "The Carlisle <strong>and</strong> Blake<br />

Premiums." Teachers <strong>of</strong> Model Schools, Convent Schools, or other special<br />

schools are not eligible for these premiums.<br />

2. The interest from the accumulated funds available for premiums is<br />

distributed every year in premiums to the two most deserving principal<br />

teachers in each <strong>of</strong> the eight Inspectorial Divisions, subject to the following<br />

conditions :-<br />

(a) that the average attendance <strong>and</strong> the regularity <strong>of</strong> the attendance<br />

<strong>of</strong> the pupils are satisfactory.<br />

(b) that, if a boys' or mixed school, taught by a master in a rural<br />

district, the education <strong>of</strong> the boys in the senior st<strong>and</strong>ards is given<br />

a rural bias; <strong>and</strong>, if a girls' school (rural or town). needlework is<br />

carefully attended to;<br />

(c) that the state <strong>of</strong> the school has been reported during the previous<br />

two years as satisfactory in respect <strong>of</strong> efficiency, moral tone, order,<br />

cleanliness, discipline, school records, supply <strong>of</strong> requisites <strong>and</strong><br />

observance <strong>of</strong> the rules <strong>and</strong> regulations for national schools.<br />

3. No teacher is eligible for a premium more frequently than once in five<br />

years.<br />

The total number <strong>of</strong> admissions to Industrial Schools by committal during<br />

the year from 1st August, <strong>1953</strong> to 31st July, <strong>1954</strong>, was 551, viz., 300 boys <strong>and</strong><br />

251 girls.<br />

The children admitted in that year are classified in the following tabular<br />

statement according to the grounds on which they were committed:-<br />
